To enter Queensland, international students are required to have the following criteria. Both Queensland International Arrivals Registration and Australian Travel Declaration need to be completed.
International students need to be vaccinated as per the approval of TGA. Provide proof of Vaccination. Submit a negative COVID-19 certificate 72 hours prior to your arrival in Queensland.
To enter New South Wales, returning students need to take a full dose of a COVID-19 vaccine approved by TGA. Vaccination proof and the COVID-19 PCR Test documents are to be submitted to travel to NSW.
According to Victoria’s government, fully vaccinated eligible students are welcome to enter Victoria with the vaccination proof submission. International students must hold an eligible visa, undertake Covid-19 test requirements, and have full vaccination which is approved by TGA. 
Fly to Western Australia, where both international and state borders are opened. With the proper vaccination certificates and Australian travel declarations, international students can enter Western Australia.

A New Era Of Needle Free Vaccines
India’s drug regulator authorized the country’s first nasal spray vaccine on Tuesday, marking a large step toward increasing the availability of newly popular needle-free vaccines around the world.
The nasal vaccine was developed by the Indian vaccine firm Bharat Biotech, the maker of the injectable COVAXIN Covid-19, which is widely used in India and received approval for global distribution by the World Health Organization late last year.
Bharat Biotech partnered with the U.S.’s Washington University of St. Louis to make the nasal spray vaccine, the company said. The vaccine, which is called iNCOVACC, uses adenovirus vector vaccine technology to induce an immune response, similar technology to that used in COVID-19 vaccines from the U.S.’s Johnson & Johnson and China’s CanSino. Bharat Biotech said the vaccine proved effective in clinical trials and plans to release data soon to back up its claims.

The long-awaited answer for all international students yearning to go to Australia to live their dream. The border will finally open on December 15th, 2021! For the past 18 months, Australia's borders, which have been closed due to the widespread COVID pandemic, are now open and Australia will welcome international students who are vaccinated and visa holders from 15th December to 15th December.
Health Secretary Greg Hunt confirmed on Monday that Australia's borders are now open to international and qualified students. He said the following: "Yes, we are on the right track, that was confirmed again at the weekend." He also said: "This reopening is planned, it will take place in consultation with the Prime Minister, the discussion of the National Cabinet and the Chief Medical Officer's Council. First Secretary Scott Morrison confirmed the reopening applies to the travel bubbles of South Korea and Japan. programs. On November 29th, it was announced that the opening dates had been moved from December 1st to December 15th to accommodate Omicron.

Vaccination Requirements for International students

Additional requirements for travel are a negative PCR certificate, which must be presented within three days of departure. International students entering South Australia will be quarantined for a week from the moment they arrive.
Australia Border News for International Students
It is important to note that at least 7 days have elapsed since the last dose of vaccine during vaccination to ensure that the person is 'fully vaccinated. With a combination of vaccine doses, the cycle is considered fully vaccinated. when all vaccines have been approved by the TGA. Foreign students are required to provide proof of vaccination to ensure a smooth entry into Australia.
Australia Travel Exemptions in their States and Territories
NSW (New South Wales)
Students who have received all vaccinations can travel to and from Australia in NSW without having to apply for an exemption.
The NSW Government has stated that there will be no quarantine on arrival.
Overseas students returning under the International Student Arrivals pilot program must travel to Sydney for their scheduled flights.
Students studying abroad and returning to Australia must be fully vaccinated with a Therapeutic Goods Administration (TGA) recognized or approved COVID-19 vaccine prior to landing in Sydney.
Queensland
As part of Queensland's COVID-19 plan, quarantine regulations must be in place before 90% of the vaccine-eligible population is vaccinated. Although students can enter Australia without having to obtain an exemption, return to Queensland is subject to quarantine availability.
Victoria
The Victorian Government has a secure facility for a limited number of international students to arrive in Victoria each week.
In the first phase of the program, there are a small number of places each week that the universities will offer to the students they need.

