Dr. Bharat Vatwani's journey from Borivali to Karjat to Manila...
The Ramon Magsaysay award, also called Asia's Nobel Prize, was established in 1957, in memory of the late Filipino president, Ramon del Fierro Magsaysay.

Ramon Magsaysay served as Philippines' president only for 3.5 years from December, 1953 to March, 1957, when he died in a plane crash. But his tenure was widely regarded as the golden period of Philippines history, underlining his "integrity in governance, courageous service to the people, and pragmatic idealism within a democratic society".
When he died, a New York based trust - The Rockefeller Brothers Fund - set up the Ramon Magsaysay award, with the concurrence of the Filipino government, recognizing outstanding Asians in the fields of government service, public service, community leadership, emergent leadership, journalism and arts, peace and international understanding.
The awards ceremony happens every year on 31st August, his birthday, in Manila. Winners are given a gold medallion and a cash prize of USD 30000.
In 2018, two Indians won this award. One of them was a Mumbai based doctor called Bharat Vatwani, who began his long and inspiring journey in 1988, when he saw a young man drinking water from a gutter. Therein lies a story!

Bharat Vatwani grew up in Mumbai. Having lost his father when he was 12 years old, he took up odd jobs to become a self-supporting student and did his MBBS from Grant Medical College, Mumbai, in 1982. In 1986, he completed his MD in Psychiatry from G S Medical College and Hospital, Mumbai. He married Smitha, another psychiatrist, and they started their private practice in Borivali.

One day, he and his wife were dining in a restaurant, when they saw an unkempt young man, drinking water from a gutter. They took him to their clinic, washed him, cleaned him and recognized signs of mental illness. They learnt he was a BSc graduate from Andhra Pradesh. They treated him and then reunited him with his family.
One thing led to another and Shraddha Rehabilitation Foundation was born, with the purpose of rescuing mentally ill, street people (people with schizophrenia, bipolar disorder and depression), providing them free shelter and psychiatric treatment, and reuniting them with their families. They started small - with a two-room set up that could take three patients at best.
Later, the couple found and treated a well-known professor from Sir JJ School of Art, who was wandering on Mumbai roads for over two years, because of schizophrenia. This triggered an overwhelming response from art students, who organised a fund-raiser art exhibition for Dr Vatwani’s cause. 141 artists from India and abroad participated and raised USD 22,357. This enabled them to expand to a 20-bed facility in 1996.
As they continued their selfless work, private donors, volunteers and social workers came into their lives. In 2006, they moved into a 120-patient facility, on a 6.5 acre land in Karjat, 60 km away from Mumbai. Today, Shraddha has 20 social workers, 8 nurses and 3 doctors other than Dr. Vatwani and his wife. Since its inception in 1988, Shraddha Foundation has rescued more than 7000 mentally ill, roadside destitute, with a phenomenal reunion rate of 95%.

Shraddha Foundation works on three pillars - Rescue, Treatment and Reunion.
Shraddha Rehabilitation Foundation is unique because it actively seeks mentally ill people on the streets. Every month, it gets about 100 referral calls from locals, policemen and mental health institutes, about someone in their area who needs help. The foundation's workers ask the caller for a photograph and despatch a team of 3-4 people in an ambulance. The rescue operation has to be done with a lot of sensitivity. Stones get thrown, abuses get hurled, injuries are sustained. Sometimes it takes an hour or more for the rescue operation to conclude. Rescue workers make it a point never to bind and tie any body up. But in rare occasions, a mild sedative is given.
Sometimes, the 120-bed facility is less than full. The foundation's workers comb the streets of Mumbai, Pune and surrounding areas, in search of anyone who needs rescuing. The social workers identify mentally ill people by physical signs like overgrown hair, unclipped nails and unwashed and soiled clothes, as well as psychiatric manifestations like talking and laughing to oneself, hitting oneself, incomprehensible gesturing and refusal to respond.
The rescued patients are brought to the Karjat facility for the next step - Treatment.

The Karjat campus has a large administrative building that is called the Central Unit that also houses a ward for patients. There are two more buildings with male wards and female wards, a meditation center, plots of land where rice and vegetables are grown, and a cattle-shed with Gir cows. Patients wear yellow T-shirts, printed with the word ‘Shraddha’ and the symbols of five religions. Thee campus could be mistaken for a yoga camp.

The moment of truth is Reunion. As patients recover, they become homesick and many of them recall the addresses of their homes. Sometimes, they recall just the name of a village, district or nearest police station. Sometimes, their details can be matched with the information in the police’s list of missing persons.
Once Dr. Vatwani certifies that a patient has recovered, the foundation books train tickets for the patient and an accompanying social worker to the railway station nearest to the patient’s home. 
