Oh! I’m glad that Nintendo is porting Fatal Frame 4 for the Switch
......it’s just.... i think the franchise is ruined forever since Fatal Frame 5. the franchise needs to be taken away from Koei-Tecmo AND Konami. i just want the Dead or Alive aesthetic character designs and incest storylines OUT and leave the legacy characters (whose storylines were resolved since Fatal Frame 3) alone for heavens sake

Project zero/Fatal Frame 4 review
I really want another addition to this series or at least a re-release of the original triology so I can play them again so I paid full wack for this now 15 year old port but I did enjoy it. Although I ‘m going to be controversial here, I preferred 5 overall, this game is by far the least scary in the whole series. I enjoyed it, but probably worth about 30 euro, not 50 😩 Anyway spoilers at the end:
Although it’s on old Wii game, they’ve touched up the models and everything looks well enough. The characters aren’t very expressive, fairly doll like and don’t react much to the freaky shit going on around them. They are also improperly dressed for such a trip, heels and dresses, and I’ve said it before, but I’ll say it again, that is very jarring for me. The ghost design is the most uninspired ever in the series, most just look like normal people who float and there’s only one or two really freaky ones. The gothic lolita ghost was more cringe than anything. They did react just before a shot and that was kind of cool, it’s just a shame they were mostly pretty boring looking. Plus there are 3 in particulr who just keep coming back again and again and I got so fucking sick of them. The original game still has the best disturbing ghosts.
I was disappointed there was no English voice option. I know it was never originally released but it meant I couldn’t understand what the ghosts were saying and that takes away from the fear. I also enjoyed the goofy voice acting in the other games, it gave me an uncanny feeling. The Japanese just didn’t do it for me.
The controls are ok, but stiff. Characters can barely run, just shuffle slightly faster looking like they've shat themselves. Evade feels clunky as hell but usually works. The mechanic where you shine the torch to reveal items is an absolute ball ache though, didn't translate well to PS4 at all and you can miss things. Plus those fucking shitty ghost hands are here too, albeit far rarer.
I liked the environment this time, the western style hospital made a nice change from the usual Japanese mansions in the other games. I also didn’t get lost as much this time as most rooms felt very unique and memorable so I knew where to go. The other games had a lot of similar tatami rooms and I’d always mix them up and spend ages running around. A lot less open than MOBW which helped set it apart. Although some areas I felt were used too much and other areas weren’t really visited except once.
The camera gameplay wasn’t as good as 5 I feel. I liked the way in 5 you could target weakpoints, felt there was more strategy to it. There is variety here though so it didn’t get too stale. I quite liked Chosiro’s OP torch, loved blasting those ghosts back to hell with my superbeam. Made a nice change of pace. The fighting was more tricky than 5 as the you’re often in small corriders and the enemies can ‘blossom’ and move faster and hit harder. I died once in the beginning but you can buy healing items and film so it was ok after that. A lot of the ghosts in this game just slowly float around, probably as it was a wii game originally, so it’s easy enough. The final boss is the easiest of them all.
Some good sound design here. Usual spooky atmosphere tracks and I liked the pipe Organ tsukimori song, that was fairly memorable. There is also one room in particular with a very unsettling track.
 Ok now for the story
I liked the way they changed the usual format of the stories for this game. It isn’t the usual ‘maiden must suffer for the good of all and something fucks up’ schtick, the ritual here was just supposed to help. And something fucks up. Just a local dance, with friendly islanders looking to entertain tourists, with a family of oddballs hosting a ‘real’ version in secret that backfires. And even the real version isn’t supposed to kill anyone. Refreshing tbh. The lore this time was little light though, not as many notes to read and they were usually short. More is better imo. Some of it is cliche at this point, dolls, long hair, medical malpractice, etc.
None of the characters themselves were all that interesting, other than the haibaira family and some of the ghosts. Choshiro had his notebook so you got to see his perspective a bit more, but the girls were fairly bland. Misaki seemed like she’d have an attitude but that was dropped pretty quickly and we don’t learn much more about her. Ruka’s just the usual project zero spiritually gifted quiet protag, nothing to say really. Sakuya is scary shrine maiden no.5 and is the least frightening. I still enjoyed her story though, more sad than disturbing.
The scares in general were poor honestly. Far too many attempts at jumpscares that fell flat. Loud noises and zooming in on pretty meh ghosts happen too often to count. I started guessing when they'd occur it happened so often. I'm not opposed to jumpscares, if they're done well and they just aren't here There's no random spawning ghosts this time, which I don't mind tbh but you always feel fairly safe backtracking. I found 5 scarier, which I wasn't expecting since a lot of people said this was scarier and it just isn't, and nowhere close to 1 or 2 either. No subtle scares I can recall at all. And the fact that there's no English voices means the ghosts mutterings were lost on me. Least scary game in the franchise by a mile.
The story in general was a bit vague and confusing at times too, especially with the time loops. I don’t understand the timeline, especially with Ruka’s mother, is she dead when she sends the man? Then how does she know Ruka left? Why did the other 2 girls suddenly get sick and die after years of being fine? If the guardians could prevent disasters why did they phase them out? These games are always kind of vague though so nothing new. Lack of endings here too, just two 'good' ones and the second is just still images, pretty poor.
Overall though the story was enjoyable though, if confusing and I enjoyed my playthrough. It's not the longest game and the most streamlined I'd say. Less repetition than 5 which is a good thing. The areas led into each other in a logical way. The combat is good, if trickier than usual at first and the sound design is great. The atmosphere is good as usual and it looks well despite it's age. I just wish it was scarier. Still well worth checking out if you like spookier horror games.

My thoughts on the latest Nintendo Direct (13 September 2022)
Well, okay. Had to calm myself down from the things I saw on the latest Nintendo Direct. Yeah, sure. I was dealt with Engage at the beginning, as well as Square Enix hogging up on the latest webisode (despite them committing you-know-what I refuse to say to the public), but there are major things that caught my interest. Here's the rundown after the jump!
It Takes Two - Remember back when Josef Fares officially won game of the year because of how amazing It Takes Two felt? I love the idea of the fact a struggling couple try to file a divorce on each other until, while being turned into anthropomorphic ragdolls, they get swepped up in an adventure while dealing with their relationship. So having it on Switch was the perfect way to either detach Joy-Cons by using them as a controller or just use Pro Controllers as a new feature to work together in co-op mode. If I can convince one of my relatives to play it, it'll be awesome! Hey. I'd be down for a physical release unless it's a priority! Also, I'm going to call it a Game Awards version because it already won last year. Kudos to Fares for making the Oscars look like a joke! *chef's kiss* Love you.
