Chapter 10 Saturday School Kids Can Be Cruel.
Friday night had been pretty fun when Penny finally got home. She had called Pietro earlier in the day to tell him not to make her too much for dinner because she had a big lunch. She managed to keep the petit fours a secret until she got home. When she did get home, she plopped the box down on the table while he had his back turned and shouted “SURPRISE” as he turned around. He was so surprised he almost dropped their dinner, but Penny took the tray off his hands before anything got ruined. That night they had baked potatoes with tiny cakes and tea for dessert. The following morning Penny woke up to a pre-made plate of bacon and eggs, some money, and a note.
“ Morning Penny, They had to call me in for some emergency maintenance on the mech’s cannon again. There’s gonna be a lot to be done so I won’t be back till tomorrow. Be safe while I’m gone; remember to eat and stay charged.”
“Love you Sunshine, Dad.”
Penny: He won’t be home till tomorrow. I’m going to be alone here until tomorrow.
Penny frowns unconsciously; she had rarely been away from her dad since she was stationed. His presence had been her only constant comfort since the tournament; she hadn’t gone a day without him and she had never thought about what would happen if she had to. It’s honestly quite scary to be alone with nothing be her thoughts. Whenever she was, everything felt so small, so quiet, so….. suffocating like a black void pooling around her.
Penny: No one will be here when I get back or when I go to sleep tonight. When it’s dark, it’ll just be, be-
Penny shakes her head, pushing out the worrying thoughts before they get worse.
Penny: Stop. You are fine, you are strong, you are not hopeless, and one night on your own will not hurt you. Just eat your breakfast and go to work.
Penny sits down at the table and quietly eats her now cold breakfast. Once she’s done, she washes her dishes, turns off all the lights, and heads off to her morning patrol. The patrol went well, no robberies or emergencies today, for some reason this didn't make Penny happy, even though it meant she would have less paperwork at the end of the day. Before long, it’s time to help at the training facility. Saturdays and Sundays were always the easiest days of the week at the facility as most academy students rested or went home on weekends, and most hunters took it easy on the weekends too, so besides makeup sessions and a few fitness hobbyists, no one came in. Which meant Penny was never requested on these days. Or so she thought. When she arrived, Penny is told that a team has requested her assistant for their session and was waiting for her in her usual room. This surprised her but Penny did as she was told and headed towards the training room. As she walked, she wondered who could have possibly asked for her on a Saturday afternoon. Could it be Winter? No, she liked to train by herself. Academy students? No, any student who came in on the weekend was to be monitored by a teacher. Could it..Ciel?...No there was no possible way she had asked for her. Penny kept pondering, but no matter how hard she thought, she couldn’t guess who could be waiting for her in that room. She’d just had to go in and see for herself. Once she finally reached the training room, the moment she enters the room, something tackles her! Penny wrests her attacker onto the floor and pins their hands behind their back. She’s about to question them when she feels something touch her back. She grabs it, gripping it tightly in her hands. She looks at it and sees it’s a long fluffy orange tail.
Penny: An orange cat tail? Neon Katt?
Penny looks down and realizes she’s holding down Neon!
Neon: Yeah, it’s me. And if not too much to ask, could you let go of my tail and GET OFF ME!
Penny: Right away. I’m so sorry!
Penny lets her go, and they both get off the floor. Before Penny can ask why Neon tackled her, Neon starts rolling towards the rest of her team. Penny tries to keep up and ask her what’s going on, but Neon wouldn't even look at her. When they finally reach the rest of the team, FNKI Neon hides behind Flynt. Penny gives up on Neon and decides to just wait to ask one of the others.
Penny: Good afternoon Team FNKI.
Flynt: Hey Penny, nice to see you.
Ivori: Afternoon to you too, Ms. Penny.
Kobalt: Sup Penny, hope you got affairs in order cause you’re about to see hell. (chuckles)
Ivori: Koco!
Ivori pops Kobalt in his side with the handle of his whip. Kobalt rubs his side in pain and annoyed.
Kobalt: Ow, the hell Ivy!
Ivori: Could you please not act like a jackass for one minute.
Kobalt: How was I being a jackass? We know what’s about to go down, I was just giving her a heads up!
Ivori: Still, would it kill you to show some tact for once. I mean Is it really so hard for you to-
Penny: Excuse me.
Both young men stop and return their attention to Penny.
Penny: What exactly is going on? I have no idea what is happening and what exactly I’ve done to get this kind of reaction. Could one of you please explain?
Flynt: Yeah, sorry about that. You see what happened was-
Suddenly, Neon pushes Flynt out of the way and gets in Penny’s face. She gets less than an inch away from Penny’s face, looking really upset.
Neon: You didn’t call.
Penny: Excuse me?
Neon continues to stare her down, arms crossed with a big frown on her face.
Neon: You didn’t call me! I gave you my number, asked you to call me, waited two weeks for you to call, but you never did. So rude!
Penny: I am sorry Neon, I have been very busy for the last few weeks and hadn’t thought about our conversation since then.
Neon: Wow, talk about thoughtless. Or am I just that forgettable to you?
Penny: No, I just had over things I needed to give my full attention to at the time. That and I didn’t have anything to talk about.
Neon: Uh, That’s so not true! What about that “secret mission” Ironwood has you working on?
Penny: I’m not supposed to talk about that.
Neon: Yeah, with civilians! You’re supposed to gossip about your crazy missions and stupid paperwork with coworkers, stupid. Sharing wild stories is like the best thing about being a soldier! And besides, this isn’t just an everyday mission; it's one the General himself had to come to your house and get you out of bed for. How could you not wanna talk about that?
Penny: How did you know about that?
Neon: Same way I shoulda heard from you. Now talk! I wanna hear everything!
Penny stares blankly at Neon as she piece together what she just heard. She looked over at the rest of Team FNKI; the three young men were standing awkwardly, embarrassed but unsurprised by Neon’s actions. Finally understanding what’s going on, Penny turns her attention back to Neon.
Penny: So if I’m hearing this correctly, you request this room and my presence with sole purpose of having a recreational conversation?
Neon: Yeah!
Penny: And you do realize that in doing so, you are misappropriating both military equipment and personnel?
With that, Neon’s pout drops, and so does her tail, Flynt facepalms and hangs his head, Ivori does everything he can to avoid making eye contact, and Kobalt’s looking around and whistling, trying his best to play it cool. Penny crosses her arms, unimpressed by their silly plan.
Penny: Team FNKI, please leave this area immediately so that others may use it properly.
Neon: What! Oh come on, no one even comes here on Saturday!
Penny: That is incorrect and irrelevant; this room is for training purposes only, not socializing. If you aren’t going to train then you have to leave. Those are the rules we must follow as soldiers.
Neon: OMG, Are you really doing this right now? Ugh why do you have to be such a narc-
Neon is quickly interrupted by Flynt getting in between the warring redheads.
Flynt: Okay, I’m sensing way too much hostility here, so why don’t we all just take as sec to calm down and come up with some kind of solution.
Neon about to start arguing again but Flynt turns to her and puts a hand on her cheek; he caresses her cheek with his thumb and lightly scratches her jawline with his other fingers. Soon Neon lets out a low purr as she full calms down from her hissy fit.
Flynt: Kitty, I know you just wanna talk, but we gotta follow the rule. So, how about this, you like skating, right?
A now calm Neon simply nods her head as she continues to receive scratches.