Every patient needs to continue taking Dr Vatwani’s prescribed course of psychiatric medication for at least two years after he is discharged. For those who cannot afford or cannot access these drugs, Shraddha sends a month’s course by post, tailoring the dosage according to any side-effects reported by the patient or his family.
From rescue to reunion, the entire process is free for the patient, sustained by the Vatwanis’ private practice and by donations!!!
Post-script:
In 2016, a 25-year-old man from Nanded, Maharashtra, stepped inside his home two months after he had suddenly disappeared. A garlanded picture of him hung on the wall. As soon as he entered the house, a commotion broke out. His elderly parents began crying with joy. His young wife began thanking the lord loudly. She rushed indoors amid the chaos and came back dressed in her brightest sari. She had put her bindi and mangalsutra back on.
Dr. Bharat Vatwani has created a similar impact in 6500 plus families across India! Hence the Ramon Magsaysay award!!

Happy Birthday Amitji
Amitabh Bachchan completes 77 years and 50 years of entertaining us.
It was 1969 he made his debut. I was just 5 years old.
In 1970 we left for Brighton England for my Fathers doctorate, ( before which in 1969 a superstar came on the horizon in form of Rajesh Khanna
I remember the last movie we saw before leaving India was Aradhana).
We were in England for almost 4 years. So I missed the phenomena of Rajesh Khanna and the blooming of Amitabh Bachchan.
I remember the first movie I saw was Roti Kapada aur Makaan it was 1974 at Heer Palace Kanpur. I fell in love with the charismatic character of Vijay .
His journey from a unruly youth to the army where he looses his arm( my father used to tease me for many days as Dunda Haath Chalaaye Bandook ) was very well depicted by him under the direction of Manoj Kumar. The way he drives the motorcycle with the accelerator between his teeth. I was overwhelmed , His anger was so genuine.
The second movie I remember was Benaam. A suspense thriller and my admiration for him increased.
This was followed by reruns of Anand Namak Haraam and Abhimaan at our L7  auditorium at IIT Kanpur ( as they had been released when we were abroad )
I used to ask my parents to take me to see his releases.
Those were the days of advance booking and being away from the main city many times we could not get tickets to his movies..
We had to try thrice before we could see Deewar and Sholay both released in the year of emergency 1975.
Faraar, Chupke Chupke and Mili were the first movies I saw more than once in those days as a 11 year old. Thankfully for me my parents also were movie buffs. ( Obviously I could not go alone then but started doing so 4 years later )
Something which came to me genetically as my grandmother also was a movie fan. We used to see movies over the fortnight.
After almost 2and half months during my Diwali Vacation of 1975, we finally got tickets to Sholay at Sundar theatre. The movie then was ruthlessly edited with Asranis scenes as also Jayas Holi Scenes being cut . But that movie had a great impact on me, esp the character of Jai.
It was later in 1976 in its Golden Jubilee week I we saw Deewaar.
After Deewar I was totally smitten with Amitji, I used to tie a knot on my shirt like he did. Since then somehow or the other I saw every movie released.
In 1978 we shifted to Pune.
In Pune I realised that theatres were not so far as in Kanpur and I had a cycle.
In 1979 in 9th Standard I bunked school and went to see The Great Gambler ( which my parents would not allow as it was for Adults ). In Pune I understood the concept of Advance Booking, where bookings for a movie used to open on Monday and if one wished to see a film First day then that booking needed to be done.
In vacations we used to go my Dads Hometown of Washim ( then in Akola, now a district ) , there we had a theatre owned by a trust of which my grandfather was a trustee. Movies were free for us and seats were reserved for trustees.
Used to love going to the movies there but my memory brightens up when I remember that I saw Muqaddar Ka Sikander 4 times on the trot in 4 days, including once ( Interval to Interval ). Sholay I saw there 5 times in a week, this was thankfully the uncut version .
It is a well-known chapter of Indian film history beginning with the release of Prakash Mehras Zanjeer in 1973 which turned Amitabh into a goldmine.
This movie I finally got to see first on DD and in the theatre as late as 1980 during a re-run. Smouldering in the Salim-Javed dialogues and refracted through the Amitabh flamboyance fired the imagination of a whole nation as nothing had ever done before a trend which was carried ahead in Deewar, Sholay,Trishul, Don, Kaala Pathhar, Shaan, Shakti.
Movies then used to release phase wise first in Metros and a week or even later in other cities . Pune normally movies released a week later than Mumbai
And Lonawala used to come in the Mumbai circuit. I used to take a local to Lonawala to see Amitabhs movies. Once for Yaarana the tickets were not available in Black also , I took a ride at the back of a truck and went till Khopoli and saw the movie. Similarly Kaalia also I saw at Lonawala.
