Drakken was waiting outside his classroom for Triton, pacing back and forth in front of his door, hands clasped behind his back. After explaining what had happened with Darbus, the slippery little snake that woman was, it was decided that they would just go confront the principal with the accusation alone.
There was no doubt in his mind that it would work! The drama teacher hadn't denied fraternizing with Prickly! And if somewhere out there a student had put it down in that notebook, then there had to be some truth to the matter.
He looked up at the sound of footsteps, spotting Triton down the way. Drakken joined her in stride as they kept heading toward Prickly's office.
"This is going to work," he told, though it was more of a reassurance to himself. It had to work, he couldn't take being kicked around by that man any longer. "We just need to hold firm, don't give him any room to wiggle out from under it."

Connie finds out the hard way that he isn't in a normal employee review session, Kembell begins his revenge against Rebecca.

Connie had a feeling this wasn't a normal employee review session. The room was different for one. It was even more prison cell like than normal, and GED had a flair for making the employee areas look like prisons. Maybe it was part of them trying to be soul sucking, draining the humanity from their employees by making the work environment as lifeless as possible.
He had gotten word to report in for a review, something interns had to deal with from time to time. It was always nerve wracking, but Connie had been feeling a bit hopeful. Maybe they would recognize he wasn't nearly heartless enough to work for them and would terminate his unpaid internship. It would be an easy way out, and interns didn't have the scary consequences of being let go. Interns never knew enough for it to matter. But this was uncomfortably... ominous.
"Soooo..." he let the word slowly fall from his mouth, echoing in the room. It was an empty room, one table, two chairs, and an uncomfortable feeling of being watched. That was thanks to cameras in every corner of the room, one visible microphone, and a mirror for a wall that Connie had a bad feeling was one way, people watching him from the other side. Observing. Studying. Inspecting him.
"Is someone going to give me my review?" Connie tried to remain calm but he had been left in the room for an uncomfortably long time. Which, truthfully, could have been a couple minutes. The silence of the room, the feeling of eyes on him from every direction, it was starting to get to him.
"Intern number 24469121," Connie winced, he had managed to forget GED used ID numbers. Interns didn't deserve letters, titles, or heaven forbid names.
"Yes?" Connie answered the booming voice. Seems there were speakers around the room as well, as the distorted voice came from everywhere. He wouldn't even get to talk to a real person face to face? Spooky.
"Confirm work site."
"Uh, North Link?" Connie replied, not sure what the point of this all was.
"State assignments."
Connie wasn't sure why they were being so creepy about it, but he recounted what his assignments were, what the state of North Link was, how long he had been working there, all standard questions they should have known the answers to already.
"Are you aware of sabotage attempts?" Odd question.
"No," Connie answered, worried now. Did they think he was sabotaging them?
"Do you know this girl?" On the mirror an image of Rebecca appeared, Connie blinking and swallowing.
"Yes? Why?" he wasn't sure if he should have answered truthfully, but what would they care? Connie knowing Rebecca wasn't an issue, it wasn't against policy to have friends.
"What is her current location?" That was just a creepy question.
"I don't know, why?"
"What is her connection to eco terrorists?" And now Connie was growing very worried.
"What? None!"
"Who does she work for?"
"No one?" Technically she worked for a lot of people but it was more of a private contractor thing if Connie was going to get into the details.
"Have you aided her in sabotage against GED property and operations?"
"No!"
"Who are her contacts?"
"Contacts? What are you talking about?" As expected the voice from everywhere paid no mind to his questions.
"What information do you have on the known eco terrorist Rebecca Lightknight?"
"She's not a terrorist!"
"Have you divulged any information regarding GED property and operations to the eco terrorist Rebecca Lightknight?"
"No! She's not a terrorist!"
"Have you divulged any information regarding GED property and operations to any non GED employee?"
"No!" Of course he had told Rebecca some things, especially when he accidentally drilled into The Baroness’ cellar. But he had a feeling they didn’t need to know that detail, for his own sake.
"What information do you have on known eco terrorist Rebecca Lightknight?"
"She's not a terrorist!"
"What information do you have on known eco terrorist Rebecca Lightknight?" The voice repeated, neutral, booming, mechanical.
"She's not a terrorist!"
A terrible screeching erupted from the speakers, making Connie scream in shock and pain, covering his ears.
"Failure to comply will result in punishment," the voice warned when the sound stopped.
"What information do you have on known eco terrorist Rebecca Lightknight?"
"None! She's not a terrorist!" Connie repeated, falling into panic. What had Rebecca done?
The screeching lasted longer this time, Connie afraid his head would split open.
"What is your relationship with known eco terrorist Rebecca Lightknight?"
"She isn't a terrorist..."
An image of Rebecca and Connie dancing appeared on the mirror and Connie sighed.
"Fraternizing with known eco terrorists is a breach in contract," the voice warned, Connie saying nothing.
"What is your relationship with known eco terrorist Rebecca Lightknight?"
"I'm friends with her but she is not a terrorist!" Connie said loudly this time.
The voice kept going, the punishing scream getting louder and longer each time Connie did not sufficiently answer a question. Behind the mirror Mr. Kembell was calmly munching away on a scone. This particular intern was proving to be rather unhelpful in terms of information. He had hoped to find out more about Rebecca from him, but it appeared that Intern 24469121 was only going to be good as bait. Time to see how much Rebecca cared about this shrimp of a whelp.
"Put him in lockdown," Kembell ordered, the security officer looking at Kembell expectantly.
"He can go in the presidential suite, and find out everything we have on this intern. Family. Parents. What his first pet was named. I want it by tomorrow at noon," Kembell continued, the guards looking much better now.
Connie found out that the presidential suite of lock down was a very bad place to be.

