The only villains (as far as i remember) we've seen drink/ have alcohol in their possession is Shigaraki, Twice, Redestro and AFO. (I don't remember if we ever see Overhaul or Giran drink.) The only villains which canonically smoke are Twice and Giran.

Have we ever seen Dabi drinking alcohol or smoking in the manga? My memory is trash, so I'm kinda curious.

And then you will become him like in transformers or something. I don't know anything about transformers but I imagine that's what it's about.