From Pune used to go for Summer Vacations to Mumbai and saw many movies there. Namak Halaal, Dostana, Desh Premee, Mahaan were all seen there.
Once I decided to go and visit his house, then Prateeksha. I had gone alone and after I reached just looked at the house in awe.
I always used to think if I could ever meet him, see him.
Thats a long story and long time ahead.
One incident I remember that in 1991, my father was travelling from Delhi to Mumbai,( and from Mumbai to Pune by road, as Pune airport was not functional then). On reaching home he asked me during dinner , guess who was next to me on the flight ( He was eligible for Business Class then ). I couldnt guess and he told me, your favourite Amitabh Bachchan. I was zapped, I said Dad did you get his autograph ? Dad replied, why should I , Iam not his fan, when you meet him, take it .
Cut to 1994 , I had won the All India award for Best Sales performance and the award was to be given at Mumbai. We were invited to Mumbai and put up at Ajantha Ambassador hotel. We were to join the team from Pune as they started from Sangli by Mahalaxmi express which reached Pune at 6am, we found that very early and decided to come by Deccan Queen which reached Mumbai by 10.30 am. As I reached the Hotel, I saw a Mercedes Van coming out of the gate, I wowed it and came to the reception where my colleague Pravin Rayate greeted me with.. You should have come a bit earlier, Amitabh Bachchan was in the lobby to pick up Jaya Ji {who had her office on the second floor ( Saraswati Audiovisuals, the makers of the TV hit seriel Dekh Bhai Dekh )}. So I Mercedes I saw was his and if I had taken Mahalaxmi express and come, I would have met him. It was not to be. It dampened the spirits of my award ( which I received two days later at Taj from the hands of Adi.B and Nadir.B Godrej .
The Journey moved on..
Insipte of the ups and downs, odds and evens Amitabhs box-office records can be described only in superlatives. Producers and distributors seemed to believe still that even a flop with Amitabhs name on the marquee is a good enough grosser, which was proved by the trade.
His image of the angry young man had viewers reeling under the magic of neorealism, where dream and daydream coalesced in a brave new world. The myriad manifestations of Amitabhs no-holds-barred rebellion offered a blissful release to the repressions of a whole generation. The star became a cult figure of radical dynamism, of iconoclastic change. He was no stranger to the seaminess of street life. His idealism rose not from birth or class, but from action. His avatars recurred in shanties and ghettos, in the underworld dens and among the dregs of humanity. There he battled with the predators of the concrete jungle for survivalhis belligerence hiding a tender heart, family virtues, human kindliness. He was the ultimate good man, often turned bad by circumstances, whose atonement came through self-sacrificeoften unto gory, long-drawn death.
So from Zanjeer through Deewar, Sholay, Mukaddar ka Sikandar, Shahenshah, Inderjeet, Agneepath and Akayla, to Khuda Gawah, the Amitabh archetype continues to reflect variations on a simplistic mould, magnified to a brilliant potency; it has now become part of the collective psyche of a nation of filmgoers. It was the perfect antidote to the dystopian nightmare of modern mechanistic existence, especially in the less cynical times of the recent past. Amitabh individuates his roles with the utmost confidence and conviction. He makes the unsubtle seem subtle, touches the crass with class, makes melodrama credible. Certainly, no other Indian actor had the speaking eyes and spellbinding voice to infuse nuanced suggestivity into stereotypical situations. His finesse did not alienate his characters from the masses.
In the mid 90s he moved towards central Character roles the catalyst being Mohobattein.
Then came the super hit T.V. show Kaun Banega Carorepati anchored by Amitabh. It gave an entire new life to his career which was under the dark shadow.
Finally out of the blue came the date, 12th November 2018.
The prelude to this date was the fact that I had connected to Amitji on all his social media accounts , also my senior colleague Dr Manoj Mehta who was an active participant of ABEF ( Amitabh Bachchan extended Family ), offered us a chance to be a spectator at the KBC show , we ( My friend / ex senior from Godrej Sanjay Pandey, and current colleague Kapil Sharma ) . The date was 12th November. It was the last week of shooting of that season. We reached the sets at Film City at 2 pm sharp but had a long wait till 8pm till we were finally seated, alas in the third row. It was another wait for an hour before the shoot began. Finally at @ 9.00pm he came in a Maroon Suit, seeing him I froze.. There he was some 25 feet away from me. Very interactive with the crowd, very sportive, responding to our comments and jokes. How almost 4 hours past, and it was well after 12am that the photos he has with the audience started and well after 1 am that he left. Look at his dedication reached the sets at 9 am completed 2 episode shoots and left at 1 am. He had just turned 76 then. I had finally seen with my eyes, my hero , my idol, or even if I may say My god.