Flynt: Then how about you do a little speed test, you race around the room a few times while Penny tracks your speed and you two talk as you go. Me and the boys can stay here and do some stretches while you ladies race and chat. Sound good to you?
Neon: Yeah…Sounds…good.
Flynt: Good.
Still scratching away, Flynt turns his head to Penny.
Flynt: Sound okay to you, Penny?
Penny: Since the activities are forms of training, yes that would be acceptable.
Flynt: Great, thank ya Penny.
Flynt takes his hand off Neon’s cheek onto her shoulder and rolls her towards Penny as he returns to his spot next to Ivori and Kobalt. Penny and Neon walk to the edge of the room near the entrance; once there, the two stand close to the wall, and Neon takes a starting stance. Penny clicks her heels together and starts her rocket boots; they’re on a lower setting to match Neon’s gliding and sets an internal stopwatch. Penny gives a quick glance to the boys, and they were indeed doing stretches as promised, then looks back to Neon. They make eye contact, Noen mouths, “Ready?” and Penny holds up a hand and starts counting down. 5….4……3….2….1.
Both girls dash off at tremendous speeds. They remain neck and neck as they go around the room and soon Neon starts talking again.
Neon: So what’s going on with this secret mission?
Penny: I’m investigating a crime, and I need to go undercover to find the perpetrator.
Neon: Cool, so are they just dropping you in or what?
Penny: No, because of the lifestyle and living situation of the people on the suspect list, I have to receive some training on how to behave and act without seeming suspicious.
Neon: Oh, is it like stealth training?
Penny: Yes and no, I’m taking etiquette lessons so that I may infiltrate Atlas high society.
Neon: Woah, really? Damn that’s like straight out of a spy movie! So who they got teaching you to act all distinguished and junk? I don’t know we had an expert on that stuff just lying around here.
Penny: We don’t, an elite is instructing me as a form of repayment for saving his life at a party.
Neon: Uh ew, you’re getting lessons from some old fart elite. Gross.
Penny: No, he’s actually a teenage boy. And he’s not gross; he’s very clean and friendly.
Neon: A teenager! They seriously gotta another kid teaching you? Way to pay off a life debt.
Penny: It’s actually very nice; Our ages being so close makes our dynamic fairly even, he’s intelligent, easy to talk to, and very kind, and the way he teaches is unique and very fun.
Neon: Ooooh cool. Is he cute?
Penny: He’s…more beautiful than cute.
Neon: Oh yeah? How exactly?
Penny: Well, he’s has a model’s figure, lean, long legs, high shoulders, and excellent posture. You could take a picture of him at any angle, and he’d always look amazing. His face is also gorgeous, pink lips that look nice even in a smirk, high cheekbones, a cute little nose, and his eyes! I’ve never seen a pair so blue and shiny before; they look like a deep sea with the brilliance of a gemstone. And his hair is so soft and neat that it looks like silk and is white as fresh snow.
Penny begins to sway from left to right, hands behind her back and a sweet smile on her face. She’s slowing down and moving further and further away from the wall as they go. Neon slows to match her speed.
Neon: Wow, so he’s grade A in the looks department. What about his personality?
Penny: As I previously stated, he’s very intelligent. He’s also creative and well-spoken I could talk with him for hours if I had the time to. He’s a bit abrasive, not cruel by any means just very direct and confident, and charming and witty (giggle), which is a little funny because his first name starts with Whit. (giggles)
Neon: (giggles) Sounds like you really really like this guy.
Penny: I do. Being around him is just so….wonderful. Sometimes when I’m with him, it feels like it’s just the two of us; I have his full attention, and he has mine. It’s very..cozy and a bit
A slight blush glows on Penny’s cheeks. She turns around and starts flying backwards.
Penny: exhilarating. So much so that sometimes I feel a little dizzy and get this thumping feeling in my chest when he looks at me for too long or says something really nice to me. It’s really-
Penny is intercepted by her accidentally backing into the wall of one of the obstacles. Luckily for her, her aura was active, and she had slowed down so much that the impact was damaging in the slightest. Still hurt a bit though.
Neon: Ooooooh shit.
Neon rushes over to Penny, having been in earshot of the collision come running to see if everything’s okay.
Flynt: I heard a bang. Who got hurt?
Kobalt: 5000 lien says Neon got bored and pushed her off a platform.
Ivori: Koco I swear to every God if you don’t stop I hit you right in the-
Neon: Will you two mouthy douche cakes shut up and actually help!
The two stop their bickering and go to Penny. They try to help her up, but Penny puts her hands up as they try, and they back up to give her some space. Penny turns off her boots, takes a second to regain her balance, and steadies herself fully on the floor. The team begin conversing about what’s just happened.
Ivori: Are you okay, dear? Do you need us to get someone?
Penny: No, thank you, I’m fine. My aura was activated, and it was a slow speed collision, so there was no damage aside from the initial shock of the impact.
Flynt: But why’d you crash?
Penny: I-
Neon: Oh, it was nothing really. Penny just go all wispy talking about this dreamy boy she met.
Penny: W-what? What are you-
Kobalt: Oooh, so that what you two were talking about. A boy.
Neon: Yup, she was so caught up in her gushing that she slammed herself into that wall. (laughs) Can’t say I blame her though, all cute girls go a little brain dead when they think about their crush. I know I did.
Kobalt: And since when did you count as a cute girl?
Neon playful elbows Kobalt in the side, and Kobalt returns the favor while Penny looks on, confused by their words.
Penny: Excuse me, but do you mean by a crush?
Neon: Oh, you know.
Penny: No, I do not know.
Neon: You know it’s when you really like someone.
Penny tilts her head to the side, confused.
Penny: But I like a lot of people.
Neon: Yeah, but a crush is when you really like someone. Like you like like them.
Penny: Like like?
Kobalt: You know, they make you feel all floaty, makes your head all foggy, and gives you butterflies in your tummy.
Penny: How would someone get insects in my stomach?
Neon and Kobalt sigh in unison, frustrated with her lack of knowledge. Meanwhile, Ivori walks up to Penny, dusts off her sleeves, and takes both her hands in his, taking over the situation.
Ivori: Sorry about those two. They have don’t know how to take anything seriously. Now the gist of what they were trying to say is that a crush is when you have some romantic feelings for someone.
Penny: Romantic..feelings?
Ivori: Yes, when you’re with this person, it’s very special. They’re beautiful to you; they make you feel warm and safe and happy. You want to hold them, laugh with them, kiss them, and just be romantic with them.
Penny: But I’ve never wanted to ki-
For a second, the unconscious thought of kissing Whitley plays through Penny’s mind. Suddenly the thumping in her chest returned, and her face started to redden. Penny tries to make the thought go away, but Ivori’s words keep replaying in her head, and memories of Whitley pour in with it. Her face gets redder and redder until she’s at the max amount of flushed her body can be. She tries to speak her mind still jumbled.
Penny: I-I d-don’t have r-romantic fe-feelings for hi-(hiccup)
Penny quickly rips her hands from Ivori and covers her mouth, astonished that she had somehow just said a lie.
Kobalt: The hell was that!
Penny: N-nothing (hiccup)
Neon: Wait a sec, I’ve heard about this. She hiccups when she lies. You lied, you’re totally crushing on this guy, aren’t you?
Penny: No I’m not-(hiccup)
Kobalt: Holy shit, that’s fucking adorable! Do it again! Do it again!
Neon: Penny’s got a crush, Penny’s got a crush.~
Neon chants in a sing-song voice, Kobalt chuckling at her side.
