Denmark passes ban on niqabs and burkas

Denmark has passed a ban on full-face veils.
It becomes the latest in a number of EU countries to pass such a ban, which mainly affects Muslim women wearing a niqab or burka.
The law was passed by 75 votes to 30 in parliament on Thursday and will come into force on 1 August.
Those violating the ban will be forced to pay 1,000 kroner (£118; $157), with fines ten times higher for repeat offenders.
The wording of the new legislation does not specifically mention Muslim women but says that "anyone who wears a garment that hides the face in public will be punished with a fine".
Speaking about the law, Denmark's Justice Minister Søren Pape Poulsen said: "In terms of value, I see a discussion of what kind of society we should have with the roots and culture we have, that we don't cover our face and eyes, we must be able to see each other and we must also be able to see each other's facial expressions, it's a value in Denmark."
Amnesty International has described the Danish vote as a "discriminatory violation of women's rights".
But the European Court of Human Rights last year upheld a Belgian ban on full-face veils, saying that communal harmony trumped the individual's right to religious expression.
Where else in Europe has similar laws?
France was the first European country to ban the full-face veil in public places in April 2011, seven years after it introduced a law prohibiting conspicuous religious symbols in state schools.
It was followed a few months later by Belgium, which outlawed any clothing that obscures a person's identity in a public place.
Full or partial bans have since been passed in Austria, Bulgaria and the southern German state of Bavaria, with the Dutch parliament agreeing a ban in late 2016, pending approval from the country's higher chamber.

BRUSSELS (AP) — Abdesalem Lassoued had been denied residency in four European countries by the time he chased two Swedish men into a building in Brussels this week and gunned them down at close range with a semiautomatic rifle.
The 45-year-old Tunisian arrived on the Italian island of Lampedusa in a smuggler’s boat in 2011. He spent jail time in Sweden and was refused entry to Norway. At one point Italy flagged him as a security threat. Two years ago, Belgium rejected his asylum claim and he disappeared off the map.
Until Monday night, that is, when he killed the two Swedes, wounded a third and forced the lockdown of more than 35,000 people in a soccer stadium where they had gathered to watch Belgium play Sweden. In a video posted online, he claimed to be inspired by the Islamic State group.
Within days he has become the new face of the European Union’s campaign to toughen border controls, rapidly deport people and allow the police and security agencies to exchange information more efficiently.
“It’s important that those individuals that could be a security threat to our citizens, to our Union, have to be returned forcefully, immediately,” EU Home Affairs Commissioner Ylva Johansson told reporters on Thursday, as EU interior ministers met in Luxembourg.
Only around one in four people whose asylum applications are denied ever leave or are deported from the 27-nation bloc. Often the countries they come from, including Tunisia, are reluctant to take them back.
With EU countries constantly bickering over how to manage migration – their differences lie at the heart of one of the bloc’s biggest political crises – the European Commission has sought to outsource the challenge.
The EU’s executive branch has helped to seal deals with Turkey and Tunisia to persuade these countries to stop people from the Middle East or Africa – not to mention their own nationals – from trying to enter Europe, as they did in large numbers in 2015.
About 25 countries that people leave or transit to get to Europe are of concern. Egypt is the next country on the list. The commission is already helping to locate and pay for new boats for the Egyptian coastguard.
Belgium’s top migration official, Nicole de Moor, said that countries refusing to take back their nationals must be made to cooperate.
“The terrorist that committed an attack in Brussels on Monday had asked for asylum in four different European countries, and every time he was rejected because he did not qualify for protection,” de Moor said.
The EU does have coercive tools at its disposal. The commission has used visas as a lever, making it harder, more time-consuming and costly for the citizens of migration source countries to gain entry to Europe’s ID check-free zone – the 27-country space known as the Schengen area.
Thanks to this, Johansson said, the EU now has “much better cooperation” on deportation with Iraq, Bangladesh, Pakistan and Senegal.
The shooter Lassoued’s case was also marked by other failures. He applied for asylum in Belgium in 2019. His application was rejected a year later, and a deportation order was issued in 2021. Officials said this week that he couldn’t be found, as they had no address for him.
Within a few hours, admittedly with public help, prosecutors conceded, the authorities had discovered where he lived. He was shot dead by police at a café nearby the following morning when they tried to arrest him.
“It turns out that the individual had been convicted and had served time in a Swedish prison, which was unknown to our police and judiciary,” Belgian Interior Minister Annelies Verlinden told reporters.
“We need to improve the information exchange on these kinds of things. The man apparently arrived in Italy in 2011 (and) wandered around Europe for 12 years,” she said. Migration services and the police must share information, she said, “to ensure that this cannot happen.”
The clamor for tougher laws and better intelligence sharing are fresh, but the problem is not new. Lassoued’s case resembles that of another Tunisian man, Anis Amri, who drove a truck into a Christmas market in Berlin in 2016, killing 12 people and injuring 56 others.
German authorities tried to deport Amri after his asylum application was rejected but were unable to because he lacked valid identity papers. Tunisia had denied that he was a citizen.
On Tuesday, after leading security talks throughout the night while the hunt for Lassoued went on, Belgian Prime Minister Alexander De Croo loosened his tie from around his collar as he answered a reporter’s thorny question about the failings of Belgium’s police, justice and migration services.
“An order to leave the territory must become more binding that it is now,” De Croo conceded. “We have to respect the decisions that we take.”

