Surprise! A special capstone for this month devoted to all that's good in the world.
Andoletta here has the same unenviable position as Furcas, in that she doesn't exist on the internet beyond some vague numbers on the wiki. No presence in the Archives of Nethys, no copyright-free version on d20pfsrd, nothing. Much like Furcas, the most we have are the stats of her weapon of choice, a +5 Anchoring Ghost Touch Holy Quarterstaff that's often masquerading as simple walking stick, the Artifact known as Helicyon. When I first found her in Heaven Unleashed as I was seeking more information on Divine Heralds, I was gobsmacked to see her at all! What other secrets are hiding in books I've never read?!
Grandmother Crow also has the actual enviable position of being the ONLY Archon Empyreal Lord with stats. Yes, even the shining paladin Ragathiel is an Angel, not an Archon, and Andoletta puts all future potential archons to shame by being one their best. The ultimate grandmother to all beings, Andoletta takes pains to remind her peers that winning a war means nothing if there's nothing left back home worth protecting, and as such, she watches over the most peaceful of Heaven's many kingdoms, caring for the souls within who have no desire or ability to fight in the crusades against Evil and even venturing into the mortal world at the edges of war-torn kingdoms to shepherd the lost, lonely, grieving, and innocent to better lives, masquerading as... Well, nothing. As one of the most human-looking celestials, she really has no need or desire to change herself (though she can take on the shape of a crow, raven, or tengu when needed), so her most common "disguise" is just walking around as herself, a stern old woman with a cloak of crow feathers who seeks those needing her advice.
It should come as no surprise to those even passingly familiar with fantasy stories that you should never question the advice of an elder with an eccentric accessory. When she speaks, it is of the utmost importance that you listen, for what she has to say will always be what you needed to hear, no matter what that may be. If you are grieving, you'll be consoled. If you are hopeless, you'll be encouraged. If you're questioning, she'll have the answer. If you're an idiot, she'll say it to your face, and then give you advice on how to smarten up. For the majority of her existence, Andoletta eschews the idea of conflict and instead focuses on offering little comforts to those in need, especially children; a kind word, needed advice, a basket of food, or even just something as simple as a reassuring hand on the shoulder or a glass of milk on the nightstand to help someone troubled go back to sleep. It's these small acts of kindness that she specializes in, the tiny comforts she feels build people into being better overall, giving them the tiny push they need to keep going.
Of course, that CR 28 isn't just for show. Andoletta is never the first to join a fight, preferring life on the homestead, but any fiend attacking what they believe to be a harmless old woman or threatening the lives of children in her care is in for a hell of a reality check.
Let's begin with her aforementioned weapon of choice: Helicyon. It's said that Grandmother Crow's divine power erupted into existence once she gained an understanding the secrets of an ancient willow tree which whispered the truth of the past to her. It was reduced to a single branch when a jealous archon attempted the same, only to find that pathway to enlightenment allowed only one creature to pass, forcing Andoletta to take that branch and turn it into a walking stick she can call to her hand from across any distance.
she presumably did that after giving the idiotic soldier of Heaven a solid whacking for such an egregious show of short-sighted envy.
Beyond just being a reminder of Andoletta's journey to divinity, Helicyon is her primary whackin' stick, and it's deadly enough to give pause to whatever Balor or Pit Fiend thought it'd be funny to swing on an old lady. This +5 Anchoring Ghost Touch Holy Quarterstaff can be swung up to seven times a round for 1d6+14 (+2d6 vs Evil) damage, with the Anchoring ability giving her the amusing option to slam it down into someone's foot or pushing them against a wall with its end in their chest and pinning them in place while she lectures them on how stupid they are to make her resort to such measures. And her lecture would work, too, because anyone struck by Helicyon must make a DC 25 Will save or be filled with Overwhelming Grief at every tragedy that's occurred in the entirety of creation since their existence started, unable to take any actions for up to 28 rounds unless they succeed the save again at some point during the effect. This crushing remorse is so potent it penetrates all defenses, including Mythic and deific protection, and no creature is immune to it, even if they don't have emotions. The only way to avoid the grief is to succeed the saving throw (any of the saves it offers will do), at which point there's a 24-hour immunity clause to prevent Grandma from stun-locking someone for minutes at a time.
While her melee may not seem intimidating at first, she's got a large pick of spells from the Inquisitor spell list she can invoke as swift actions, including Forceful Strike (+10d4 damage Force damage plus a free Bull Rush on a melee attack), Burst of Speed (+20 movement speed, movement doesn't trigger AoOs, can move through enemy spaces), and perhaps most dangerously for her foes: Litany of Righteousness, which causes the target to take double damage from the attacks of creatures with a Good alignment aura, including herself and her own attacks, for one round. 1d6+14 isn't impressive, but 2d6+28 up to seven times? There's an appropriate trope for this.
