What do you think of the theory that Lord Vance might have been Master of Laws and finished due to going blind? It would account for there being a lack of Riverlanders on the Small Council, likely Renly came in just afterwards.
Its not a bad theory but there's also no evidence for or against it.

Alas, the king was not of a forgiving mind. Urged on by his mother, the Queen Dowager Alicent, Aegon II was determined to exact vengeance upon those who had betrayed and deposed him. Though the lords thus accosted, through their stewards and castellans, were quick to lower Rhaenyra’s quartered banner and raise Aegon’s golden dragon in its stead, each in turn was brought in chains to King’s Landing and forced to do obeisance before the king. Nor were they freed until they had agreed to pay a heavy ransom, and provide the Crown with suitable hostages. This campaign proved a grave mistake, for it only served to harden the hearts of the late queen’s men against the king. Reports soon reached King’s Landing of warriors gathering in great numbers at Winterfell, Barrowton, and White Harbor. In the riverlands, the aged and bedridden Lord Grover Tully had finally died (of apoplexy from having his house fight against the rightful king at Second Tumbleton, Mushroom says), and his grandson Elmo, now at last the Lord of Riverrun, had called the lords of the Trident to war once more, lest he suffer the same fate as Lords Rosby, Stokeworth, and Darklyn. To him gathered Benjicot Blackwood of Raventree, already a seasoned warrior at three-and-ten; his fierce young aunt, Black Aly, with three hundred bows; Lady Sabitha Frey, the merciless and grasping Lady of the Twins; Lord Hugo Vance of Wayfarer’s Rest; Lord Jorah Mallister of Seagard; Lord Roland Darry of Darry; aye, and even Humfrey Bracken, Lord of Stone Hedge, whose house had hitherto supported King Aegon’s cause.

ADDAM + HUGH
The way GRRM wrote these 2 dragonseeds, it's apparent they are meant to be contrasted against each other. With other dragonseeds, like Ulf, he exists as a sidekick to Hugh and someone who tries to take up Hugh's mantle after his death, so we don't even get much of a description of what he's truly like. Ulf's role in the story is more about having a presence as one of the betrayers so that the 2 Treasons plot can have urgency. Ulf is to Hugh what Alyn is to Addam. And because of that contrast, obviously Alyn is a character with much greater importance than Ulf. Nettles stands apart from the rest of the dragonseeds which is why her story takes a different turn at the end. With Addam and Hugh specifically though, they are narrative foils.
SMALL & QUICK VS TALL & STRONG
Small and quick as their mother, these bastards of Hull were both silver of hair and purple of eye, and soon proved to have “sea salt in their blood” as well, growing up in their grandsire’s shipyard and going to sea as ship’s boys before the age of eight.

who: @ronanbrackens what: A longstanding feud between House Bracken and House Blackwood threatens to escalate, drawing the attention of King Casimir Tully. Ronan, determined to uphold his family's honor, confronts Hugo about his support for House Blackwood. Hugo, advocating for peace and reconciliation, tries to reason with Ronan, pointing out the destructive nature of the feud. Ronan, however, remains steadfast in his belief in the ancient code of blood feuds and challenges Hugo to a duel to settle their differences.
"We've no reason to go about this with conflict. I only mean to bring peace. Not just between Brackens and Blackwoods but between Tullys and Freys, me and mine own brother. A land cannot functioned when so fractured." The conversation was not going well and he should have known that, he should have known better than to start with Ronan Bracken. But, the other had a reputation for calmness and even though it started with Ronan asking him about his ties to House Blackwood, he thought it mattered to make it clear he took the side of the Riverlands. The people.

Hugo kept his voice light, his tone one of a respect as he spoke to the man before him. He did not have a place on the council, he was an oft visiting courtier, a man who tracked the histories of the realm and shared them with the eyes of maesters of their King. He would chronicle everything of his this new age in the Riverlands for as long as long as the Gods allowed him to breathe.
"Ben Blackwood and I have been friends since boyhood. My friendship with Ben is one that's years old. Long before I knew of any Brackens, Freys, Mootons, or Tullys. House Vance of Wayfarer's Rest takes no part in your ancient blood feuds." Hugo was firm in his statement. "We are loyal to the crown and he who wears it. Our main interest is the realm existing in a place of peace and prosperity."