But better things were ahead, The 2019 edition of KBC started in August 2019.
We had epressed our wish to be a participant again. It was 18th July, at 7.12 pm got a message from Dr Manoj that we could attend the shoot on 6th August as the show restarted on 5th August. This time the procedure was different. There was an online procedure which need to be followed up with the invite.
We did that. But July end, rains started in Mumbai and Pune, everywhere there were spells of flooding, roads closed. Sanjay and Myself were the only two left from Pune and a friend of Sanjay, Kailash Agarwal was to jpin us at Mumbai.
The forecast was rains, we debated till late evening weather to go or quit, but the urge of seeing him was so much that we decided to take the risk.
We reached at 3 pm sharp , but this time there wasnt a long wait. We enrolled ourselves and it was an hour and half later that we were inside. This time being enrolled from the ABEF , we got privileged entry, and were in the first row.
Oh what a feeling it was !! Another hour Later Big B made his majestic entry. Again he was interactive with the crowd, and the shooting ended at 8.30 pm.
Then the photographs moments came. Finally he was in front of me, I had taken a token gift for him, which he accepted. Took his Biography along which he autographed. I was trembling in joy as I shook hands with him, talked to him, it lasted a minute but the emotions were beyond eternity.
Finally at the age of 55 and 45 years later I got to meet him.
Nobody else ever had this deadly combination of unmatched talent and charisma and nobody else will ever have it in future. Then there was style, polish and a great deal of seclusion encouraging rumours and augmenting the aura. Anyway one looked at it, the man radiates power. To recapitulate there has only been one super star in India, and that is Amitabh Bachchan.

Why some states did better than others in handling Covid 19 ?
This is a very difficult and complex question to answer as to why some states handled Covid 19 well whereas some states are still struggling to grapple with the Virus. Overall, India has done well as compared to the world considering the population it has, even though a section of Indian media and compulsive complainers are highlighting the fact that number of cases have gone up and that India is 3rd in the world in number of Covid 19 cases. We should remember that these were the same people that were complaining before why India has not done enough testing and now that India is right up there with other countries in testing (only 2nd to United States) they will not highlight the number of cases vis a vis the number of cases tested which will give the real picture. Along with that India's high recovery rate and low mortality rate is also one of the best in the world.
Coming back to the states ability to handle Covid 19, there is a difference in performance for various reasons. It is not a simple answer where we can say the state that tests the highest has done well because the virus itself is a very complicated one. As Dr Gangakedkar from ICMR had explained in one of his interviews that testing someone in a particular day will show negative but after some days testing the same person will show positive. So it is not that straight forward of testing more because it has to be done based on the situation in that particular place. We will have to look at a combination of things to understand the varied performances that we are seeing in states. Let's look at the states that have performed well like Kerala, Punjab and Uttar Pradesh. I have deliberately choosen these three states which are Communist, Congress and BJP Governments respectively to negate the politics from this important topic.
Kerala was the first state that saw a Covid 19 case on January 30, which was a student who had come from Wuhan in China and was immediately isolated at the Thrissur General Hospital. Kerala is a state which has lot of experience in handling these viruses like SARS, Ebola and now Covid 19. I won't say it is because of the health infrastructure that Kerala has done well because countries like US, Italy and Spain have even better health infrastructure than Kerala but have succumbed to the Virus. It was the Kerala Government's proactive approach towards the situation where they immediately had the Government machinery working with contact tracing, banning gatherings, lockdowns, testing strategically etc. which always had them in top of the situation. Kerala had started banning mass gatherings and suspended schools for certain grades even before the WHO declared Covid 19 as a pandemic. As cases were rising in the state, Kerala started testing more and were able to have a clear picture or atleast best possible understanding on the situation. With Doctors who are experienced in handling such viruses, their ability to handle the challenge was an example for the rest of the states to learn from. So even in midst of rising cases which the state expected due to their increase in testing, they were able to treat the patients without being overrun in capacities and equipments in hospitals. Even though some communists supporters started cheering Kerala for flattening the curve, the state has seen a spike in number of cases recently and I hope under the leadership of Chief Minister Pinarayi Vijayan, Kerala continues the good work without letting the politics of cheering and criticising come in between.
Punjab was one of the states which was seeing high number of cases but they also have been able to handle the situation well. The capacities for accommodating patients have been taken care off, good number of testing is happening and the leadership of Captain Amrinder Singh is helping the state to cope with the pandemic quite well. The credit should go to the opposition as well who have not indulged in politics and are supporting the Government in handling the situation. Punjab's micro containment and house to house surveillance strategy also worked well in the state and even the Prime Minister praised the state and asked other states to adopt this method.