She has more than just a handful of Inquisitor spells, of course; among a handful of charming and helpful spells (such as Daylight, Plant Growth, and Calm Emotions), her combat options include a 3/day Dictum and Greater Dispel Magic, and the oxymoronic Quickened Slow to mire her foes with a lengthy stagger, making it much harder for them to harm her in a meaningful way... which is good, because she kind of needs it.
Unlike most demigods, Andoletta has comparatively fewer defenses. Her DR 15 is much harder to pierce than many other Good-aligned demigods, requiring a weapon that's Evil-aligned and Epic, but her low 10 Regeneration is suppressed by ANY exposure to Evil. She's got most of the Demigod Suite of immunities including proof against charm/compulsion, energy drain, ability score damage, poison, death, and petrification... but because grandma needs her naps and has arthritis, she's not immune to sleep or paralysis. In addition, her ONLY elemental resistance is immunity to Electricity when most creatures at her level are swinging around Fire and Cold with incredible ferocity. She doesn't even have Freedom of Movement available to her, leaving her terribly vulnerable to entangling effects, paralysis, or even just difficult terrain, which can prevent her from initiating with her otherwise-intimidating Spring Attack.
Thankfully, her lack of in-built defenses is somewhat mollified by her other unique abilities. She has the Primal Aura of all Empyreal Lords, her unique aura stretching to create a 30ft Circle of Protection From Evil, shielding everything inside from the attacks, spells, and effects of any Evil creature while also preventing any summoned Evil creature from setting a single toe inside. Anyone with 10 or less Hit Dice that's inside the aura is also shielded by an empowered Sanctuary effect that requires a DC 39 Will save to attack through... unless the fight takes place in Heaven, at which point the Sanctuary effect is completely unbreakable, resetting every round even if the protected creature attacks. The primary use of this power is, obviously, shielding civilians, as any attacker quickly finds out they can't bring their weapon against any innocent, costing them their action for the round and often allowing Andoletta to punish them for the attempt.
This isn't her only means of protecting her wards and allies, either; several of her lord and Inquisitor spells are for the benefit of others, like Litany of Escape and Litany of Warding, but she can also cause a mass-Sanctuary by standing tall and using Wing Snap. This 1/day thunderous crack of her hidden crow wings dispels fear effects from any number of creatures of her choosing within 30ft and shields them with Sanctuary, while any Evil creature within the radius must succeed a DC 39 Fortitude save or take 5d6 Sonic damage and be struck deaf for 2d6 rounds. This power can only be used when she has her Crow Feather Cape, but the indestructible artifact returns to her every 24 hours even if she's gifted it to someone, so she more or less always has it on her anyway.
Why would she give her cape away, though? Typically as a test. Anyone bearing her Crow Feather Cape is shielded by the immensely powerful Winds of Vengeance spell for 24 entire hours, a spell that's potent offensively and defensively. A creature shrouded by the cape can thus fly at 60ft/round through any environment and gains immunity to ALL projectile-based ranged attacks, 90% of existing breath weapons, and all gas/vapor-based attacks, spells, and effects. Anything striking a shrouded creature in melee has to make a DC 39 Fortitude save or take 5d6 damage and be knocked prone (or knocked from the sky, if it was flying), potentially ending a Full-Attack and allowing a retaliatory Full-Attack from the wielder with extra accuracy bonuses thanks to the victim being knocked prone.
Any creature that violates a just law while blessed with the cape not only immediately loses its power over winds, but has their voice stolen and replaced with the helpless squawking of a crow until they get the curse broken or until Andoletta removes it with a thought, typically followed by a stern lecture. It's an unbelievably powerful tool she can hand out to someone she thinks may use it correctly... but in my readings of this ability, there seems to be absolutely no restrictions in place which prevent Grandmother Crow from using the ability on herself as a move action, giving her insurmountable defenses against anyone trying to hit her from a range and blasting anyone hitting her in melee off their feet, letting her either lay into them with her staff... or use its Anchoring ability to pin them to the ground so she can advise them against going any further.
In the end, that's all she really wants. She is the least warlike of all the Archons; she's not made to fight, and in fact abhors actually doing so, battling only when innocent lives are on the line and even then only until her wards have fled the fight before she teleports, Time Stops, or Plane Shifts away herself. She's more likely to trip up, disable, debuff, and humiliate her foes than actually kill them, humbling them so that they may listen to her words and, eventually, internalize them. With age comes wisdom, with wisdom comes patience, and Andoletta is patient enough to watch for every minute crack and fracture in even the most staunchly evil soul in the hopes that she can jam it wide enough to plant a seed of good.
And if that fails, she tends to just hold off her attacker long enough for a finisher to come along, because Heaven knows there are plenty of them around, ready to jump to Grandma's defense.

