Everything we currently know about Chell's age!
[Keep reading under the cut!]
We can assume right away based on her appearance that she could be in her 20s to 30s (although she does look younger/older in various concept arts but that could just be from the artists different styles)

Chell's face reference was born in 1978, making her 32 at the time Portal takes place (2010) and 27-29 when it was in development (2005-07).

Next is that we know Chell was present at the Bring/Take your Daughter to Work Day event, her project was the one with the overgrown potato. The handwriting indicates that she is a young child, most likely under the age of 12 but older than 6.

I included both the in game project and the one released by ThinkGeek in the PotatOS science kit as they vary in text and style.
We also learn by the website promoting Portal 1 [aperturescience.com] that GLaDOS was activated in 1998 [it was changed later on from the image I added below] making it also the Bring Your Daughter to Work Day.

Not related to Chell's age but people think the GLaDOS activation was on the actual Bring Your Daughter to Work Day holiday which is the fourth Thursday of April which in 1998 was April 23rd. But the Bring your Daughter to Work day in Portal was also the Bring Your Cat to Work day in the Lab Rat comic which officially the holiday is on the third Monday in June, making it June 15th in 1998.
If the year is actually 1998 [there's been speculation that it was on the Half-Life Renaissance Cascade in 2003 but I'm sticking to the website date for now], this means Chell was born in late 80s/early 90s.
This isn't as big a part but in Portal 2, GLaDOS states that Chell's birthday was during the testing. In both Portal 1 and 2 we can infer it's most likely spring/summer from the outside world so Chell was probably born around then if GLaDOS was actually telling the truth.

This was pretty messy but in conclusion, my theory is that I think Chell is around 9 at the GLaDOS activation based on how she writes, making her born 1989, making her 21/22 in 2010. And following the dates of when GLaDOS says her birthday is and the Bring your Daughter to Work Day, I think her birthday is in May [between the months of the BYDTWD and the BYCTWD, also fitting with the spring/summer theme of outside].

So this might be a bit of a complicated question, but you know how the Bring Your Daughter To Work Day display has Chell's name on it? To me that seems to indicate that Chell was a child when GLaDOS neurotoxined everyone, but the Lab Rat comic seems to indicate otherwise, listing Chell as a test subject volunteer meaning she would have been an adult. So is this just an inconsistency or do you have any lore/theories that can square that circle, so-to-speak?

bring your daughter to work day is simply an annual event at aperture the thing is is that Chell's potato science experiment has to have been made PRIOR to Cave Johnson's death, BECAUSE:

Here's young Chell writing about Cave Johnson on the placard behind her Potato Science Experiment, perfectly clear as day, literally showing that Chell saw Cave Johnson and him talking about how the kids could use as many potatoes as they'd like for their experiments. Cave had to be physically present at the Bring Your Daughter To Work Day that Chell attended.

In Portal 2, the Prototype Chassis Room you find at the end of Coop Course 6, which was the original GLaDOS chassis Cave Johnson was originally meant to be transferred into, is dated to have been made in 1989, meaning Cave dies prior to that point, and thus then places the Potato Science Experiments to come from the 1980's.

If you actually stop and analyse the area you find these Potato Science Experiments at, it actually matches the style direction that you see in the 1980's dated offices later in Portal 2 while you're in Test Shaft 09, same type of plaster and wall columning:

Plus, in the 1980's, we know that Aperture Science had started to invent the Modern, futuristic form of their technology, such as their modern Cubes and Buttons:

So simply put - the area we pass through in Portal 2 is not THE Bring Your Daughter To Work Day from 2003 that causes Aperture Science to be gassed by GLaDOS, it's a Bring Your Daughter To Work Day from over 20 years prior to the incident. Wheatley just easily seems to conflate it with the main BYDTWD incident due to how terrible the disaster was.
And I don't think I need to spell it out, but I will regardless - 20 years is more than enough time for Chell to grow up into an adult who would later apply to be a Test Subject at Aperture Science.
So there, there's the answer to that question.
TLDR; It's just a different Bring Your Daugther To Work Day from 20 years ago.