Oklahoma Bankruptcy Law - Oklahoma Bankruptcy Exemptions

This article applies to Oklahoma bankruptcy in a very general sense. This article is no substitute for discussing your situation with a Oklahoma bankruptcy attorney. Every situation is unique and many of the general rules have exceptions child education allowance exemption limit for ay 2020-21.
Individual Debtors Filing for Oklahoma Bankruptcy May Only Use Exemptions Provided by Oklahoma State Law
Individuals filing for bankruptcy can generally use the bankruptcy exemptions they may be entitled to under the laws of the state of their domicile, and under federal laws other than bankruptcy. 11 U.S.C. section 522(b)(2). In a few states, individual debtors can also use exemptions set out in section 522(d), but this is only allowed in states that have not enacted "opt out" legislation under section 522(b)(1). Section 522(b)(1) allows states to preclude an individual debtor in that state from using section 522(d). The majority of states have done this.
Oklahoma is one of the majority of states having enacted "opt out" legislation. Because of this, individual debtors filing for bankruptcy in Oklahoma are only allowed to use the exemptions found in Oklahoma state law and federal laws other than the Bankruptcy Code. Okla. Stat. tit. 31, section 1(B).
Oklahoma Bankruptcy Exemptions
The following list is a very general overview of the Oklahoma bankruptcy exemptions which most often affect individual debtors. This list is not meant to be exhaustive and is no substitute for a consultation with a Oklahoma bankruptcy attorney. All citations are to the Oklahoma Statutes, the formation Title(number)-Section(number).
Homestead Exemption
An individual may exempt a home, but only if the home is his or her personal residence. T31 - 1(A)(1). This includes manufactured homes. 31 - (1)(A)(2).
When the homestead is located outside of any city or town, it is limited to a size of 160 acres. 31 - 2(A). When the homestead is located within a city or town, the homestead may not exceed one (1) acre of land. 31 - 2(C). If more than twenty-five percent (25%) of the total square foot area of the home and improvements is used for a business, the homestead exemption amount is capped at five thousand dollars ($5,000). Id.
However, the homestead exemption will not apply when the debt is due for the purchase money of the homestead, or a portion of the purchase money; for taxes or a tax lien on the homestead; and for debts on work and material used in improvements to the property. 31 - 5(1), (2), and (3).
Furniture
An individual may exempt "all household and kitchen furniture" provided it is held primarily for personal, family, educational, or household use by the individual debtor or his or her dependents. 31 - 1(A)(3). This includes a personal computer and related equipment. Id.
Tools of the Trade and Professional Equipment
An individual may exempt any tools, apparatus, or books used to conduct a trade or profession by either the individual debtor or the debtor's dependent, but only up to an aggregate value of $10,000. 31 - (1)(A)(5).
Pictures and Books
An individual may exempt all "books, portraits, and pictures" which the debtor holds primarily for his or her personal use, for use by the debtor's family, or use by the debtor's dependent. 31 - (1)(A)(6).
Clothing
An individual may exempt clothing for either the debtor's personal use, family use, or use by the debtor's dependent; but only up to an aggregate value of $4,000. 31 - 1(A)(7).
Wedding and Anniversary Rings
An individual may exempt wedding and anniversary rings, but only up to $3,000 in value total. 31 - 1(A)(8).
Professionally Prescribed Health Aids
An individual may exempt all professionally prescribed health aids, whether for the debtor or the debtor's dependent. 31 - 1(A)(9). There is no value cap on this exemption, but the health aid must be proscribed by a health professional to qualify.
Motor Vehicle
An individual may exempt his or her interest in one motor vehicle, up to $7,500 in value. 31 - 1(A)(13).
Firearms
An individual may exempt up to $2,000 worth of firearms, provided the firearms are held primarily for personal, family or household use. 31 - 1(A)(14). This means firearms held as collectibles, or for trade or sale, are not eligible for exemption.
Wages and Income
An individual may exempt seventy-five percent (75%) of all current wages or earnings he or she receives for personal or professional services which have been earned for the ninety (90) day period preceding the bankruptcy filing (but not in proceedings to garnish wages for child support owing). 31 - 1(A)(18); and 12 - 1171.1(B).
Alimony, Support, Maintenance, and Child Support
An individual may exempt his or her right to receive alimony, spousal support, separate maintenance, or child support payments, but only to the extent reasonably necessary to support the individual debtor or the debtor's dependent. 31 - 1(A)(19).
ERISA Qualified Benefits
An individual may exempt any interest in a retirement plan or arrangement which is deemed an ERISA (Employment Retirement Income Security Act) qualified plan by federal law. 31 - 1(A)(20).
VA Disability Benefits
An individual may exempt his or her Veteran's Affairs disability benefits. 31 - 7. There is no value cap.
Assessment or Mutual Benefits
An individual may exempt all monies or benefits received by Mutual Benefit Associations operating under Article 24 of Tit. 36 of the Oklahoma Statutes. 36 - 2410.
Fraternal Benefit Society Benefits
An individual may exempt all monies, benefits, charities, and relief or aid to be paid or rendered by a fraternal benefit society. 36 - 2718.1.
Prepaid Funeral Benefits Placed in Trust
An individual may exempt funeral benefits which were prepaid and placed in trust. 36 - 6125.
Group Life Insurance Policy and Proceeds
An individual may exempt a group life insurance policy, or the proceeds from a group life insurance policy. 36 - 3632(A).
County Employee's Retirement Benefits
An individual may exempt money due or to become due under a pension plan for county employees. 19 - 959.
Firefighter, Police, and Law Enforcement Pension and Retirement Benefits
An individual may exempt money due or to be paid under a firefighter pension plan. 11- 49-126(A). An individual debtor may also exempt money due or to be paid under a police pension plan. 11 - 50-124(A). This also applies to law enforcement pension plans in Oklahoma. 47 - 2-303.3(A).
Teachers' Retirement Benefits
An individual may exempt money due or to be paid under the teachers' retirement system. 70 - 17-109(A).
Oklahoma Public Employees Retirement Benefits
An individual may exempt money due or to be paid under the Oklahoma Public Employees Retirement System. 74 - 923(A).
Social Security Benefits
An individual may exempt social security benefits. 56 - 173.
Oklahoma Unemployment Benefits
An individual may exempt money due or to be paid as unemployment benefits under the Oklahoma Employment Security Act of 1980. 40 - 2-303.