Why does CR episode 26 of any campaign just have so Much Chaotic energy?
Like….cows, Molly, Calamity/Divergence lore mixed with backstory dumps? I just feel like I’ve been hit by a brick
It’s not connected between campaigns. It’s not really a two nickels type situation like some of the other weird coincidences that’ve shown up. It’s just some weird energy. Like a…we’ve been doing this for a while with these characters so have some Weird. Have a little bit of “oooo we’re gonna make you go so Feral”

Paramite CR 3 N Magical Beast This eyeless creature’s head is shaped like a hand, with three clawed appendages above its mouth, one on each side, and one below. It walks on four legs, its forelimbs larger and more muscular than its hind limbs, each tipped with a single claw.
Paramites are forest dwelling carnivores found on alien planets. Their ecology is somewhere between that of a giant spider and a hyena—they are social ambush predators that typically hunt in groups. A single paramite is usually a scout for a larger group, and may attempt to lead curious passerby closer to the nest or to an ambush site where more paramites are waiting. Paramites are excellent climbers and fight three-dimensionally, attempting to surround prey from the trees. Their facial appendages are their primary weapon, being used to slash, jab and grab prey in order to crush and tear it apart. They have no teeth in their mouths, instead shredding their victims with their facial appendages before ingesting them.
Paramites are sapient, albeit not very smart. They have their own language, a series of grunts, squeals and clicks, produced both vocally and through rubbing and snapping their fingers together. Paramites lair in the canopies of large trees or in the upper reaches of forest caves. There, they build nests out of webbing; their webs are not sticky, but sturdy and weatherproof, and last long enough to sometimes be utilized by other creatures once the paramites have moved on or died. Paramites do not collect treasure intentionally, but some useful or valuable items may be left as debris in their nests.

Reccer says: The style is so incredibly cute, it's unreal - the way chibi Essek yoinks the beacon, the way he and chibi Caleb (chibleb?) look at each other, the forehead smooch - it's just the cutest little animatic. I also love, love, LOVE the choice of song - it's a perfect description of how Essek might think of himself and of Caleb.

Reccer says: The style of the animatic is simple, but cute, especially Caleb's freckles (and his cat!). It's a great song for these two - Essek has indeed been "changed, yes really changed", Caleb at the point where this animatic seems to be taking place probably "just wouldn't cope" if Essek confessed his feelings, and they both scare each other, love each other, want each other. It's a sweet idea altogether.

Starting with some parallels between the two wizards, the PMV takes us on a tour of all the highlights of their journey together, culminating in a series of art pieces imagining their future together with such fanon staples as gardening, cats and a disguised Essek visiting Caleb's classes.
Reccer says: The choice of song is inspired and the song itself is cute and upbeat. The PMV makes ample use of the song's lyrics, often juxtaposing them with truly hilarious - or tragic (or both) - events. My favourite has to be "even when I'm at your mothers" being juxtaposed first with the fight against Trent, then with the visit at the Ermendruds' grave. Talk about a variety of feelings one video can make you feel! The variety of art styles, from cartoony to very much out there (/positive) styles, means everyone will find something for themselves, and the artists simply must be commended on the effort they clearly put into the illustrations, from gorgeous portraits of the two main characters, through other characters, to the backgrounds ranging from cosy wizardly offices to Aeorian caves and starry skies. It features a breathtakingly gorgeous depiction of the forehead kiss, and perhaps the cutest greying aging Cartoonleb I've ever seen.