Fatal Frame: Mask of the Lunar Eclipse - Although it was considered a Japan exclusive, having it come to the Switch, alongside other platforms worldwide was a phenomenal move. Even if I... never knew about the lore of it whatsoever, let alone played it before, it's based on a series of survival horror games where in this installment alone, it follows Ruka Minazuki as she and the two surviving girls (the former of which suffered amnesia) must return to the fictional Rougetsu Island in hopes to uncover the truth of how she got captured and where she received amnesia in the first place without any harm. I've never played a Fatal Frame game honestly, but I'm certainly glad this iteration is coming stateside with a bunch of tweaks improved for numerous platforms. If we can get other Wii games ported over to better selling systems without the motion control gimmick, I'd be happy! So happy, I won't have to break anything valuable. Same can be applied for Return to Dream Land DELUXE, but I won't get into that.
The Cosmic Shake - This one's a no brainer. It's a 3D platforming open world adventure where it revolves around Spongebob and Patrick (who unfortunately gotten turned into a floating balloon just for the latter alone) traverse from one Wishworld to another in hopes of figuring out what's going on. I'm not a fan of Nickelodeon, but the idea of bringing Spongebob back into the 3D platforming genre could sparkle an interesting inspiration. I'm gonna have to retort to start making my own with an alien character next time using Game Builder Garage!
OddBallers - Here's something brand new from Ubisoft: OddBallers! It's a hilarious four player party game inspired by dodgeball where instead of a normal game of it, it's all about bombs, tractors, piping hot boomerangs, a non-brakeable car and a giant wrecking ball. Perfect for those who want a laugh! Or not...
Tunic - I've already seen Tunic get announced as an XBOX timed exclusive before it was ported over to PlayStation 4 PRO and PlayStation 5. So having it on Switch made perfect sense! I don't really understand the language surrounding the manual, but unless I have the time of checking it out, I'm taking notes. The game itself? Overall, it looks beautiful and gorgeous. It's basically the Legend of Zelda, but you play as a fox in an isometric point of view.
Story of Seasons and Faefarm - Why did I compile both games together? Because I wanted to remind myself I'm not a huge fan of life simulation games and farm simulators, since they eat up a lot of free time. I apologize in advance if this upsets those who love them, so I'm not going to get into detail...
Sparks of Hope - Oh, boy. This was an experience. When I first heard of Sparks of Hope becoming a spiritual successor to Kingdom Battle, I was honestly excited for it. Until 15 months in prior to the game's release in October, I got kicked in the nads after realizing Rayman's return as a playable DLC character. And surely, I'll never forget the moment where he started committing slap happy crimes around the Glade of Dreams, I backed out and almost screamed in embarrassment. I'm not trying to be funny here; who's idea was it to put a slapping mechanic on a 2D platformer like Origins? Sure, there are three DLC's being developed for the game alone, so I'm pretty sure there might be new characters that are from above and beyond Super Mario. Right? I'm going to get gutted down by everyone, am I?
GoldenEye 007 - While I am patiently waiting for a new Donkey Kong installment (especially Donkey Kong 64 if I ever have the chance of playing it without the silly borders in the way), GoldenEye 007 was the one I missed out. It's based on the 1995 film in which I enjoy doing an impression of James Bond. It's inspired by DOOM and Wolfenstein 3D, but with only James Bond in the middle. Instead of killing Nazis and demons that are out to get you first, you shoot down enemy guards who are protecting every facility from 1986 to 1995 prior to the game's release. It was no surprise to see a game like GoldenEye 007 would achieve 96 on Metacritic and proved to be a worthwhile hit. This was released months after Turok: Dinosaur Hunter got its shot of being released on the N64, despite having major slowdowns caused by multiple enemies appearing onscreen and occasionally awkward controls. Unless DK64 is included, I'll be giving it a shot. Either way, I'll let players enjoy it. Oh, and to those wanting this game on PS4 PRO / PS5 / PC, hate to burst your bubble but you're certainly out of luck. Unless you own a Nintendo Switch or an XBOX Series X, that is!
Mario Strikers: Battle League Football's new update - We've seen Mayor Pauline shine on in Super Mario Odyssey by turning New Donk City into a powerhouse hub world. We've seen her and Diddy Kong become a dynamic duo in Mario Tennis Aces. Pauline next makes her way in to Mario Golf Super Rush regardless of receiving 70 on Metacritic. Both the mayor and the doctor have reached a new high in Mario Kart Tour together, and now... we've come full circle. Diddy Kong and Pauline are now appearing in Battle League Football's next new update. Have I ever told you that both her and him are quickly becoming the next Nova and Maurice? Now you have. ;)
Pikmin 4 - I wasn't really big into Pikmin, but if I have to guess what my favorite alien colours are, it has to be Yellow, White and Pink. And when Pikmin 4 was revealed by the legendary Shigeru Miyamoto, it was a victor for all alien lovers. While Pikmin 3 was safely ported over to the Switch as another reminder why the Wii branding was oversaturated with shovelware nonsense, the development of the game lasted about eight years. Well, that's bull! Why don't we all make motion controls illegal and say it lasted two years? That'll show Data Design Interactive of what they get. Yeah, everyone's excited for this to happen, but I'll just sit here, relax and say "What a wild ride."
Bayonetta 3 - Here's something I've never dipped myself into: Bayonetta 3. While the second installment was funded by Nintendo in 2018 (not bringing that up again), and the first installment being shown off to SEGA successfully on PS3 and XBOX 360 alone, the game picks up where the events left off. The third installment follows the titular 500 year old witch as she's on a mission of her own to do battle against the Homonculi a series of mysterious man-made threats while travelling to the island of Thule, in order to prevent the destruction of various worlds by an evil entity known as the Singularity. However, she's not going to do this alone, as she's bringing in old and new faces, especially a witch-in-training named Viola and her giant companion, to eradicate them all and save their world from total obliteration. It's like a combined blend of Independence Day, Terminator and Hocus Pocus into one, and it's shockingly good for Halloween!
Sifu - What happens when you combine Yie Ar Kung Fu, Mystery Dungeon and Final Fight altogether and turn it into a Bruce Lee inspired action flick based in the 70's? You get Sifu, an action roguelike beat 'em up game where it follows a young child turned master who seeks revenge on those responsible for their father's death. However, there's a catch: For every player's death, there's an age counter that goes up once. But when they die permanently, they're sent back to the beginning unless they're skilled enough to beat the game without taking damage, aging up or die trying. Released on PS4 PRO, PS5 and EGS for Mac, it was a commercial success for French studio Sloclap. Upon being praised for its combat, environments and story, it was later announced the Switch version would be getting the same release treatment. Though it is only for the eShop alone, maybe Limited Run or iam8bit could fill in the role?
