I really lived up to my art motto for this one, not gonna lie haha (VIAM INVENIAM AUT FACIAM: ["I will] find a way or make one")
So I only have Strive on the ps4. I was hoping I'd be able to save a lot of work by finding a video on YT of enough of the loading screen for me to get at least one full loop of the animation but most people are either playing on PC, PS5, or PS4 Pro. My ps4 is 1st gen. It's old, it's slow as balls. It takes me sometimes a whole extra minute to catch up to my friends in games because my ancient Playstation can't crunch the numbers as fast.
Well, turns out that's great! I got almost THREE LOOPS out of the animation making it load the figure mode in Strive. All the YT vids I could find loaded before it even made one loop. Every. Single. One of them. Breaking it down into bullet points from here:
Made my ps4 load in figure mode and used the 4's built-in recording mode to get a clip of the load screen
Saved the clip onto a flashdrive and got it onto my laptop
Opened the clip in Blender and cut out the part of the video with just the loading screen
Tried to import the video into Photoshop CS5 but I guess the 64x version can't do that. Piece of shit.
Converted it into a gif using some online gif conversion tool
Loaded the gif into PS, cropped it, exported it as a PSD
Opened it in Clip Studio Paint and cleaned up all 28 layers of the animation: Smart Smoothing > Strong + Remove Noise. 2x per layer. Got it clean enough to see which parts I had to redraw
Redrew all 28 layers with my tablet, by hand. None of the automated processes I tried were giving me clean results. Whatever
Saved as a new PSD (always, always, make backups). Opened in PS and started trying to get this thing to loop. Had issues with the loop being too obvious/jarring
Tried using PS's tweening function to make up the frame between the end one and the start one (tween: in-between frame to smooth animations)
Redrew the tweened frame since PS could only generate it with some opacity issues. I needed it to be solid, so no transparent parts
Ended up not needing the tween or two of the frames at the beginning of the animation to make the loop smooth
Exporting was easy. Making the grey version (I worked in black) was as simple as opening the PSD back up in CSP, locking transparency for each layer, and fill-all'ing each frame. Then saving the PSD and refreshing the file in PS
I couldn't let this animation beat me lol

what art program do you use and why did you pick it?
Oh I have used SO many programs. I started on an iPad Air (might have been an Air 2 not sure) and Procreate which I picked primarily because my mom had one lying about and I stole it like a gremlin (nah, I just asked if I could have one for my birthday one time) and so that was more out of convenience.
Currently I use a Samsung Galaxy S6 Lite which I choose cause FUCK APPLE and because its arguably one of the best drawing tablets at a relatively budgeted price. I also personally can't sit in a chair like a normal person to save my life, find tablet pads frustrating as hell, and am often a busy person on the go, so having one of those "plug into the computer" tablets was completely off the table.
Program wise, I use both ibisPaint X and have recently started using Clip Studio Paint Pro (CSP). I use ibis primarily when I am either A) sketching B) doodling or C) not intending to to a complex / serious piece since I have been using it much longer than CSP and the user interface is so much more simpler and easier to navigate. I'm considerably faster on ibis still since I only started using CSP like a month or so ago.
CSP is a FANTASITC software I've just started to learn and figure out how to do since I just started and I swapped over to it because following the end of Art Fight 2022, I found that I had really done as much exploring as I could with the tools that ibis offered and that if I really wanted to get more practice in comic making and just wanted more room and tools to play around with to expand my skill set, that I'd probably want to move up to the more professional, more expansive, more tool-filled CSP since it has so many more features to make animations, story boards, comics, and art a lot easier, more efficient and just all around better. The only issue is that I'm not the most used to sketching on it like I do with ibis and its user interface is a lot like photoshop which isn't BAD but I'm not as much used to it in terms of digital art since I only used photoshop when I was in middle school (ie like 8 years ago??) and I've been on Procreate and Ibis since.
I really love CSP though even if the UI gives me headaches sometimes and I tried the animation tools it has for an hour and just decided Ill do that in the later nondefined future cause it scares me with how complicated it is and how it makes me feel like a caveman (I've done animations but I've done it HELLA old school as if I were drawing a flip book which is SUPER inefficient, but also requires a lot less complicated tech knowledge)

What program is the best program to use for drawing? As well, any tips for people who are looking to get into drawing?
I don't have an objective "best", only a favorite, since it depends on the artist's preference! Also recognize I'm quite anti-adobe so I won't mention their products.
I believe the best way to learn digital art is by trying the great free programs out there. Here are some I've used before!

[Browser] Photpea.com - Literally a free photoshop for your browser.
[Win/Mac] Firealpaca - Krita - Medibang - GIMP - All great programs! GIMP leans a little more on photo manipulation but you can use it for art just fine and it opens like every file type I swear.
If you're on IOS tablet then Procreate's always a great option but know it's a 10$ one-time purchase. I don't know about free programs there as I don't use it unfortunately...

But to also shout out my current favorite art program:
Clip Studio Paint - (EX version for animation) -
A one-time purchase for an extremely powerful art program. It can do illustrations, animation, and even comics very easily, it supports vector line layers and 3D models for references if you need it. It keeps getting better with each update, goes on sale a lot and I can't recommend it more!

Now for the tips.
The first tips I'd give someone starting to draw is to keep looking at art, gather inspiration, and have fun.
Your style doesn't come out of thin air. It's always a mix of details you've enjoyed of other styles (including real life!) with your own personal "spice" to it. I think figuring out what you enjoy and want to draw is the way to start.
Once you know what that is, find different ways to bookmark or gather images of that inspiration to keep around. Look at anatomy if you want to draw more realistic humans, look at different cartoon styles if you want to keep it simple or stylish. But most of all, have fun with it! Make OCs, draw yourself with cool powers, draw your favorite characters, draw cool robots, whatever you want even if it's not "perfect" at first. You will only get better, I promise.
Also I'd like to add this for digital art:
When first drawing digitally, it's normal to be overwhelmed with the amount of options on a program. There's like a thousand ways you can affect an image whenever you want.
My advice is to lessen your options at first and take your learning one step at a time. Limit your colors and limit your tools. Try to make some drawings with only 3-4 colors and maybe 1-2 brushes to start out.
There are some sites like Paletton (make your own) and Color Hunt(browse others) that can make color pallettes for you to try out if picking colors is hard!(It is for me...)