Reccer 1 says: The teasing tone of the song is a cool choice for the two wizards. I love their flirty looks and body language - it's incredibly cute, and my favourite has got to be Essek pulling Caleb by the scarf on the "I know you look so cute in your polyester suit" (and the blush on Essek's face when they inevitably kiss). The sky and the dancing lights are a pretty and romantic background and the frame of other members of the M9 spying on them from the bushes is hilarious. A depiction of Caleb and Essek's coming together and thier individual "all time lows", times in thier lives where they were at their lowest, and later, how they pull each other up and thier connection makes them better.
Reccer 1 says: I like the evocative art frames, the scenes the artist chose to depict and the story told through that. Reccer 2 says: I really love the style and particularly Essek's design. The animatic imagines some additional scenes that are quite touching and shows canonical ones is very expressive ways. It's wonderful how much emotion can be shown with subtle changes in their eyes, eyebrows, gentle smiles. The creator chose to show the scenes in non-chronological order, and managed to create a sequence which matches the swells and silences of the song.

a depiction of the Caleb and Essek's first meeting, their infatuation and inner turmoils about their pasts, and their choice to embrace happiness.
Reccer 1 says: I adore the art, the expressions are on point and each frame is very evocative, telling the story of coming together in a beautiful way. Reccer 2 says: Wonderful Reccer 3 says: The choice of song is amazing. I love the world building - Essek's ears, his non-human pupils, the Kryn jewellery (which will come back later in the video to punch you in the heart, I warned you), the way spells look. The imagery in the video - when Caleb stops Essek from running, but it's not aggressive, it's almost like a dance pose, the ash left on Essek's cheek, the bloodied chains, the crash into the light, and again, the return of jewellery to mean something beautiful. And lastly, but not least, the emotion behind it - the pure joy in Caleb's smile as he masters a spell, the fondness in Essek's eyes, and speaking of eyes - how expressive they are when they're often the only part of Essek visible on the screen! Amazing. By far my favourite Shadowgast animatic of all time.

the avengers consist of: bruce, nat, wanda, pietro (scripted out his death), thor, occasionally loki, tony, me, clint, vision, peter (he doesn’t live in the tower), yelena after we demolish the red room, steve, bucky after we save him (scripted him to not kill tony’s dad) i want the full domestic life experience with no beef alright.