Uttar Pradesh (UP) has surprisingly done well since it is the largest state of India and after the lockdown the state had to deal with the influx of migrants into the state. The CFR (case fatality rate) in the state is just 2.36% according to Union Health Ministry considering the population it has. It was mainly due to maintaining sufficient capacities in the hospitals, providing them the required equipment and also maintaining a strict lockdown to avoid any rise in cases. Just like in Punjab and Kerala, leadership played an important role where Chief Minister Yogi Adityanath was on top of the situation and was proactive in every step in handling the challenges. He was the first Chief Minister to send buses for migrants at the UP-Delhi border. He was also the first Chief Minister to send buses to Kota, Rajasthan and brought back students who were stranded there. He got praise from the most unlikely sources like the Print which is ideally an Anti BJP news portal and Pakistan based newspaper Dawn which showed how UP is doing better than Pakistan which has the same population and that the state is also doing better than Maharashtra in handling the virus especially in keeping a very low mortality rate.
Coming to the states that have struggled to manage the pandemic like Maharashtra (specifically Pune, Mumbai, Thane & Navi Mumbai), Delhi and Gujarat (specifically Ahmedabad) there are few reasons that were similar in all these states. The leadership as compared to other states that perfomed well was not up to the mark and politics had taken over the challenge in hand which again effected the performance. Maharashtra started off well in handling the virus but things got worse when politics took over. It started with them not taking action against the Tablighi Jamaat in Dharavi which then became a hub of Covid 19, because of worry for their vote bank politics. Other instances like keeping the Mumbai police busy in questioning a journalist for hours to giving special privileges to a rich businessman to letting certain areas flout the rules because it is their votebank, due to which the state ended up with paying a heavy price. One can understand that Maharashtra is a complicated state with different municipal corporations for places like Mumbai, Thane and Navi Mumbai along with a huge migrant population but politics should have no place in times like these. Even though the state is now doing much better with Mumbai being in control as compared to Thane, Navi Mumbai and Pune, the state leadership needs to continue to work with the Central Government and stabilise the state.
Delhi was also a state which started well in handling the pandemic but even there politics took over and the situation went out of hand. The Chief Minister's announcement of not allowing outsiders to get treated in Delhi, stirred up another political debate and the focus got diverted on irrelevant issues. The Deputy Chief Minister made things worse by announcing that Delhi will have 5.5 lakh cases by end of July which created panic in the state. It was only when the Home Minister stepped in and worked with the Indo-Tibetan Border Police (ITBP) to handle the capacity issue of the state where they provided 10000 beds along with the required staff as well. The increase in availability of the equipments and also improving the contact tracing helped the state in stabilising the situation. It again comes to my point that I made above that if the leadership is there and if the state is willing to work above politics then things can be handled well. One needs to also give credit to the Delhi State Government for using the home quarantine model where only people who are serious will be needed to come to hospitals but the rest can be treated at home itself along with the help of the state. This model was even appreciated by the Prime Minister which had helped the state in managing capacity.
Gujarat was another state where weak leadership and politics led to the state, specifically Ahmedabad becoming a Covid 19 hub. There is no doubt since the exit of Narendra Modi, the state has been lacking leadership and the internal bickering in the BJP was not helping the situation. The state's mismanagement of the pandemic led to the Central Government intervening. They immediately sidelined non performers like Principal Secretary Jayanti Ravi and Ahmedabad Municipal Commissioner Vijay Nair. The Additional Chief Secretary Pankaj Kumar was brought in to guide the State Health department and Mukesh Kumar was put incharge of Ahmedabad Municipal Corporation. Both these officers are known as no non sense officers and super ceded the non performing officers. With the intervention of the Centre the situation has stabilized but the state needs to do more since it has the highest CFR in the country of 4.48% according to Union Health Ministry.
Looking at the states that were mentioned above it is quite clear that with leadership and rising above politics, the Covid 19 challenge can definitely be handled. Every state is unique in its way but a lot can be learnt from one another. As far as common people are concerned they can help the states by following protocol like washing/sanitizing at regular intervals, going out only when required, wearing masks and maintaining social distancing. Currently the only solution has been to increase one's immunity since the vaccine is still on trial stage. I hope the Centre continues to work along with the States with the hope that the Nation and it's people will be kept above politics.

