I think some of the higher-ups are in kahoots with kenjaku.

Think how did Toji knew the location of Riko? How did he knew about Satoru's strength and weakness to exploit? How did he knew the location of Jujutsu high despite Tengen's barrier? How did he knew the location of the tomb? I mean Toji was a sorcerer killer, bounty hunter. He was the only one who got close to killing the Gojo Satoru. If Satoru would have died that day, who would have benefited from it? I mean we know that higher ups are coward and immediately choses the execution route. Ex. Yuta, Yuji, Yaga. Also they banished Gojo from Jujutsu world as he is imprisoned. They are not worried at all about Kenjaku and his plans. Why? Also during Shibuya arc what did higher ups did to help the sorcerers? I mean in all 154 chapters when did they did something productive? They don't care about Sorcerers, Non-sorcerers, curses, curse users. They care about noone but their old stupid ideology and their status quo. And Kenjaku is very smart. He could have easily manipulated them as enemy of their is same, six eyes user Gojo Satoru. Even after post shibuya arc they have done nothing good. And I think Kenjaku had his hand in Geto's betrayal. I think one of his ability is that he can hide his curse energy very well. So I think he was stalking Gojo from the safe distance since his childhood. When he found about Geto's technique, he set his eyes on geto. He understood that geto was somewhat gojo's weakness. I think he was also involved in Riko's death. And I think he was the reason of Yuki Tsukumo giving ideas in Geto's fragile mind at that point. Whether she did that purposefully or was manipulated by kenjaku is to be seen. Also we know that kenjaku has created choso and bros and he had the hand in yuji being choso's brother as he had possessed yuji's mother. Also someone had pointed out that nana-mimi were at yuji's highschool when Megumi was there to get sukuna's finger. I think he made promise to nanamimi that he will return Geto's body if they help him in his plan as they could do things undetected. Like he had to be keeping eye on geto after his betrayl, for the right opportunity. Otherwise how did he got geto's body undetected. He knew about Geto's death because he was stalking them. How kenjaku got to kokichi muta? Higher ups. Kenjaku chose Kyoto student and there are less chances of Geto knowing about muta.

Ps I think Kenjaku and Higherups had some kind of deal. And if I am true then at one point Kenjaku will betray higher ups as we know that he is selfish and cares about noone. And also i think sukuna and kenjaku would have known each other before sukuna's death because right now Sukuna's servant Uraume is on side with kenjaku.