Milestone Monster: Ragathiel, General of Vengeance

There are many things in common between this Empyreal Lord and the last one we looked at on this blog. In most ways, Ragathiel and Vildeis couldn't be more different; Vildeis was born a perfect angel, while Ragathiel was born a devil and fought against his own nature and his very being to become one. Vildeis was so traumatized by the existence of Evil that she tore out her own eyes so she wouldn't have to see it, while Ragathiel's only wound of note was caused by his father, the Archdevil Dispater. Vildeis bears her scars openly and eschews any armor but the miles of bloodstained bandages over her form, while Ragathiel shields himself in gleaming golden armor to give the impression of an impervious, faultless soldier. Vildeis wields a simple dagger with terrifying effectiveness against single foes, while Ragathiel wields a dramatic two-handed, flaming blade.
But at the end of the day, both of them have the same goal: The eradication of Evil. And they both have the same problem: They're worryingly single-minded about it. Other Archons even worry about Ragathiel's bloodlust, something possibly justified considering how unfortunate his Divine Obedience is, demanding a death every time it's invoked. Despite whatever worry they may have for him, though, Ragathiel seems wholly committed to the battle against fiends of all forms, but especially against the devils and their ilk, whom he executes with impunity and without mercy. His mission is tireless, but one he performs without hesitation or regret. So long as Hell continues to reach its greasy little hands beyond its borders, Ragathiel will be there to stab at its fingers until it retreats... and, on occasion, venturing into the infernal lands to strike it directly.
The General of Vengeance is among the fiercest of all the Empyreal Lords, not afraid to lead his armies from the front at every opportunity, but his approach has some key differences from Vildeis'; she tirelessly wanders with no home or lair of her own, striking down Evil as it crosses her, effectively launching spontaneous campaigns which last only as long as they must in order to eradicate immediate foes before moving on to the next target. Ragathiel is more careful and arguably more thorough, retreating to a grand military base in Heaven to carefully plan his every assault to maximize its impact and the length of time it will take Hell to make another move. He's noted to be a brilliant tactician whose plans have rarely failed, but his prowess truly shines on the battlefield. Once he's landed in the fray he's a sight to behold, as though holy fire itself took up a sword to burn away the corruption trying to infect the world.
Let's see just what that looks like...
Let's start with the basics, since I feel like I have to bring it up every time I spot it: as an angel, Ragathiel projects a 20ft Protective Aura which shields everyone inside (himself included) from the forces of Evil, granting a +4 deflection bonus to AC and a +4 resistance bonus to saving throws against them. The aura also hedges out Evil summoned creatures, grants additional saving throws against charms and compulsions, and blocks hostile spell effects if they're 3rd level or less. No Fireball, no Slow, no Magic Missile, no targeted Dispel Magic, Blindness/Deafness, Silence... The list goes on, with both Ragathiel and any of his nearby allies benefiting from the protection.
It goes without saying that his allies aren't restricted by this; they can throw out all the Fireballs they want! In fact, Fireball specifically is encouraged, but we'll get to why in just a moment...
For now we'll continue with the basics, and it's hard to get more basic than Ragathiel. You take one look at him, and you can immediately tell what he is and what he's going to do: respectively, he's an angelic Paladin in specialized full-plate (Golden Armor, in fact; +5 full-plate with no downsides to his speed or checks!), and he's going to hit you very, very hard with a very, very big sword. His +5 Evil-Outsider-Bane Flaming Burst Holy Bastard Sword is a paragraph of a weapon created for the express purpose of beating devils back to Hell, dealing 3d8+21 damage at base, +2d6 vs Evil creatures and an extra 2d6+2 against Evil Outsiders specifically, and 1d6 Fire damage (1d10 if the sword critically hits, and it threatens a critical on a 17 or higher) as a ribbon on top. In addition to swinging his sword upwards to four times a round, he's got five Burning Wings that can be used as part of his Full-Attack, each one dealing 1d8+5 plus 1d6 Fire damage per hit and forcing a struck enemy to succeed a DC 39 Reflex save or burst into flames for 1d6 more damage a round.
And of course, he wouldn't be a Paladin if he didn't have Smite Evil. He's got it 7 times a day, in fact, and any of his allies within his Primal Aura can expend 2 uses to give all of his allies within the 30ft aura the benefits of Smite Evil against a single target. That's +9 to AC, +9 to attack rolls, and +20 to the first damage roll a given creature makes each round for a whole battalion against one specific target, +40 to damage if the target is an Evil Outsider (and ONLY Evil Outsiders; Ragathiel doesn't get bonus damage against Dragons and Undead!). If the General of Vengeance is leading a charge against a specific diabolic power, all his allies need to do is invoke his Primal Aura, and suddenly even meager footsoldiers can be hitting the main boss as hard as a Barbarian five levels above them! With health to match, as he can freely use Shield Other to help tank hits his more fragile companions would normally fold to.
