i don’t know anything about masters ex or about how pokemon decides how their protagonists end up with their official partners

however

to establish that rei has serious issues with giratina, specifically with volo at the head (but giratina definitely recognized him)

and then to make his partner the only hisuian starter completely incapable of dealing any damage to giratina