A Brief Overview of DeVos’ New Title IX Laws

Title IX of the Education Amendments of 1972 prohibits “discrimination on the basis of sex in any education program or activity that receives federal funding” [1]. This, notably, does not explicitly say “sexual harassment” or “sexual assault” but, in the 1990s, courts ruled that sexual harassment constitutes a form of sex-based discrimination [2]. In 2018, the Department of Education’s Office for Civil Rights (OCR) led by Secretary Education Betsy DeVos, released initial rules regarding Title IX’s process for dealing with sexual assault. These are the first regulations since 1997 to go through “notice and comment” proceedings, meaning that the Department notified the public of the proposed changes, and the public has a chance to comment on the changes [3]. After a year and a half of hearing responses, the Department released its finalized rules on May 6, 2020. I believe it is crucial that everyone is aware of the specifics of these new rules, as they will impact every college student in America by August 14th, the date that Universities must comply. That being said, some brief context is first necessary.
Sexual assault and violence are, unfortunately, incredibly pervasive problems on college campuses, necessitating a national policy that dictates how Universities must respond. Primarily using data from the National Crime Victimization Survey (NCVS) the Rape Abuse Incest National Network (RAINN) compiled data on the frequency of sexual assault at our nation’s Universities. The numbers are as staggering as they are upsetting. Among all graduate and undergraduate students, approximately 11% experience sexual assault or rape [4]. When examining the gender disparities, it is clear that undergraduate women are at a much higher risk for sexual assault than men (23.1% compared to 5.4%) [ibid]. Unfortunately, these numbers become even more damning when examined in the context of social Greek life. Men in fraternities are three times more likely to commit rape than non-affiliated members [5]. Similarly, women in sororities are 74% more likely to experience rape than other college women [ibid]. Many attribute this to Greek life perpetuating a culture that protects abusers and makes it hard to hold members accountable. Finally, only 20% of female victims report abuse to law enforcement [4]. The pervasiveness of sexual assault and rape, coupled with a lack of incentives for abusers to be reported to law enforcement, is primarily the reason why the public has turned their eyes to how Universities respond. As such, Title IX laws are quite literally some of the most crucial laws intended to protect victims and hold abusers accountable.
Two Supreme Court cases from 1998 and 1999 begin the history of therules governing Universities responses to sexual assault. In Gebser v. Lago Vista Independent School District and Davis v. Monroe County Board of Education the Supreme Court held that schools could only be held responsible for sexual misconduct at their institution if the school (1) had “actual knowledge” of the misconduct and (2) responded with “deliberate indifference” [2]. This interpretation was narrower than the OCR’s interpretation, and essentially allowed schools to avoid responsibility for sexual assault by making it hard for students to report it [ibid]. Despite not making formal policies mandated by the rule of law, President Obama’s administration attempted to force schools to hold abusers accountable. Such policies as single-investigators, establishing a preponderance of evidence standard, and permitting in-person hearings and cross examinations [2]. These were met with criticisms of denial of due process for the accused and bring us to the current context for the new rules.
Overall, the new rules are a return to the interpretation of the aforementioned Supreme Court cases. The rules focus on overturning many Obama-era guidelines that were intended to make justice more accessible for survivors and force Universities to act. DeVos claimed the new rules are meant to protect the due process rights of the accused and the accusers by forcing universities to hold live hearings, as well as allow student advisors to cross examine and question witnesses [3]. However, the live hearings and cross examinations have received intense scrutiny due to fears of retraumatizing victims, serving as a serious barrier to survivors coming forward. The new rules also amended another Obama-era guidance, namely that universities must prove guilt by a preponderance of evidence, meaning it is more likely that the assault occurred than not.
Now, however, colleges have the autonomy to decide whether to use the preponderance of evidence standard, or the “clear and convincing” standard, which is a much higher standard of proof [3]. Following this standard makes it harder for survivors to get justice and for abusers to be held accountable.
The new rules do, however, give specific guidelines for what falls under Title IX jurisdiction, like Greek life events from school-recognized organizations, but they also give Universities the freedom to “address sexual assault affecting its students or employees that falls outside Title IX’s jurisdiction in any manner the school chooses” [3]. Again, this gives schools the freedom to do literally nothing unless forced to by Title IX. Despite many of these barriers to justice, the new laws now include stalking, domestic violence, and dating violence as sexual harassment under Title IX, one of the only areas DeVos expanded protections rather than limited them [ibid].
In general, these new laws indicate a very unfortunate reversal of Obama-era protections that were intended to actually put some weight behind the Title IX rules. Rather than forcing Universities to take sexual assault seriously, DeVos’ Department of Education has made it much harder for victims to get justice by installing direct barriers to accountability. Be sure, although due process is crucially important, DeVos has tipped the scales too far in the favor of the abuser. Come August 14th, these laws will have very real impacts at nearly every University across the nation.