1.Shri Narendra Singh Tomar inaugurates the Pusa Krishi Vigyan Mela-2020 The Union Minister for Agriculture & Farmers’ Welfare, Rural Development & Panchayati Raj, Shri Narendra Singh Tomar has called for retention of talent in Agriculture. Today, He Inaugurating the Pusa Krishi Vigyan Mela-2020. and He Said India has a vast pool of agricultural scientists and specialists graduating from universities every year. & he added, “Government can provide funds, subsidies, and incentives, but there has to be an interest in farming. For this agriculture has to be made a profitable venture; it should fulfill the nation’s needs, its share in GDP and exports should rise,”. Shri Tomar said the Prime Minister Shri Narendra Modi has given priority to agriculture and set a target of doubling farmers’ income by 2022. The Government has ensured one-and-a-half times MSP of input costs to farmers, assured Rs.6,000 annually to farmers covered under the PM-KISAN scheme and a loan of Rs.1,60,000 under Kisan Credit Card. Shri Tomar said the Prime Minister yesterday launched the registration of 10,000 new Farmer Producer Organisations (FPOs) in order to promote cooperative farming. A budgetary provision of Rs. 6,600 crore has been made to provide each FPO a sum of Rs. 15 lakh for all farming-related activities ranging from sowing, harvesting to distribution and marketing. For this purpose, a Credit Guarantee Fund of Rs.1,500 crore has been created jointly by NABARD and NCDC. Shri Tomar said geographic divisions and climate change pose a challenge to our agriculture community. He said the Ministry is in the process of organizing a big conference in each of the eight zones. The Minister said field exhibitions on the patterns of Pusa Krishi Vigyan Mela should also be organized simultaneously. The Prime Minister has directed that a study on Pesticides be included as part of the Agriculture curriculum. the Minister of State for Agriculture & Farmers’ Welfare, Shri Parshottam Rupala called for organizing such Farmers’ Fairs in every state. He urged the Agriculture Institutes and scientists to ensure that superior seeds are provided to farmers at reasonable rates. an MoU was signed between the ICAR and Patanjali Bio Research Institute (PBRI), Haridwar in the presence of the three Ministers. The MoU was signed by Dr. Trilochan Mohapatra on behalf of ICAR and Shri Acharya Balkrishna, Chief Executive Officer (CEO), Patanjali & Managing Director, PBRI. the MoU will promote Organic Farming with the R&D expertise of ICAR and the indigenization efforts of Patanjali in a wide range of products. 2.New explosive detection device, developed by DRDO & IISc Bangalore, unveiled in Pune Today, RaIDer-X, a new explosive detection device, was unveiled at the National Workshop on Explosive Detection (NWED-2020) in Pune RaIDer-X has the capability to detect explosives from a stand-off distance. The data library can be built in the system to expand its capability to detect a number of explosives in pure form as well as with the contaminants. Bulk explosive in a concealed condition can also be detected by the device. RaIDer-X has been co-developed by High Energy Materials Research Laboratory (HEMRL) Pune and Indian Institute of Science, Bangalore. Secretary of Department of Defence Research &Developmentand Chairman Defence Research & Development Organisation (DRDO) Dr. G Satheesh Reddy, inaugurated The NWED-2020. The two-day workshop has been organized by HEMRL Puneon its diamond jubilee celebration. HEMRL Pune is a premier laboratory of DRDO. It provides a platform to scientists, technocrats and users to share knowledge, experience and updated information on the technological advancements made in the recent past. The DRDO Chairman said that detection of explosives is a compelling need of the hour. Security agencies are continuously monitoring vulnerable targets with the help of intelligence agencies to thwart the attempts of anti-social elements. A total of 250 delegates from different DRDO laboratories, Army, CRPF, CISF, State Police, academic institutes, industries, and other security agencies are attending the workshop. 3.Memorandum of Understanding Between Indian Air Force and Savitribai Phule Pune University As a unique initiative of Indian Air Force. the IAF and Savitribai Phule Pune University entered into an academic collaboration by signing a Memorandum of Understanding to establish a 'Chair of Excellence' at the Department of Defence & Strategic Studies on 29 Feb 2020. To pay tribute to the legend and commemorate the centenary birth year of the MIAF, the IAF has named it as "Marshal of the Air Force Arjan Singh Chair of Excellence". The Chair will enable IAF officers to pursue Doctoral Research and higher studies in Defence & Strategic Studies and allied fields. The chair will facilitate research and higher studies in the area of National Defence and allied fields of Air Force officers. The chair would facilitate inculcating a strategic outlook and building a pool of strategic thinkers. The ceremony was presided over by Shri Nitin Karmalkar, Hon'ble Vice-Chancellor of SPPU. The Chief Guest of the function was Air Marshal Amit Dev AVSM, VSM, Air Officer-in-Charge Personnel, Indian Air Force and was attended by Air Vice Marshal LN Sharma AVSM, Assistant Chief of the Air Staff (Education) and other senior IAF and University officials. 4.GST Revenue collection for February, 2020? 