Federal agents were seen Thursday morning searching an apartment in a Manhattan high-rise and an estate in the Hamptons that authorities allege are connected to a Russian oligarch who recently had his yacht seized, according to sources familiar with the matter.
Homeland Security Investigations and FBI agents, along with New York City Police Department detectives, were seen carrying boxes during a search on Duck Pond Lane in Southampton, New York, and Park Avenue in Manhattan. Records show those properties are linked to the sanctioned Russian oligarch Viktor Vekselberg, a billionaire and a close ally of President Vladimir Putin, who heads the Moscow-based Renova Group, a conglomerate with interests in the metals, mining and tech industries, according to Department of the Treasury documents.
A search is also underway at a property on Miami’s Fisher Island that authorities say was linked to Vekselberg, according to sources familiar with the matter.
The U.S. seizure of Vekselberg’s $90 million superyacht in early April marked the first under newly imposed Western sanctions targeting assets of Russian elites in response to the Kremlin’s invasion of Ukraine. Vekselberg is one of numerous Russian oligarchs to face sanctions since the start of the war.
In addition to sanctions, Vekselberg has been the subject of a Department of Justice investigation into allegations of bank fraud. No charges have been filed in that case.
All of Vekselberg’s assets in the United States are frozen and American companies are barred from doing business with him and his entities. The Ukrainian-born businessman built his fortune by investing in the aluminum and oil industries in the post-Soviet era.
Vekselberg has long had ties to the U.S., including a green card he once held and homes in New York and Connecticut. He was also questioned in then-special counsel Robert Mueller’s investigation into Russian interference in the 2016 U.S. presidential election.
A call to an attorney associated with the Hamptons property was not immediately returned Thursday. Attempts to reach a representative for Vekselberg were not immediately successful.
Homeland Security Investigations and the FBI confirmed their agents were at those locations but declined further comment. The Justice Department and the NYPD declined immediate comment.

Add to that his apparent tacit support for Putin's War in Ukraine, and it's starting to feel like he's one step away from giving away America's secrets to the highest bidder–if he hasn’t already.

Warning Signs
Those who have fallen under Santos' charm have learned that he's not the respectable politician he appeared to be. From "he was so sweet", to "he stole my life", former friends and acquaintances are now coming out and telling their stories of how they were taken for a ride by Santos' charm and charisma. The seemingly endless accounts of individuals who have been taken advantage of by Santos' charm and fraudulent schemes are not only a reflection of his deceptive nature, but also raise concerns about potential national security risks - posed by those such as Swindlin’ Santos who criminalized their way into the highest positions of power and influence.

The Skolkovo Connection
Bratukhin’s journey into medical science and longevity seems to have been influenced by Russia’s Skolkovo Foundation, a business incubator set up on the outskirts of Moscow in the early 2010s and led until 2018 by now-sanctioned oligarch Viktor Vekselberg, which in part focused on life sciences and artificial intelligence (AI) as key areas of study.
Skolkovo built a large science campus on the outskirts of Moscow and encouraged Western tech companies such as IBM and Microsoft to establish research centres within the facility, alongside Russian startups. The centre also received funding from Abramovich’s Millhouse Capital.
In 2014, the assistant special agent in charge of the Boston division of the FBI warned that the Skolkovo Foundation “may be a means for the Russian Government to access our nation’s sensitive or classified research, development facilities and dual-use technologies with military and commercial applications”. There is no evidence that any of the individuals or firms mentioned in this article were aware of this threat, when they invested.
Bratukhin has been a visitor to the Skolkovo business park for numerous events and his firms have invested in businesses established there, including a startup called Insilico Medicine, run by the young scientist Dr Alex Zhavoronkov, which describes itself as an “artificial intelligence-driven” healthcare-technology company.
Early investors in Insilico also included Jim Mellon, a business partner of Brexit money-man Arron Banks and an early supporter of UKIP. Mellon, who made his money in Russia in the early 1990s, visited Insilico’s offices in Skolkovo and promoted the company through his Master Investor events in London where Dr Zhavoronkov has appeared several times as a key speaker.

Dr Zhavoronkov has been listed as an advisor to former Russian spy Anna Chapman’s UMA Fund, though he claims that he never had a formal relationship with the firm and that the UMA Fund “just used my picture on the website”.