Dining & Drinking
Wallflower Diner
The most popular eatery in town...more out of accessibility and convenience than quality meals. Open day and night, even on holidays, the Wallflower serves mediocre coffee, poor dishes, but surprisingly excellent desserts (especially pies). A frequent destination for locals and college students alike. 
Important Non-Player Characters: Gwendolyn Marsh; a local who has worked in the diner since she was a teenager, Gwen, sometimes called “Old Gwen” by those who are out of her hearing range, is seen as a staple member of the community. No-nonsense and blunt, especially with younger customers, she is thought to have a strange, aunt-like, charm by many. She was said to be married once; rumors and speculation about the fate of Jared Marsh are a popular pastime about Green Grove.

O’Sullivan Inn
A bar for locals, where cheap drinks and greasy foods are the main draw for its regular customers. University students have recently begun to flock to the bar, however, because of their loose policy of checking IDs at the door. Known typically as “O’Sullivan’s” or “the Inn”.

Riverside Bar & Grill
A restaurant by day, moderately popular but too expensive for many locals, that is fully transformed into Green Grove’s most popular bar by night. Well-lit and with talented staff, both on the floor and at the bar, Riverside has only become more popular with the vast influx of college-aged visitors. Its namesake scenic quality is an outdoor deck right next to the river.

Academy of Holy Names
A private Catholic school that teaches students from preschool age until eighth grade. With a student population of barely over one hundred, the financial stability, and continued enrollment, of the school has been a subject of great discussion among the community.

Byrnes University 
A private Liberal Arts university that was founded in 2010, after over a decade of controversy and deliberation by the town, Byrnes University has filled the town with newcomers from across the state of New York. Its a multidisciplinary institution, with a wide-range of student opportunities on campus. Local businesses offer many deals for students, especially for dining and shopping. The college has its own radio station, locally, and does many fundraisers (especially with the assistance of its fraternities and sororities).

Green Grove High School
The public school for ninth to twelfth grade; Green Grove High School has struggled to retain many of its students until graduation. It has a graduation rate of less than sixty percent. Its focus has always been on athletics over academics; baseball and swimming, in particular, have been regional champions of multiple years.

The Park School 
A preschool to eighth grade Public school, and the formerly-most populated educational facility in town (before Byrnes University was created). Named for its close proximity to Abraham Park.

Entertainment 
Bright Star Theater
A movie theater that has been in operation since 1978. 
Important Non-Player Characters: Silas Patterson; the aged owner of the theater who bought it out in 1991. Presentable and polite only as long as it benefits him; he’s curt and standoffish to his employees. He’s recently begun to fire old employees, with a scheme to attract new customers with a staff of college age girls from the university.

Public Facilities 
Abraham Park
The biggest, and only, public park in town. Many of Green Grove’s community members have addressed its lack of attention and restoration in the past years. The playground is filled with overgrown weeds and rusted equipment. The baseball diamond and soccer fields are just as rundown. The only well-kept part of the park is the walkway, which provides a jogging path past the line of the woods and along the river.

Green Grove Public Library 
An old building, “updated” in the 1950′s, that services that local community. Supported by largely donations from the Green Grove Wildlife Conservation Society and anonymous citizens, the library is utilized for numerous after school programs and community meetings. It is one of the few places in Green Grove that has decent wireless connection to the internet. 
Important Non-Player Characters: Wendy Albrecht; the head librarian and current operator of the library, since 1998. Observant and patient, eager to help her employees and visitors alike, Wendy is married entirely to her profession. Rumors persist that she sold her home to keep the library well-supported, and that she sleeps in her office. This seems at odds with her apartment in town. She’s also a respected researcher and member of the Wildlife Conservation Society.

Religion
Holy Blood Church
A conservative and secretive church that is largely composed of the same niche of elderly townspeople who have been in attendance for decades. Gossipy and petty, the only thing keeping the old church supported is the hefty donations from its insular community. 
Important Non-Player Characters: Father Mortimer; an elderly priest in his early seventies, Father Mortimer, always referred to with his religious title, is utterly uncompromising. Bigoted and hateful, he preaches nothing but contempt towards the “sinful” society of modern America. A fire and brimstone preacher, he has attracted his loyal flock and cares little for those outside of it.

Saint Cassian Church 
A moderate religious institution and the most popular church in the community of Green Grove. Involved in frequent fundraisers and efforts throughout town, especially food drives, Saint Cassian Church has a good reputation among most of the population. Its donations are abundant; its staff members are spirited. 
Important Non-Player Characters: Father Nelson; the religious head of the church, Father Nelson initially served in New York City before he moved to the upstate community over thirty years ago. Both personable and professional, adept at both the religious and administrative components of his station, Nelson is always ready to help someone in need.

Other
Bits and Pieces
The local computer repair and parts store. Formerly at risk of closing down, because of its infrequent transactions and lack of clientele, the arrival of the university has caused a boom in sales and services.