Radiant Silvergun - While my friends at TREASURE are currently hard at work developing a new game in time for the 30th anniversary (Game Awards, hint-hint), Radiant Silvergun was the one that should keep shmup players busy before they unveil it later this year. Now, as you may not know, I'm a sucker for shmups. No matter if it's from Toaplan, Cave, Raizing, MOSS or the insanity that is PSIKYO, any shmup can always be enjoyable. Whether it's vertical or horizontal, it can be anyone's guess! And as for Radiant Silvergun, it acts as a prequel to Ikaruga where in the year 2520, three human pilots, one human captain and an anthropomorphic robot venture beyond a giant crystal occupied planet Earth as discovered by scientists, in which they set an explosion on. Allowing the pilots to see what's going on, they discover the Stone Like, a giant sentient being who's purpose was to eradicate humanity as a whole. The two remaining pilots and a struggling robot, the latter of who is nicknamed as the Creator, is sent back 100,000 years to prevent the situation from happening and recreate humanity anew. Just like the majority of every TREASURE game to date, it's full of explosions and batshit insane boss battles, as opposed to ever Michael Bay film. Even if I'm not a fan of his movies whatsoever, making fun of him is easy to do! Likewise, if you're a sucker for shmups like I am, give Radiant Silvergun a try. And if you want to know its successor IKARUGA, pick it up now for Nintendo Switch and PS4 PRO!
Endless Dungeon - Aliens and robots in a roguelike futuristic dungeon? What can I say? Endless Dungeon is a top notch, isometric roguelike adventure that involves protecting a crystal bot while it automatically moves towards a bulkhead door of each level. They'll need to find food, science, industry and Dust Shard in order to survive the perils of an abandoned space station filled with deadly mutants and other dangerous threats. When they die, they're respawned at a saloon bar, asking for upgrades or just talk to NPC's should they resume the journey ahead of them. The game is currently in development by Amplitude Studios under the ownership of SEGA, so seeing the designs of the characters look a lot pleasing!
Disney Speedstorm - If you thought Cruis'n Blast was way better than Mario Kart for Nintendo Switch, you're in for another whopper. Not the Whopper from Burger King, but the actual one: Disney Speedstorm. Developed and published by Gameloft, it's a kart racing game with a darker tone that's marketed as a teenage version of Fast and Furious but with numerous Disney characters. And one notable aspect is that it takes the monumental concept of blur with authentic colours and insane power ups that players can use to win the race. So with Mike being on board, I'm willing to bet Oogie, Rabbit, King Louie and Pleakley can jump in and race with them anytime! Because who doesn't love those sweethearts?
Tears of the Kingdom - Wrapping it up with one last announcement I saw was the long awaited sequel to Breath of the Wild, known as Tears of the Kingdom. I remember playing Breath of the Wild when it was first launched on Switch and got met with critical acclaim. Considering it was inspired by Red Dead Redemption alone, it being taken place on land and in the sky does make sense. It's just an open world, action adventure, hack and slash survival game that follows Link and Zelda on a mystery to see what really happened to the corpse of Ganon. Unlike its predecessor, I promise I won't make the silly mistake of spoiling it again. Since... um, I'm not really a Nintendo fanboy to be honest.
------
Well, that seems about it.
Overall, despite the massive influx of Square Enix games and the majority of anime based projects (in which I fully renounced he-who-must-never-be-spoken in 2015), the Direct was... actually good? My only complaint is that Nintendo should at least implement subtitles while live streaming the web show. Just as how Apple Computers handled their events and the WWDC properly while caring so much about animation and the animators. Yes, I will be getting some games that'll buy me time before a new Donkey Kong title is released. We might see more details of Tears of the Kingdom around the Game Awards, so who knows?
Okay. I'm gonna go to sleep before I get back to work. L8R!

Regardless of what you think of Fatal Frame V it is crucial we get more than 46,099 units sold when it releases sometime this year.
Tumblr media
I know Operation Zero was originally for localization, but this may be our last chance to get Tecmo to see we’re still here. If we can get more than 46,099 units sold… Maybe even 100,000 units — then this series could be revived. We can’t let Fatal Frame become Silent Hill, Tecmo is already Pachinko’ing it.
Just think, if Fatal Frame 5 sells well we could get Fatal Frame 6, ports to modern consoles, more games on steam, Fatal Frame 4, and even a remaster for 1-3.
It’s a small chance and I have no way of knowing for sure that buying this game will lead to a brighter future for the series… Still, I don’t want to sit around and watch one of my favorite series die without doing anything about it.
We can do this, but only if we come together as fans! We have MORE options now.
The game is releasing on PS4, PS5, Switch, Xbox One, Xbox X, and Steam.
I know that this isn’t the best game in the series and a lot of people disliked it, but remember if we support it, we can be the pillar to raise the series back.
Buying on launch day is what will have the biggest impact/most support, and it’s okay if you can’t buy day one. Just buying it at all will help.
And if you can’t buy it at all or don’t want to, but want to help… Share this post, share the trailer, etc.
Let’s save our series, everyone!

In celebration of Fatal Frame 5's port to cross-platform on Wednesday, I did quick drawings of the protagonists from all of the games I've played in the series.
This here is Rei Kurosawa from Fatal Frame 3, which is probably my favorite title in the series.

Dreamcast Fighting Games
Tumblr media
Top 10 Sega Dreamcast Fighting Games
The Sega Dreamcast is often regarded as a less important console than its peers, the Xbox, PlayStation 2 and Gamecube. However, if you were a fighting game fan, the Dreamcast was (and still is) the way to go.
There was a significant amount of support for Fighting Games On The Dreamcast. both through official releases and through controller support. The Dreamcast had more options for gamepads and fightsticks than any other console!
Plus, arcade games that ran on NAOMI hardware (a kind of arcade system board) were easily convertible to the Dreamcast, as both were manufactured by Sega. This means that ports from the arcade were almost perfectly 1:1–even for 3D games with cutting edge graphics. Sometimes, the Dreamcast’s graphics and sound would be even better than the cabinet.
Almost every single influential fighting game franchise has had at least one Dreamcast installment or port. In this article, we’re going to run through the top 10. There’s a perfect mix of hardcore, high-skill games and casually accessible romps with friends.
10. JoJo’s Bizarre Adventure: Heritage for the Future
If you’re already a fan of the wildly popular JoJo’s Bizarre Adventure manga and anime series, you’re definitely familiar with this game. Heritage for the Future, despite its awkward name, is a game built to please fans of the series. It has nearly every memorable character from “part 3” of the manga/anime, titled “Stardust Crusaders.”