Dr Zhavoronkov also helped to establish the Biogerontology Research Foundation (BRF) in the UK in 2008, which claims it is “the UK’s leading non-profit focused on longevity”.
Mellon joined the BRF board in 2017 and the BRF claims it was “instrumental in the initial groundwork and establishment” of the APPG for Longevity.
Dr Zhavoronkov has held a role on the advisory board of the APPG, sitting alongside another Insilico employee, Polina Mamoshina, as well as Sergey Bratukhin. There is no suggestion of wrongdoing on the part of Insilico, Mellon, Dr Zhavoronkov or any of his employees.
Insilico Medicine told Byline Times that the firm has “ceased all operations in Russia. The company firmly believes in the importance of scientific collaboration across borders in order to accelerate discovery and innovation. While the company remains committed to global scientific research and innovation, we have withdrawn all company operations from the Skolkovo Innovation Centre in Russia, sold the local subsidiary (which represented under 3% of global R&D spending), and relocated the remaining team members to other regional sites.” 
One of the managing trustees of the BRF is Dmitry Kaminskiy, a Moldovan businessman who was listed in March 2021 as the “co-director of the secretariat” of the APPG for Longevity and is listed as one of the advisors on its February 2020 ‘Health of the Nation’ report, alongside Dr Zhavoronkov. Kaminskiy says that his company, Ageing Analytics, provided data to the private health firm that manages the APPG for Longevity. The APPG claims that neither has been involved in APPG meetings since 2019.
Kaminskiy and Dr Zhavoronkov made headlines together for betting each other $1 million about who would die later.
Kaminskiy, who has also said that he will award $1 million to anyone reaching their 123rd birthday, first came to prominence as the chairman of i-bank.ru, a Russian bank which collapsed in 2016. Kaminskiy and other investors had purchased a 70% stake in i-bank in 2015, with Kaminskiy personally holding 10% of the company. As the new CEO, he pledged to invest $1 billion in the bank to create “the most powerful IT-team in Russia” which he would “motivate to work as in Space X or Tesla – 100 hours a week, 15 hours a day.”
In 2016, the Russian Central Bank withdrew i-bank’s licence, saying, “Interactive Bank (LLC) pursued a high-risk credit policy associated with the placement of funds in low-quality assets. An adequate assessment of the risks taken and a reliable reflection of the value of the bank’s assets led to the emergence of grounds for the credit institution to take measures to prevent insolvency (bankruptcy). At the same time, the bank was involved in conducting dubious operations.”
The administrators of the bank accused its former management of embezzlement – though it’s unknown if any former executives were charged.
No criminal charges were brought against Kaminskiy and he states that he assisted the authorities with their investigations. He told Byline Times that: “some of the managers representing the interests of certain other shareholders were using the bank for very risky financial and potentially even illegal operations,” but that he was not responsible for any wrongdoing.
Kaminskiy (listed here under the name Dmitrii Caminschii) was also revealed as an economic advisor to then-Moldovan President Igor Dodon in February 2018.
Dodon supported the Russian ‘federalisation’ plan of Moldova, which proposed stationing up to 2,000 Russian troops in the breakaway Transnistria region. The region, which sits along the country’s border with Ukraine, currently holds around 500 Russian troops who are present as ‘peacekeepers’ and has been under Russian control since 1992.
In May this year, Dodon was arrested and accused by Moldovan prosecutors of “illicit enrichment, passive corruption, illegal party financing and (treason), which have taken place since 2014.”
Kaminskiy said that his role as an advisor to Dodon was brief and that he does not and has not had any financial relationship with Dodon or his associates.

Mikhail Fridman
Biography:
Mikhail Fridman was born in Lviv into a family of engineers. His father was awarded the USSR State Prize for developing identification systems for military aviation. In the early 2000s, Friedman's parents moved to Cologne, Germany.
Friedman is a graduate of the Moscow Institute of Steel and Alloys (MISiS). While still a student, he traded scarce theater tickets and also created an informal club called "Strawberry Glade" where he organized meetings, concerts, and disco parties. Friedman personally handed out fees of 20-30 rubles to musicians.
In 1986, Friedman completed his studies and was assigned to work in Elektrostal, a suburb of Moscow. He worked as a design engineer at a local factory for two years before venturing into entrepreneurship.