Some of you may have read a recent Intercept post claiming that Congress is considering banning support for the boycott of Israel (by "some of you", I mean half my twitter feed). Unsurprisingly, this piqued my interest. On the one hand, the Intercept is not exactly an outfit known for letting accuracy get in the way of hyperbole. On the other hand, plenty of bad/regressive/poorly drafted laws are introduced in Congress, and the Israeli/Palestinian conflict in particular tends not to bring out people's sense of care and proportion. So in my ongoing effort to help reintroduce the endangered species of calm, non-hyperbolic discussion of Israel on the internet, here's my best attempt at a calm, non-hyperbolic analysis of what this bill actually would do. But first, a bit of background. American law already prohibits the boycotting of a country friendly to the United States where it is done at the behest of a boycott call by a foreign country. This law came about for a very particular reason: the threat of secondary boycotts by Arab countries. Companies which might have no interest in boycotting Israel might do so if, say, Qatar (whose business they value much more) said "you can't do business with us if you do business with Israel." The U.S. law counters by saying "you can't follow the Qatar boycott if you want to stay within American law". Even for companies where Qatar > Israel, the U.S. is > > > Qatar, so the law effectively neutralizes foreign calls for a secondary boycott. The most anodyne way of describing this new law is to say that it merely extends the preexisting ban on boycotting an ally of the United States at the behest of a foreign country (e.g., Qatar) to include doing so at the behest of an International Governmental Organization (e.g., the EU and UN). If the current law isn't unconstitutional (and it's been upheld against challenge, see Briggs & Stratton Corp. v. Baldrige, 728 F.2d 915 (7th Cir. 1984)), why would this one be problematic? One substantial contextual difference is that there's no serious threat that I'm aware of that either the UN or the EU is planning on calling for a secondary boycott. Whereas the current law is reasonably categorized as a protective measure for American corporations, this law really isn't. Does that effect the free speech analysis? Maybe -- that aspect of the law was specifically relied upon by several courts in explaining why the regulation was permissible, see Karen Maritime Ltd. v. Omar Intern., Inc., 322 F. Supp. 2d 224, 227 (E.D. N.Y. 2004). But I can see the argument either way. Regardless of the legal effects though, the absence of a serious secondary boycott threat does significantly undermine the law's policy rationale. Most of the litigation over the initial law came because companies were providing documentation to Arab countries showing that they were boycotting Israel in order to avoid the former nations' secondary boycott. But if the UN or the EU aren't imposing a secondary boycott, there'd be no occasion to furnish this information and thus virtually no situation where anyone could violate the law unless they were dumb enough to admit "we are boycotting Israel because the UN is telling us to" (even "we are boycotting Israel because PACBI is telling us to" would be fine under this law, as PACBI is neither a foreign country nor an IGO). For that reason, I find this law to be strange and kind of chest-thumpy. But is it worse than that? Does it ban boycotting Israel, or the request to do so? I do not think it does, though I understand why people thought it did. In fact, this is a good example for all you aspiring lawyers out there about the need for close and careful reading of statutory texts, because I very nearly got tripped up too. The key language in the law comes in Section 4, subpart (b)(1) (subpart (a) deals with the policy of the Import/Export bank, and surely there's no trouble with the US as a matter of its own policy being opposed to boycotts of Israel; subpart (b)(2) modifies preemption language). This is the part of the law that regulates private business practices. One of the things it purports to prohibit is a "request to impose any boycott by a foreign country [or IGO]". Wow, that sounds bad! After all, whereas the practice of boycotting, or furnishing information proving one has complied with a boycott, is an action, requesting something is pure speech. That matters -- even in upholding the law, the Briggs & Stratton court observed that companies retained their freedom to agree with the boycott call as a matter of political speech. Take that right away, and this provision looks very different as a matter of constitutional law. A similar worry applies to new language: "or support any boycott fostered or imposed by any international governmental organization against Israel" -- to support something is expressive language, there can't constitutionally be a bar on expressing support for an Israel boycott. So I was all set to chide the drafters for being at best sloppy, and at worst censorial. But then I read the section more closely. One reason it's really hard to properly interpret congressional bills is that they are out of context by design: it's all "insert this phrase" here and "add this sentence" there, without giving much context on what those sentences would do or modify in the context of the already-existing law. So here is how 50 U.S.C. § 4607(a)(1) would read as amended by Section 4(b)(1) of this law (italics/underlines are newly-inserted text, bold is my emphasis):
For the purpose of implementing the policies set forth in subparagraph (A) or (B) of paragraph (5) of section 4602 of this title, the President shall issue regulations prohibiting any United States person, with respect to his activities in the interstate or foreign commerce of the United States, from taking or knowingly agreeing to take any of the following actions with intent to comply with, further, or support any boycott fostered or imposed by a foreign country, or request to impose any boycott by a foreign country, against a country which is friendly to the United States and which is not itself the object of any form of boycott pursuant to United States law or regulation, or support any boycott fostered or imposed by any international governmental organization against Israel or request to impose any boycott by any international governmental organization against Israel:
(A) Refusing, or requiring any other person to refuse, to do business with or in the boycotted country, with any business concern organized under the laws of the boycotted country, with any national or resident of the boycotted country, or with any other person, pursuant to an agreement with, a requirement of, or a request from or on behalf of the boycotting country or international governmental organization (as the case may be). The mere absence of a business relationship with or in the boycotted country with any business concern organized under the laws of the boycotted country, with any national or resident of the boycotted country, or with any other person, does not indicate the existence of the intent required to establish a violation of regulations issued to carry out this subparagraph.
(B) Refusing, or requiring any other person to refuse, to employ or otherwise discriminating against any United States person on the basis of race, religion, sex, or national origin of that person or of any owner, officer, director, or employee of such person.
(C) Furnishing information with respect to the race, religion, sex, or national origin of any United States person or of any owner, officer, director, or employee of such person.
(D) Furnishing information or requesting the furnishing of information about whether any person has, has had, or proposes to have any business relationship (including a relationship by way of sale, purchase, legal or commercial representation, shipping or other transport, insurance, investment, or supply) with or in the boycotted country, with any business concern organized under the laws of the boycotted country, with any national or resident of the boycotted country, or with any other person which is known or believed to be restricted from having any business relationship with or in the boycotting country or with the international governmental organization (as the case may be). Nothing in this paragraph shall prohibit the furnishing of normal business information in a commercial context as defined by the Secretary.
(E) Furnishing information about whether any person is a member of, has made contributions to, or is otherwise associated with or involved in the activities of any charitable or fraternal organization which supports the boycotted country.
(F) Paying, honoring, confirming, or otherwise implementing a letter of credit which contains any condition or requirement compliance with which is prohibited by regulations issued pursuant to this paragraph, and no United States person shall, as a result of the application of this paragraph, be obligated to pay or otherwise honor or implement such letter of credit.
So here's the thing: The law has always been written to prohibit a set of actions taken with a particular motive (that's why that bolded text matters -- the "following actions" are the things laid out in subparts (A-F)). In the original text, that motive was "boycotting Israel at the behest of a foreign country." In the new text, that motive is expanded to include "boycotting Israel at the behest of an IGO." But the set of prohibited actions hasn't materially changed. The simple way of putting it is that the stuff in subsection (a)(1) prior to subparts (A-F) -- boycotting, requesting to impose a boycott, supporting a boycott -- is not prohibited under the statute. Those are the motives that determine whether the actions listed out in subparts (A-F) become illicit. So, for example, you can't "Furnish[] information with respect to the race, religion, sex, or national origin of any United States person or of any owner, officer, director, or employee of such person"  (subpart C) only if your motive in doing so is "to comply with, further, or support any boycott fostered or imposed by a foreign country [or IGO]." But it is not the case that something not covered in subparts (A-F) is unlawful just because it "compl[ies] with, further[s], or support[s]" a boycott of Israel. Does this cure the law of censorial implications? Even with the proper context of what the "requesting" language is doing, I still don't like it -- there seems to me still a marked difference between handing over information about whether a person is associated with Israeli charities (subpart F) in order to comply with another country's boycott regulations, and doing so because you yourself believe they should be boycotted -- the latter case being more clearly expressive all-the-way-down. So, in sum: at the very least I think the "request" language should be eliminated -- it's only causing trouble. And on the whole I find this a strange law because the key rationale for the initial law -- the secondary boycott threat -- doesn't really seem to be at issue here. Consequently, I'm not convinced this new amendment is necessary or worth the tempest it is stirring up. Action in House CommitteesThe Committee on Financial Services’ Subcommittee on Terrorism and Illicit Finance held a hearing titled, “Exploring the Financial Nexus of Terrorism, Drug Trafficking, and Organized Crime.”
The Committee on the Judiciary’s Subcommittee on Crime, Terrorism, Homeland Security, and Investigations held a hearing titled, “Preventable Violence in America: An Examination of Law Enforcement Information Sharing and Misguided Public Policy.”