Penny: No, I don't-(hiccup) Stop it!
Neon continues to chant and Kobalt joins in, Penny just covers her face, silently praying for the ground to swallow her up and away from this as they continue heckling her. After a while Ivori decides that enough was enough and gets in the two jokesters faces.
Ivori: Both of you stop that right now! Can’t you see that hurting the poor girl’s feelings!
Neon: Ugh, Lighten up we’re were just kidding around.
Kobalt: Yeah, you’re supposed to tease people when they get a crush. We did the same thing to you.
Ivori: That was different, you don’t make fun of a little girl. Especially one like Penny.
Neon: Oh, come on, if she’s gonna be a soldier, she has to be able to handle some hazing.
Ivori: But you still shouldn’t be prying into her personal life like this.
Flynt: All three of you shouldn’t have been prying at all.
Flynt final chimes in, having stayed silent for far too long.
Flynt: Koco, Kitty cut it out right now; it's not funny. Ivy, you should’ve stayed out of it; you played right into their game and lost. Take your L and walk away.
The three listen and stop arguing, and Flynt turns to Penny. He takes off his shades, gives her a reassuring smile, and pats her shoulder.
Flynt: Penny, I understand you’re vulnerable and awkward right now, that’s normal. If you wanna talk about this, we’ll gladly listen but if not that’s okay too. We won’t push you, and I’m sorry if we made you uncomfortable today.
Penny: Thank you Flynt Coal, your apology is accepted.
Flynt: Okay, now if there’s anything you need feel free to-
???: Excuse me.
Everyone stops in their tracks as a familiar voice rings out into the room. They look towards the door to see Winter walking towards them, stern-faced as always.
Winter: Apologies if I’m interrupting your conversation Team FNKI, but your time is almost up, and I need to have a talk with Penny. And since it seems like you have already finished up, I’d like you all to leave.
Flynt: Yes Ma’am, let's go people, time to bounce.
Flynt gives Penny a wave and heads towards the door, followed by Ivori, who gives her a sweet smile, followed by Kobalt, who ruffled her hair, and lastly Neon, who gave her a peace sign as she rolls past. Once they’ve left the room, Winter and Penny are left to converse.
Winter: Penny Polendina.
Penny: Yes, Winter Schnee.
Winter: I understand you have had a change in schedule.
Penny: Yes, I have.
Winter: When you return to your usual schedule, I’d like you to join me on my errand.
Penny: You mean the-
Winter: She’s asked for you, said that your presence was calming. I’ve already spoken to Ironwood, and he’s approved the change. As soon as your investigation is over, you’ll be accompanying me for this task twice a week. Understood.
Penny: Affirmative.
Winter: Excellent, now run along the carrier for the evening shift is leaving soon.
Penny: Yes Ma’am, have a good day.
Penny exists the room, leaving Winter alone to train, soon she’s back in Mantle and headed to the station to fill out her daily reports. It doesn’t take long as it has been a very uneventful day so she finishes in around two hours. From there she walks home, unlocking the door and stepping into the living room, turn on the lights as she enters.
Penny: I’m home-
Penny begins her usual greeting before remembering that she’s alone. Her smile drops and she heads to her room, taking off her boots along the way. She sets her backpack and boots down the flops onto her bed, she looks up at the ceiling, wonders what she should do until it’s time for her to sleep. She pulls out her scroll, hoping to find some entertainment, and notices a text from Neon reading “If you wanna any advice on how to get a date with Atlas boy, text me 😸🌈😉.” She goes red at the memory of teasing she received early and responds with a simple “No thank you.” She decides to go on her Individeo, a video, and streaming platform, app to watch some videos. She pulls up a video on making your own custom guns, she had seen the tile and saved it for another time days ago. As she watches she remembers that she saved this specific video to show her dad because she thought some of the ideas for the weapons could be used to improve some of their own guns. This realization weights on her as all the ideas and facts she wanted to discuss with her dad float around with nowhere to go. Speaking of her dad he wanted her to eat whiles he’s gone.
Now Penny could survive solely off of electricity but thanks to her biofuel converter and new nervous system she could enjoy food and turn it into fuel, making her more eco-friendly. She closes the video app and searches her memory bank for phone numbers for local restaurants that delivered. She forms a long list of options but as she has limited funds and would hate to inconvenience anyone Penny starts disqualifying the higher prices and further away eateries. Soon she narrows it down to a list of three options, a pizza place, a burger place, Ms. Ling’s. From there she evaluates them base on quality, quantity, and service rates. In the end logic and curiosity wins out as Penny picks out the one she never had before, pizza. She calls in for one medium-sized cheese pizza, just to test out the taste, and is told it will take 45 minutes to deliver. She takes this time to wash up and change into her pajamas. When the food does arrive she goes downstairs, pays, and takes her pizza. She sits the box on the table, opens it, and takes out a slice. Penny takes a bite and it’s greasy in a good way, the cheese is nice and stretchy, the tomatoes sauce compliments the cheese, and the crust has a pleasant crunch. But it just doesn’t feel tasty, it tastes good but for some reason, it just doesn't feel the way to supposed to. Penny eats two more slices then puts the rest away in the refrigerator. She goes back upstairs, brushes her teeth, plugs up, and heads to bed early.
She closes her eyes hoping to see her dad’s smiling face when she wakes again.

The news these days is full of the debate about assault rifles. But what exactly are we talking about?
Many people claim that an “AR-15” is an “assault rifle”. And they are about “half” correct, because there are three possible definitions of assault rifle: the technical one, the legal one and the functional one. They also think that “AR” stands for “assault rifle” or “automatic rifle”, but they are completely wrong on that. It stands for “Armalite Rifle” after the company which invented them.
– Technically, an “assault rifle” is defined as “an intermediate-range, magazine-fed military weapon designed to be fired with two hands from the shoulder that can be set for automatic or semiautomatic fire”. Those who don’t know what they are talking about and those who want to get rid of guns and don’t mind lying to do so, have extended this to include “or semi-automatic versions of these”. Everyone agrees that the M-16 and the AK-47 are assault rifles. Some people insist that the AR-15 and the semi-automatic only version of the AK-47 are also “assault rifles”. Note that true (fully automatic) assault rifles are already very highly regulated. None can have been manufactured for civilian use since 1986, which means the limited and dwindling supply of existing registered ones has resulted in ridiculously high prices (up to $60,000). To get one you have to pass an extensive federal background check, pay a $200 transfer tax, and wait for many months. And once you have one, there are restrictions on what you can do with it which do not apply to semi-automatic only firearms.
– Legal definitions are what are specified in laws which specify “assault rifles” instead of the more accurate and politically ineffective “Modern Sporting Rifles” (MSR) or the marginally accurate “assault style rifles”, and vary from Federal to State, and from State to State. Of course, true assault rifles are already covered by the NFA (National Firearms Act of 1934), the GCA (Gun Control Act of 1968) and the FOPA (Firearm Owners Protection Act of 1986), so any law about “assault rifles” only apply to the semi-automatic versions. And these laws sometimes list specific models (such as AR-15 and AK-47) and typically (also) refer to “semi-automatic rifles which can accept a magazine removable without opening the action (or a capacity of over 10 rounds), AND have one or more ‘features’ such as a collapsible or folding stock, a thumb hole stock or pistol grip, a vertical forward grip, a bayonet lug, or a flash hider. In other words, how it LOOKS, not how it works. Under these laws, an AR-15 is an assault rifle, and a Mini-14 is not an assault rifle even though it does exactly the same thing; it just looks “less military” (even though it is a shrunken version of the M-14 military rifle).
