Why did Northern Qi lose to Northern Zhou?
Due to internal corruption and instability, and the lack of an integration policy.
Northern Qi was actually stronger than Northern Zhou for most of its history. This is because Northern Qi had China's heartland, and a higher population than their rival.
Despite this, Yuwen Tai was able to hold off Gao Huan. Northern Zhou had made attacks on Northern Qi for years, but only the final one was successful.
The reason that Yuwen Yong's final attack was successful was because the Northern Qi was corrupt and rife with internal problems. Under Gao Yang, while Gao Yang went insane in his later years, his ministers were capable at running the country, so he actually had a good administration.
However, these ministers also gained a lot of power. This power threatened the imperial princes, led by Gao Yan and Gao Zhan. After Gao Yang died, a power struggle commenced between the ministers and the princes.
The princes won out in the power struggle. Gao Yan became emperor while the ministers were executed. Gao Yan turned out a competent emperor, and did his best to curb corruption and even made plans to attack Northern Zhou, which at the time was in internal turmoil due to Yuwen Hu's control.
Despite this, Gao Yan ultimately started the instability of Northern Qi. Had he had a long reign, it could have been fine. He didn't seem to have any problems with discernment and while Gao Yan was alive and Gao Zhan was not in Jinyang, Gao Zhan couldn't do much, as his support base were with Gao Yan there.
However, Gao Yan fell from his horse and died of his injuries a year into his reign. To avoid more instability, he made Gao Zhan his heir rather than his son, who was a child and would need a regent.
Gao Zhan turned out to be much less competent than his brother. Northern Qi became corrupt, and he frequently suspected plots against him. He promoted corrupt ministers such as He Shikai, and this wore away Northern Qi's strength.
Gao Wei also turned out to be corrupt. There was political intrigue during his reign around the power of Lu Lingxuan and Mu Tipo, and a failed rebellion by his brother. He was suspicious like his father and executed his generals Hulü Guang and Gao Changgong.
Gao Wei's corruption, factional infighting and execution of his best generals further weakened Northern Qi.
Meanwhile, in Northern Zhou, Yuwen Yong rolled out his reforms to increase the productivity of his citizens. This did involve banning Buddhism, but at least he didn't kill all Buddhist monks, unlike Tuoba Tao.
As well, I've seen the fall of Northern Qi blamed on their laissez-faire approach to the divide between the Xianbei-Han sinicised elite and the Xianbei Six Garrisons elite.
Northern Zhou had solved this divide by creating a new Guanlong Group that integrated the groups into a singular elite, and clan identity rather than ethnicity became important. They also instituted a Xianbeification policy to further integrate the two groups.
Northern Qi, however, did relatively little on this divide. They didn't aggressively implement sinicisation and they promoted both groups in their administration. The Six Garrisons were unhappy because of sinicisation and being sidelined in favour of the new Xianbei-Han elite, so this solved their problems.
While their approach wasn't as hands-on as the Northern Zhou, I don't think it was the problem. The Xianbei-Han elite took the side of the ministers and the Xianbei elite took the side of the clan in the ministers-clan struggle, but aside from that, there were no conflicts between them.
In fact, both Xianbei elite and Xianbei-Han elite were active throughout Northern Qi, even during Gao Yan's reign when the struggle was fresh, so despite taking different sides in the ministers-clan struggle, they seem to have cooperated rather than competed.
Their hands-off approach did end up solving the discontent of the Six Garrisons, but not fully the divide between Xianbei elite and Xianbei-Han elite. Though it does seem as if the two groups combined into a northeastern aristocracy at some point in Northern Qi, as they were seen as a singular group in Northern Zhou/Sui.
Rather, I think that the corruption and instability in Northern Qi were much worse problems and that they were the cause of the fall of Northern Qi. I don't view Northern Qi's fall as a given until some point in the late 560's, when Gao Zhan's corruption started to weaken them.

Hong Kong-based Tommy Wu of Oxford Economics said policymakers are likely to take more steps to shore up growth, including ensuring ample liquidity in the interbank market, accelerating infrastructure development and relaxing some aspects of overall credit and real estate policies.
