Y'know what I think makes Jeannie May Crawford stand out so much amongst Fallout villains? Not just the fact she's associated with Boone and one of the horrors he's dealt with, but because she's different than most other Fallout villains, big or small.
[I'm not gonna be going into the cut Ghoul bigotry in Come Fly With Me even though it supports me point, as that is, well, cut and therefore not-canonical actions. Though it is in-line with her other behaviour.]
I know why Jeannie May feels different to me. She's an advocate of Normality. What do I mean by that? Well, it's simple. Her motive for her Big Evil Action is pretty clearly the fact that Carla didn't like Novac and was overall an annoyance to her status quo. The perfection of her town. Her "little desert oasis". Jeannie May is basically the leader of Novac. She owns the Dino-Dee Lite and by extension the entire town. To her badmouthing Novac is badmouthing her and that is a crime she cannot stand. No punishment is too great. Carla and her unborn child deserve to suffer, in her mind. She knows what the Legion do to women, but she didn't care.
But it doesn't just stop there. That's the thing. She doesn't just hate people disliking Novac. Jeannie May also resents the idea of people not being very social as Alice McBride says this "Oh, we keep to ourselves, for the most part. Try not to pry. I think Jeannie May gets bothered that we aren't more sociable, but it's just our way. Ain't that we don't appreciate what she's done, managing this town like she has, but I worry she feels that way anyhow." the McBrides were probably not at risk of the Carla-treatment, but who knows what Crawford would've done to them if she got too upset at their lack of sociability.
Oh, also, the reason she kept the document that got her killed? 500 caps. That's it. In the Bill of Sale it says "Payment of an additional five hundred bottle caps will be due pending successful maturation of the fetus, the claim to which shall be guaranteed by possession of this document." considering Jeannie May is a landlord to so many people that sum has to be nothing to her. The entire 1500 caps was nothing. But she was confident, arrogant. Nobody would discover her actions. Boone's suspicions wouldn't go anywhere (and he'd never suspect her). It was her town and she was safe in it. Everyone was unable to see past her act (except No-Bark if you believe that one thing he says is an indication he knows something is off about her).
Of course, when you're so confident that you'll never be caught, the thought never enters your mind anyone will find out. The only thing that enters your mind is... a .308 round.

A new Courier Six OC? In time for Yeehawgust? Groundbreaking.
This is Alicia Black! She’s… the closest thing to a self-insert I’ve made so far.
She’s best buddies with Arcade, but does like to hang around with Boone and Veronica too.
She ends up supporting Yes Man (of course), and she’s keen on the Followers and the Kings.
She loves gambling and regularly plays Caravan and Blackjack, but ultimately spends most of her time in the Prospector Saloon in Goodsprings.
Her story will likely develop more as we progress through Yeehawgust - I can’t wait to see how she ends up!

“Boone is my favorite New Vegas follower, but I always feel bad about recruiting him. The residents of Novac are constantly saying what a huge threat the Legion is, and now I'm taking away their night watchman. I know it doesn't affect the game, but realistically I'm leaving them in a very vulnerable position. At least I always send him back home when dismissed, instead of letting him wait at the Lucky 38 like all other companions.”

My FNV brainrot is slowly receding so I'm gonna put out some headcanons and stuff so it would be somewhere other than my brain
First of all is my girl Carla, let's go:
- she has at least one younger sibling
- she was among the first settlers to move in after Mr. House started renovating New Vegas. Her family hoped to start anew here, but Carla was the only one who managed to get and keep her job. Her family had to move out pretty soon and so Carla stayed and sent them part of money she made
- she worked as a waitress in the Tops restaurant, and grew to resent the place
- met Innocence once, almost accidentally - Carla and some of her coworkers got out to party at their day off and stumbled into Ino celebrating getting new job and making first successful delivery. They didn't talk much, but Ino bought them a round of drinks and dragged them to the dancefloor. Carla remembers it fondly afterwards
- despite her dislike of the Strip and the way it operated Carla had to stay there because the credit check just kept growing and growing and if she tried to even visit her family she wouldn't be able to return and would lose her job
- She had to settle for letters to keep up the connection, but in the end it didn't help - she wasn't ready to give up the comforts of the Strip just yet and so refused to move in with them on the small farm they settled in. Her family grew to resent her for that, seeing her refusal as a sign of vanity and her thinking she is too good for them now. Eventually, misunderstandings turned into animosity and letters stopped. Carla was left completely alone in a city she now hated
- Ironically it's her growing depressive tendencies that made her connect with Boone that quickly - they recognised that note of quiet despair in each other
- The other things Carla liked in Boone were that he didn't waste words and got straight to the point, was the most honest guy she's met since quite some time, didn't mind her talking his ears off about anything. And also that he's built like a giant teddy bear - perfect for hugging with her height
- After moving to Novac Carla took up the room service in motel cause there was literally nothing else she could do in Novac and doing nothing would kill her with boredom
- After years in Vegas Carla was so fed up with smiling and hiding what she thinks that she vowed to herself to speak her mind from now on (the fact that Jeannie May wasn't an entire crime family helped with that too)
- Carla mostly took care of rooms for traveling merchants. The only constant resident she did room service for was Ranger Andy, since his injuries made it really hard for him too keep his bungalow in order. Eventually Carla warmed up to him and they became friends
- Most of the time Carla clashed with Jeannie May on the ground of her motel not living up to it's price tag, especially in comparison with the Strip and Freeside
- In New Vegas Carla picked up smoking habit, and it became even worse after moving to Novac - she really smoked like chimney. The only time she tried to quit was when she learned she was pregnant, but it was a partial success - while way less than before, but she still smoked
Btw at least 70% of those came to be thanks to lovely @vaguely-concerned

I finally made a Novac motel room mod instead of just picking the best ones and editing them with the console haha! I picked all their best features like removing stains, adding lights, working radio, working 3 seat sofa, flipped bathroom door - and I added a hotplate! And a bunch of deco. Dinky toys with the roar :) Rocket souvenirs that won't fall over. More pics on the mod page!

You've really gotta respect Daisy Whitman's hiding in plain sight. The woman lives in the same Motel as two ex-NCR First Recon Snipers (Boone's room is underneath hers) and accross fron an ex-NCR Ranger's bungalow (an ex-Ranger who is in contact with NCR constantly).
And unlike, say Judah or Orion who only bring up their pasts during the quest, she openly admits to previously being a Vertibird Pilot who went on 71 missions and was active near Klamath at least once. While she doesn't outright state she was Enclave if you ask if she was a Pilot for the NCR she literally says ""For?" No, not exactly. It was a long time ago. Things are a lot different these days, and those days are way behind me." and, like, the only person more open about their Enclave past who lives in a populated area is Henry and he's living with Super Mutants far away from NCR territory.
But no, she's just there in Novac, she helps dismantle engines and stuff. Daisy Whitman is a valuable member of her community who also just happens to constantly make it very clear that she's got a very questionable past.