1,05,366 crore gross GST revenue collected in February The gross GST revenue collected in the month of February, 2020is ₹ 1,05,366crore of which CGST is ₹ 20,569crore, SGST is ₹ 27,348crore, IGST is ₹ 48,503crore (including ₹ 20,745crore collected on imports) and Cess is ₹ 8,947 crore (including ₹ 1,040crore collected on imports). The total number of GSTR 3B Returns filed for the month of January up to 29th February 2020 is 83.53lakh. The government has settled ₹ 22,586 crores to CGST and ₹ 16,553 crores to SGST from IGST as regular settlement. The total revenue earned by Central Government and the State Governments after regular settlement in the month of February 2020 is ₹ 43,155 crores for CGST and ₹ 43,901 crores for the SGST. The GST revenues during the month of February 2020 from domestic transactions have shown a growth of 12% over the revenue during the month of February 2019. Taking into account the GST collected from the import of goods, the total revenue during February, 2020has increased by 8% in comparison to the revenue during February 2019. During this month, the GST on import of goods has shown a negative growth of (-) 2% as compared to February 2019. The chart shows trends in revenue during the current year. These NSKs will have the capacity to provide quality skill training to around 120 PwDs per year NSK. The PwD owner of the NSK is expected to earn around Rs 20,000 per month. Safe Cabs in Delhi and Indore: NHFDC has made an arrangement with Sakha Cabs where the PwD owned commercial vehicles will be driven by the Women drivers to provide safe taxi options for the women, children, and senior citizen commuters. Such Safe cabs are already in operation at New Delhi and Indore Airport. The vehicles here are financed by NHFDC under its scheme. Safe Drinking Water E Carts: NHFDC has recently agreed to finance E-carts fitted with RO water dispensing vending machines. These carts will sell water in paper glasses maintaining hygiene. The carts will be supported in operation by Bharat Jal. The PwD owner is expected to earn Rs 10,000/- to Rs 15,000/- per month in the operation of these carts. NHFDC is an Apex corporation under the aegis of Department of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Social Justice & Empowerment and is working since 1997. It is registered as a company, not for profit and provides financial assistance to the Divyangjan/Persons with Disabilities (Divyangjan/PwDs) for their economic rehabilitation and provides a number of skill development programs to empower them to grow & sustain their enterprises. To empower the Divyang and marginalized groups of the society more closely, NHFDC has taken a step forward and established the NHFDC Foundation, this year. Umesh Reddy, also known was Rajulu, Ramesh, Venkatesh, and Hrishikesh Malagi, is an Indian rapist and serial killer who confessed to killing 18 women and was convicted in the murders of 9. The police believe that Reddy raped at least 20 women in Karnataka, Maharashtra and Gujarat, also suspecting that several of the crimes he committed have not been reported because the victims feared the social stigma. Reddy was sentenced to death by the Supreme Court of India and is currently on death row.
Umesh Reddy was born BA Umesh in Basappa Malige, a village in Chitradurga district, Karnataka in 1969. He was selected in the Central Reserve Police Force (CRPF) and was posed in Jammu and Kashmir. While on guard duty at the house of a commandant, he tried to rape the commandant’s daughter before fleeing to Chitradurga district. In 1996 Reddy joined the District Armed Reserve (DAR) Police, who weren’t aware of what happened in CRPF. Reddy had been charged in a road rage incident but the local DAR inspector chose to ignore this “petty” case. Reddy completed his police training in Madhya Pradesh and then returned to Karnataka.
Reddy chose his victims carefully, usually targeting housewives between 11am and 3pm, when there would be no men at home. He would use a ruse, asking for a glass of water, in order to gain entry to the homes, before threatening them with a knife, forcing them to remove their clothes, tying them up and raping them. He would often choke his victims, raping them while they were unconscious. After raping his victims, Reddy would kill them and remove their jewellery in order to make the murder look like a robbery gone wrong. He would then escape, taking the victims’ underwear with him. Reddy was a cross-dresser, and was found wearing women’s lingerie under his clothes at the time of his arrest. In November 1996 Reddy tried to rape a high school girl who was walking at KEB Colony in Chitradurga. The girl struck him with a stone and escaped. On December 6, 1996, Reddy allegedly raped and murdered 16-year-old Roopa when she was returning home. The following month he was arrested and dismissed from DAR service when his first victim identified him at a Republic Day police parade purely by chance. Reddy, along with 4 other men, was charged with Roopa’s murder and was remanded to judicial custody (in 2004 he was acquitted due to lack of sufficient evidence). A court moved him to Bellary jail, and in March 1997 while being transferred, Reddy escaped. He went on to kill an income tax officer’s wife in Bangalore, a girl in Ahmedabad, 2 girls in Baroda and a widow in Kunigal. Reddy often stole lingerie that was pegged outside for drying in people’s backyards and was arrested on July 7, 1977 by Peenya police for this offence. When police raided Reddy’s room, they found a gunny bag full of lingerie. At the time of his arrest he told police his name was “Ramesh”. He escaped within 24 hours, again while being transferred, this time to the MICO Layout police station for interrogation about another case. The police initially tried to hide this escape, but Reddy’s father filed a habeas corpus petition in the High Court. 2 police officers were suspended and a lookout notice was issued in the name of Ramesh.