Besides the fanservice, though, it’s a wonderful fighting game with fun mechanics. There’s a very unique “stand gauge,” which lets fighters take out their “stand,” which is a magical spirit that fights alongside them. It changes their move properties, but also makes them vulnerable; you can get put into a stunned state when you’re hit while your stand is out, and they also run out gradually.
Not every character has one, though, and there are some more “normal” characters if you want a simpler experience.
It’s worth playing even if you’re not a fan of the series, even just for the creative game mechanics and unique characters. No other fighting game has a character like Hol Horse or Dio, with his flashy time-stop super.
9. Guilty Gear X
If you were part of the fighting game community in the 2010s, you probably heard people talking about how great Guilty Gear was. It’s a franchise that went on hiatus for a long time, but in the early 2000s, Guilty Gear was hot. There’s a spectacular lineup of interesting and goofy characters. Each character has a well-stocked repertoire of extremely flashy moves; it’s much different than what you would see in games with a more grounded style.
Instead of having a gauge just for supers, X has the “tension gauge.” As the match goes on, characters can use the tension meter for super moves, counters, or an advanced technique called roman canceling. Roman cancels allow you to spend the meter to cancel attacks into others, allowing for combos that otherwise wouldn’t exist. This is similar to the FADC mechanic in Street Fighter 4, for readers familiar.X doesn’t have much in the way of single player content, so if that’s what you’re looking for, try another one of the entries in this list. What it does have, though, is some of the best visuals and gameplay out of any game on this list. The sprites in this game are of unmatched quality. (Except for later entries in the series, of course.)
8. Dead or Alive 2
This is a series known for its aesthetics and sex appeal, but when you strip all that away, the game is a great 3D fighter. During the Dreamcast era, DoA2 was considered a direct contender to Namco’s Soulcalibur and Tekken series. Not only were the graphics pristine, but it was one of the few fighting games on this list to focus on a realistic aesthetic. (Well, semi-realistic.) In many ways, DoA is a sister series to the critically acclaimed Virtua Fighter.
The foundation of this 3D fighter is an extremely heavy focus on the classic rock-paper-scissors dynamic. What sets DoA2 apart is the ability to use “holds,” even after getting hit; these act like parries and let you defend yourself in situations when you’re getting combo’d.
Quick throws also make this game play very defensively. It’s common for you and your opponent to circle each other looking for an opening. Moves are often unsafe, meaning if your opponent blocks, they can counter very quickly. Depending on your playstyle, this can be a blessing or a curse. Regardless, it’s unusual for a fighting game to have this much focus on defense, which makes it interesting and fun.
7. Project Justice (also known as Rival Schools 2)
Much like MvC2, Capcom took the 2v2 gameplay from the first Rival Schools game and turned it into a 3v3 game. There’s team-up attacks with two of your fighters, or all three. This is one of Capcom’s few forays into 3D fighters, alongside the Street Fighter EX series which came out around the same time.
The school-based setting with delinquents brawling it out over a classic shounen plot made this series a cult classic, even though it hasn’t been revisited in almost two decades. It’s considered a cult classic fighting game, which is already a genre mostly comprised of cult classics, outside of the Mortal Kombat juggernauts.
If you can get your hands on the Japanese version of the game (and have a translation document ready), give it a shot. There’s a character creation mode centered around a board game mode. The mode was never localized to any other language because of the amount of text it came with, but it’s the only fighting game with such a character creation system.
The first game did the character creation as a dating sim, if you’re into that. The gameplay is obviously more shallow, but it’s worth mentioning that the series as a whole had some pretty interesting ideas about how players can make characters.
6. Power Stone 2
The Power Stone series isn’t a traditional fighting game; it’s more of a 3D brawler with several characters in an arena perspective. Even though it’s very different from other games on this list, it has earned its spot. Flat out, it’s one of the best Dreamcast games period.
The first Power Stone was a one-on-one arena fighter that featured characters slugging it out with their bare fists and item pickups. Power Stone 2 ups the ante, with more weapons, more vehicles, and more characters. The game can be played with 4-players, making for awesome free-for-alls and tag-team matches, both in the single player mode and with your buddies.
It might not be as technical or skill-intensive as the other games on this list, but it’s just so much fun. There’s no juggling, no wall-combos, no two-frame combos and no complicated stick motions. Those aren’t necessary to make a game as simple and fun as this.
The formula has been attempted since by other companies, but never to as much critical acclaim. Power Stone 2 remains a favorite in college dorms everywhere. The cool college dorms, at least.
5. Fatal Fury: Mark of the Wolves
Although the company SNK isn’t as well known in America as they are overseas, Terry’s release as a DLC character for Smash Bros. Ultimate reminded the world how awesome the old school Neo Geo fighting franchises are.
Back in the Dreamcast days, SNK was hitting their stride. They didn’t have to develop exclusively for the Neo Geo anymore, meaning their franchises were able to reach a wider audience. King of Fighters went all over the place, to Xbox and PlayStation, but Garou was a heavy-hitter specifically for the Dreamcast.
Garou is the final game in the Fatal Fury series, which is adjacent to SNK’s other series King of Fighters. SNK brought many fighting games to the Dreamcast, but Garou stands out as a classic. Originally ported from the Neo Geo system, it’s been lauded as one of the greatest games made by its developer with an outstanding legacy.
You can also play the game on modern platforms. It’s been re-released on PS4, Vita, Xbox live Arcade, and PC (both through GOG and Steam).
4. SoulCalibur
For many people in the late ‘90s, Soulcalibur was the Dreamcast’s system seller. This 3D weapon-based fighter had some of the best graphics on the system and really accessible gameplay. Throw in some memorable characters and you’ve got an instant classic.
Because the game is centered around weapons and a 3D environment, the character playstyles are based more around their range and speed than anything else. Instead of having characters be defined as “zoners” and “rushdown” like in 2D franchises, Soulcalibur has a set of unique characters that are hard to classify.
Not only that, but Soulcalibur introduced the “8-way run” to the franchise, changing the series drastically from its Soul Blade roots. Movement became a lot more fluid and skill-intensive, adding an extra layer to the spacing and mix-ups already present in the game.
The gameplay elements in SoulCalibur transfer easily to the rest of the series, meaning this is a great entry point if you want to get into the franchise. SoulCalibur VI is on current generation consoles (and PC), but if you want to see where the franchise really exploded, check this one out.
3. Street Fighter Alpha 3
If Third Strike doesn’t suit your tastes, give Alpha 3 a shot. The Dreamcast version of the game has some more characters than the arcade version, and an extra single-player mode that the PlayStation version doesn’t have.