In 1988, Friedman, together with his college comrades, organized the cooperative "Kurier," which was involved in delivering groceries. Around the same time, "Alfa-Photo" was opened, specializing in the sale of computers and copying equipment. The cooperative was named "Alfa" in honor of academician Mikhail Alfimov from the Institute of Chemical Physics, as the aspiring businessmen invited him to be their scientific advisor.
After a year, "Alfa-Photo" established a joint venture with Anatoly Potik, a Swiss citizen of Russian origin, called "Alfa-Eco." Friedman took on the role of director.
In 1991, based on this organization, the "Alfa Group" was founded. Among the company's founders at that time were Friedman himself, as well as Oleg Kiselyov, German Khan, Mikhail Bezelansky, Andrey Shelukhin, and Alexey Kuzmichev. Later, Petr Aven and Andrey Kosogov joined them.
In 1997, the "Alfa Group," together with Access/Renova of Leonard Blavatnik and Viktor Vekselberg, acquired 40% of the shares of Tyumen Oil Company (TNK).
In 2001, the "Alfa Group" became a shareholder of the mobile operator "VimpelCom." They purchased a block of shares in the company, and after the deal, Mikhail Friedman joined the board of directors of "VimpelCom."
In 2003, TNK shareholders and the British Petroleum formed a joint venture called TNK-BP, merging their Russian assets.
In the spring of 2005, through a cross-deal, the "Alfa Group" acquired control of X5 Retail Group N.V., which united the largest retail chains in Russia, "Pyaterochka" and "Perekrestok."
In 2013, Friedman sold his 25% stake in TNK-BP to Rosneft for $14 billion. Following this, he and his partners established an investment company called LetterOne in Luxembourg. The firm focused on investing the proceeds from the sale outside of Russia.
One of LetterOne's main assets is the German oil and gas company DEA, which merged with Wintershall (a subsidiary of the German company BASF) in May 2019. The holding company also owns 56.2% of VEON and 13.22% of the Turkish telecommunications company Turkcell. LetterOne also owns the English health food store chain, Holland & Barrett.
In 2016, LetterOne invested $200 million in the Uber service.
In January 2018, Mikhail Friedman was included in the "Kremlin List" by the U.S. Department of the Treasury. As a result, at the insistence of the Committee on Foreign Investment in the United States, the investment company Pamplona Capital Management, in which Friedman invests, decided to sell its stake in the computer security firm Cofense.
Friedman holds Israeli citizenship. Since 2015, he has been a resident of the United Kingdom and currently resides in London.
In 2016, the businessman purchased the historic Athlone House mansion for £65 million. The house was formerly a Royal Air Force hospital and had changed hands several times. Friedman refers to it as "just an old house" and says that "there are many like it."
Following the start of the special operation in Ukraine in 2022, Friedman was included in the sanction lists of Western countries. As a result, he resigned from the boards of directors of Alfa-Bank, Veon ltd, Letter One, and the Jewish charitable organization Genesis Philanthropy Group (GPG). Along with Petr Aven, he reduced his stake in Letter One by selling some shares to other partners. The assets of the businessman, who lives in the UK, are frozen, and he has no access to his accounts, leaving him, in his own words, as a hostage.

The cousin and cash handler for one of Russia’s most notorious oligarchs poured tens of thousands of dollars into electing a newly minted congressman-elect who called Ukraine’s government “a totalitarian regime.”
Republican George Devolder-Santos vanquished Democrat Robert Zimmerman this month in the race for a House seat covering parts of Long Island and the New York City borough of Queens—riding a red wave that swept the Empire State this cycle, and washing away two decades of Democratic dominance in the district.
Devolder-Santos had long courted conservative media attention by presenting himself as a “walking, living, breathing contradiction”—a gay Latino millennial born in New York City, who is also a fervent devotee of ex-President Donald Trump.
For much of his professional career, which included a stint as regional director at an alleged Ponzi scheme, the Republican used the name George Devolder. However, as he ventured further into the world of politics, he began to increasingly use the name George Devolder-Santos or simply George Santos.
He stood out to the Washington Post earlier this year for his remarks in the aftermath of Russia’s bloody, unprovoked assault on Ukraine.
“It’s not like Ukraine is a great democracy. It’s a totalitarian regime. They’re not a great bastion of freedom,” the congressman-to-be told the paper.
