For Ishioda I went for an oni to reflect his wild, violent personality. Specifically, the oni ruler Shuten-Doji, who appears as the main antagonist of the story of Minamoto no Yorimitsu — a hero also called "Raiko".

Shuten-Doji ("little drunkard" named for his love of sake) was the strongest of the oni. He and his gang of demons would raid nearby villages, capturing and murdering many people, and forcing some to be their servants. The hero Raiko and his men tricked Shuten-Doji into drinking drugged alcohol, and then severed the demon's head. Shuten-Doji did not immediately die, and his disembodied head bit at Raiko. However, Raiko protected himself by wearing two helmets, and the oni was defeated.

Shuten-Doji is often depicted as a flying severed Oni head, snapping his jaws and sometimes even spitting fire. I thought a monster that attacks even beyond death suited a character who causes problems for the heroes repeatedly. Ishioda is the kind of man who utilizes heavy machinery as a murder weapon, and that takes a special kind of bloodthirsty. Also, the somewhat silly and out-of-nowhere "don't worry, Reiko was wearing 2 helmets!" seems to fit with how Ichiban and party nonsensically escape an explosion that Ishioda is also caught in at the very last second.