Alpha 3 features the unique “-isms” mechanic, which allows you to choose the way you want to play your character. A-ism gives your character several super moves and a three-bar gauge. X-ism gives you a single-bar gauge and a single super move, though it is more powerful than the ones you find in A-ism. V-ism gives your character more custom combo variety at the lack of super moves.
This game feels very different from others in the series due to air blocking and a depletable block gauge. These two mechanics alone almost make the game feel like it’s part of another franchise. Even if you aren’t a fan of other Street Fighter games, give this one a shot — the deep and customizable gameplay might surprise you.
2. Street Fighter III: 3rd Strike
Capcom brought the third installment of its flagship fighting franchise to the Dreamcast after its arcade release. It had three versions — New Generation, Second Impact, and Third Strike. Third Strike is widely considered the definitive version, with additional bug fixes, characters, and some content.
Even though this installment is missing some fan favorites from SF2, like Guile, E. Honda and M. Bison, it more than makes up for it with wild new additions. Hugo, Q, Urien and Makoto became instant favorites; and when all else fails, you still have Ryu, Ken and Chun Li.
Many hardcore fighting game players consider Third Strike to be the best game in the entire franchise; others consider it the best fighting game of all time. The combos are smooth, the pacing is slow and methodical, and the game’s parry mechanic has made for some of the most hype moments in gaming history. Just look up EVO Moment 37 and turn your speakers down a little bit.
1. Marvel vs. Capcom 2
If you’re looking for an arcade-perfect game with lasting appeal, look no further. MvC2 is a three-on-three fighter with a bevy of complicated mechanics and fast action. There’s a healthy roster of Marvel heroes and villains, and an even larger selection of Capcom fighters from many of their series.
One of the defining mechanics of this series is the tag-in combos, tag ultras, and assists. Unlike some other franchises with two or more fighters per player, MvC2 lets you have several characters on screen at once. Even at a casual level, the game encourages you to discover synergies and develop your own unique playstyle.
The other games in the Marvel series are great, but MvC2 has the most characters and is the last game to have 2D sprite-based graphics. Its community is alive and well today, decades after the game’s release — and for good reason.

Central Regulation for Occupational Health and Safety Professionals in India
Background
The Ministry of Labour & Employment (MoL&E), Government of India and Labour Departments of the State Governments and Union Territories are responsible for Occupational Safety and Health of workers, as the subject of “Welfare of Labour including conditions of work”. Safety and health occupy a significant place in India's Constitution, which prohibits employment of children under the age of 14 in factories, mines and hazardous occupations. This policy aims to protect the health and strength of all workers by discouraging employment in occupations unsuitable to the worker's age and strength. Legislation on Occupational Health and Safety (OHS) has existed in India for over 70 years. The principal health and safety laws are based on the British Factories Act.
The Legal frame work covering Occupational Health and Safety in India for the Industries is by The Factories Act 1948, while The Mines Act, 1952, Mines Rules, 1955 covers Mining industries. The Dock Workers (Safety, Health & Welfare) Act, 1986 & The Dock Workers (Safety, Health & Welfare) Regulations, 1990 covers Dock operations, while The Building & Other Construction Workers (Regulations of Employment and Conditions of Service) Act, 1996) covers Construction Industry. In addition to the above mentioned legal structure, there are several other Acts, Rules and Regulations to ensures that all of their guidelines for health and safety are followed govern & guide for the workplace health and safety.  The Factories Act which has been amended from time to time, it covers only a trivial proportion of workers.
The Chief Inspector of Factories deals with the subject relating to OSH in the case of Factories at state level, while the Directorate General of Mine Safety (DGMS) is responsible for its implementation. OHS implementation for the Port sector is the responsibility of Directorate General of Factory Advisory Services (DGFASLI). Director General Labour Welfare (DGLW) (Labour welfare organization) is dealing the matters concerning policy and legislation related to workers in the un organized sector in India. The Building and Other Construction Workers’ Act, 1996, is being enforced by the Labour Commissioners at the Centre and at the State Level.
Apart from the legislative part with respect to Occupational Health and Safety, the Employers have a legal as well as social obligation to ensure their work environment is safe and regularly assessed for risk factors. There are the obvious and serious risks of injury and fatalities as a result unsafe practices. Poor workplace safety can cost companies substantial money, time and leave employers open to expensive legal liability. Non-compliance can risk significant fines, further compensatory liabilities, and reputational damage, the costs of compensation and lost time due to incidents.
Even if the workplace is a safe environment, employers still have additional obligations; employer must also make sure they have appointed a qualified person to be responsible for health and safety checks, assessments, and enforcement within the workplace. Appointing a qualified health and safety professionals fulfils employer’s legal requirement and also supports employer to mitigate future liability and more importantly reduces the strain of micro-management on employers and employees within the workforce when trying to prevent injury and fatality. At present there are no stringent regulatory control over practicing OHS Professionals and there are lack of guidelines for OHS professionals in India, many of the people claiming to be OHS professionals are practicing without any formal education with respect to Occupational Health and Safety and/or professional training. That poses a public safety danger to Indian workers.
In Germany, Australia and Italy, for example, federal and regional governments regulate the educational and professional qualifications required to work as an OHS professional. In the United Kingdom have placed in position an umbrella legislation and an apex institution to cover health and safety of workers in all the sectors and have devised sound mechanism for achieving significant development results. OHS professionals are regulated by Royal Charter status, which delegates oversight of the field to a government-recognized association.
In Singapore, Workplace Safety and Health Officers (WSHOs) are regulated by the Workplace Safety and Health Regulations. To practise as a WSH Officer in Singapore, one has to be registered with Ministry of Manpower. In order to be a WSHO in Singapore, one must initially have successfully completed a training course to equip himself/herself to be a WSHO and have at least Two year’s practical experience relevant to the work to be performed by a WSHO in Singapore.
Overall, several countries with similar systems of government to India are leaders on regulating Occupational Health and Safety professionals, which ensures consistency and drives best practices for the health and safety of workers. In India, the trend towards government oversight of professions is clear and strong. Clearly, there is still much room to improve OHS regulations and outcomes in India. A cornerstone of that push for safer and healthier workplaces should be the study of other countries and their success in that area. Also, regulating Occupational Health and Safety professionals would be essential and important step like some of countries have done. It is imperative that India also adopts a similar approach within a compressed time frame. It would be a significant step forward in making India’s workplaces safer and healthier. In addition, it shall bring the recognition and respect for the practicing professionals.
