Preheat the oven to 350°F (175°C) and grease a 9-inch cake pan with butter or cooking spray.
In a medium bowl, whisk together the flour, baking powder, baking soda, and salt.
In a large bowl, cream together the sugar and butter until light and fluffy, about 2-3 minutes.
Beat in the eggs one at a time, then stir in the vanilla extract.
Gradually add in the flour mixture, alternating with the milk, and mix until just combined.
Divide the batter in half, and whisk the cocoa powder into one half.
To create the zebra pattern, spoon 1/4 cup of the vanilla batter into the center of the prepared cake pan. Then spoon 1/4 cup of the chocolate batter directly on top of the vanilla batter. Repeat this process, alternating between vanilla and chocolate batters, until all the batter has been used up.
Bake the cake for 35-40 minutes, or until a toothpick inserted into the center of the cake comes out clean.
Allow the cake to cool in the pan for 10 minutes before transferring it to a wire rack to cool completely.
