He was about the same age as Wylie if I remember correctly.

I have a theory for why Damel might've started so young, in the first book Alden mentions something about telepaths being rare and that once the council trusts Sophie she would start getting assignments (I don't have the book on me but I think that's right if my memory serves me correctly), maybe that's why he started so young was because they needed someone and all other telepaths where unavailable so they just used the next most experienced person then realized he was good at what he did and started giving him other less sensitive/important assignments? I do think it's interesting though that it's said that telepaths are rare, but then we see them as the most common ability (this is all from memory so some of it might be wrong but I'm also interested on the reason!)
You make an excellent point(and you're remembering right)! Though that does make me wonder how other telepaths ended up in non-telepathic jobs. For example, Sir Astin (Mr. Forkle in disguise as a Universe mentor) is a telepath, and he's been doing that non-telepathic job for long enough that Della was his prodigy. I know he's a bit of a strange situation, but the world thinks he's a normal telepath so we can still pull some info from him.
Could a telepath just take up a side job like that? I assume the council would allow them to do something else if they wanted, they wouldn't overtly force someone into a position. Would someone like Sir Astin be a Universe mentor instead of someone working with the council or teaching telepaths because the council didn't/doesn't trust him? Given the rarity of the ability it seems like most would go into working for the council though, so I wonder what the situation was that they'd have to fall back and rely on Damel. At most 15.
Then again, at this point in time they weren't dealing with the dramatics that became more visible when Sophie came. And just because he started at 14-15 doesn't mean he was doing super important tasks. They'd likely ease him into it, and it may have been a part of his training. Perhaps he and his mentor decided that's what he wanted for his future career, so he started early. Or maybe his mentor is a washer and so he happened to learn more in the washing direction. Who knows!
As for and in-canon explanation for why we see so many telepaths when they're supposedly so rare, my personal reasoning is that we have a skewed perception because Sophie, as a very important telepath, ends up with a lot of telepaths in her life. Fitz and Alden seem like a coincidence, but they have connections to Quinlin, which is how she knows him, because they all share an ability. Mr. Forkle is a telepath because in order for someone to plant memories in her head, they had to be a telepath. Tiergan's in her life because she needs to be trained, and Sophie being a secret means that a telepathic keeper needed to keep that secret. Emery needs to be one for his job, and Sophie being as important as she is just so happens to have contact with the council when a normal person wouldn't. Same with Gethen. They wouldn't normally encounter each other, but because of the setting of the book and the importance of telepathy in the story, the enemy group needs a telepath to make it more even and they have to encounter each other for conflict.
Telepaths being able to work together with their abilities and being so rare means that they happen to come together to collaborate, at least that's what I think. So as a telepath, I think naturally Sophie would've been directly exposed to more telepaths than a non-telepathic elf. She just has the added bonus of being involved in a lot of important and specific things to do with telepathy, so she gets even more exposure.
A more writing oriented reason would be similar, that telepaths' ability has a lot of collaborative aspects and that means Shannon writes more telepaths so we can truly see Sophie's ability shine. And also that telepaths happen to be very important to Sophie's story specifically, so we see a lot more of them than is actually proprotional to their existence in the elven world.
That's at least how I've reasoned out the disproportionate number of telepaths. I think it's because Sophie is one and telepaths work best together, so they've got like a network. But I may be wrong! Either way, it does help when thinking about Damel and how he got into washing, so thanks for the reminder!

Jobs within the Elven Nobility
For the Reading Rumble Round 4. A look into the structure of the Nobility, and the division of roles—based on ability—of Emissaries and Regents.