  Writer’s view for improvements;

I / omen What was going on in the New York American Black/red/green helmeted neon night? The elevator door was closing behind us, we were the ones Plunging floor after floor after floor after floor    To the abyss—but it was someone else’s face Staring from the screen out at us, someone else’s face Saying something flashing from the teleprompter: Though what the face said was meant to reassure, Down in the abyss the footage kept playing, All of it looping back like children chanting The answers to nonsensical riddles, taunting A classmate who doesn’t know the question: “Because it’s too far to walk” “Time to get a new fence” “A big red rock eater.” And as the images rewound And the face kept talking, the clear night sky Filled up with smoke and the smoke kept puring Itself out into the air like a voice saying something It can’t stop saying, some murky omen Like schoolkids asking: “Why do birds fly south?” “What time is it when an elephant sits on the fence?” “What’s big, red and eats rocks?”     2 / in front of st. vincent’s A woman hugging another woman Who was weeping blocked the sidewalk. Nobody moved for a moment. They were an island caught at the tide turning: Such misery in two human bodies. Then the wearing away of the crowd Moving flowed over them and they    Were pulled swiftly along down the sidewalk.     3 / joke Faces powdered with dust and ash, there they were In the fast food place, raucous and wild, splitting The seams of their work clothes, weary to hysteria As they hunched in their booth next to the buffet Under heat lamps reflecting incarnadine Off pastas and vegetable slag. Then the joke Ignited, they quivered on the launch pad, Laughter closed around them, they couldn’t Breathe, it was as if they were staring out From a space capsule porthole and were asking The void an imponderable riddle While orbiting so high up in space That the earth was less than the least hint Of light piercing the smoke-filled, cloudless night. (What was the joke about? Nobody knew.) And then they stopped laughing and stared into their plates, Ash smearing down their faces as they chewed.     4 / spell spoken by suppliant to helios for knowledge                          from the Greek Magical Papyri Under my tongue is the mud of the Nile, I wear the baboon hide of sacred Keph. Dressed in the god’s power, I am the god, I am Thouth, discoverer of healing drugs, Founder of letters. As god calls on god I summon you to come to me, you Under the earth; arouse yourself for me, Great daimon, you the subterranean, You of the primordial abyss. Unless you tell me what I want to know, What is in the minds of everyone, Egyptians, Greeks, Syrians, Ethiopians, of every race And people, unless I know what has been And what shall be, unless I know their skills And practices and works and lives and names Of them and their fathers and mothers And brothers and friends, even of those now dead, I will pour the blood of the black-faced jackal As an offering in a new-made jar and put it In the fire and burn beneath it what’s left Of the bones of all-praised Osiris, And I will shout in the port of Busiris The secrets of his mysteries, that his body, Drowned, remained in the river three days And three nights, that he, the praised one, Was carried by the river into the sea And surrounded by wave on wave on wave And by mist rising off water through the air. To keep your belly from being eaten by fish, To keep the fish from chewing your flesh with their mouths, To make the fish close their hungry jaws, to keep The fatherless child from being taken From his mother, to keep the pole of the sky From being brought down and the twin towering Mountains from toppling into one, to keep Anoixis From running amok and doing just what she wants, Not god or goddess will give oracles Until I know through and through Just what is in the minds of all human beings, Egyptians, Syrians, Greeks, Ethyopians, of every race And people, so that those who come to me. Their eyes and mine can meet in a level gaze, Neither one or the other higher or lower, And whether they speak or keep silent, I can tell them whatever has happened And is happening and is going to happen To them, and I can tell them their skills And their works and their names and those of their dead, And of every human being who comes to me I will read them as I read a sealed letter And tell them everything truthfully.     5 / from brooklyn bridge Sun shines on the third bridge tower: A garbage scow ploughs the water, Maternal hull pushing is all out beyond The city, pushing it all out so patiently— All you could hear out there this flawless afternoon Is the sound of sand pulverizing newsprint To tatters, paper-pulp ripping crosswise Or lengthwise, shearing off some photo Of maybe a head or maybe an arm. Ridiculous flimsy noble newspaper, Leaping in wind, fluttering, collapsing, Its columns sway and topple into babble: All you’d see if you were out there Is air vanishing into clearer air.     6 / from the plane Pressed against our seats, them released to air, From the little plane windows we peered four thousand feet Down to the ground desert-gray and still, Nothing seeming to be moving on that perfect afternoon, No reminder of why it was we were all looking, Remembering maybe the oh so flimsy Wooden sawhorse police barricades, as the woman In front of me twisted her head back to see It all again, but up there there was nothing to see, Only the reef water feel of transparency Deepening down to a depth where everything Goes dark and nothing moves unless it belongs To that dark, darting in and out or undulating Slowly or cruising unblinking, jaws open or closed.     7 / spell broken by suppliant to helios for protection                    from the Greek Magical Papyri This is the charm that will protect you, the charm That you must wear: Onto lime wood write With vermilion the secret name, name of The fifty magic letters. Then say the words: “Guard me from every daimon of the air, On the earth and under the earth, guard me From every angel and phantom, every Ghostly visitation and enchantment, Me, your suppliant.” Enclose it in a skin Dyed purple, hang it round your neck and wear it.     8 / roll of film: photographer missing Vines of smoke through latticework of steel Weave the air into a garden of smoke. And in the garden people came and went, People of smoke and people of flesh, the air dressed In ash. What the pictures couldn’t say Was spoken by the smoke: A common language In a tongue of smoke that murmured in every ear Something about what it was they’d been forced To endure: Words spoken in duress, Inconsolable words, words spoken under the earth That rooted in smoke and breathed in the smoke And put forth shoots that twined through the steel, Words plunged through the roof of the garages’ Voids, I-beams twisted; the eye that saw all this Tells and tells again one part of the story Of that day of wandering through the fatal garden, The camera’s eye open and acutely Recording in the foul-smelling air.     9 / lamentation on ur                                from a Sumerian spell,2000 B.C. Like molten bronze and iron shed blood           pools. Our country’s dead melt into the earth           as grease melts in the sun, men whose helmets now lie scattered, men annihilated by the double-bladed axe. Heavy, beyond           help, they lie still as a gazelle exhausted in a trap,           muzzle in the dust. In home after home, empty doorways frame the absence of mothers and fathers who vanished           in the flames remorselessly spreading claiming even           frightened children who lay quiet in their mother’s arms, now borne into oblivion, like swimmers swept out to sea           by the surging current. May the great barred gate           of blackest night again swing shut on silent hinges. Destroyed in its turn, may this disaster too be torn out of mind. Storm Surge and its Effect- A Review on Disaster Management in Coastal Areas- Juniper Publishers
Tumblr media
Abstract
Globally, about 1.2 billion people reside in coastal areas presently, and this population scale is predicted to increase with time. With increase in coastal population the chances of exposure to storm surge is also increasing. Storm surge expose coastal areas and its residents to risk of loss of life, fatal injuries, property damage etc. Even though we cannot completely avoid the effect of this hazard, we can reduce the effect of hazard by proper study on the area under exposure and implementing a disaster management plan with adequate preparedness and mitigation strategies. Thus coastal hazard management has become an important aspect of coastal planning so as to develop the resilience of society towards coastal hazards. Hard engineering structures, soft protection measures, and managed retreat from the coastline are some of the possible management options.