Enrique Manalo, PH envoy to UN, named DFA chief

President Ferdinand Marcos Jr. on Monday appointed a career diplomat, Enrique Manalo, as the secretary of the Department of Foreign Affairs, replacing Teodoro Locsin Jr. Press Secretary Trixie Cruz-Angeles confirmed that Marcos swore in Manalo, the Philippines’ permanent representative to the United Nations under the Duterte administration, at Malacañang—verifying a story the Manila Standard ran on Thursday about his impending appointment. Angeles said Manalo asked for a few days to wind down affairs in his previous post. Manalo’s career in the Philippine Foreign Service spans nearly four decades, joining the department in 1979. He represented the Philippines as the chairman of various international meetings and conferences. He also served the DFA in various capacities before his first appointment as ambassador extraordinary and plenipotentiary in 2003. Manalo also became the ambassador to the United Kingdom from 2011 to 2016; non-resident ambassador to Ireland from 2013 to 2016; ambassador to Belgium and Luxembourg, and head of the Philippine Mission to the European Union from 2010 to 2011; and ambassador and permanent representative to the Philippine Mission to the United Nations and other international organizations in Geneva, Switzerland from 2003 to 2007. The incoming DFA chief’s other tours of duty leading up to his eventual appointment as head of a diplomatic mission included the Philippine Mission to the United Nations in New York and the Philippine Embassy in Washington D.C. Manalo, who was undersecretary for policy at the DFA, is the first career diplomat to be appointed as DFA chief in nearly two decades after Delia Domingo Albert, the first female leader of the department. Marcos said his administration would have an independent foreign policy and recognized that international partnerships were key to a stable region. Marcos expressed confidence that Manalo was fit for the job. The 69-year-old Manalo is a low-key but experienced diplomat who has dealt with diplomatic crises, including the South China Sea disputes. Manalo also helped the negotiations for the trade deal between Manila and Europe, called Philippine-European Union Partnership Cooperation Agreement, from January 2009 to June 2010. Before joining the Foreign Service, Manalo was a research assistant and later officer at the National Economic and Development Authority. Louisiana braces for ‘life-altering’ Hurricane Ida (AP) Residents across Louisiana’s coast Saturday were taking one last day to prepare for what is being described as a “life-altering” Hurricane Ida which is expected to bring winds as high as 140 mph (225 kph) when it slams ashore. A combination of voluntary and mandatory evacuations have been called for cities and communities across the region including New Orleans, where the mayor ordered a mandatory evacuation for areas outside the city’s levee system and a voluntary evacuation for residents inside the levee system. The storm is expected to make landfall on the exact date Hurricane Katrina devastated a large swath of the Gulf Coast 16 years earlier. But whereas Katrina was a Category 3 when it made landfall southwest of New Orleans, Ida is expected to reach an extremely dangerous Category 4 hurricane, with top winds of 140 mph (225 kph) before making landfall likely west of New Orleans late Sunday. “This will be a life-altering storm for those who aren’t prepared,” National Weather Service meteorologist Benjamin Schott said during a Friday news conference with Louisiana Gov. John Bel Edwards.
White House More Than Doubles Its Inflation Forecast in New Update (WSJ) The White House more than doubled its forecast for annual inflation in new projections released Friday, as supply-chain disruptions stemming from the Covid-19 pandemic continue to put upward pressure on prices. The Office of Management and Budget said it expected consumer prices would rise 4.8% in the fourth quarter from a year earlier, up sharply from the 2% rise that the Biden administration forecast in May. Officials see those price pressures quickly abating next year, with the consumer-price index rising 2.5% in the fourth quarter of 2022, more than the 2.1% they expected in May, and reaching 2.3% in 2023.
