CHINA'S NEW FOOD SECURITY LAW IS A MOVE IN THE RIGHT DIRECTION, EVEN AS THE U.S. HANDS OVER ITS OWN AGRICULTURAL SOVEREIGNTY TO CORPORATIONS
China's National legislature passed a new food security Law Friday, aimed at securing its national food supply and reducing waste in food production in a country that feeds more than 1.4 billion people with less than 9% of the world's arable land.
At the very time when the United States is handing over it's agricultural sovereignty to giant multi-national corporations (including ones from China), China is moving in the opposite direction, looking to secure food supplies and exercise public ownership of agricultural lands.
China's Xinhua News Agency writes that the new food security Law stipulates that China must "'ensure absolute security in staple foods and basic self-sufficiency in grains,' indicating that the country must ensure that its food supply remains firmly in its own hands."
The new Law was passed by China's legislature at a session of the National People's Congress (NPC) Standing Committee on Friday, with the law taking effect on June 1st, 2024.
According to Xinhua, the law further stipulates that the "state shall restrict the occupation of farmland and the conversion of farmland to other forms of land use, such as forests and grassland."
The Law also emphasizes the establishment of a National agricultural germplasm resource bank, improvement of the national system for cultivating superior crop varieties, as well as promoting mechanization and building capacity for disaster prevention, mitigation and relief in grain production.
The Law also introduces measures to raise the income of farmers who grow crops.
According to Xinhua, China has produced a grain harvest of over 650 million tons for nine consecutive years, with a staple-food self-sufficiency rate above 100% and a grain-sufficiency rate above 95%.
The Law also contains a chapter dedicated specifically to food conservation, and creates enforcement mechanisms to reduce food waste from production to consumption.
Provisions also cover issues such as those concerning grain reserves, distribution, processing, and emergency response.
Xinhua says the new legislation on food security is "of great importance", and "lays a solid legal foundation for advancing China's system and capacity for food security governance, said Wang Zhimin, a member of the NPC Standing Committee."

Good morning,
The world continues to live in two parallels: the US market and the rest ;)
DAP barge at $660pst trade - just a $25pst increase since Monday! Why so? Low inventories at the start of the year plus all this mess with import duties, leading to a lack of imports.
Well, let's set the States aside. I was curious to see how Chinese rumours of urea would have influenced the market.
Rumours say:
1. After March 15th, the fresh CIQ can again be applied for. The CIQ timing is 40 working days.
2. All previously submitted applications are no longer valid.
3. The CIQ period:
1) Before April 30th, 2024, 40 working days.
2) Between May 1st and September 30th, 10 working days.
3) Before March 15th, nothing regarding CIQ can be done.
40 working days is 60 calendar days. Thus, no exports are realistically expected until this May. But the market did react yesterday: derivatives for April both traded down in AG and Brazil.
AG at $356 per metric ton and Brazil at $359pmt. And it's like a $20-25pmt discount to the physical asking levels of today.
If I'm not mistaken, the Nitrogen Fertilizer Association of China is meeting today, so grab some 🍿