Note: This is NOT an assault rifle “by definition” though the Editor would gladly take this into any combat situation against any other rifle.
– Functionally, if a person uses a rifle to assault someone, it is an assault rifle. Even if it is a single shot, black powder, muzzle loading rifle which is considered a “curio or relic”, is not regulated and can be ordered through the mail.
So an AR-15 is not an assault rifle by the original, unpoliticized technical definition, is usually an assault rifle by the legal definition, and is very seldom is an assault rifle by the functional definition. Oh, and guess what: No matter how any law defines “assault rifles”, there will be a way around it. So then all semi-autos will need to be addressed. And after they are no longer a factor, we will find that lever action rifles and pump action rifles and revolver rifles are pretty quick firing as well. Step by step the people will be pushed further and further into being prey for anyone who wishes to subjugate them. Just keep this in mind while we continue to discuss “assault rifles”.
Should Assault Rifles be “Banned”?
Whenever an AR-15 or other MSR is used by some fame seeking psychopath, there is a call to “ban assault rifles”.
At first glance, it would seem that the Second Amendment of the United States Constitution would prevent this. “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed”. This was written after the United States had just rebelled against a tyrannical government to achieve freedom from the same, and was primarily intended to make sure that as a people, we would never be in a condition where we could not rebel against tyranny.
Thus, let’s dissect this. It starts with a “justification” clause (the reason for the amendment) and ends with an “effect” clause (the purpose of the amendment). The justification was to “ensure the security of a free (from tyranny) State (the political entity covered by the document, that is, the new United States)” And how were they going to ensure this security? With a “well regulated Militia”. In those days, the militia was considered to be every able bodied white man between the ages of 18 and 45. Under normal conditions, these people would not be actively IN the militia, but they could be called together and trained and lead (thus well regulated) if the conditions warranted. And the only way to practically do that was if “all” of them had their own personal arms and experience in their use. This means arms which are at or near to the level of sophistication of those weapons likely to be used by the tyrant’s forces. Today, the militia would include all races and probably at least some women.
Thus the “effect” clause is the most important part of the Amendment. And the effect is a “right” and the group to whom that right applies. The right is “to keep and bear Arms”, with Arms meaning weapons suitable for defense against a tyrant or tyrannical government. Otherwise, the purpose of the amendment is without value. The target group is “the people”, that is citizens of the United States. That has been massaged to be interpreted as the subset of those people who have not proven themselves to be a danger if in possession of firearms, including released criminals and the mentally unbalanced. If the justice system really did a reasonably effective job of rehabilitating criminals, than it seems obvious that after “paying their debt to society”, criminals would be able to restore this right, particularly those whose criminal acts were non-violent. Under our current justice system, current restrictions on this restoration of rights can have a case about it made both ways. As for the mentally unbalanced, they are sick and should be cured before they have ANY right which will affect the rest of society. But without ANY valid indication of danger from a person, any restriction of gun rights appears to be prohibited (“shall not be infringed”; that is limited, undermined or encroached on).
“Arms” have always been interpreted as “personal” weapons. I don’t imagine anyone, including the founding fathers, thought that squad or higher level weaponry (cannons in their day) would be either appropriate for individuals, or likely to be effective if used by an individual during a rebellion against tyranny. In 1934, the violence of prohibition resulted in the first real attack on the Second Amendment, when they decided that machine guns, sawed off shotguns and rifles, and silencers were “not appropriate for civilians“. They did not prohibit them, just regulated the heck out of them and added a ruinous tax, about half the price of a Model T car for each one transferred. They wanted to include handguns in the law, but in the end, left them out. Eventually, this law (NFA) was “gutted” for being unconstitutional. Not for violating the Second Amendment, oddly enough, but the Fifth Amendment against self incrimination. Since the weapons specified in the NFA had to be registered, and the act of registering was sometimes admission of a crime, in 1968 a new law was passed which eliminated the need for “registration”. In fact, there was no longer ANY way to register an unregistered NFA weapon after the effective date of the GCA, making all of them which were not registered by that date, illegal. The new law, which was approved by the court as being Constitutional, was the requirement for every transfer to go through a special class of dealers, ensuring that the new owner would be known to, and vetted by, the BATFE, the governmental agency tasked with administering federal firearms law. To eliminate any question of self-incrimination, it was prohibited from using the information from the transfer for any criminal indictment. With the passage of this law, any NFA weapon found in the possession of any person other than the one it was last transferred to was considered “unregistered” and resulted in $250,000 in fines and 10 years in jail for that person.
So back to the original question. Again, we need to look at the word, “banned“, being used. Technically, it means “prohibited, not allowed”. This would make possession by law abiding, non-crazy people illegal, which would seem to be an easily shown violation of the Second Amendment. Even if it could get over the hump of apparently violating the Constitution, many of these “assault rifles” are fairly high in price; often over $1000 and sometimes over $2000 or even $3000. When you add in accessories which would become useless without the rifle, you are talking about a potentially huge hit to a person’s net worth. Not to mention dealers and manufacturers and accessory makers and importers; an entire industry. Taking someone’s (previously) legally owned property without just compensation would seem to be yet another Constitutional problem. A way around this might be to “buy” them, but then you get into a mess with valuation, which is not just market value prior to the new law. And the potential for fraud would be extreme. There would be some people who just would not give them up, giving a healthy boost to the percentage of our population who would be criminals.
So it seems that banning assault rifles according to the actual meaning of the word “ban” would cause more problems than it could possibly solve.
So What Other Options are There?
There actually WAS a federal “ban” implemented. Of course, it was not REALLY a “ban”, because every existing weapon which fell under the ban could continue to be owned and used and transferred. The law specified “no more can be made or imported except for use by the government”. What was the impact? On use of these weapons in criminal acts, not much, since there were so many of them and they were not used criminally that often. Because of the complete stop to any more being produced or available, the price went up. The law had a “sunset” clause in it, and when the specified time period had elapsed (2004), the law was not renewed.
So one option would be a similar law which “grandfathers” in existing “assault rifles”. This would probably be even less effective than the last one, since the popularity of these rifles has exploded and there would be a huge supply still available. I’m sure the politicians and those who hate guns (or at least gun ownership; they don’t seem to mind hiring armed guards) will celebrate this “ban” even though once again, they misuse the term and have provided no significant effect on violence.
Another option would be to add “assault rifles” to the NFA list. I imagine the BATFE would have to get a lot bigger to handle this. And any minor reduction in violent crime would be wildly overshadowed by the loss of effectiveness of a militia called up without most of the people having any exposure to about the most effective personal weapon. Also it would be a major shift in the BATFE mission, since currently they administer the NFA law; and a new law covering “assault rifles” would need to be passed and put in their mission.
Controlling People Rather Than Things
Frankly, the “best” option would be to do nothing about “assault rifles”, because despite all the rhetoric, the GUN has nothing to do with these acts of violence. If we could just look at things clearly, we could see where really effective measures could reduce these horrible acts. First of all, quit making “gun-free zones” which are highly attractive to psychos because they may be crazy, but they are not stupid enough to ignore that if they have the only gun, they can’t be stopped. Next, I’d guess at least half these nut-jobs do it for the fame or to “make a statement”, and if it was illegal to publish their name or picture or any information about them except in the most general, non-identifiable and derogatory terms, the number of these incidents would plummet.
