This tiny dude is a horned nudibranch, Hermissenda crassicornis, on moon snail egg collar. They were previous called opalescent nudibranchs. They aren't picky eaters, and even have a penchant for cannibalism. They will fight with their own kind, often with the winner eating the loser.

I'm going to try and share one of my art prints or embroidery pieces a day for the month of January. For Day 3, here is Hermissenda crassicornis, the thick horned nudibranch which is very similar in appearance to the opalescent nudibranch.
I found a lot of these sea slugs this summer. They seemed to be grazing on byrozoans and hydroids that had colonized the large blades of kelp growing off one of the local docks.
