I have a spare room that's 10ft by 12ft. With the correct set up and water proofing, would I be able to have a caiman lizard?
That's a pretty good size for one! A caiman lizard could totally thrive in that space. The most difficult thing would be making the room suitable for a large semi-aquatic lizard; you'd want probably half that space to be heated, filtered water deep enough to swim and dive in. Even if you have a spare room laying around, caiman lizards are a huge commitment!