Even if he has no reinforcements to invoke this power, he's got Gate 1/day to open a doorway right to Heaven to bring them in, shielding and empowering them with his auras. A quick Time Stop also lets him run around and use his 3/day Blessing of Fervor with no lost time to give two dozen plus Turbo Hastes out with each use, and throw out his 3/day Quickened Blade Barrier between each use to trim the battlefield into something more accommodating and prevent an easy enemy retreat.
Ragathiel fights best when surrounded by allies, for more reasons than just his long list of buffs and auras. His Righteous Mantle directly notes his bloodline relation to a demigoddess of fire, granting him numerous fiery blessings; namely, he absorbs Fire damage, treating all incoming Fire damage as healing instead, AND his Fire damage completely ignores any Fire Resistance and Immunity possessed by devils while dealing double damage to them! This is an INCREDIBLE ability... and would be far more useful in a vacuum if he had more than just token Fire damage on his attacks. Indeed, Ragathiel has only one bit of fire in his kit that isn't attached to his wings or weapon, a 1/day Meteor Swarm he's incentivized to drop directly into his own space once he's in melee with a bunch of devils, damaging them (and everything around them) while restoring a good chunk of his own HP. It also means his allies can freely throw Fireballs, Walls of Fire, Meteor Swarms, and other such effects of their own directly at him, which not only harms enemies, but restores his health!
No, his at-will Fire of Judgment doesn't deal any Fire damage, I checked; it burns an Evil creature for 1d6 (1d10 if they're an Outsider, Dragon, or Undead) damage each round with 'cleansing positive energy.'
At the very least, absorbing Fire damage means a great deal of devils suddenly have portions of their arsenal taken from them... though it, ironically, doesn't aid him against his own father, Dispater, who has no Fire damage in his kit. Rather, his Devil's Bane kicks in; this ability gives him +4 to caster level checks against devils, to his own saving throws when saving against diabolic magic, and to the save DCs of all his spells when a devil is being targeted, and this bonus becomes +8 when against Dispater. Dispater actually cannot affect Ragathiel with any of his spells thanks to this, and the General himself has a small chance of landing his own abilities against his father's otherwise towering saving throws!
And while we're on the topic of resilience, why not see how sturdy Ragathiel is? Because, as you may have guessed, the man's nearly impossible to harm in a way that matters. His DR 20 can't be pierced unless the weapon is Epic and Evil, while his Regeneration can only be suppressed by the powers of a deific or Mythic being. He's got the Demigod Suite of status immunities (notably NOT immune to disease, fear, paralysis, stun, or sleep, but those will be rendered non-issues soon) as well as immunity to Acid and Cold damage, and though his saves are ALREADY high, just look back upwards at everything he's got to bolster them!
And then. there it is, the penultimate quality listed on his statblock right before it gets into the rest of his abilities: Lay on Freaking Hands. 10 times a day as a swift action, Ragathiel can give himself an encouraging slap on the chest to restore 17d6 health to himself. Except it's not just 17d6! Righteous Mantle grants him +2 HP per healing dice rolled whenever he magically regains any health, which has no effect on his own healing spell (because it's freaking Heal at 3/day), but it means every LoH use grants him 17d6+34 HP. He can also apply ANY Paladin Mercy to his ability without restriction! And... well, here's the best part:
He can use Lay on Hands no matter what. There is NO condition or effect in the game which prevents him from using this ability as a swift action to wipe away whatever is inhibiting his actions. This means even if he's nauseated, stunned, paralyzed, asleep, staggered, or unconscious due to HP damage, he can wipe the condition off with all the difficulty of a particularly stubborn scab. Thanks to his empowered Lay on Hands and his own demigod immunities, there is NO status ailment in the game besides outright death that can inhibit him unless all 10 of his uses for the day are burned through, because he can use his swift action to break himself out of the effect and still have his entire turn afterwards.
It is probably not surprising that most of Ragathiel's enemies view him as an unkillable juggernaut, ridiculously durable even by the standards of demigods. In high level Pathfinder, rocket tag is ever-prevalent; you need to be able to shut down your enemies before they do the same to you. Well, when battling the General of Vengeance, it's likely you can't. He's all but guaranteed to get his round off, especially if he's high in the initiative order. Unless, I suppose, you put him to sleep, then nauseate, stun, and paralyze him in a single round, since as-written he can only wipe off one a round. Good luck with that, especially if you're a devil!