Hurricane Nora on track to skirt along Mexico’s coast (AP) Hurricane Nora formed Saturday in the eastern Pacific on a forecast track that would bring it near the Puerto Vallarta area and then head toward a close encounter with resorts at the tip of Baja California Peninsula. Nora had maximum sustained winds of 80 mph (130 kph) Saturday morning, with tropical storm force winds extending out 175 miles (280 kilometers) from the center in some places. The storm’s large wind field and heavy rains mean much of Mexico’s central and northern Pacific Coast could see floods, mudslides and perilous surf even if it misses the very heart of the hurricane.
Brazil water survey heightens alarm over extreme drought (AP) The Brazilian scientists were skeptical. They ran different models to check calculations, but all returned the same startling result. The country with the most freshwater resources on the planet steadily lost 15% of its surface water since 1991. Gradual retreat in the Brazilian share of the Pantanal, the world’s largest tropical wetland, left water covering just one-quarter the area it did 30 years ago. And the data only went through 2020—before this year’s drought that is Brazil’s worst in nine decades. The ongoing drought has already boosted energy costs and food prices, withered crops, rendered vast swaths of forest more susceptible to wildfire and prompted specialists to warn of possible electricity shortages. President Jair Bolsonaro on Thursday said hydroelectric dam reservoirs are “at the limit of the limit.” Brazil’s energy minister Bento Albuquerque on Aug. 25 called a press conference to deny the possibility of rationing, while at the same time calling on companies and people to reduce power consumption.
UN team: Unclear if Fukushima cleanup can finish by 2051 (AP) Too little is known about melted fuel inside damaged reactors at the wrecked Fukushima nuclear power plant, even a decade after the disaster, to be able to tell if its decommissioning can be finished by 2051 as planned, a U.N. nuclear agency official said Friday. “Honestly speaking, I don’t know, and I don’t know if anybody knows,” said Christophe Xerri, head of an International Atomic Energy Agency team reviewing progress in the plant’s cleanup. A massive earthquake and a tsunami in March 2011 destroyed cooling systems at the Fukushima plant in northeastern Japan, triggering meltdowns in three reactors in the worst nuclear disaster since the 1986 Chernobyl accident. Japanese government and utility officials say they hope to finish its decommissioning within 30 years, though some experts say that’s overly optimistic, even if a full decommissioning is possible at all.
As China-Taiwan Tensions Rise, Japan Begins Preparing for Possible Conflict (WSJ) China’s growing assertiveness toward Taiwan has triggered a public push by Japanese leaders to plan for a possible conflict. Tokyo officials, normally wary of upsetting Beijing, are speaking openly about preparing for a crisis and supporting Taiwan, a self-ruled island claimed by China, despite Japan’s pacifist constitution. Deputy Prime Minister Taro Aso said recently in a speech to supporters that Japan and the U.S. should plan together to defend the island in the event of hostilities. In its annual regional security review, Japan said there a “greater sense of crisis than ever before” regarding Taiwan, after China stepped up maneuvers by its ships and aircraft nearby. Major Japanese military drills starting in September are expected to further help Tokyo prepare for any trouble in areas including Taiwan, current and former Japanese officials say.
American forces keep up airlift under high threat warnings (AP) American forces working under heightened security and threats of another attack pressed ahead in the closing days of the U.S.-led evacuation from Afghanistan after a devastating suicide bombing, and U.S. officials said they had killed two members of the extremist group that the United States believes responsible for it. Thursday’s bombing marked one of the most lethal attacks the country has seen. The U.S. said it was the deadliest day for American forces in Afghanistan since 2011. Around the world, newly arriving Afghan evacuees, many clutching babies and bare handfuls of belongings in plastic bags, stepped off evacuation flights in the United States, in Albania, in Belgium and beyond. More than 110,000 people have been safely evacuated through the Kabul airport, according to the U.S., but thousands more are struggling to leave.
