I think that Ichirou set up a lot of the events that happen in the final book to put himself in a position to be completely untouchable by the Branch family and in one fell swoop gain all of the money, assets, and power that Tetsuji had amassed under Kengo's loose fist.

The only surprising thing was that Neil survived the encounter with Nathan hence why he puts such an insane limitation on Neil's ability to gain power (money). He had faith that Kevin & Jean were well trained enough to never speak up against the Moriyamas but Neil? Neil 'you gotta do something about that mouth kid it's gonna get you killed someday' Josten?

If Neil Josten amassed power then Neil Josten would fucking talk.