But although the guns are “innocent” of these events, gun OWNERS are not without some blame, by leaving guns where psychos can get them or by selling them to those who should not have them. It is not a huge problem, but it does happen on occasion. Background checks on commercial sales are fairly useful, and the current methodology is moderately effective. But it is only as effective as the databases which are used, and these need work. There are too many cases where people who should be in the database are not, and some cases where people who should not be in the database are (leading to false rejection). So, “fixing” the databases should be a high priority (this does not mean adding people who are not actually a danger, such as people who have someone else do their income taxes). There are those who claim that private sales not requiring a background check is a “loophole” to the law. As usual, these people misuse a term for their own benefit. A “loophole” is an UNINTENTIONAL misuse of a law. The exception of background checks on private sales is deliberately allowed in the law, because legal ownership of something includes the ability to sell it when it is no longer wanted or if money is suddenly needed. It is not currently possible for a private seller to do a background check, and involving a FFL is difficult and often much too expensive. Also, the checks COULD be used for an underground registration system, and that would be a problem someday (universal registration always has led to confiscation).
That being said, I would support an “instant universal background check” to include private sales IF AND ONLY IF, 1) it could be done by a private individual for free or small fee (preferably usable as a tax credit; we would be doing this for the country, not ourselves), 2) the background check was strictly on the person attempting to buy and had no indication whatsoever what gun was being purchased, 3) that any approved buyers would have their records deleted after 30 days or other reasonable time period, and 4) that any agency which maintained any records after that time period would have every employee of that agency fined, except any employee who reported the transgression would be rewarded. Any elected official which requested or required the agency do this, would be removed from office.
Alternatively, do away with background checks and issue a “good guy” card to those who undergo a background check, top level safety training and basic firearm operation training. This should be affordable for all, and would be confiscated if the person was shown to be dangerous. Then any transfer would require inspection of a current card before proceeding. Or have both systems, with the background check done for those who don’t have the card and the card used instead of the background check (like a concealed carry permit is today) for those who have it.
Conclusions
Basically gun control has limited effectiveness in reducing violence, because the gun is merely a tool of a violent person. The only people who are affected by gun control laws, are those who obey the law, and don’t commit acts of violence. And the effects on those law abiding people can be quite onerous. Any law passed will only create more victims (who no longer can be armed) and more criminals (formerly law abiding people who rebel against the new law). When the last gun is removed from civilian hands, violence will not cease; violent people will still have knives and baseball bats and hammers and fists. And they have ready access to items which can cause much more damage than guns.

Are Biased Textbooks Turning Young Americans Against Israel?

JNS.org – According to some experts, anti-Israel bias in the textbooks used by many American high schools may be to blame for the decrease in sympathy for Israel among young adults.
According to the Brand Israel Group, only 54 percent of US college students lean more toward Israelis than the Palestinians, down from 73 percent in 2010. The decrease was even sharper among Jewish college students, dropping from 84 percent to 57 percent.
“The problem starts in high school,” Dr. Sandra Alfonsi, the founder of Hadassah’s “Curriculum Watch” division, told JNS.org. “There’s no doubt [that] the lack of sympathy for Israel on college campuses today is at least partly the result of several generations of teenagers being educated with textbooks that are slanted against Israel.”
‘Unabashed propagandizing’
One of the most controversial texts used in high schools around the country is the Arab World Studies Notebook, a 540-page volume authored by Audrey Parks Shabbas. Shabbas heads Arab World and Islamic Resources and School Services, a curriculum publisher that seeks to promote a positive image of Arabs and Muslims in US schools.
After parents in Anchorage, Alaska, complained to their local board of education in 2004 about the book’s slant against Israel, the American Jewish Committee (AJC) prepared a 30-page analysis of the textbook. The AJC found it to be riddled with “overt bias and unabashed propagandizing,” such as depicting Israel as the aggressor in every Arab-Israeli war, and praising Muslim conquerors throughout the ages for their “gentle treatment of civilian populations.”
As a result, the Anchorage Board of Education removed the Notebook from the local high school curriculum. School authorities in Tulsa, Oklahoma, have also withdrawn the text.
Shabbas has claimed that the Notebook has been distributed to more than 10,000 teachers, and “if each notebook teaches 250 students a year over 10 years, then you’ve reached 25 million students.”
“The most important statistic is the number of workshops that Shabbas has given to instruct teachers in how to use the book,” Curriculum Watch’s Alfonsi said. “She has conducted hundreds of such three-day teacher-training sessions.” Shabbas’s website names 211 schools where she ran teacher workshops from 2000-2006. Other years are not listed.
Shabbas did not respond to requests for comment from JNS.org.
The Committee for Accuracy in Middle East Reporting in America (CAMERA) recently published a 108-page monograph, “Indoctrinating Our Youth,” which describes how high schools in the Boston suburb of Newton have been using biased texts such as the Arab World Studies Notebook, and also are inviting anti-Israel speakers to address their students.
One controversy began in 2011, when a Newton South High School parent complained about a passage from the Notebook that accused Israel of torturing and murdering hundreds of Palestinian women. Other parents soon joined the protests. Matt Hills, vice chair of the Newton School Committee, dismissed the critics as “McCarthyesque.”
In early 2012, Newton Superintendent of Schools David Fleishman said that the Notebook had been removed from the curriculum because it was “outdated.” But an investigation by Americans for Peace and Tolerance (APT), a Boston-based activist group, found that the Notebook was still being used in Newton as late as the 2013-2014 school year.
The dispute has been complicated by the refusal of Newton school authorities to identify which Israel-related materials were being used by teachers. Many school districts around the country list their curriculum materials on their websites. APT President Charles Jacobs told JNS.org that his group “will continue to build support for a policy of transparency, so that parents and citizens can know what is being taught to Newton’s students.”
In response to a request for copies of these materials, Fleishman said that the requester would need to pay $3,643 to cover photocopying expenses. Eventually, a Freedom of Information request filed by community activists forced the release of some of the materials.
Newton Mayor Setti Warren, a member of the nine-person School Committee, attended committee meetings on the textbooks issue, but did not actively participate in the discussions, according to community members. The mayor, who is now a candidate for the Democratic nomination for Massachusetts governor, did not respond to requests for comment from JNS.org.
Several mainstream Jewish organizations in Boston, including the local chapter of the Anti-Defamation League, initially denied that biased materials were being used in local schools. They also criticized the APT for organizing protests against the Newton school authorities. Later, the New England ADL changed its position, agreeing that the Arab World Studies Notebook and another anti-Israel text, A Muslim Primer, should not have been used in schools.
The CAMERA monograph reports that as a result of the controversy, “there has been some change in the selection of materials” by Newton officials and “more careful vetting of them.” Yet some of the supplemental materials that Newton teachers use “continue to favor fringe perspectives,” according to the study.
Steven Stotsky, the monograph’s author, told JNS.org that the situation “remains unresolved,” pointing out that Newton North High School hosted another anti-Israel speaker in June. Since no curriculum materials have been shown to the parents since 2014, “it is impossible to know” if any of the anti-Israel books are still being used, Stotsky said.
Controversies around the country
Other texts have been at the center of similar controversies elsewhere around the US in recent years.
Parents in Tennessee’s Williamson County complained to school authorities in 2013 over a textbook called The Cultural Landscape: An Introduction to Human Geography. In a section on the reasons for the rise of terrorism, the book asks: “If a Palestinian suicide bomber kills several dozen Israeli teenagers in a Jerusalem restaurant, is that an act of terrorism or wartime retaliation against Israeli government policies and army actions?”