U.S. military begins withdrawal from Kabul airport (Reuters) U.S. troops have begun their withdrawal from Kabul airport, the Pentagon said on Saturday, as the evacuation efforts from the Afghan capital entered their final stages. President Joe Biden sent thousands of troops to the airport as the Taliban swept through Afghanistan earlier this month to help evacuate American citizens, at-risk Afghans and other foreigners desperate to flee. At the peak of the deployment there were 5,800 U.S. troops securing Hamid Karzai International Airport, where an unprecedented airlift operation is set to end by Tuesday.
From garbage to garden, Nairobi resident helps slum bloom (Reuters) A decade ago, a patch of land in Nairobi’s Dandora district was a dumping ground for the trash of the city’s wealthier residents with scarcely a plant to be seen. Now, children play on the grass and locals relax among avocado trees as birds sing in the branches above. The lush community garden has even become the backdrop for rappers and other creatives to shoot their videos. This transformation is thanks to Charles Gachanga, 45, who grew up in the neighbourhood back when it reeked of garbage. “We came and cleaned ... We did not even have a penny,” said Gachanga, who started working in 2013 on the garden space, called Mustard Seed, with three friends. “We just had that focus, we had that passion to see how we could transform our neighbourhood.” Their project has inspired a network of similar community-built green spaces, 20 alone in Dandora, he said. Maintenance costs are covered by community contributions. Residents living near Gachanga’s green space pay 100 shillings a month, less than $1, for maintenance. People without the funds often volunteer, planting trees or cleaning, Gachanga said.
15 more students freed in Nigeria after release of 90 others (AP) Overjoyed parents awaited the return of 90 young schoolchildren who had spent three months held by gunmen as authorities elsewhere in northern Nigeria announced a second group of 15 students also had been released. The news was celebrated across Nigeria, where more than 1,000 students have been kidnapped from schools since December. How water shortages are brewing wars (BBC Future) As much as a quarter of the world's population now faces severe water scarcity at least one month out of the year and it is leading many to seek a more secure life in other countries. "If there is no water, people will start to move," says Kitty van der Heijden, chief of international cooperation at the Netherlands' foreign ministry and an expert in hydropolitics. Water scarcity affects roughly 40% of the world's population and, according to predictions by the United Nations and the World Bank, drought could put up to 700 million people at risk of displacement by 2030. People like van der Heijden are concerned about what that could lead to. "If there is no water, politicians are going to try and get their hands on it and they might start to fight over it," she says. Over the course of the 20th Century, global water use grew at more than twice the rate of population increase. Today, this dissonance is leading many cities—from Rome to Cape Town, Chennai to Lima—to ration water. Water crises have been ranked in the top five of the World Economic Forum's Global Risks by Impact list nearly every year since 2012. In 2017, severe droughts contributed to the worst humanitarian crisis since World War Two, when 20 million people across Africa and the Middle East were forced to leave their homes due to the accompanying food shortages and conflicts that erupted. Peter Gleick, head of the Oakland-based Pacific Institute, has spent the last three decades studying the link between water scarcity, conflict and migration and believes that water conflict is on the rise. "With very rare exceptions, no one dies of literal thirst," he says. "But more and more people are dying from contaminated water or conflicts over access to water."

