Indian Government Assures Safety of Cowin App Data Amid Breach Allegations
Following allegations of data breaches related to India's Cowin app, Rajeev Chandrasekhar, the Minister of State for Electronics and Information Technology (MEITY), has assured the public that the app and its database have not been directly breached. Concerns about the security of personal information were raised when breaches were reported on social media platforms.
Investigations carried out by the Indian Computer Emergency Response Team (CERT-In) have revealed that a Telegram Bot was responsible for displaying Cowin app details when phone numbers were entered. However, the data accessed by the bot appears to have originated from a threat actor database. This database seems to have been populated with previously breached or stolen data from the past.

To address such security concerns, the Indian government has finalized the National Data Governance policy. This policy aims to establish a common framework for data storage, access, and security standards across all government entities. With this policy in place, the government aims to enhance the protection of sensitive information and prevent future data breaches.
Recent media reports alleging a breach of data from the Co-WIN portal of India's Union Health Ministry have been dismissed as baseless and mischievous by the ministry. These reports suggested that personal data of individuals who have been vaccinated against COVID-19 could be accessed through a Telegram Bot. However, the ministry has clarified that the Co-WIN portal is completely safe, with robust safeguards in place to protect data privacy.
The Co-WIN portal, developed and managed by the Ministry of Health and Family Welfare (MoHFW), incorporates various security measures such as a Web Application Firewall, Anti-DDoS protection, SSL/TLS encryption, regular vulnerability assessments, and Identity & Access Management protocols. Access to data on the portal is strictly based on One-Time Password (OTP) authentication, ensuring the confidentiality and security of individuals' information.
The Co-WIN data access is structured at three levels. Firstly, vaccinated individuals can access their own data through the beneficiary dashboard by using their registered mobile number and undergoing OTP authentication. Secondly, authorized vaccinators can access personal-level data of vaccinated beneficiaries through authenticated login credentials. It is important to note that every access to the Co-WIN system is recorded for accountability.
Thirdly, third-party applications with authorized access to Co-WIN APIs can only access personal-level data of vaccinated beneficiaries through beneficiary OTP authentication. The Co-WIN system does not allow sharing of vaccinated beneficiaries' data with any Telegram Bot without OTP authentication. Additionally, the system only captures the Year of Birth (YOB) for adult vaccination, contrary to claims on social media suggesting that the BOT has access to Date of Birth (DOB) and address information, which is not captured.
The development team of Co-WIN has confirmed that there are no public APIs where data can be accessed without OTP authentication. While some APIs have been shared with trusted third parties like the Indian Council of Medical Research (ICMR) for data sharing, these APIs have specific features and can only be accessed by trusted white-listed applications.

In response to the allegations, the Union Health Ministry has requested the Indian Computer Emergency Response Team (CERT-In) to thoroughly investigate the matter and provide a detailed report. An internal review of the existing security measures of Co-WIN has also been initiated to ensure the continued protection of data.
In its initial report, CERT-In has highlighted that the backend database of the Telegram Bot did not directly access the Co-WIN database APIs, further affirming the security measures in place.

India: Major Vaccine Database Leak
ON THE EVENING of June 11, a journalist from the Kerala-based news portal The Fourth reported that a Telegram bot in a channel called “hak4learn” was offering access to the private data of millions of Indians. All a user had to do was put in a phone number or Aadhaar (India’s national ID) number, and it would return details including their name, passport number, and date of birth. The data appears to have come from India’s CoWIN vaccination tracking app, which has more than 1 billion registered users.
“The scale of the data breach is what makes it hard to guess the repercussions,” says Srikanth Lakshmanan, a researcher who runs the digital payments collective Cashless Consumer. “Conservative estimates mean at least personal data of several hundred million users was exposed.”

You can view all the information by simply entering the person’s phone number. For CoWIN, OTP is necessary to access these details, but not for the Telegram app’s bot.
MILLIONS OF INDIANS HAVE THEIR PERSONAL INFORMATION COMPROMISED?
Information about the Health Secretary is accessible via Telegram. Saket Gokhale, the official spokesperson for the Trinamool Congress posted some snapshots of leaked data from Telegram. He referred to the “leak” as a cause for severe concern and questioned why the Modi administration was unaware of it and why the public isn’t aware of such a significant data breach. They blocked the bot as soon as reports of the leak started to circulate. The disturbing information has not yet received a response from the appropriate authorities.
‘ONLINE LEAK’ OF COVID VACCINE RECIPIENTS’ DATA
The Telegram messenger purportedly contained the personal information of COVID vaccination recipients.
THE TELEGRAM APP ALLOWED EVERYONE UNRESTRICTED ACCESS TO THE PERSONAL INFORMATION OF INDIANS
For a while, the Telegram app allowed everyone unrestricted access to the personal information of citizens who had submitted it to the Central government’s CoWIN portal to receive the COVID-19 vaccination shots.
PERSONAL DETAILS OF CITIZENS ARE AT RISK
According to a Twitter thread this morning that included screenshots of the incident and independent verification from Malayala Manorama newspaper, if anyone entered a mobile number of a person, the chatbot in question would immediately respond with information like the person’s gender, date of birth, and the location of the vaccination center, as well as information like the identification number of the document they submitted for the shot (Aadhaar, passport, PAN card, and so on).
ALL INFORMATION WILL BE ACCESSIBLE BY JUST TYPING THE PERSON’S NUMBER
The Aadhaar number, rather than the phone number, might also be used to access these details. Those who have updated the CoWIN portal for international travel also had their passport numbers exposed.
In the first instance, the details of all persons who had registered their names on the CoWIN site under the same phone number were visible.
Members of several families have all enrolled under the same phone number. So, the app also had information about the family’s other members.
OTP IS REQUIRED TO ACCESS SUCH DETAILS OVER COWIN
In contrast, such details are made available on the CoWIN portal only if the One Time Password (OTP) is entered into one’s phone. But these details were available on the Telegram channel through a bot without the OTP.
DETAILS OF HEALTH SECRETARY OVER TELEGRAM
When the phone number of Rajesh Bhushan, the Union health ministry’s secretary, was entered, information like his date of birth, the last four digits of his Aadhaar card, the four digits of the Aadhaar number of his wife Ritu Khanduri Bhushan, an MLA from Uttarakhand’s Kotdwar constituency, her date of birth, and the location where she received the vaccine were all accessible.
SAKET GOKHALE POSTED SOME SNAPSHOTS OF LEAKED DATA FROM TELEGRAM
Saket Gokhale, the official spokesperson for the Trinamool Congress, posted some of the identities with snapshots of their allegedly obtained data from Telegram.
The information of well-known politicians, particularly opposition leaders, and journalists, appears to have leaked as a result of the data breach.
A few of the names revealed by Gokhale providing screenshots included Rajdeep Sardesai of India Today, Barkha Dutt of Mojo Story, former Union Minister P Chidambaram, Rajya Sabha MP and TMC leader Derek O’Brien, and Congress leaders Jairam Ramesh and K C Venugopal.
He referred to the “leak” as a cause for severe concern and questioned why the Modi administration was unaware of it and why the public isn’t aware of such a significant data breach.
Soon after rumors of the leak surfaced, they blocked the bot. The relevant authorities have not yet responded to the shocking information.