The protests to the book, which were led by Christian pro-Israel activist Laurie Cardoza-Moore and supported by the Jewish Federation of Nashville, prompted the Tennessee state legislature to take steps to ensure greater parental involvement in the selection of textbooks.
Further, the book’s publisher, Pearson Education, removed the suicide bomber passage from subsequent editions. But Cardoza-Moore told JNS.org that her campaign was “only a partial victory, because ‘The Cultural Landscape’ contains other biased statements about Israel that were not removed.”
In Georgia’s Sumter County, Campbell Middle School parent Hal Medlin complained in 2011 about a class assignment featuring a fictitious letter from a Saudi woman who defended Islamic sharia law and her husband’s polygamy, on the grounds that she was being “cared for” by her husband. Conservative activist Pamela Geller, who joined the protests against the Campbell Middle School assignment, told JNS.org that the letter was “an outrageous whitewash of the subjugation of women by Islam.”
The curriculum unit also included a document in which a pro-Palestinian activist suggested that terrorist attacks against Israeli Jews are “understandable.”
In neighboring Henry County, school authorities responded to complaints about the text by withdrawing it from the curriculum. Sumter County officials took no such action, but Sharon Coletti — president of the InspirEd curriculum developer, which had prepared the controversial materials for Georgia public schools — told JNS.org that “the topics of women’s rights and the West Bank have largely been dropped [from statewide curricula], so we removed” the texts.
Parents at a high school in Pittsburgh also complained to Curriculum Watch’s Alfonsi in 2007 about a teacher’s use of Habibi, a young adult novel by Naomi Shihab Nye. Alfonsi found that the book has a “strongly pro-Palestinian slant, including extreme accusations about ‘Israeli oppression.’” The fact that the book was being used in an Advancement Placement English class “meant that it was indoctrinating some of the brightest kids in the school,” she said. As a result of Alfonsi’s discussions with school officials, Habibi was dropped from the class’s curriculum.
“The problem is that for every school that removes an anti-Israel text, there are a hundred more that are continuing to use it,” Alfonsi said. “When I began this work 20 years ago, we were reviewing curriculum materials used for the 6th to 12th grades. Now we are seeing anti-Israel in bias in texts going all the way down to the 4th grade. I’m concerned that many in the Jewish community still do not recognize how serious this problem is.”

US watchdog: Afghans may not be ready for ‘day after’ peace
KABUL — Afghanistan may not be ready for peace unless it formulates a strategy for re-integration of Taliban fighters into society, combating corruption and reining in the country’s runaway narcotics problem, a U.S. watchdog said Wednesday.
The warning by Washington’s Special Inspector General for Afghan Reconstruction, or SIGAR, which monitors billions of dollars in U.S. aid to the country, came in the group’s new quarterly report that also discusses Afghan needs for the “day after” — once there is a peace deal with the Taliban.
Over the past months, the U.S. has stepped up efforts to find a peaceful resolution to Afghanistan’s 17-year war and has been holding talks with a resurgent Taliban. The insurgents, however, refuse to negotiate with the Kabul government, which they consider a U.S. puppet. The Taliban also continue to stage near-daily attacks, inflicting staggering casualties, and now control about half the country.
“No matter how welcome peace would be, it can carry with it the seeds of unintended and unforeseen consequences,” John F. Sopko, head of SIGAR, said in the report.
The war has already cost America nearly $1 trillion, according to Sopko. On reconstruction alone, the U.S. has spent $132 billion since 2002, much of that to train and equip Afghan security forces, as well as strengthen government institutions, provide education and better health care.
But the gains are fragile, Sopko said, and solutions are needed to the country’s increasing insecurity, “endemic corruption, weak Afghan institutions, the insidious impact of the narcotics trade, and inadequate co-ordination and oversight by donors.”
Sopko said that failure to reintegrate the estimated 60,000 Taliban fighters and their families into Afghan society would undermine peace.
“These ‘day after’ risks could threaten U.S. taxpayers’ investment in Afghanistan, set back humanitarian and development programs, undermine Afghan government support, or even lay the grounds for new or resumed discord,” Sopko said.
For some former Taliban fighters, the transition has been difficult. They blame corruption, and for those not integrated into Afghan security forces, finding a job is difficult in a country where unemployment is more than 40% per cent and 54% of Afghans live below the poverty line.
Aman, a former Taliban who left the insurgents with nine fellow fighters to join the government in late 2016 in northern Kunduz province, told The Associated Press this week that he has been jailed and intimidated by corrupt soldiers who stole $6,000 from him.
They also forced him and his fellow fighters to hand over the motorcycles and cars in which they had travelled to the Kunduz provincial capital to join government forces.
Aman, who would not give his full name fearing reprisal from both the government and the Taliban, said he sent dozens of applications to government ministries and an independent human rights commission seeking compensation but to no avail.
He now lives in a poor Kabul neighbourhood, makes little money as a porter and can’t afford to send his children to school, Aman said. He can’t go back to his home in Khanabad district in Kunduz, where the Taliban rule.
“At first they told us we did not have to worry, nobody would touch us,” Aman recounts his attempt to joint government forces in Kunduz. But instead the soldiers bound them, told their commanders they had captured Taliban fighters, and threw them in jail.
After more than five months in jail, Aman was able to convince authorities of his innocence and win his release.
SIGAR’s report also said that the U.S. military in Afghanistan no longer tracks areas of control by the government and by the insurgents, without offering an explanation for the change. Previous reports had said nearly half of Afghanistan is under the control or influence of the Taliban.
“While the data did not, on its own, indicate the success or failure . . . it did contribute to an overall understanding of the situation in the country,” Sopko said.
Sopko said the U.S. Department of Defence estimates it will cost $6.5 billion to finance Afghanistan’s security needs in 2019 — $4.9 billion of which will be paid by the U.S. The rest will be funded by other donor countries.
Yet the Afghan military and police forces continue to experience high rates of desertion, the report said.
A program to train Afghan pilots in the U.S. on AC-208 light attack and surveillance aircraft was suspended after 40% of the trainees disappeared in America, SIGAR said. The remaining pilots were returned to Afghanistan to complete their training.
The report also highlighted widespread shortages of food in the country, saying that “most Afghan households faced acute food insecurity” in March — a level of desperation that drives some parents to sell their children or force them into childhood marriages, SIGAR said.
In addition, it said the Afghan government is ill-equipped to meet its needs and can barely cover 30% of its budget, with the rest coming from foreign donors.

Special Inspector General for Afghanistan Reconstruction (SIGAR) is the U.S. government's leading oversight authority on Afghanistan reconstruction. Congress created the Office of the Special Inspector General for Afghanistan Reconstruction to provide independent and objective oversight of the Afghanistan Reconstruction funds. Under the authority of Section 1229 of the National Defense Authorization Act for Fiscal Year 2008 (PL 110-181), SIGAR conducts audit, inspections, and investigations to promote efficiency and effectiveness of reconstruction programs, and to detect and prevent waste, fraud, and abuse of taxpayer dollars. SIGAR also has a hotline that allows individuals to report suspected fraud.
SIGAR's mission is to "promote economy and efficiency of U.S.-funded reconstruction programs in Afghanistan and to detect and deter fraud, waste, and abuse by conducting independent, objective, and strategic audits, inspections, and investigations".
Quarterly reports
Public Law 110-181 directs SIGAR to submit a quarterly report to Congress. This congressionally-mandated report summarizes SIGAR's audits and investigative activities. The report also provides an overview of reconstruction activities in Afghanistan and includes a detailed statement of all obligations, expenditures, and revenues associated with reconstruction.