In this paper the study focus on the storm surge phenomenon, its effects and risk on people, environment, engineering structures and other infrastructure. It also covers the pre-disaster phases of disaster management cycle that is the common preparedness and mitigation strategies described along with incidents during past storm surge disaster. All these aspects can improve the knowledge level of people to take necessary actions at right time, thus enhancing the capacity of the society to fight the hazard.

Introduction
Coastal hazards like storm surge expose a coastal area to risk of property damage, loss of life and environmental degradation. The unexpected rise of the sea level most commonly associated with a cyclone can cause significant flooding and cost people their lives; the severity is affected by the shallowness and orientation of the water body relative to storm path, as well as the timing of tides. Storm surge is the main reason behind most of the casualties during tropical cyclones.
While comparing itself with many other disasters, storm surge occurs frequently due to strong storms in coastal regions. Compared to past, occurrence rate of storm surge has increased drastically and the trend is expected to continue in future as a consequence of climatic changes, increase in world-wide sea levels, increase in temperature etc. In most cases a hazard becomes a disaster due to human intervention; in the form of residing practices, construction methods, and other activities like encroachment, fishing industry etc. Since early civilisation, human population finds coastal areas as the most suitable and attractive settling grounds, as they provided abundant marine resources, possibilities for livelihood in the form of trade and transport etc. This view of population has eventually led to high population densities and high level development in many coastal areas. At present, about 1.2 billion people live in coastal areas globally, and this number is predicted to increase to 1.8-5.2 billion by the 2080’s due to a combination of population growth and coastal migration [1].
Increase in coastal population, increases the chances of exposure. If coastal are not well protected and not timely informed about the evacuation needs and steps it can result to a huge disaster. As per records the deadliest storm surge recorded was the 1970 Bhola cyclone, which killed up to 500,000 people in the area of the Bay of Bengal [2].
We cannot completely avoid any hazard, but proper study of the area under exposure and an adequate disaster management plan. Thus coastal hazard management has become an important aspect of coastal planning so as to develop the resilience of society towards coastal hazards. Hard engineering structures, soft protection measures, and managed retreat from the coastline are some of the possible management options. This review paper focuses on the risks of storm surge phenomenon and its effects; paper also covers the pre-disaster phases of disaster management cycle that is the effectiveness of common mitigation and preparedness strategies.
Impact of Storm Surge
A storm surge can lead to extreme flooding in coastal areas, causing property damage, loss of human life, coastal erosion, change in ecosystem etc. The two most vulnerable areas during storm surge are the estuaries and coastal areas. The severity of a surge is impacted by the wind intensity, forward speed and the angle of the approaching storm, the width and slope of the continental shelf. Table 1 shows the level of damage of storm surge followed by different categories of hurricanes and Table 2 shows impact of some of the past events [3]. The deadliest storm surge on record was the 1970 Bhola cyclone, which killed up to 500,000 people in the area of the Bay of Bengal. Table 2 shows list of death followed by various scenarios of storm surge [3].
Briefly, storm surge can cause damage to building foundation, framing, finishing collapsing the entire stability of the structure. Non-structural damage, like failure of MEP systems (depends on the location), affecting the usability of the building are also common during storm surge [4] (Figure 1).
In most cases transportation facilities like roads, railways, bridges, ports, communication systems etc. (Figure 2) get damaged delaying the response and recovery thereby making disaster worse. Table 2 shows cost of property damage of certain past storm surge events [3].
In some way or other environment is also vulnerable to such natural hazard. Loss of soil fertility due to saltwater intrusion not only affect the agricultural land but also makes changes in the wetland ecosystems, turning them inhabitable for some organisms. As Per the US Geological Survey after hurricanes Katrina and Rita, about 560km2 of land was transformed to water destroying the breeding grounds for marine mammals, brown pelicans, turtles, and fish, and migratory species such as redhead ducks [5]. The floodwater often carries toxic substances such as heavy metals, ammonia, pesticides, untreated sewage and phosphate. These substances cause problems like degradation of water quality and decrease in dissolved oxygen, resulting in dead organisms and can also often lead to epidemic disaster. Hurricane Katrina caused oil spills from 44 facilities throughout south eastern Louisiana, which resulted in over 26,000m3 of oil being leaked. Most were contained on-site, though some oil entered the ecosystem and residential areas [5]. After Murphy Oil refinery spill, 1,800 homes were oiled in the towns of Chalmette and Meraux. The flood waters that covered New Orleans were pumped into Lake Pontchartrain, which took 43 days to complete [5].
Erosion of Beaches is another impact of storm surge. In Case of Dauphin Island, Alabama (Figure 3), repeated attacks by hurricane waves and surge have taken a toll on Island, carving a breach in the narrow island, toppling beachfront homes, and eroding large stretches of coast. Effectiveness of different types of Mitigation Measures
Hard engineering techniques
Hard coastal defensive structures are the most effective option for surge mitigation and stabilizing shoreline at a fixed position. Groins, Sea walls, Revetments, Breakwaters, Fixed dams, Retaining walls are some protection structures used commonly in developing countries due to its low instalment and maintenance cost compared to higher technology option like storm surge barriers which is effectively implemented in developed countries. Some examples include, the Thames movable barrier located in central London, prevents London from being flooded by storm surges moving up from the North Sea. It needs to be raised only during high tide and at ebb tide it can be lowered to release the water that backs up behind it. Movable barriers also require simultaneous investment in flood warning systems to inform when to close the barrier. Number of examples of effectively performed fixed structures like Sea walls, Groins, Breakwaters is visible throughout different countries.
Apart from its merits, hard structures also have some price to pay. It adversely influences the recreational use and ecological matters within the coastal zone. For example, when seawalls are constructed erosion of the beach in front of the seawall continues to become very narrow to completely disappear later. In case of groins, when it traps sediment on the up drift side, there is corresponding shoreline erosion on the down drift side because of the interruption in longshore transport.
