The Brothers Grimm / Monica Bellucci as the Mirror Queen
I have only seen bits of this movie, but I was not the slightest bit surprised to find out it was done by Terry Gilliam! His touch is pretty unmistakeable. The costumes were designed by Gabriella Pescucci, who also designed The Borgias, among other things.
The Mirror Queen character is identified with a real queen from the fifth century, but her costume is pure fairytale. The deep red gown with the plunging neckline and metallic embroidery is spectacular, but it's the headdresses that really steal the show.
The golden headdress seems based on the fifteenth-century henin (see below), but taken to an extreme. That is what she wears when seen through the mirror, but when seen from "inside" the mirror, she wears a more sinister-looking headdress with horns. The bottom picture shows a much smaller tiara that she wears in a brief appearance during an earlier scene.

The Belle of New York / Vera-Ellen as Angela Bonfils
Actually, it's a little tricky to say whether Vera-Ellen is supposed to be Angela Bonfils in this scene or not, as it's a sort of fantasy sequence based on Currier and Ives prints. Maybe it's Angela's self-insert past fantasy? (Also, props to Vera-Ellen and Fred Astaire for doing their own skating.)
Anyway, the ermine-trimmed coat and hat are very cute. Raising the skirt for purposes of skating makes the dress look more like the 1950s, which is also when the movie was made. Helen Rose was responsible for the women's costumes in this film.