The Thorny Problem of Straw Purchases in U.S. Gun Law

Yesterday’s mass shooting at a parade intended to celebrate the Kansas City Chiefs’ recent Super Bowl victory over the San Francisco 49s once again reminds us of the need for serious gun laws and gun law reform.
On February 9th, two short reviews on current federal gun laws were released by the Congressional Research Service (CRS). The CRS refers to itself as a “ non-partisan shared staff to congressional committees and Members of Congress.” In short, it prepares concise, easy-to understand reports on matters of the moment to members of the U.S. and their affiliated staff members.
We will cover those two short studies for our readers. Tonight, we look at the report Gun Control: Straw Purchase and Gun Trafficking Provisions in Public Law 117-159, better known as the Bipartisan Safer Communities Act.
Straw purchases are defined by the study as “illegal firearms transactions in which a person serves as a middleman by posing as the transferee, but is actually acquiring the firearm for another person.”
Below, we offer readers most of the central statements found in the CRS report:
“On June 25, 2022, President Joe Biden signed into law the Bipartisan Safer Communities Act (BSCA; S. 2938; P.L. 117-159). This law includes the Stop Illegal Trafficking in Firearms Act, provisions of which amend the Gun Control Act of 1968 (GCA, 18 U.S.C. §§921 et seq.) to more explicitly prohibit straw purchases and illegal gun trafficking. Related provisions expand federal law enforcement investigative authorities.
Federal Firearms Law
“The GCA is the principal statute regulating interstate firearms commerce in the United States. The purpose of the GCA is to assist federal, state, and local law enforcement in ongoing efforts to reduce violent crime.
“Congress constructed the GCA to allow state and local governments to regulate firearms more strictly within their own borders, so long as state law does not conflict with federal law or violate constitutional provisions.
“Hence, one condition of a federal firearms license for gun dealers, which permits the holder to engage in interstate firearms commerce, is that the licensee must comply with both federal and state law.
“Also, under the GCA there are several classes of persons prohibited from shipping, transporting, receiving, or possessing firearms or ammunition (e.g., convicted felons, fugitives, unlawful drug users). It was and remains unlawful under the GCA for any person to transfer knowingly a firearm or ammunition to a prohibited person (18 U.S.C. §922(d)). Violations are punishable by up to 10 years’ imprisonment.
“The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is the principal agency that administers and enforces the GCA, as well as the 1934 National Firearms Act (NFA, 26 U.S.C. §§5801 et seq.).
“The NFA further regulates certain firearms deemed to be especially dangerous (e.g., machine guns, short-barreled shotguns) by taxing all aspects of the making and transfer of such weapons and requiring their registration with the Attorney General.
Straw Purchase Provision
“Straw purchases are illegal firearms transactions in which a person serves as a middleman by posing as the transferee, but is actually acquiring the firearm for another person.
“As discussed below, straw purchases are unlawful under two existing laws. Prosecutions under those provisions have been characterized by some as mere paperwork violations and, hence, inadequate in terms of deterring unlawful gun trafficking.
“P.L. 117-159 amends the GCA with a new provision, 18 U.S.C. §932, to prohibit any person from knowingly purchasing or conspiring to purchase any firearm for, on behalf of, or at the request or demand of any other persons if the purchaser knows or has reasonable cause to believe that the actual buyer
is a person prohibited from being transferred a firearm under 18 U.S.C. §922(d);
plans to use, carry, possess, or sell (dispose of) the firearm(s) in furtherance of a felony, federal crime of terrorism, or drug trafficking crime; or
plans to sell or otherwise dispose of the firearm(s) to a person who would meet any of the conditions described above.
“Violations are punishable by a fine and up to 15 years’ imprisonment. Violations made by a person knowing or having reasonable cause to believe that any firearm involved will be used to commit a felony, federal crime of terrorism, or drug trafficking crime are punishable by a fine and up to 25 years’ imprisonment.
Gun Trafficking Provision
“Gun trafficking entails the movement or diversion of firearms from legal to illegal channels of commerce in violation of the GCA. P.L. 117-159 amends the GCA with a new provision, 18 U.S.C. §933, to prohibit any person from shipping, transporting, causing to be shipped or transported, or otherwise disposing of any firearm to another person with the knowledge or reasonable cause to believe that the transferee’s use, carrying, or possession would constitute a felony.
“It would also prohibit the receipt of such firearm if the transferee knows or has reasonable cause to believe that receiving it would constitute a felony. Attempts and conspiracies to violate these provisions are proscribed as well. Violations are punishable by a fine and up to 15 years’ imprisonment. […]
GCA Interstate Transfer Prohibitions
“The GCA generally prohibits anyone who is not a Federal Firearms Licensee (FFL) from acquiring a firearm from an out-of-state source. [But] Interstate transfers among unlicensed persons may be facilitated through an FFL in the state where the transferee resides. […]
GCA Record-keeping and Straw Purchases
“Under the GCA (18 U.S.C. §926), Congress authorized a decentralized system of record-keeping allowing ATF to trace a firearm’s chain of commerce, from manufacturer or importer to dealer, and to the first retail purchaser of record. FFLs must maintain certain records, including ATF Forms 4473, on transfers to non-FFLs as well as a parallel acquisition/disposition log.
“As part of a firearms transaction, both the FFL and purchaser must truthfully fill out and sign the ATF Form 4473. The FFL must verify the purchaser’s name, date of birth, and other information by examining government-issued identification (e.g., driver’s license). The purchaser attests on Form 4473 that he or she is not a prohibited person and is the actual transferee/buyer. […]
“[However,] straw purchases are not easily detected because they only become apparent when the straw purchase is revealed by a subsequent transfer to a prohibited person.
Other GCA Gun Trafficking Prohibitions
“According to ATF, gun trafficking often entails an unlawful flow of firearms from jurisdictions with less restrictive firearms laws to jurisdictions with more restrictive firearms laws, both domestically and internationally.
“Such unlawful activities can include, but are not limited to, the following:
straw purchasers or straw purchasing rings in violation of the provisions described above;
persons engaging in the business of dealing in firearms without a license in violation of 18 U.S.C. §921(a)(1)(A), punishable by up to 5 years’ imprisonment;
corrupt FFLs dealing off-the-books in an attempt to escape federal regulation in violation of 18 U.S.C. §922(b)(5), punishable by up to 5 years’ imprisonment; and
trafficking in stolen firearms in violation of 18 U.S.C. §922(j), punishable by up to 10 years’ imprisonment.
“Under current law, offenders could potentially be charged with multiple offenses under both the preexisting GCA provisions such as those discussed above and 18 U.S.C. §§932 and 933.
“Since P.L. 117-159 went into effect on October 31, 2023, 250 defendants have been charged with gun trafficking, including 80 charged with violating the law’s straw purchase provision.
“In January 2024, the National Shooting Sports Foundation—an industry trade group for the firearms industry—noted that the ATF has yet to implement two parts of P.L. 117-159: ‘Firearm Handler Background Checks’ (FHCs) and instant point-of-sale background checks when an FFL buys from a private individual.
“The former would allow FFLs to use the NICS to background check FFL employees and has been in regulatory review since September 26, 2023. The latter would allow FFLs to instantly identify if a weapon is stolen at the point of sale by authorizing importers, manufacturers, and dealers of firearms to access records of stolen firearms in the National Crime Information Center; it has been in the interim final rule stage since May 17, 2023.”