To enter the Nobility, one must graduate the Foxfire Elite Levels, for which a special ability is required. (The members of Team Valiant are the exception to this rule, as—excluding Wylie—none have completed their Elite Levels yet.) Members of the Nobility are considered to be of a “higher status” than other elves, and they hold more power over the Lost Cities. Typically, they hold the title of Lord or Lady, though those who work at Foxfire may hold different titles depending on their position.
The main purpose of the Nobility is to assist the Council in their work. Emissaries and Regents are both intended to carry out tasks for the Council, with Regents having lower rank than Emissaries. Besides this difference in rank, it is unclear what the difference between the tasks given to the two jobs is. 
Beyond Emissaries and Regents, there are a few more named jobs in the Nobility—although it is likely that there are more that have not appeared in the series yet. Quinlin Sonden is named as Chief Mentalist, a job that is similar to human therapists. It appears that one elf can hold multiple Nobility positions at a time, as Quinlin is also said to have been a Probe—alongside his Cognate, Alden, who was a Keeper. The positions of Probe and Keeper seem to be both official positions and general terms for skills a Telepath may have—Prentice was considered the “Keeper for the Black Swan,” though he did not work for the Council in his real life, while Fitz refers to his Mentor saying that “[he] should be a Keeper someday.” So, the term seems to be used both generally and to refer to a specific position with the Nobility.
Curiously, we see three Telepath skills considered jobs in the Lost Cities—Keepers, Probes, and Washers. (Washers are unclear, as the term seems to refer more often to the skill rather than the job; however, Councillor Kenric was said to be a Washer, and Damel Kafuta states his job to be a Washer. Damel had yet to graduate his Elite Levels, so it would be highly unlikely for him to have been a Noble, but still technically possible. It seems most likely that Washers, while a valued job, are not only Nobility members, although they carry out the Council’s work. Why this would be is yet uncertain, but it is possible that, since Washers would rarely be needed, they wouldn’t be considered a full-time job as such. And, with Kenric being able to wash the Washers’ minds, there is no real need for Washers to be members of the Nobility.)
The three jobs mentioned are skills that only Telepaths can hone; however, since a majority of the Nobility are not Telepaths, it stands to reason that there must be other ability-specific jobs within the Nobility. For example, Della, as an Emissary, was given the task of spying on Alden. Perhaps this means that there are specific types of Vanishers trained mainly in espionage. This explains why Della is consistently shown to evade the senses of even the strongest of characters throughout the series. Vanisher spies would also fulfill a part of the Council’s duties, in spying on the Neutral Territories, rebels, and other species. 
Another curious thing to note is that it seems that few elves with elemental abilities are in the Nobility, or, at the very least, few are interacting with Sophie. Based upon treatment of Tam and Linh’s abilities, there does seem to be some general prejudice against elemental abilities as a whole—perhaps that they are more wild, and less “refined” than mental abilities such as Telepathy and Empathy. However, we see many more Ancient or near-Ancient noble elves with elemental abilities—perhaps suggesting that there was once a time when elemental abilities assisted the Council, but now, they do not as much. I would think that this is because the Lost Cities must have taken time to build—centuries, even, which would require elves with elemental abilities to assist in their construction. But now, after the sinking of Atlantis and the completion of most construction, there is much less of a need for elemental abilities. Likely, of course, this pairs with the banning of pyrokinesis resulting in distrust of elemental abilities as a whole. 
Beyond elemental abilities and Vanishers, we also see plenty of Empaths in the series, and especially in the Nobility. The only real role that the ability seems to serve for the Council is the ability to detect lies, which Oralie does. Cassius, however, is sent on Emissary missions much like his fellow Telepath emissaries—so, there is clearly more than one use for Empaths in the Council. Perhaps one of these such jobs is the equivalent of Elf Lie Detector, used mainly during Tribunals and other important interviews. Then, there may be another Empath job—Cassius’s job—which is of more use out in the field. 
As for the overall structure of Nobility jobs, I propose that “Emissary” and “Regent” are merely overarching titles for groups of smaller, ability-specific jobs. Keepers and Probes, for example, are types of Emissaries, who specifically focus on mind-breaks and mind-searching. Vanisher spies would be specific types of Emissaries whose job is to gather information on certain subjects. An Empath Lie Detector may be a type of Regent—not Emissary, as their job would not require as much classified information as an Emissary’s would—who serves in Tribunals to ensure honesty.
 Overall, I propose that each ability that is represented in the Nobility has certain ability-specific roles within the overarching framework of Emissaries and Regents, in order to better serve the Council and their needs.

Some random characters you may have forgotten
Jurek: The scrawny Sanctuary caretaker who got upset for Sophie and Keefe arriving late for their meeting with Silveny. He was once reprimanded by Lord Cassius because he was Talentless. 
The Black Swan’s Psionipath: It was revealed in Neverseen that the Black Swan has a Psionipath on their side. But we have no details as to their name, appearance, or motivation. 
Trix: The Neverseen’s Guster. We also know nothing about his identity or why he joined the Neverseen. But we do know that he worked with Umber on missions very often. 
Brielle: Grady’s goblin bodyguard who was killed in Lodestar by rogue ogres. She was aurified in Gildingham later in the book. 
Damel Kafuta: A talented Washer who wiped the minds of Sophie’s human parents after they were abducted by Vespera. He’s 18, but has a young face.
Marty the cat: Sophie’s only friend in the human world. She found him as a kitten in some bushes and begged her parents to let her keep him. He has fluffy grey fur and a crackly purr ( hey that rhymed ), and he always slept on Sophie’s pillow. 
Shayda Adel: The daughter of two well-known Emissaries. She might have a crush on Keefe. Shayda tried to trip Ro in Nightfall, and Ro responded by crushing her foot into pieces. 
Bronte’s mother: She was accidentally Inflicted on by Bronte when he was unable to control his ability. She was brought up by Bronte when he was lecturing Grady on the power of his ability.

I think I’m the only one who remembers Damel. Like I don’t think anyone has ever uttered a single word about him. but he’s the washer who washes Sophie’s human parents memories and he was like rlly nice and cool. And he is also mentioned in Flashback when they say he searches Alvars memories and concludes that he’s never seen somone do such a thorough wipe of memories. Anyways I’m only saying this cause I want somone Else to actually remember him :D

I suppose we just haven't had sufficient reason to remember or talk about him, given the brevity of his page time. Though perhaps we should be talking about him more given how young he is. He began washing when he was a level 4. That's how old the kotlcrew is now, which raises several questions for me.
1) Why such a young age? Does he have an unusual prowess that prompted his becoming a washer? I find that difficult to conceptualize, given that Fitz was the youngest telepath to manifest at 13, and level four is ages 14-15, and I believe the manifesting cut off window is around fifteen. That would probably give him around 1.5 years of practice before washing at most, which still doesn't feel adequate, but perhaps it's not as difficult as it sounds.
2) What does he typically erase? The wiki says he was one of the washers who worked on Sophie's parents when she first moved to the Lost Cities, and that was a highly sensitive case (at the time), so clearly there is some trust in him. And he would've been about a level 6 at that time, so how did he earn that?
That being said, what is a normal erased memory? We've seen a lot of erased memories at this point in the series, but we've also been in a very unusual situation. Damel became a washer before that started to impact his life and he had to erase torture memories. So is he truly properly equipped for that? That doesn't seem at all like what his usual roster would be, so what is normal for him?
I suppose given my interest in worldbuilding, it's only natural I have several questions about the logistics of becoming and being a washer. But yes, shout out to Damel for doing some unpleasant things and being so pleasant; this nonsie and I remember you :)