He has insisted that Ukraine “welcomed the Russians into their provinces”—an apparent reference to President Vladimir Putin’s 2014 invasion to prop up rogue separatist parties—and that Ukrainians in the east “feel more Russian than Ukrainian,” even though every single Ukrainian province overwhelmingly voted for independence in 1991.
It was not the first time Devolder-Santos had parroted Kremlin talking points. In the weeks before Putin’s brutal, blundering attack upon his western neighbor, the candidate repeatedly took to Twitter to accuse President Joe Biden of plotting to “start a war” with Russia and deploy American troops to Ukraine.
But unreported until now is that by the time Devolder-Santos made these statements, his congressional ambitions had already received a $32,800 boost from a controversial figure linked to the uppermost echelons of the Russian regime—and that support would more than double in size during the months ahead.
The cash came from Andrew Intrater and his wife, who variously listed her occupation as “homemaker” and “analyst” for Falcon AI, one of her husband’s subsidiary firms.
Intrater’s main venture is today called Sparrow Capital, but it previously used the name Columbus Nova—and its primary function has long been to manage the investments of Intrater’s cousin, Viktor Vekselberg, one of Putin’s wealthiest and most influential courtiers.
So tightly intertwined is Intrater’s business with that of his relative, who snatched up swaths of Russia’s aluminum and fuel industries during the post-Soviet period, that Columbus Nova described itself in 2007 Securities and Exchange Commission filings as “the U.S.-based affiliate” of Vekselberg’s Renova Group. In fact, SEC records show that “Columbus Nova” was merely a trade name, and the company was in fact incorporated as Renova U.S. Management LLC until it rechristened itself Sparrow Capital in 2018.
The rebrand came just months after the Department of the Treasury froze almost all of the company’s assets for its tight ties to the heavily sanctioned Vekselberg. The following year, Intrater became a national figure when it surfaced that his firm had paid half a million dollars to longtime Trump fixer Michael Cohen, and the pair had exchanged hundreds of phone calls and text messages during the 2016 campaign.
Intrater sued the federal government in hopes of regaining access to his fortune, but a judge slapped the effort down in 2020. However, the businessman persisted and ultimately reached what court records refer to as an “administrative agreement” regarding at least part of the corporate accounts in late 2021. However, the case file does not include this document, and Intrater’s team did not respond to repeated requests for comment.
Intrater’s support for Devolder-Santos dates to the GOP pol’s first failed bid for Congress in 2020, which got a $11,600 cash infusion from the financier and his bride, reflecting the maximum contribution amount then allowed.
But after that initial defeat federal donation limits would prove a small obstacle. Starting in March 2021, Intrater and his wife began pouring tens of thousands of dollars into auxiliary committees backing Devolder-Santos: $20,000 directly to GADS PAC, a leadership political action committee bearing the candidate’s initials, plus $12,100 to Devolder Santos Nassau Victory, a joint fundraising committee formed with the Nassau County Republican Party. Devolder Santos Nassau Victory had to drop $10,000 of that gift into the Nassau GOP’s federal account—but that account made just two federal expenditures this cycle, the larger of them by far being the purchase of lawn signs supporting Devolder-Santos.
All this came on top of $12,400 Intrater and Pentinen gave the Devolder-Santos for Congress committee.
The individual who answered a phone associated with Devolder-Santos identified himself to The Daily Beast as his campaign coordinator, but declined to share his name. He would not speak directly about the Intrater gifts, but insisted that the national Republican Party had set the candidate up with most of his large contributors.
But Devolder-Santos was far and away the largest beneficiary of Intrater’s largesse this year. Further, Devolder-Santos’s committees are the only ones that received gifts from Intrater’s wife this cycle.
The campaign coordinator directed The Daily Beast to forward all questions to a press email, but messages sent to the address provided received no reply.
Shortly after the Russian onslaught against Ukraine began, and public opinion swung toward Kyiv, Devolder-Santos appeared to soften his stance on the country. In a Fox News interview, he highlighted that his grandfather was born in the Ukrainian capital, and on Twitter he has urged prayers for the country.
However, he seems to have avoided the topic since late February, and it is unclear at this point whether he will join the anti-Ukraine faction within the narrow GOP majority in seeking to sever aid to the embattled nation.