Frey Civil War: The Many Walders & Waldas Frey
1. Lord Walder Frey of The Crossing (92 y/o), Patriarch of House Frey. Has outlived 7 wives & married an 8th. Hosted the Red Wedding.
2. Walda Frey (9 y/o), daughter of Janyce Hunter. 2nd in the Frey line of inheritance, as the assumed heir of Edwyn Frey (eldest son of Ryman, the eldest son of Ser Stevron by his 1st wife, Corenna Swann: Ser Stevron was Lord Frey's eldest son, by his 1st wife Perra Royce, & was found dead in his tent after the Battle of Oxcross).
3. "Black" Walder Frey (20~42 y/o), 2nd son of an unnamed spouse & the late Ryman Frey (a key conspirator of the RW, later found hanged by outlaws near Fairmarket). He is the younger brother of Edwyn & the elder half-brother of Walton. Black Walder was a key conspirator in the Red Wedding & the killer of a Vance.
4. Walder Vance (9~29 y/o), eldest son of Ser Dafyn Vance & the late Maegelle Frey (only daughter of Ser Stevron, born of his 2nd marriage with Jeyne Lydden). His exact relation to Houses Vance of Atranta & Wayfarer's Rest is uncertain, as is his relation to the Vance slain by Black Walder at the RW.
5. Walton Frey (32~52 y/o), 3rd son of Ser Stevron & his only child by his 3rd wife (Marsella Waynwood, died in childbirth). He has only appeared in appendices, thus far.
6. "Fair" Walda Frey (18 y/o), only daughter of Deana Hardyng & Walton Frey. She was one of many Frey women who danced with King Robb Stark at the Red Wedding.
7. "Red" Walder Frey (15 y/o), 4th & youngest son of Genna Lannister & Emmon Frey (2nd son of Lord Frey by his 1st wife, Perra Royce). He is a squire at Casterly Rock.
8. "White" Walda Frey (11 y/o), only daughter of Jeyne Beesbury & Rhaegar Frey (2nd son of Ser Aenys, Lord Frey's 3rd son by his 1st wife). Her father is currently MIA.

14. "Big" Walder Frey (9 y/o), eldest son of Sallei Paege & Ser Jammos Frey (13th son of Lord Frey, 2nd by his 4th wife). He has been a ward at Winterfell for most of the series, alongside his late cousin Little Walder.

Elyn Norridge (b. approx. 250 AC): Widow of Ser Luthor Tyrell, nephew of Lord Luthor Tyrell and cousin to Mace, the current Lord of Highgarden. She has three children and is the grandmother of Lady Elinor Tyrell, who accompanies Queen Margaery to King's Landing. Fancast: Emma Thompson.
Elys Arryn (b. 61 AC): Eldest child of Lord Rodrik Arryn, Lord of the Eyrie, and his first wife. After the death of Elys's mother, Lord Rodrik married the Targaryen princess Daella, daughter of King Jaehaerys and Good Queen Alysanne. She was three years younger than Elys, who despised her. Fancast: Evangeline Lilly.
Emma (b. approx. 260 AC): A server at the Quill and Tankard, a tavern in Oldtown. She has a young daughter, Rosey, whose maidenhead she is selling for a golden dragon. Fancast: Mandy McMullin.
Emphyria Vance (main series era): Third and youngest daughter of Ser Karyl Vance of Wayfarer's Rest, who becomes Lord Vance after the death of his father in the battle below the Golden Tooth during the War of Five Kings. Fancast: Ivy Latimer.
Eroeh (c. 284-298 AC): A Lhazareen girl whose settlement is attacked by Khal Drogo. Daenerys takes Eroeh as a slave, along with many other women, to protect her from further rape and injury. However, when Khal Drogo dies of a wound sustained during the duel with Khal Ogo, Eroeh is raped and murdered by Mago, now a bloodrider to the new Khal Jhaqo. Daenerys swears that she will avenge Eroeh. Fancast: Kiawentiio.
Esgred (main series era): The mother of Sigrin, a shipwright of the Iron Islands. He named the first ship he built after her. Asha Greyjoy takes this name in disguise to meet her brother Theon, to see what kind of man he has become after returning to the Iron Islands after nearly ten years. Fancast: Gina McKee.
Essie (c. 110-131 AC): A whore who worked at the House of Kisses in King's Landing during the Dance of the Dragons. In the wake of Queen Rhaenyra's flight from the city, she declared her four-year-old son, Gaemon, to be a bastard son of Aegon II and set him up as king in the brothel with the help of her Dornish paramour, Sylvenna Sand. When Aegon II reclaimed the city, Essie and Sylvenna were hanged. Gaemon was made a whipping boy and companion to the boy king Aegon III after Aegon II was poisoned. Fancast: Chiara Mastalli.
Ezzara (main series era): A Ghiscari priestess of Meereen, one of the Blue Graces who specialize in healing. She treats the first victim of the bloody flux in Meereen. Fancast: Adjoa Andoh.
Falena Stokeworth (b. 125 AC): A noblewoman of House Stokeworth famed for being the first mistress of Aegon IV Targaryen. She was brought to court as a little girl at the beginning of Aegon III's reign to be a companion to Aegon's wife Jaehaera. After Queen Jaehaera's death, she would have attended the Maiden's Day Ball held for Aegon to choose a new bride, but some time before the ball, she fell down the serpentine steps of the Red Keep and broke her leg. Later on, when she was in her twenties, she became the first mistress of the future Aegon IV, who was then only the son of Prince Viserys, brother of Aegon III. She was 10 years older than him. When Prince Viserys found out about the affair, he wed Falena to the master-at-arms in the Red Keep, Ser Lucas Lothston, and persuaded King Aegon to make Ser Lucas the Lord of Harrenhal, thereby removing Falena from court. However, Prince Aegon paid many visits to Harrenhal in the following 2 years. When Falena gave birth to a daughter, Jeyne Lothston, over 10 years later, some suspected that Aegon was the father rather than Falena's husband. Lords Stanton Piper, Joseth Smallwood, Derrick Darry, and Lyonel Deddings had scraped together fresh levies of greybeards and green boys, though all had suffered grievous losses in the autumn’s battles. Hugo Vance, the young lord of Wayfarer’s Rest, had come, with three hundred of his own men plus Black Trombo’s Myrish sellswords. Most notably of all, House Tully had joined the war. Seasmoke’s descent upon Riverrun had at last persuaded that reluctant warrior, Ser Elmo Tully, to call his banners for the queen, in defiance of the wishes of his bedridden grandsire, Lord Grover. “A dragon in one’s courtyard does wonders to resolve one’s doubts,” Ser Elmo is reported to have said.