A. FOP National President Hails Victories for Law Enforcement in Omnibus
Chuck Canterbury, National President of the Fraternal Order of Police, is pleased with the final draft version of the FY18 omnibus appropriations bill, which increased funding across the board for law enforcement grant programs, including the hiring program administered by the Office of Community Oriented Policing Services (COPS). The measure also incorporated four pieces of legislation the FOP has championed.
“We are pleased that this Congress has renewed its commitment to public safety by increasing funding for State and local law enforcement agencies through programs like the Edward Byrne Memorial Justice Assistance Grant (Byrne-JAG) program and the COPS Office,” stated Canterbury. “We were also able to include four pieces of legislation into the omnibus, two of which the FOP played a critical role in: the ‘Children of Fallen Heroes Scholarship Act’ and the ‘Student, Teachers, and Officers Preventing (STOP) School Violence Act.’”
The “Children of Fallen Heroes Scholarship Act” will eliminate the expected family contribution for a child of a fallen public safety officer whom is awarded a Pell grant. The legislation was introduced by Senators Robert P. Casey, Jr. (D-PA) and Patrick J. Toomey (R-PA). It is a meaningful tribute to these fallen law enforcement officers by helping their children receive a more affordable higher education. The FOP fought hard to get this bill included in the spending measure and our support was critical to its inclusion.
“Senator Casey was kind enough to call me personally to thank the FOP for everything we did to support this effort,” Canterbury said. “It’s a bill we have been pushing for many years and we’re pleased that it’s now finally law.”
The “STOP School Violence Act,” authored by Senator Orrin G. Hatch (R-UT), reauthorizes and expands the Secure Our Schools program administered by the COPS Office. The House passed a similar bill earlier this month, but the FOP was unable to support it because it stripped the program out of the COPS Office and transferred it to a general program within the Office of Justice Programs (OJP). The FOP was involved in exhaustive negotiations with senior staff in the offices of Senator Hatch, the Speaker of the House and the Senate Majority Leader before agreeing to compromise language. The provision maintains the Secure Our Schools program in the COPS Office and establishes the expansion of the program in OJP.
“This agreement would not have been possible without the steadfast leadership of Senators Hatch and especially Senator McConnell,” Canterbury said. “They understand how important the COPS Office is to law enforcement and how important it is that they administer the programs in which they have greater expertise in. These two Senators fought hard for us and we are sincerely grateful to them.”
B. Omnibus Legislation FOP SupportedThe omnibus for FY18 included four pieces of legislation that the FOP not only supported but pushed to be included. They are as follows:
H.R. 949/S.597, the “Children of Fallen Heroes Scholarship Act,” which would eliminate the expected family contribution for a child of a fallen public safety officer for Pell grants.
H.R. 695/S. 705, the “Child Protection Improvements Act,” which would allow organizations that serve children and the elderly to use the FBI database to conduct background checks on potential employees.
S. 2495, the “Students, Teachers, and Officers Preventing (STOP) School Violence Act,” which reauthorizes and expands the Secure Our Schools program.
H.R. 4477/S.2135, the “Fix NICS Act,” which would require all Federal agencies and States to produce NICS implementation plans focused on uploading accurate, required information to the background check system.
Senator Casey thanked the FOP for our efforts in pushing the “Children of Fallen Heroes Scholarship Act” for inclusion into the omnibus language. The Senate version of the “Children of Fallen Heroes Scholarship Act” passed the Senate by unanimous consent in the 114th and 115th Congress. Both times the bill has stalled in the House because of then Chairman Kline and current Chairman Foxx. After numerous meetings with House and Senate leadership and letters to the Chairmen and Ranking Members of the House and Senate Appropriations Committee, the bill was included into the omnibus language.
On the “STOP School Violence Act,” the FOP was instrumental in crafting a compromise between H.R. 4909 and S.2495, the “STOP School Violence Act,” which reauthorizes and expands the Secure Our Schools program. The FOP did not support the House bill, which had already passed the House, because it would have stripped the program out of the Office of Community Oriented Policing Services (COPS) and moved it into the Office of Justice Programs. The FOP instead backed S. 2495, which was introduced by Senator Orrin G. Hatch (R-UT), that would preserve the program in COPS while making the same re-authorization and expansions. The FOP engaged in exhaustive negotiations with senior staff in the offices of the Senate Majority Leader, the Speaker and Senator Hatch to craft a compromise for inclusion into the omnibus appropriations measure. The reauthorized Secure Our Schools program will remain in the COPS office and draw funding from the OJP’s Comprehensive School Safety Initiative. The expansions to the program will be housed in OJP using the same funding source.

