The first time H. Skip Weitzen got blind-sided by colliding societal forces it was 1973, and he was a Fuller Brush man in San Diego. "I saw the world change in front of my eyes," he says, recalling the days OPEC nations embargoed oil and the United States sputtered through an energy crisis.

Suddenly, he had to pay more for gasoline to drive around his brush routes. He had to spend more time in service-station lines. His products, made mostly of petroleum-based materials, shot up in price. And his best customer -- the housewife -- wasn't home much anymore. As oil reserves dried up, so did Weitzen's business.

A decade later, when trends again converged, Weitzen was ready.

Working with Robert Price -- one of the originators of computerized discount marketing -- taught Weitzen that already, in the mid-'70s, retail business was being reshaped by "the Information Revolution." Later, in Los Angeles, as media director and marketing coordinator for TV minister Robert Schuller's "Hour of Power" telecast, Weitzen managed 1.3 million names in a computer data base of donors. That's where he learned that the adage "knowledge is power" had become obsolete.

"Today, knowledge about knowledge is power," says Weitzen, now president of Foresight & Planning, an Annapolis-based electronic marketing consulting firm. "I didn't know how to work the computer. I just knew what information was important to get from the computer."

Knowing what information to collect, how to package it and who will pay for it is part of the formula used by "infopreneurs," a word Weitzen coined to mean "a person who gathers, organizes and disseminates information as a business venture." The term came to him one night in 1982 while he was gazing at two words he had scribbled: "information" and "entrepreneur." He figured they were two of the hottest trends of the '80s. that weren't about to catch him by surprise. He "squished" them into one, registered his new word at the U.S. Patent and Trademark Office and began researching the subject. His book, Infopreneurs: Turning Data into Dollars (John Wiley & Sons Inc.) is scheduled for release next month.

"I'm a documentor of change and innovation and not an innovator," says Weitzen, explaining that he analyzed hundreds of cases of infopreneurship to identify "pattern and behavior" in their entrepreneurial manipulation of information. "My biggest contribution was finding the ways they turn data into dollars."

Beyond that analysis, Weitzen intends the book to inspire would-be infopreneurs with tales of pioneering the field. "It's meant to loosen up their thinking," says Weitzen, who previously wrote Telephone Magic: How to Tap the Phone's Marketing Potential in Your Business. "If you take one piece of information and find the right market, you could make a living."

The success of some infopreneurs seems almost that simple. David Jamison of Annapolis illustrates how infopreneurs often recognize an audience for information from the events in their own lives, says Weitzen. Jamison's son has asthma. But besides doctors, Jamison could find little information for lay persons about the disorder. So as Jamison educated himself, he decided to educate others like him about new developments in research and treatment. Working out of his home with a borrowed word processor and a skimpy budget, he began publishing a quarterly newsletter -- Asthma Update -- last year. "He goes to the National Institutes of Health and reads through more than 2,500 publications and medical journals," says Weitzen. "Then he takes the information home and repackages it into Asthma Update. At $8 a year," says Weitzen, "he has several hundred subscribers."

In 1980, after Mark Hulbert graduated from Oxford, the financial analyst living in the District recognized an information void: financial newsletters all boasted of their ability to pick profitable stocks. None rated that performance. So the 24-year-old Hulbert started publishing Hulbert Financial Digest. "He programmed his newsletter to grade the advice from the other newsletters," says Weitzen.

In 1982, they founded Telepraisal. "They did 8,000 quotes in their first year," says Weitzen. "That's a quarter million dollars from their living room."

"The nice part of infopreneurship is you can do it from your home," says Weitzen, who also teaches a course on the subject at the University of Maryland. "The keys are that you enjoy it, that your home is interchangeable as your office, that you can gain visibility and offer accessibility."

But, he adds, there is a caveat: "You need to understand that to be an infopreneur takes everything that it takes to be an entrepreneur, as well as an understanding of the data and technology.
