SB18-221 Elect County Commissioners by District

The bill that would allow Counties to elect County Commissioners by district has been introduced in the Senate by our own Senator Don Coram and will be heard in the Senate Local Government Committee on April 10th. It is Senate Bill 18-221. Below is a description of the bill, the bill as introduced, and the Senate Local Government Committee members. The voters in County Commissioner District 3 of La Plata County have not elected their County Commissioner since 1988. That is 30 years that District 3 has not had true representation. Part of the reason for the County Commissioner recall effort is the frustration of citizens that they have no representation. This bill gives Counties under 70,000 people the authority to have an election to decide if they want to elect County Commissioners by District. It is ironic that Counties with a population over 70,000 already have this authority. SB 18-221 is totally permissive and is not a mandate in any way. Our first hurdle is to get the bill passed by the Senate Local Government Committee which is referenced below. The Committee will hear the bill in the afternoon of Tuesday, April 10th, in room SCR 354 at the Capitol in Denver. We must fill the Committee members' email boxes with letters of support. Please email them individually, not as a group. I hope that many of you can go to Denver to testify. (1) IN ANY4 COUNTY HAVING A POPULATION OF LESS THAN SEVENTY THOUSAND, THE5 REGISTERED ELECTORS MAY, EITHER BY REFERENDUM OR BY INITIATIVE,6 CHANGE THE METHOD OF ELECTING THE BOARD OF COUNTY7 COMMISSIONERS AS PROVIDED IN THIS SECTION. IN A COUNTY IN WHICH8 COMMISSIONERS ARE ELECTED BY THE VOTERS OF THE WHOLE COUNTY,9 THE ELECTORS MAY CHANGE THE METHOD OF ELECTION SO THAT10 COMMISSIONERS ARE ELECTED ONLY BY VOTERS RESIDING IN THE DISTRICT11 FROM WHICH THE COMMISSIONERS RUN FOR ELECTION.