“Key Qualities of a CEO at Gridsquare Media, LLC”
I have had the honor of a military background and a 14 year success model for leadership roles. It is because of this, I believe in the element of applying such leadership principals to the criteria from which a CEO should be selected. In a memorandum that would be seeking the position of CEO to be filled, It would seem I would seek to have a person with elements such as:
-       Motivated leader capable of handling stresses and rigors of running (X) Company.
-       Look beyond the strengths and identify the weaknesses
-       Work with founders that will broaden you business horizons, not stunt your growth.
-       Look for a generous spirit and avoid the know-it-alls or credit seekers.
-       Question how they will support you, not only how you need to support them.
-       If you’re not interested in having a drink with them, don’t assume you want to work with them.
And this would get potential candidates in the door for review if I professed these elements, or give me a stack of internal candidates/employees to review for such a position.
But what criteria would be used to evaluate these elements? “Drinking with who??” What? I don’t drink, I don’t fraternize and the idea is ridiculous with no relative degree of relevancy on key aspects of a leader whatsoever. So in all honesty, I am going to describe the principals I would be looking for in a person to take the reigns as captain of my ship, my company. These referenced item points above are garbage and I have no restraint or reservation in saying so. I honestly would eat the CEO who goes by that concept of those as a form of daily mantra or criteria. It is not to say that without mention here, but the location at which these were derived was by an author who explicitly claims she is not a leader. I have had the fortunate honor of being a leader in several pursuits, some with success and others not so much. I have had the opportunity to learn form mistakes and re-grain myself to be forward thinking in the concept of leadership. So what does that mean for a CEO? Principals… I want to see and expose their principals. Establish principals and guides that form the foundation of a company, have those become a “founder’s intent” to which a CEO will derive and compose all manner of direction from, create guidance by and apply their own personal attributes to on a daily basis.
These principals I look for are an exact mirror to those that are tried and true (in the military) and to the professional development of myself, as well as others and serve to be pretty ironclad. They are as follows:
 - Know Yourself and Seek Self Improvement
- Be Technically and Tactically Proficient
- Know Your People and your Company and Look Out For Their Welfare
- Keep Your Personnel Informed
- Set The Example
- Ensure That the Tasks and Company Positions are Understood, Supervised,  
               and Accomplished – also known as: “Inspect What You Expect”
- Train Your Employees as a Team
- Make Sound and Timely Decisions
- Develop a Sense of Responsibility Among Your Subordinates
- Employ Your Command/Position/Company within its Capabilities
- Seek Responsibilities and Take Responsibility
 Leadership is the most commonly used term to describe the necessary criteria for a Chief Executive Officer in just about any vocation. Yes, it has its purpose and is necessary, but you also need to possess leadership in the lower echelon levels of executive management as well. Does that make every person with leadership qualities CEO material? The answer is a resounding “no”. A leader is a leader is a leader, by any name. In the understanding of that, there is a specific level of criteria that sets the CEO candidate apart from other leaders within a company or an industry. These criteria and characteristics are both professional and personal and reflect heavily on the daily activities of such a person and the challenges they will face. It’s not just about being the caliber, but also about the power that person brings to validate that caliber in the first place.
In the immediate sense of characteristics, I would personally seek the type of person who was first a problem solver. Analytically, cognitively and socially, this person has to be a problem solver. Temperament plays into this as well as a variety of other behaviors do, which are all ancillary to the core output of a person that is capable of solving problems. Do they create more problems than they solve? Are they effective in handling stresses involved in the problem solving actions? Are those actions in the best interest of the company’s mission, or the individual’s? These are questions that surround my interpretation of a problem solver and how to evaluate a candidate who would seek to be a CEO. Most candidates are quick with words and accomplished communicators who have an aptitude of filling ears and air with items they feel a reviewer wants to hear. When it comes to the level of scrutiny in which a candidate is seeking to run a company I personally am involved in, actions are definitely louder than words. There is a lot I need to see in a person before I even want to know what their voice sounds like. Problem Solving skills and their track record of handling problems on behalf of their specific role are one of the first.
Almost in unison and parallel to problem solving, I want to be able to be certain that the CEO candidate can effectively execute the relations of opportunity cost and understand value. Value not just in the company as a whole, but in the minor intricacies of the total operational structure of the company. If a candidate doesn’t understand the purpose of establishing mentoring relationships with our up and coming content producers and the need to nurture such relations, or why; how is that candidate going to understand the value of what our stable of producers bring to the table for the company? Better yet, how or do they understand how to solve problems involving the rate of title procurement and project acquisition models that keep our media library robust and capable of being rotated for subscribers? You may be seeing the aspect of perspective where if they don’t understand or have a good grasp on opportunity cost in relation to the company, a multitude of questions will begin to revolve around their ability to effective solve problems. A candidate for CEO can’t be oblivious to one and expect to shine in the other. They must be a continuous practitioner and exerciser of both.
In further attributes and characteristics, I believe in boldness and having a good level of grit. A leader who understands the concept of “no better friend, no worse enemy” is also the type of person that will always be capable of acting in defense of decisions based within the best interest of the company and its employees in the public spectacle. It is also with this, that I expect to see the action of “leading from the front” in the behavioral confines of daily routines a CEO candidate must possess. You can definitely have a great organizer, a wonderful tactician, or a witty innovator, (all of which we naturally want in a CEO) but the glue that holds them all together is the person that possesses a little of each of these traits and stands in front of their team. Learns from their team and doesn’t profess to be an “all superior entity”, is humble and honest and shares in two way communication with subordinates by listening, more than speaking. Personally in my opinion, honesty is a major personal trait. I hate liars and won’t tolerate them. But in the original context of honesty we also have integrity, which is a leadership trait absolutely necessary within my criteria. Without it, you have no validation, if you lose it, you are done and no one will follow you.  If you have it and possess it and pride yourself and others on maintaining it through effort, you can have the world.
A CEO truly must be one of the most talented and capable persons within the entire company, but at the same time, will never say they are. They will promote and show attention to the successes of those who are a part of the company and give respect to every subordinate as they know, that is the company, that is what defines the company and that is what the company is about everyday. The market doesn’t define the company, the people do, the quarterly profit analysis and our break even schedule don’t define the company health, the people working down in the customer support/subscriptions services division, the janitor, the data wranglers and content producers do. The CEO has to be able to nurture and harness the company as a living breathing being because that is exactly what it is. It will have days where it is in trouble and moral will plummet, the CEO has to have the ability to change that. There will be times where competition and adversity are facing the company and threatening either profits, jobs or any key aspect of the company (including professional image) and the CEO will have to rally sentiments and be a force to be reckoned with in defense of the company and its people and customers. Perhaps even go after the competition and be on the tactical offensive in commercial strategies, show no mercy to defeated competitors…a CEO will need to have the intestinal fortitude and know how to navigate such warfare and lead the company through it.
In my final thoughts though, for a Chief Executive Officer, that person whom was to apply or be in my sights to be the CEO of Gridsquare Media, LLC, they would have to be a facilitator. Identify strengths and weaknesses in both the company and its people; enrich the strengths and evaluate solutions to effectively benefit and/or improve upon the weaknesses/deficiencies, compose a plan to remedy that deficiency and execute the plan or policy with ease… and then… supervise. Inspect exactly what they expect. Don’t create policy only with input from the top of the mountain, climb down and speak with everyone from the bottom up. Be a well-rounded contender who is a consummate professional, but underneath is also a very capable and cunning warrior. A warrior that knows that actions and proficiencies in the operational attitude and structure of the company, its workers and the company relation to the market, will be more important than counting the money, because attention to the company and those market relations with the consumer are the true profit. Work on those and improve upon those daily and the money itself will continue to flow as a product of that labor.
Final point… a CEO should be the first person at the office and if need be, the last one to leave. Period. No exception. A person who takes liberties in daily activity is weak of character and weak of constitution and can be crushed easily by the person putting in more hours for their company and its interests. Employees and peers respect the dedicated over the well vacationed every day of the week. COOs and other positions may have their “perks”, but the CEO should be willing to give them all up in return for the honor of running and commanding the ship.

