Some new PMD explorers headcanons for Chatot:

Chatot actually has a very hard time working out the difference between platonic and professional relationships. He handles this fact by being excessively formal with everyone he meets. This, however, is a problem in itself, because though Chatot doesn't have to struggle with not knowing who's friend and who's acquaintance, he now has zero work-life balance.

He thinks that admitting that he implements rules because he understands the needs of his employees would be unprofessional, so he makes things up to justify them. This is why he acts as if Wigglytuff will be incredibly dangerous if he's mad, doesn't have a perfect apple, ect - because Chatot thinks it's be unprofessional to say that he doesn't want Wigglytuff to get upset.