As part of its legislative mandate, SIGAR tracks the status of U.S. funds appropriated, obligated, and disbursed for reconstruction activities in Afghanistan in the Quarterly Report. As of September 30, 2014, the United States had appropriated approximately $104.08 billion for relief and reconstruction in Afghanistan since FY 2002. These funds have been allocated into four major areas:
$61.54 billion for security ($4.07 billion for counternarcotics initiatives)
$30.65 billion for governance and development ($3.69 billion for counternarcotics initiatives)
$2.89 billion for humanitarian aid
$9.00 billion for civilian operations

Inspector General: In 2012, President Barack Obama selected John F. Sopko to serve as the Special Inspector General. Mr. Sopko has more than 30 years of experience in oversight and investigations as a prosecutor, congressional counsel and senior federal government advisor. He came to SIGAR from Akin Gump Strauss Hauer & Feld LLP, an international law firm headquartered in Washington, D.C., where he had been a partner since 2009. Mr. Sopko's government experience includes over 20 years on Capitol Hill, where he held key positions in both the Senate and House of Representatives. He served on the staffs of the House Committee on Energy and Commerce, the Select Committee on Homeland Security and the Senate Permanent Subcommittee on Investigations.
The Inspector General post was previously held by Steve Trent (acting), Herb Richardson (acting), and Arnold Fields.
Since being appointed Mr. Sopko has testified multiple times before Congress on behalf of SIGAR.
Deputy Inspector General: Gene Aloise joined SIGAR on September 4, 2012, as the Deputy Inspector General, he oversees day-to-day operations and assists the Inspector General in executing SIGAR's mission. Mr. Aloise came to SIGAR from the Government Accountability Office (GAO), where he served for 38 years. He has years of experience developing, leading, and managing GAO domestic and international work. His experience includes assignments with congressional committees as well as various offices within GAO.
Staffing and locations
According to the organization's October 2014 Report to Congress, SIGAR employed 197 federal employees. The report noted that SIGAR has 29 employees at the U.S. Embassy Kabul and eight other employees in Afghan locations outside the U.S. Embassy. SIGAR staff members were stationed at four locations across the country, including Kandahar and Bagram Airfields, Mazar-i-Sharif, and the U.S. Embassy Kabul. SIGAR employed three local Afghans in its Kabul office to support the Investigations and Audits directorates.
Recognitions
In October 2014, Over two dozen staffers of the Special Inspector General for Afghanistan Reconstruction (SIGAR), were recognized for outstanding achievements at the 17th Annual Inspector General Community awards ceremony. The awards included the Sentner award, two awards for audit excellence and two awards for excellence special act.
In October 2012, SIGAR Audit and Investigative Teams won CIGIE Awards for Excellence. The awards included the Sentner award, an award for audit excellence and an investigation award for excellence.
In May 2012, SIGAR special agents received a Public Service Award today from the U.S. Attorney's Office for the Eastern District of Virginia for their work in a major bribery case in Afghanistan.
In October 2011 a SIGAR audit team was presented the Sentner Award for Dedication and Courage for its work in Laghman Province auditing the Commander's Emergency Response Program.
In October 2011 another SIGAR team won an Award for Excellence for its audit of Afghan National Security Force facilities.
Non-Governmental Organization (NGO) recognition & assistance
SIGAR, and its reports,findings and information, have also been widely discussed and distributed on Capitol Hill, the US Congress and with U.S. policymakers, by the Washington, D.C.-based Afghanistan Foundation, a non-profit public policy research organization (NGO). SIGAR's efforts have helped educated and inform policymakers in public policy research organizations, and think tanks, about issues regarding U.S. assistance programs, aid levels, and various projects, in Afghanistan, including problems of corruption in Afghanistan, the Kabul Bank crisis and other important matters.

The tough-talking Nirmala Sitharaman is as blunt as she can get. Ask her about the alleged politicisation of security matters in light of Balakot and Mission Shakti. Political will is required for any such action, unlike Pakistan, the Defence Minister minced no words while speaking to ETNow as part of India Development Debate. Edited excerpts:A lot is being said that the Modi sarkar going into battle 2019 is playing the patriotism card, the national security card to try and deflect from the lack of job creation from the economy. How do you react to that charge?Well, who are the ones who are talking about these charges and who are the ones who are telling us that we are actually distracting people from what has to be discussed. It is a shame that in a country which has over the decade suffered because of terrorism and our neighbour, who constantly disturbs us. We have seen a huge loss of lives, assets and everything else. The one single worry of every government has been how to contain terrorism and also the naxal problem. If at a time when we have seen some of the major hits and as a result, you saw the mood post Pulwama, how the entire country reacted and the kind of disappointment and anger which was seething, we have responded to this. And I have said this before too that if only after Mumbai attack, had the then government taken some steps to curtail terror, we would not have faced this situation at all. Of course, there is no guarantee that Pakistan will behave itself after one such lesson, but if we showed firm determination even then, we would not have had this problem. The sum and substance of it is here is the government which is giving a clear signal that it will have to stand up to the challenge of terrorism.Zero tolerance is what we have promised and shown. We are telling people look here is a leadership which really addresses the concerns which are in the minds of the people, particularly on national security, be it at the borders or be it at some inland pockets where we have had a problem because of Naxalism.So, what is wrong in distinguishing this government based on our actions as different from the previous government and saying here are we making the country feel absolutely safe? If the country is safe, all of us can get going with our normal day-to-day activity with the greater sense of confidence.That is why we talk about it and the country is talking about it, not just us as a political party.We have already seen it being a major election plank.We will certainly speak about it. That is a major plank, it is obvious.After our attack on Pakistan, there were certain charges of politicisation. Do you concede whether it was the BJP or the Congress, both of you are guilty of politicising that?I would not agree with that at all. Politicisation happens if people are trying to talk about whether the armed forces took the right step or not. Now, the debate here is armed forces did not act because they had to get the direction because in India unlike in Pakistan, the armed forces are clearly under the civilian government. Any action that the armed forces will have to take will have to have a political clearance and that is why when I talked about post Mumbai attack, even though the armed forces were ready, political clearance did not come by.In this ASAT attack I mean the satellite, where the missile had gone up and hit the satellite, even the capacity existed even in 2012 when one of the missiles was tested. Some of the missile was tested, but the government then did not give the go-ahead. Political will is required for any such action. Now it becomes politicised if you suspect that the armed forces acted only because there was any other motive than security considerations about Balakot. The politicisation started when the Opposition instead of standing by the country started questioning what the armed forces did. Whether you question the government or not is understandable because especially nearer the elections, a party in power will be criticised, if not ideally be critiqued for their activity. That one can understand. But by asking for probe by questioning whether they really went into the Pakistani territory and so on, it is very clear that the object is to question the armed forces rather than the government. You did not give the free hand to the armed forces when it was your time and your government. We have given as the Prime Minister said a free hand to the armed forces to say you take an action when you deem it fit. That is a political direction given by the party in power. They are demanding proof.That is where the politicisation commences and ends.What do you say to all of those who are demanding proof and just not believing what you or the armed forces have to say?That is politicisation. You have to trust the Indian armed forces because what they are doing is for securing the country and if you want proof, I have in fact said it in a light-hearted tone earlier. What is the proof you want other than they are saying it to you, other than the fact that Pakistani defence people have themselves said they saw the Indian aircraft and so on.And of course, Pakistan is not allowing foreign journalists or anybody to go and visit the site. They are waiting to probably whitewash whatever has happened much before they take that.Do you have satellite images?That is always available, one can always see it. Has the government ever wanted to release those images? Has that ever been considered?I am sure