LinkedIn, Bumble, and Intuit recently “introduced weeklong companywide shutdowns so employees can fully disconnect.” PricewaterhouseCoopers is even “offering workers $250 each time they take 40 consecutive hours off.” Recognizing that extended vacations might not benefit workers hesitant about travel, Adobe began giving the entire company a day off one Friday per month. Before the pandemic, “I had a solid division between my work and home life,” said Cody Barbo at Fast Company. “Now everything has sort of blended together.” My company has added a monthly flex day that employees can take off for their “mental health.” We’ve also added guest speakers, virtual happy hours, and stipends for work-from-home costs.

The ACLU has filed a lawsuit to prevent a private citizen from receiving public records from the Washington State Department of Corrections on the number of inmates in state custody who identify as transgender and the number of male inmates who are housed in women’s facilities.
The citizen, a woman who has asked not to be named for her safety, submitted the public records request on March 18, 2021. She is now being represented by [the Women’s Liberation Front] in responding to the lawsuit.
The Washington Public Records Act guarantees that citizens have the right to access public records, and requires the government to respond to requests within five days. The southeast Texas city has managed to cut its homelessness rate in half in the last decade by using a coordinated strategy that includes partnerships between the public and private sectors.
Houston is the fourth-largest city in America, with a population of more than 2.3 million residents.
In 2020, more than 30,000 people in the Houston area — Harris, Fort Bend, and Montgomery counties — needed some type of homeless assistance. That number jumped to 45,000 if prevention and other services such as food or clothing aid were factored in, according to the Coalition for the Homeless. On any given night in the Houston region, there were 3,974 people living outside, according to the 2020 Homeless Count and Survey.

This isn’t about pornography, but about rape and sexual abuse.
“I’ve no problem with consensual adults making porn,” says a Canadian student. “Who cares?”
The problem is that many people in pornographic videos weren’t consenting adults. Like her.
Just after she turned 14, a man enticed her to engage in sexual play over Skype. He secretly recorded her. A clip, along with her full name, ended up on XVideos, the world’s most-visited pornography site. Google searches helped direct people to this illegal footage of child sexual abuse.
In a video above this column, she recounts how she begged XVideos to remove the clip. Instead, she says, the website hosted two more copies, so hundreds of thousands of people could leer at this most mortifying moment of her life, preserved forever as if in amber.***
But as I noted at the time, the exploitation is rooted not in a single company but in an industry that operates with impunity, and punishing one corporation may simply benefit its rivals. That’s happening here. When Pornhub deleted videos, millions of outraged customers fled to its nemesis, XVideos, which has even fewer scruples.
Pierre Woodman, a veteran European pornographer, told me that while I may have damaged Pornhub financially, for XVideos “you are Santa Claus.”***
XVideos and XNXX appear to be owned by mysterious French twins and based in a nondescript office building in Prague not far from Wenceslas Square. This building is the hub of a porn empire that gets six billion impressions a day and inflicts anguish all around the world — which raises a question:

Kristof acknowledges that most of the videos on such sites are voluntary, consensual sex acts with no children involved.
The abuses aren’t limited to obscure pornographic websites. Twitter, Facebook, Reddit and other sites are all sprinkled with child sexual abuse imagery.***
Google is a pillar of this sleazy ecosystem, for roughly half the traffic reaching XVideos and XNXX appears to come from Google searches. “The porn tube sites are obsessed with their Google rankings because Google is their lifeline,” said Laila Mickelwait, the president of the Justice Defense Fund, which fights sexual exploitation online. “Google is the primary means by which they drive traffic to their sites.”

He points out that Google automatically directs searches away from other crimes like murder and suicide.  Google routinely directs searches away from points of view with which they disagree and toward points of view they choose.