So it offered special recognition to users who were first to review a business, and let other users give kudos for reviews that are useful, funny, or cool.And the numbers in 2006 show that most Yelp reviewers got hooked on the site:Users who contributed 6 or more reviews:CitySearch – 4.8% Yahoo Local – 11.1% Yelp – 65.8% Users who left only one review:CitySearch – 71.2% Yahoo Local – 56.4% Yelp – 9.2%Treated their best “Elite” users generouslyThe most engaged Yelp users are elevated to “Elite” status, visible by a shiny Elite badge on their account profile. They have it good.”Yet every single behemoth in existence once had to court its first customer.In this post, I feature some of their stories. You’ll find in them a generous mix of grunt work, guts, and genius.1 & 2: Tinder and Alibaba – physically traveled to their first usersTinder went from 5,000 to 15,000 users by getting sorority girls to signup on the spotCrucial to Tinder’s success was then-CMO Whitney Wolfe’s ideas for building an early user-base. She planned a tour that would take her to prominent college campuses around the country.She would go to chapters of her sorority, do her presentation, and have all the girls at the meetings install the app.Then she’d go to the corresponding brother fraternity—they’d open the app and see all these cute girls they knew.Tinder had fewer than 5,000 users before Wolfe made her trip. The tactic that stood out the most was scrapping – reaching out to customers who chose other competitors, and sincerely asking the reasons for their choice.