it will be sometime but the point is I would recall and I like to mention this as an example 2016 surgical strike. You do recall the way in which the debate happened about where is the proof, give us some pictures and the proof asking for proof went to such an extent that after due time, when it was released, the debate quietened. You do not trust your armed forces, but you expect them on a mission like this, on a dangerous mission like this in which our people are trained and well equipped to do it. Do you expect them to take some selfies and come and show it here?As the Defence Minister with this government, we have seen two big strikes against Pakistan -- the 2016 one that you just raised and the one we have just seen after Balakot. The message has been sent very loud and clear to Pakistan forces. However, are we still on high alert? We keep hearing about how it is not still safe at the border. How do you see this being settled, once and for all?Well, once and for all is...It has to be diplomatic as well.It has to be diplomatic as well and there should be a recognition from the side of Pakistan that terrorism from the soil of Pakistan will have to come to an end that is how you can put an end to this because we have provided dossier after dossier, evidence after evidence, only to be told no-no this is not good enough, no this does not help.You would neither put them through a court and prove that either they are wrong or they are right or whatever. Nor will you accept any number of dossiers and evidences that we give you, so where are you?So, is this the strategy now -- Go to allies like the United States which is supporting or France and Germany which is supporting India’s case at the UN. China of course once again is being pulled up globally for supporting terrorism. Is this going to be the strategy?It is actually already on. It is very clear that with Pakistan, you really cannot negotiate and come for a compromise not just with India, but anybody, unless they show tangible proofs of removing those huge network of terrorist camps. Globally, our effort has been successful. Otherwise post Pulwama, we would not have post Balakot that is, you would not have had all these countries standing by us. Not one spoke against India. Even China’s statement was more calibrated.Banning and listing Masood Azhar as a global terrorist is more symbolic in nature simply because his organisation Jaish-e-Mohammed already had that status, but it is an important symbol that India is trying to win at the United Nations. Once again, China is blocking that, buying more time even if it is with the calibrated statement, the one that you just raised. How confident are you that India will get its way? Eventually yes, but when is that eventuality is going to be is something very difficult to speculate. Our efforts will continue. We shall tap every forum with strong evidence and show. It is a question of time, how long can anyone stay away from recognising that the terror networks are so strong in Pakistan and today there is no one country which will hesitate to admit that.Our efforts will have to be ongoing, but the fact is that this extent, this scale, this intensity, and this continuity with which we are dealing in the international fora, I wished had happened even earlier. Probably, there could have been some difference by now.You mean you could, even this government should have done it early.Earlier governments should have kept up this kind of momentum. The heat would have been felt by Pakistan even long before.I want talk to you about Mission Shakti as well your critique. It is being timed before the election. What was the need for the Prime Minister himself to address the nation? What do you have to say to those charges and allegations?If you ask me these as I said in 2012, while testing...They did not give the go-ahead...While testing the missile capability of, probably, the Agni series, one of the missiles which was tested gave you the capability. You recognise you had the capability to attack a satellite and that is a live satellite and so on.There can always be a dispute saying, was the DRDO chief asked. What it does give you is now a proven capability, which provides you to get into that small league of countries which have that capacity.Futuristically, you have the capacity to take care of tomorrow’s warfare rather than today, be ready on it. Also, it gives you the capacity and eligibility if I would want to use that word to sit at the negotiating table for setting up everything that will govern the space area.If there are going to be conventions and rules of the game for engaging in space or space-related matters, India will be part of that rule rather than stay away and wait for somebody to negotiate those terms and conditions. These sort of things really show your capacity.Why did you also wait till the end of this term?Well, it does take time even though you have your capacity and you priorities keep moving and there are too many institutions, whether it is DRDO, ISRO and many other institutions. All of them will have to integrate their capacities and only when they integrate and successfully say yes, we are confident, we can do it, will the go-ahead be given. We had given the go-ahead then.So, it is a coincidence it happened before elections?Obviously because see even in 2014 if I can say late half of 2014, a lot of issues which required long-term planning were reviewed by the Prime Minister...This is one of them...This and many things were reviewed. You could go ahead on a few and others could wait. The few would also require time for each of these institutions to be ready. By the time they get into like 15 or 16, they get into actual planning and moving of the timeline happens. When scientists are ready and are going to do something, we cannot say sorry, do not do it now because elections are three years or three months or six months away. Hence, India is going to be proud with this decision making, all Indians are going to be proud.And that is why the Prime Minister had to announce it himself.Mind you again, there are two angles. The space department is with the PMO. So, Prime Minister is naturally the minister for that. Second, India has acquired a capability that has pitched India into a small league of countries. We are the fourth going into it.When you are giving a message to the globe that we have achieved this, would it be the Prime Minister or somebody else speaking for India? Naturally, it is the PM who spoke. I cannot see any harm in it, why should he not as he is the minister?It is a stage achieved by Indian science and technology. To tell the world that I have this deterrent, mind you we have achieved this to 100 perfection of a football size if I may put it graphically. The football size satellite 300 km away from the earth was moving on its orbit at 30,000 km speed per hour.From here an object goes and hits it, a missile goes and hits the bull’s-eye and the debris falls off. The debris will be cleared within a certain period of time, it is not going to keep hanging around into the space. Just imagine what level of precision and science and technology levels of achievement you would need for it.And for this, nobody has transferred technology. It is all indigenous.It is all indigenous.Since you were talking about the Prime Minister speaking, I am going to ask you a question that has also been raised after Balakot and Pulwama. Where was the defence minister, why was not defence minister talking especially after India’s air strike? What do you have to say to them?I find this absolutely ridiculous because once it was decided because it involves an international matter the ministry of external affairs spokesperson or foreign secretary himself took the call. So, he spoke. It was decided that he would address it, he spoke. On February 26, we go to Balakot. On 27th, when the air attack from Pakistan happens, we came out with the forces themselves speaking.What do you want, the raksha mantri to do also in between come and say no, no, I exist. I want to say this. You are getting credible information from the external affairs foreign secretary himself and then from the three forces who actually went in and came out the next day. The forces had one of their wing commanders caught. With all this happening, official information is coming out of the respective ministries. Rraksha mantri is with all these decisions.It all worked out very well while you are talking about patriotism. A new India everyone feeling proud of. In the surveys ahead of the elections, it is also showing the Modi factor on the upswing. I am sure you have also seen all of that.Yes, I can see it. In fact, I had eagerly spoken a lot more about what all this is doing to the country and the youth. Our youth understand that India today is capable of standing on its own and on the right side of international law, whether on the ASAT missile or conforming to every international law.Therefore, abiding by law and asserting India’s achievements, we have done that so successfully. That is about all that I would say. I am not here speaking at a time when you can easily ask the question and me giving the answer. Are you engaging in propaganda, no I am answering this way.Priyanka Gandhi says that. She is emerging as a popular leader. It is a late entry. She is accusing the BJP of providing the definition of patriotism.I do not think Indians are getting carried away by your or my definition of patriotism or anything. They want us to function as a good government, a government which will not sit back and watch when Indian lives are being lost. That is a message Indian citizens are giving us. We are not telling them any definition, but we are very clearly hearing them out which is what the earlier governments should have done.