He suggests three easy steps:  1) credit card companies should refuse to do business with dirtbags, 2) search engines should stop referring to porn sites, and 3) we should enact laws making it easier to sue and prosecute sites that allow videos of sexual abuse.
A 16-year-old girl in Perth, Australia, a good student and popular in school, took a naked photo of herself while standing in front of a bathroom mirror. She sent it via Snapchat, so that it would automatically disappear in seconds, to her 17-year-old boyfriend, with the words: “I love you. I trust you.”
The boyfriend took a screenshot before it disappeared and shared it with five of his friends. They in turn shared it with 47 of their friends. Within a few days, more than 200 people in the school had a copy. Someone uploaded it to a porn site, naming the girl and her school; over three months, with the help of online searches directing people to the site, the photo was downloaded 7,000 times. The family moved to a different city, but students there found the image as well, so the family fled to a different state in Australia.
Paul Litherland, a former Australian police officer who worked on the case, told me that the photo was posted on porn websites all over the world, so the girl felt she could never escape. She refused to attend school. She self-medicated with drugs. And then, at the age of 21, she took her life.
He closes by asking if we support the girl or some greedhead running a filthy website.

Their responsibilities included calibrating several software features in the vehicles’ emissions control systems to meet emissions standards for nitrogen oxides (NOx), a family of poisonous gases that are formed when diesel fuels are burned at high temperatures, while also achieving best-in-class fuel efficiency targets set by FCA US LLC. The superseding indictment alleges that Palma, Pasini, Sabbioni, and their co-conspirators, purposely calibrated the emissions control functions to produce lower NOx emissions under conditions when the subject vehicles would be undergoing testing on the federal test procedures or driving “cycles,” and higher NOx emissions under conditions when the subject vehicles would be driven in the real world. Palma, Pasini, Sabbioni, and their co-conspirators allegedly referred to the manner in which they manipulated one method of emissions control as “cycle beating.” As alleged, by calibrating the emissions control functions on the subject vehicles to produce lower NOx emissions while the vehicles were on the driving “cycle,” and higher NOx emissions when the vehicles were off the driving “cycle,” or “off cycle,” the three defendants purposely misled FCA’s regulators by making it appear that the subject vehicles were producing less NOx emissions than they were, i.e., in real world driving conditions. Palma, Pasini, and Sabbioni also allegedly made and caused others to make false and misleading representations to FCA’s regulators about the emissions control functions of the subject vehicles in order to ensure that FCA obtained regulatory approval to sell the subject vehicles in the United States. The superseding indictment also alleges that Palma, Pasini, and Sabbioni employed “cycle beating” to achieve best-in-class fuel efficiency and make the subject vehicles more attractive to FCA’s potential customers, i.e., by increasing fuel economy and reducing the frequency of a required emissions control system service interval. The superseding indictment alleges that the co-conspirators understood their “cycle beating” calibration would harm consumers who purchased the vehicle, leading them to acknowledge that “there will always be the unlucky customer who will have the misfortune of using our loser cal[ibration].”​ ​***

Lee recently said that EVANESCENCE is about to begin working on its long-awaited follow-up to 2011's self-titled effort.
EVANESCENCE spent much of the last two years recording and touring in support of 2017's "Synthesis", which contained some of the band's best-loved songs — as well as a couple of new ones — reinvented with full orchestra over a deep electronic landscape.
WITHIN TEMPTATION's latest album, "Resist", came out this past February. It marked the band's first release since 2014's "Hydra".

The Japan Gymnastics Association announced Thursday it has submitted a bid to host the 2023 Artistic Gymnastics World Championships in Tokyo.
The International Gymnastics Federation concluded a meeting of its executive committee Wednesday in Lausanne, Switzerland, where it also accepted a bid from Belgium to host the event in Antwerp.
The championships are held annually in non-Olympic years. The host city will be decided at a FIG conference in St. Petersburg in May.
Tokyo is aiming to host the Artistic Gymnastics World Championships for the first time since 2011. This year’s event will be in Stuttgart, Germany, from October 4-13, while Copenhagen and Liverpool will host the 2021 and 2022 editions, respectively.
The Japanese capital will host a FIG Individual All-Around World Cup event in April and the 2019 Trampoline Gymnastics World Championships in November in the run-up to the 2020 Tokyo Summer Games.
In January 2017, Japan’s Morinari Watanabe was appointed the FIG’s first Asian president. He was elected a member of the International Olympic Committee in October and appointed an executive board member of Tokyo 2020 the following month.
The 59-year-old had made huge strides in overhauling gymnastics in Japan after the country failed to earn medals at the 1996 and 2000 Olympic Games in Atlanta and Sydney.
