Reasons:

describes himself as having average looks. other characters calling him ugly is a running gag. has the most average korean man haircut to ever exist. the only spicy thing about his design is the white coat he gets some way in, but even that's co-opted by two other characters.

Just an anime boy with black hair and bangs. In universe everyone jokes about him looking ugly/generic. His powers come from him just being obsessive over this one web novel he's been reading the last 10 years. 

Black hair, protagonist, everyone is in love with him (this is somewhat a joke but also not really)

in canon he is called average. even ugly. additionally however if you look at his official art he’s just a guy w black hair. additionally if you look at any tumblr poll he’s in there will be people in the comments saying idk who that generic anime boy is but you should vote [the other character]. he’s not even japanese! he’s korean!! and i’m not kidding this happens all the time

Shigeo’s whole thing is being the most average boring middle schooler ever. He yearns desperately for a social life but he’s always been part of the crowd, so much so that his classmates and even his boss call him “Mob”. very plain face, and his hair is a simple black bowlcut. his design is intentionally as simple and generic as possible, mob appearing plain and unremarkable is a big part of his character. 

The whole point of his character design is that he looks bland and blends into the background (hence his nickname "Mob"). There are characters with way more exciting designs, even including his brother who at least has Anime Hair™️, meanwhile Mob is just very plain with his bowlcut and monochrome design

He also has psychic powers but it's not a big deal it's just another trait someone can have like being charismatic or smelling bad

He's literally earned the nickname Mob for being so bland and generic looking (Mob being a term Japanese programers use for background NPCs). He also was purposefully designed by the creator to be as un-protagonist looking and plain as possible.

Essential to his characterisation. He's the neat, thoughtful in his dressing, shirt tucked in, belts on point, tiny, delicate, beautiful, angelic type boy. Which is why the bowlcut with the soft straight hair. The bowlcut visually sells all of the above and that he's poor all together. All those jokes about it's not Will if we get to see Noah's forehead are true. It is essential in creating this sad baby animal vibe to him. Reduce his visible face so that his watery eyes make up 50% of that area. That in conjunction with the way he's physically acted by Noah make Will the boy he is. So ya bowlcut/bangs stay. Straight hair stays. No waves and curls or whatever.

He's basically Barbie as a tortured princess.

From a character design perspective, he really needs to keep those bowlcut bangs to be recognizable imo!

For my older version of Akechi, I kept the bowlcut bangs and the undercut, then lengthened the rest of his hair. This gives a look that resembles a "Karen" haircut when it's all down, a hipster dude cut when it's all tied back in a man bun, and a nice enby look in a ponytail. Drew it here, and you can kinda see it in action here.

You have been tossing and turning all night. You carry such a heavy weight of being 'Erwin Smiths daughter' you just wanna do your father justice. You want to be the best, you know people have such high expectations of you. You think back to when Armin said that your father would be proud of you, and you really hope he is right. You feel a tear slide down your right cheek. You miss him so much.

You need some fresh air to clear your head so you slip on your shoes and make your way outside. The cool breeze hits your tear stained face as you make your way down the empty road. You continue walking until you see a figure staring out at the sea. You cant make out who it is so you slowly start walking towards them. Soon realizing who it is you decide to keep your distance. You cant help admiring him. You couldn't deny his beauty. His hair that was now a bowlcut, each blond strand placed perfectly on his head. His tall slim but muscular body. You quickly shake the thoughts out of your head. The boy then turns around and squints "Is someone there?" he says quietly. You quickly turn around and head back to your room, the words "you cant fall for Armin Arlert" repeating over and over in your head. You reach your room and flop onto your bed letting out a big sigh, falling asleep soon after.

You wake up the sound of banging at your door. "Good morning sunshine!" Hange smiles and hands you a cup of coffee, you take a sip of the bitter liquid "any news?" you ask. "We're all clear" Hange says giving you a thumbs up. You're surprised you guys have been here a whole day and haven't been caught, the cabin you're staying in only being 10 minutes away from town only making you more nervous. You finish your coffee and then make your way downstairs.

It looks like you are one of the last people up. You enter the kitchen and to no surprise find Sasha, she notices you and smiles. After looking through your options you decide on oatmeal. You hear footsteps coming towards the kitchen and when you look up you see the same boy you couldn't take your eyes off last night. You immediately look down doing everything you could to avoid him, praying he didn't notice you last night. "Good morning" he says his voice still raspy, you quickly finish your oatmeal and leave the kitchen.

Later on you decide to go out to the shops with Sasha, the thought of getting caught still in the back of your mind. The two of you enter a boutique. Not even two minutes after shopping Sasha nudges you on the shoulder "so about breakfast" you completely forgot she was in the kitchen, you go red immediately. You ignore her and continue shopping, all Sasha does is giggle. The day flies by and you look out of the shops window to see the sun setting. "We should head back" Sasha nods and follows you out the door.

The aroma of stew fills your nose when you step into the cabin. It must be dinner time already. Sasha squeals and runs towards the kitchen, you follow behind her.

After dinner and a shower you head to bed. You wanted to go back to the same spot you saw Armin last night to see if he was there again, you quickly shake the thought as soon as it appeared. You fell into deep sleep shortly after.