Soft engineering techniques
Soft coast measures make use of environmental friendly techniques to achieve the same objective of hard defence structures. Soft techniques aims in achieving a balance between the need for protection against erosion while maintaining and enhancing shoreline functions. It includes developing a natural shoreline, mangrove forest, bioengineered seawalls, Geotubes, Beach replenishment etc. Even though in most cases they are considered to be temporary defence structure with a fair amount of success, the long term goal of the planners is to develop soft coast so that we can completely abandon the hard structures [6].
As per UNEP during Tsunami 2004, it was natural defence structures who performed well compared to engineered structures. After storm surge in Orissa state (India) October 2009, a study in Kendrapada District [409 villages], indicated that 1.72 additional deaths per village within 10km of the coast were avoided due to the existence of Mangrove forest from 30,766 ha to 17,900 hectare .Similarly for same event the loss of US$33.31 was observed in Bankual village which was protected by Mangrove Ecosystem Wildlife Sanctuary (145km2) compared to Bandhamal village protected by embankments with a loss of US$153.7 [7].
Building Practices
Foundation type and first floor elevation are the main determinants of a residential building’s vulnerability. Buildings with an elevated first floor are found to be less vulnerable to damage compared to buildings with the first floor on street level; however buildings with an elevated first floor could still sustain significant damage, depending on the foundation type [4] (Figure 4).
Main two types of foundations are the closed and open foundation:Closed foundation walls create large obstructions to hydrodynamic loads associated with moving water, thus closed foundations are also more vulnerable to scour than open foundations. Figure 5 shows a successful pile foundation following Hurricane Katrina (Dauphin Island, Alabama).
Managed retreat and controlled construction practices
Congested construction practices near coastal area is a major threat during storm surge as it will increase the exposure and slow down the evacuation process. Case of Bay of Bengal where thousands of people killed in the overpopulated coastal regions during series of cyclones events is the best example for uncontrolled coastal construction disaster. Managed retreat is a non-structural measures were a certain area is cleared for surge flooding is a good choice of mitigation measure. Managed Retreat of Pacifica State Beach in 2005 become a success with reduction of flood hazards, increase in functioning wetland habitat, and expanded recreation opportunities [8].
Challenges in Implementation of Mitigation Measures
The high cost and the requirement for specialist knowledge in the design and implementation phases may prove a barrier to implementation of hard engineering structures like Storm surge barriers. For structures like Seawall, Break water etc. availability of suitable material, space transportation of this building material to location etc. is a major challenge. All type of engineered structure face challenge of periodic maintenance. Case of villages of Kerala in Ernakulam district affected during event of Ockhi cyclone (December, 2017) is an example for lack of periodic maintenance of existing Seawall.
In case of Soft engineering structures, extreme events with very high water levels and wind speeds may severely damage or destroy mangrove areas, vegetation etc. making them less effective and time taken for its natural recovery act as another challenge.
Since construction of elevated structure is more costly compared to non- elevated, Residents are unwilling for such practice making them in danger.
Attitude of coastal community to settle in storm surge prone area neglecting danger due to congestion and exposure is a major challenge for managed retreat project.
Community Preparations for Storm Surge Event
Preparedness is one of the most important pre-disaster phase of disaster management cycle which aims not only in increasing the community resilience (capacity to face a disaster), but also focus on the sustainable development of the community. In case of most of the disaster events more than 90 percentage of fund is used for post-disaster phase, if more care is provided in pre-disaster phase it will eventually reduce the expense for recovery.
Early forecasting and warning system
Early warning is a major element of disaster risk reduction. Early action often prevent a hazard turning into a human disaster, warning provides people enough time to implement the action plan. One of the main reason behind the pathetic condition in Kerala during Ockhi Cyclone (December, 2017) was the absence of an early warning. People were unaware of the occurrence cyclone or the surge followed by it.
Educating people at risk
Coastal residents can be empowered by giving proper education regarding the storm surge impacts, actions to be taken, 72 hour disaster kit etc. It also helps in keeping themselves alive until rescue arrives. In case of Myanmar (Cyclone Nargis, 2008) it was found that damages (138,000 fatalities) became worse not only due to improper evacuation plan but also due to lack of perception of threat of storm surge and residents fewer experiences of storm surge, because of which people didn’t get any image of the possible disasters when the storm surge came. This is a clear example for lack of proper education among coastal people [9].
Evacuation Plan in case of emergency
An evacuation plan lays out how to escape safely from the vicinity of disaster prone area to rescue shelters during an emergency. It involves activities like provision of transportation and communication facilities, opening shelters, rescue & relief etc. The entire action plan developed will be executed response phase. During Storm Surge by Cyclone Sidr in Bangladesh (2007) absence of evacuation information along with lengthy evacuation distance to shelters made the situation worse since people were washed away before reaching the shelter and some of them were trapped inside the houses as they couldn’t open the doors and windows due to flooding. There are some other cases like Storm surge (2012) due to hurricane Sandy in New York which caused widespread devastation to infrastructure like electricity and subway system. But unlike other failure cases, for a highly urbanized area of New York ,since subway system was stopped before storm and residents in highly flood prone area was evacuated immediately before flooding further personal loss was prevented [10-15].
Conclusion
Compared to other natural disasters storm surge is a hazard which occurs frequently due to strong storms in coastal areas. In most cases storm surge becomes a disaster when they occur unexpectedly without proper preparations and any preventive measures Storm surge not only has inverse impact on human life but also the environment, animals, infrastructural facilities, structures etc. All of them are in one way or another vulnerable to the hazard [16].
History of past events shows us that the money spend for post disaster management phases of response and recovery is higher ,the reason behind such a situation is due to the lack of importance given to the pre-disaster management phases that is the preparation and mitigation phases. Since prevention is said to be always better than cure, if proper care and importance is given for the strategies before any hazard ,then we can not only reduce the effect but can also prevent the expenditure during the post disaster periods [17-19].
Common structural and non-structural preventive measures that can be opted for storm surge event include engineered structures like sea walls, storm surge barrios, closure dams, natural defence structures like mangrove forest, proper building practices etc. Even though in most cases hard engineering structures are found to be more effective than soft engineered and non-structural measures, it is always better to go for environmental friendly techniques and all present studies are looking forward to Soft coast rather than a Hard coast. The importance of effectiveness of Preparation techniques like provision of early warning system, 72 hour disaster kit, evacuation plan etc. is another important factor, which is clear from the examples already discussed in this paper. All these management techniques seek the assistance from government for establishment, but some of the preparation techniques can be achieved without outside assistance such as use of sand bags, coastal vegetation, proper construction materials and practices, provision of drainage, periodic maintenance of individual buildings etc. These kind of study helps to increase the resilience of community to fight the hazard in all possible, so as to ensure the safety and sustainability of the people.