Zap Kraken

[Sponsored by Soluman Blevins. The second of the Evolve monsters I've done, other than the warpwraith. Mechanically, the Kraken is interesting, but design wise, it's a little drab. Because it's just a Cthulhu. The lightning bolt wings are a cool touch, but otherwise, it's very much a Cthulhu. And in a game that already has Cthulhu and his star-spawn, I wanted to differentiate it a bit. So I tied it to one of my favorite one-shot weirdo monsters from the 3e era.]
Zap Kraken CR 16 CE Aberration This immense creature has a roughly dinosaur-like body and the head of a colossal cephalopod. A vertical maw stretches between its beard of tentacles, and two large jointed appendages grow from its back and crackle with electricity. Its long tail is segmented like the vertebral column of a great beast.
Zap krakens are rare aberrant creatures that use electrical energy for both offense and mobility. Although they are enormous, they fly with surprising grace by manipulating electricity, essentially creating wings of lightning that hold them aloft. They are remarkably stealthy for their size, and can sneak up on prey from above before dropping to melee or merely blasting away with channeled lightning bolts.
Zap krakens are territorial, and maintain their territory by creating banshee mines, so called for the shriek of their explosions. These mines home in on creatures that get too close, and the zap kraken can also visit them to see what it has seen, similar to a prying eyes spell. Although zap krakens typically view other creatures as prey first and foremost, they have a mutual fondness for zeugalaks. Both species have tentacled maws and an affinity for electricity, and sages speculate that they are related to each other. A zap kraken often views zeugalaks the way a nobleman views their prized hunting hounds, using them to flush out prey or occupy melee combatants.

Special Abilities Banshee Mines (Su) As a standard action, a zap kraken can create up to three animated mines. Treat these as the eyes generated by the prying eyes spell, only when a creature approaches within 30 feet of them (all creatures or of a type set by the zap kraken on creation), they fly towards that creature and explode. Treat this as a ranged touch attack using the zap kraken’s modifiers (+19 for a typical specimen). If it hits, the creature struck takes 4d6 points of electricity damage and 4d6 points of sonic damage. Whether the mine hits or not, it explodes, dealing this damage in a 5 foot radius (Reflex DC 23 halves). A zap kraken knows when one of its mines has detonated as long as it is within 1 mile of the mine. A zap kraken can create up to nine mines a day, but can have a maximum of three in existence at a time. The save DC is Charisma based. Lightning Strike (Su) As a standard action, a zap kraken can call down a bolt of lightning within 160 feet. It fills a column 60 feet high with a 20 foot radius, dealing 16d8 points of electricity damage to all creatures in the area (Reflex DC 23 halves). A zap kraken can use this ability once every 1d4 rounds. The save DC is Charisma based. Shock Wave (Su) As a standard action, a zap kraken can release an electrical pulse in a 60 foot radius centered on its body. All creatures in the area take 16d4 points of electricity damage and are pushed back 10 feet. A successful DC 27 Reflex save halves the damage and resists the knockback effect. A zap kraken can use this ability every other round. The save DC is Constitution based.  Tentacles (Ex) The tentacles of a zap kraken are treated as a single primary natural weapon
