One of Voldemort’s Death Eaters, Julius Rookwood, the nephew of one of his fallen followers, discovered the Resurrection Stone in the Forbidden Forest after Harry dropped it on his way to what he thought was his death. Julius presented it to Voldemort, who, in turn, brought it to the table as a bartering chip to kick off his regime.
The deal went as follows; in exchange for the resurrection of the recently fallen, Harry would surrender and make the Unbreakable Vow not to retaliate again.