““When I first came here, I was in poverty,” says Nong Thi Dieu, a 37-year-old farmer and member of the Indigenous Tay people. “I did not have enough milk to feed my children. But that’s changed. Thanks to this plant, I’m no longer poor.”
In the misty subtropical mountains of Thạch An, a district in Vietnam’s remote north populated by ethnic minorities with high levels of poverty, Thạch Đen, or black jello, a traditional snack, has been identified as a climate-adapted recipe for prosperity.
The region has the perfect soil type and weather for growing the plant that is used to concoct black jello, which has a light yet deeply aromatic, herbal flavor. However, until recently, the black jello plant was largely cultivated on small patches of land by individual farmers. The lack of standardization led to an erratic output, with quality too variable to meet official market requirements, and therefore sold at low prices...
Yet black jello — which needs little investment, requires no pesticides to cultivate and has health benefits — has significant economic potential. Beyond its popularity as a regional dessert, the plant is also used for drinks, medicines and even cosmetics.
For those reasons, in 2017 district authorities began efforts to scale up the region’s production. A program known as the Commercial Smallholder Support Project run by the International Fund for Agricultural Development (IFAD), a United Nations agency, supported local small-scale growers in learning how to grow black jello plants in new, climate change-adapted conditions — for example, on sloped terrain with limited water supplies — and provided technical support to improve yields, including techniques on seedbed preparation, harvesting and drying the plants.
Half a decade later, Vietnam’s rural poor are cooking up success with black jello. In 2021, 492 hectares of black jello were produced in Thạch An — with 550 kilograms created per hectare. Each kilogram, more profitable than staple crops, is sold for around 40,000 Vietnamese Dong (US $1.64), meaning the district earns up to 100 billion Dong (US $4 million) a year, with exports heading to China, Thailand and India, as well as across Vietnam, where it is sold in supermarkets from Hanoi to Ho Chi Minh City...
The district of Thạch An — home to three of Vietnam’s ethnic minorities, the Tay, Nung and Zao-Yao — has long had high rates of poverty among the villages scattered across the karst landscape, some of which still don’t have electricity.
But that’s quickly changing: in 2017, when the IFAD program began, the poverty rate was 67 percent, but has since tumbled to 42 percent. Given this success, IFAD has been working with district authorities to develop a black jello processing industry capable of managing production throughout the entire province...
Beyond the training, IFAD provided other important support, building a new main road for merchants to reach the district’s villages and for farmers to access markets. Each community also set up a common interest group (CIG) with representatives from local families to support the wider vision — investment in storage, for example, helps farmers to reduce losses during the rainy season. As part of the CIG, farmers are able to easily exchange information and access financial support when needed.
Thạch An’s CIG was able to increase its growing area to 2.5 hectares, and, through collective bargaining and more stable harvests, it has raised its income five-fold since 2017. “I’m happier since I joined the group,” says Din Thi Hoi, a 50-year-old farmer from Na Po. “We work together. Modern warfare has three main areas: operations, intelligence, and logistics. The most important of these is logistics, which governs the supply of weapons, food, fuel, clothing, and medicine. It's the most humble field, but in Europe and America, the most talented people become logistics staff.
In preparation for war with Japan, the USA carefully planned for years to cut off Japan's logistics lines and tighten Japan. It's called the Orange Plan. Meanwhile, the Japanese Navy repeatedly practiced fleet battles with the USA. The emphasis was on strategy. “Logistics” versus “strategies.” As a result, Japan suffocated and the USA won completely. To begin with, in the case of Japan, both the army and navy had a tradition of neglecting logistics, believing that as long as the tip of the spear was sharp, one could win with mental strength even on hunger.
Today's North Korea can be seen as a caricature of Japan. Missiles, nuclear weapons, military reconnaissance satellites... ``These ``tips of the spear'' are, of course, for operational purposes, but in the first place, the North Korean people, who have been starving and weakening due to years of failed agricultural policies, how will the North Korean government be able to feed them when war occurs? Isn't the logistics just being handed over to the military? Even if you tried to obtain goods from rich China or Russia, it would be impossible if we destroyed the railways and sunk the cargo ships that provided transportation there. The USA will not hesitate to take that action. This is because it is a shortcut to bring North Korea to its knees. Japan has proven that you cannot win by sharpening only the tip of your spear. North Korea has no concept of logistics. Poor North Korea.

USAは、日本との戦争に備えて、日本のロジスティクス線(補給線)を断ち、締め上げる計画を、何年も周到に練った。オレンジ・プランという。一方日本海軍はUSAとの艦隊決戦の演習を繰り返し行った。作戦を重視したのだ。「ロジスティク」対「作戦」。結果は、日本は窒息し、USAの完勝に終わった。そもそも日本の場合、陸軍も海軍もロジスティックスを軽視する伝統があり、言わば「槍の穂先さえ鋭ければ、空腹でも精神力で勝てる」という思い込みがあった。
この日本の戯画とも思えるのが、今の北朝鮮だ。ミサイル、核兵器、軍事偵察衛星・・・「これらの「槍の穂先」は、もちろん作戦用のものだが、そもそも積年の農業政策の失敗で、飢えて衰えている北朝鮮国民を、戦争が起こったとき、どうやって食わせていけるのだろうか?ロジスティクスは、軍に回すだけで手一杯ではないのか。豊かな中国やロシアから物資を入手しようとしても、その交通手段の鉄道を破壊し、貨物船を沈めれば、不可能になるのだ。USAはその行動をためらわず実行するだろう。北朝鮮を屈服させる近道だからだ。「槍の穂先」だけを鋭く鍛えても、勝てないことは日本が実証している。北朝鮮は、ロジスティクスという概念を持つまい。哀れな北朝鮮。

maybe the nicest thing i can say about anti-civ anarchists is that they all seem to be motivated by aesthetics instead of reasoning and this is the main reason their beliefs don't really make sense (their reasoning is mostly just post-hoc justification i find) and that alot of them i meet seem to do a decent amount of good work in terms of organizing sometimes
but like. when my steelman of your ideology boils down to "too simple, sometimes naive" and "despite being wrong they happen to be aligned with things that i think might be good well...