BACKGROUND

Despite being a much anticipated heir for Lord Vance, Tristan was never a wanted child - simply a necessity. His parents had not married out of love, and though Lady Vance longed to look upon the faces of her children and feel the maternal instincts she had always expected, it didn’t come. In her shame, she distanced herself from them, a cold and lonely figure, leaving them to flounder under their father’s demanding eye. 
Tristan never did do much good when he felt like he was being controlled. A child who had felt little love in his life, he had taken to grasping for attention by any means possible, acting out to receive his father’s attention. Even harsh words and punishments were better than escaping his attention at all, surely? Any other father might have felt glad to have a child such as Tristan, strong and clever and, when he felt like it, utterly charming. Lord Vance was a different matter, though. He felt no care for his children in the slightest, beyond what he could use them for, and in his eyes, no son would ever be good enough to follow in his footsteps - not even Tristan. 
The young Lord was just eighteen when his mother passed away, with little ceremony or fanfare. As Lady Vance held love for nobody, very few held love for her. It wasn’t long after that when he made his decision - there was nothing for him in the Riverlands. It was time to go. Crossing the seas to the free cities, Tristan joined the Golden Company, where he proved to be an excellent soldier, quickly making his way up the ranks to become an officer fairly quickly. He was twenty-five when the news of his father’s death reached him. It was time to go home, and take his place as the Lord of Wayfarer’s Rest. 
 Being back in Westeros didn’t suit Tristan. He hated his family home, and missed the camaraderie of the Golden Company. Wayfarer’s Rest was filled with unhappy memories, and it wasn’t long before Tristan made it known that he did not welcome visitors. Once a bustling hub, the halls fell silent, left with nothing but the Vance family and a rapidly dwindling household staff to fill it.
Devoid of purpose, never fully educated in how to be a ruling Lord, Tristan became more withdrawn, and more miserable as time went on, never truly allowing anybody to get close to him. He has tried, though. Attempts to marry, to find somebody to bear him an heir and bring warmth that his household has long been missing have been made, and then ruined by Tristan’s own hand. However, he has recently found something to give him drive once more, finding something of a makeshift family through joining the Brotherhood Without Banners. It’s not much, but it’s something, enough to forget the demons that plague him for a short while. 
WANTED CONNECTIONS
Lovers: Tristan is a handsome man, and never short of female attention. Devoid of affection for most of his life, he craves it desperately, leading him to take lovers to his bed frequently. It never last long - after a while, he grows uncomfortable with their attentions, and breaks off their entanglement. 
Ex-Betrothals: Similar to the above, Tristan has made attempts to marry. However, he grows doubtful of his ability to be a husband, and continually breaks betrothals, believing he has little to offer a potential wife. 
Brothers in Arms: Unlike his relationships with women, Tristan does far better dealing with soldiers, finding in them a family unit he has never gotten in a traditional sense. This connection would involve his friendship with former members of The Golden Company and The Brotherhood Without Banners.
Enemies: Tristan is a prickly person with a negative outlook on life, leading to him to rub people up the wrong way and make enemies of some powerful people. 
Misc. Friendships: If anybody can make it past his issues and grumpy personality, they’ll find a loyal friend and devoted companion.

