I've been meaning to make a post about this for a while but I can't seem to order my thoughts, so bear with me please.
I've heard people complain about The Republic of Thieves being low-stakes and boring, but what I think they don't understand is: it's exactly what it needs to be. It serves a purpose.
The Gentlmen Bastards are a 7 part series. The first two books were chock-full of action and moved quite swiftly. In the third book, both the story and the characters need a break (I'd say the characters also deserve it).
So the story is (relatively) laid back, but! We finally get the full backstory (at least I think that's their full backstory. actually the second I wrote that it occurred to me that it would be very resonant if in one of the future books, the one where Locke, as prophesied, gets a child, the backstory is about Bug. so myb not. anyway, back to my thought before it escapes again) and what, if @wilderminds is right, is some very ominous foreshadowing (the play they choose, the queen of thieves dying, the main guy having to kill his best friend etc). We also get a huge reveal at the end! And a prophecy. Now, that might not be to some people's tastes, but I love prophecies. I always kind of thought we'd follow Locke from cradle to the grave, and it seems we definitely will. It's not a good prophecy but I can't wait to see how it plays out!