On February 28, 1998, Reddy raped and murdered 37-year-old Jayashree Maradi Subbaiah, a widow, in Peenya. The police believe that he raped Jayashree’s corpse multiple times. When her 8-year-old son came home from school, he saw Reddy in his house, who told the boy that an evil spirit had entered his mother’s body, so he had tied her to the window grill. He ran, saying that he was going to get a doctor. Reddy then tried to rape another woman – when she raised the alarm, he tried to flee by jumping from the first floor of the house. He sprained his ankle and was caught by neighbours, who turned him in. In 1999, Reddy once again managed to escape from police custody near Hirekerur, but before he could commit a crime he was arrested by inspector Nyame Gowda, in Chikkaballapur. On the night of March 3, 2002, Reddy made a 4th escape from police custody, while being transferred between Bellary and Bangalore, in a KSRTC bus. The DAR personnel of Bellary, who were accompanying him, claimed that he was handcuffed at the time, but Reddy denied this upon his arrest 2 months later. He said that he bought rum and chicken for the police officers, earning their trust, and when the bus stopped at a dhaba (roadside restaurant) near Hiriyur bypass, he asked them to remove his handcuffs so he could go and urinate. Once free, he ran into the fields and escaped. Over the following 2 months Reddy raped 3 girls in Davangere, Hubli-Dharwad and Pune. He stole 3 mobile phones and 2 credit cards and worked as a waiter in a Pune hotel, where he would steal cash and clothes. He then fled to Dharwad. On May 17, 2002, Reddy arrived in Bangalore from Tumkur and left his luggage in the cloakroom at the Yeshwanthpur railway station. Around 8am, Reddy visited a salon in the area to get a shave and a haircut, but as he entered the salon, auto-rickshaw driver Sathyavelu recognised him from the newspaper and an earlier court appearance. The driver called his brother, Rajendran, from a telephone booth and asked him to bring the police. Meanwhile, he kept watch on the salon and when Reddy left and began walking towards the railway station, Sathyavelu told the police and followed him. Inspector Nagaraja Urs intercepted Reddy near Sharief Nagar, and arrested him. At first Reddy claimed it was a case of mistaken identity, but eventually admitted that he was the serial killer at the police station. The police rewarded Sathyavelu with ₹ 20,000. Reddy was discovered wearing a bra and panties – his luggage contained 18 pairs of panties, 10 bras, 8 churidars, 6 saris, 4 blouses and 2 nighties.
Umesh Reddy was tried and convicted in 9 cases, including the rape of Jayashree Subbaiah. He was acquitted in 11 cases due to lack of sufficient evidence. On October 26, 2006, Judge K Sukanya of the Bangalore city fast-track court sentenced him to multiple death sentences, a 7 year sentence plus a ₹ 25,000 fine and a 10 year sentence plus a ₹ 25,000 fine. Reddy tried to gain the judge’s mercy by saying that he wanted to study and needed to take care of his mother, but the judge did not relent. Since the death sentence was the heaviest, the case was referred to the High Court. On October 4, 2007, a division bench of the Karnataka High Court also convicted Reddy but the judges couldn’t agree on the death sentence. Justice V G Sabhahit upheld the death penalty but Justice Ravi B Naik preferred prison labour for life with no hope of parole. A 3rd judge, Justice S R Bannurmath, was asked to resolve the tie on and February 18, 2009, Bannurmath upheld the death sentence. On February 1, 2011, the Supreme Court also upheld the sentence. Justices Altamas Kabir and A K Pathak argued that Reddy was not capable of being rehabilitated and that his rape and murder of Jayashree fell under the “rarest of the rare” category – a requirement for capital punishment in India. Reddy filed a mercy petition before the President of India, but on May 7, 2012, the Government of Karnataka rejected the plea. The President of India also rejected his mercy petition on May 12, 2013. Reddy filed a fresh petition which is now pending before a Supreme Court constitution bench.