House Vance of Atranta, sworn to Riverrun - Chrystelle Atallah
House Vance of Atranta is one of the two great branches of House Vance in the riverlands, the other being House Vance of Wayfarer's Rest. Armistead Vance was the mightiest of the Andal conquerors who defeated King Tristifer IV Mudd. In the century after the downfall of House Justman, the Vances were among the petty kings who disputed the riverlands. The Vances joined the rebellion of river lords against Harren the Black during Aegon's Conquest.
House Vance rules over wider domains and can field a much larger army than their overlord of House Tully and they supported Robb Stark until the Red Wedding.

“Mother says that a well groomed man is prepared for occurrences in life and death.” Hugo Vance, a well groomed man, takes careful time to keep himself clean even when he’s in a place where it’s not the main priority. Everyday after fighting in the dance you wouldn’t find Hugo with a camp follower in his tent, you would find Hugo cleaning himself up, cleaning his nails, and then shaving the hair off his face and ensuring his hair was always cut to a length his mother would approve of even in war. This called the men to make jokes, mockery of the pampered lord who finally ranaway from his mother. Hugo has always taken then ribs in stride, he knows that men bond through mockery though he rarely takes part for he has little understanding of where the line is.  Tall, lean, and boyish is how one can describe the physical presence of Hugo. He is a naturally curious young man, bright green eyes always holding contact. Something people commented on is far too intense which he has taken note of and now mentally counts to 30 before looking away, he thinks he needs less time. The only facial hair he’s ever had is a thin mustache, he and his mother agree that a mustache is elegant and easy to maintain over a beard. Hugo often gives the impression of a young man filling in for his father when he enters rooms. Described as studious, educated, and kind the Lord has a reputation for his ability to recall historical events, namely dates. With a fondness for reading, hawking, horses, and fencing the Lord is quite active. In the same breath that women use to call him gentle and pious, men will call him boring. The Lord of Wayfarer’s Rest is known to his people because of his love for horse racing through his lands or his hawking with the children.
QUICK FACTS 
Hugo spent some time at the Citadel where he learned what they had to teach him, what they allowed him to do beyond the scrubbing and cleaning of many new members. When he was called away due to the realm being on the brink of war he considered it his greatest sadness. 
While at the Citadel he kept in touch with one of his dearest friends, Ben Blackwood, while Huge is older than the other they bonded over a shared love of knowledge and history. It was a connection he valued over the years. 
While not incredibly war minded, Hugo loves to make plans. He sees the many patterns in the world around him and he knows how to put those pieces together and forge something of success. He was very successful in his time in the dance with the few plans he used to cut off groups using hunting trails and beaten horse tracks. 
While not considered near the top 100 of great knights in Westeros, Hugo is a phenomenal fencer and enjoys taking part in the contest. He experienced one duel in his time in the dance with a young lord hoping to win favor. Using his prized rapier blade he slew the man in single combat taking his host as prisoners. 
Hugo wasn’t a knight until the dance, knighted by CASIMIR . 
Hugo supports Casimir Tully in full and when it came time to choose a brother his house backed him in full. He continues to support him through his more unpopular choices and decisions. 
“Everyone with experience died. We’re giving it our best and so far, we’re alive and well. May the Gods bless and guide the souls of the dead but, and I mean well when I say this, people die. Whether it’s those little girls or those smallfolk, people died. And people will continue to die if we don’t make room to learn from mistakes.” 
Hugo Vance is not a council member as much as he is a courtier who maintains a close friendship with the King and hand. He wishes to forge positive connections with everyone, seeing little use in animosity and trickery when working together is the only way to solve their problems.
