No, Sharon Carter would NOT willingly flirt with or let the man who would become her great uncle by marriage kiss her.
Not in a million fucking years.
The only explanation is that Steve created a branched timeline when he went back, because otherwise Peggy - dementia patient Peggy - lied to him, too, when she told him she regretted that he never got to live his life. I highly doubt she had that much of her mind.
So. Branch universe, grows old with a woman he barely knew, she dies, he hops back into this one.
Only explanation that makes sense.
"But they explained the rules of time travel!" you say.
Yes, they did. Poorly. Like, holy shit super poorly to the point where the directors and writers can't even agree on what happened.
And given that both Russos and the two writers don't know jack shit about characterization since they just swapped Sharon out for Nat in TWS and barely changed anything, no, I'm not inclined to really give them that much grace.
So. The Steve who kissed Sharon in CW wasn't her great uncle. Sharon would never let that shit fly, not ever.

Even the EG writers and directors can't agree about whether Steve went back in time in his own timeline or created a different one. So we shouldn't really believe anything they say. M & M especially don't seem to remember what they themselves wrote. If you go by the time travel rules they established in the film, then he can't go back to his own time. So he couldn't have been Peggy's husband all along. Clowns!
That is why I pretend Endgame never existed, it is so incoherent that it is worse than a bad fanfic.