The Australian Government has announced that additional specific measures are being implemented to support education in the international education sector. International borders are restored. Additional grants and extended government fee waivers will be made available to support international education providers who are bearing the brunt of this pandemic. In addition, there will be adjustments to visa regulations, providing flexibility for the international students returning to their home countries. The measures also serve to protect international students after their studies.
The temporary visa for postgraduate, master or graduate students is also extended from 2 to 3 years. The government has announced that the changes are not only aimed at supporting international students, but are also an important element in helping the country in its efforts to attract and retain a skilled workforce and boost the economy's recovery. Some of the features included in the new visa configurations are: Students who are temporary graduate visa holders (Subclass 485) who have been unable to travel to Australia due to COVID-19 international travel border restrictions may apply for a new visa. Current and former temporary graduate (subclass 485) visa holders with visas that expired after February 1, 2020 may renew their subclass 485 visa applications for the same period as their previous visas.
The Australian government made it clear that the period of the temporary Graduate Visa is to be extended by two years to three for Masters by students who have completed coursework. This will match that of Masters by researchers. Vocational Education and Training (VET) sector graduates will be granted an entry visa for two years. In accordance with the new visa guidelines, additional measures are taken by students and temporary graduate students towards acknowledging time spent online study off-shore in order to qualify for the temporary graduate visa.\

In the last 18 months, Australian borders that were closed because of the widespread COVID pandemic have now been opened and Australia is now accepting international students who have been vaccine-free and visa holders from the 15th of December.

Health Minister Greg Hunt confirmed on Monday that Australian borders will be reopened for foreign students and skilled workers. He said the news release as saying that "Yes, we are on track for that - that's been reconfirmed over the weekend". He also stated his statement that "That reopening is scheduled - will be going ahead in consultation with the prime minister, the National Cabinet discussion, and the advice from the chief medical officer."
Prime Secretary Scott Morrison confirmed the re-opening is applicable for South Korean and Japan travel bubbles programs. On November 29, the announcement was made that the opening dates were changed from December 1 until December 15 due to concerns about an Omicron variant. It is expected that those with valid visas and second visas, as well as humanitarian workers who are fully vaccinated, have priority.
Vaccination Requirements for International students
Students from Bangladesh who wish to travel to Australia for further study or further their studies are required to be fully vaccinated (double doses) using the vaccines that have been recognized by the Therapeutic Goods Administration (TGA) which includes those who have taken mixed doses.
The most current doses and vaccines that are approved when traveling to or from Australia include:
Two doses at least 14 days apart of:

Pfizer/Biotech Comirnaty
Moderna Spikevax
Sinovac Coronavac
Bharat Biotech Covaxin

Other requirements that are required for travelers are a PCR-negative certification that must be carried on the self within three days of leaving.
International students who are entering South Australia will be quarantined for a period of one week on the date when they arrive.
Australia Border News for International Students
A crucial aspect is that at minimum 7 days have passed since the last dose of vaccine during the vaccination to ensure the person is "fully vaccinated".
In the event of mixed doses of vaccines, the course is considered fully vaccinated as long the vaccines are recognized by the TGA.
Students from overseas are required to carry evidence of vaccination to ensure their smooth travel to Australia.
Australia Travel Exemptions in their States and Territories

According to Queensland's COVID-19 Plan, there'll have to wait for quarantine to ensure that 90 percent of Queensland's population is vaccine-free. While students are permitted to travel to Australia without having to obtain exemptions, however, returning to Queensland could be subject to the availability of quarantine.
Victoria
The Victorian government has a secure route for a small number of international students who arrive in Victoria every week.
During the initial stage of the program, only a certain number of spots are available every week. Universities will make available for students required to complete tasks in the field, like medical and health students as well as post-graduate research students.
The next phase is to broaden to include more students from different disciplines.
Students who are fully vaccinated who are entering Victoria do not have to undergo quarantine for as long as their vaccines are approved by the TGA.
They must be tested for COVID negative within 72 hours prior to departure and will be tested within 24 hours of their departure to Victoria.
Adelaide
The South Australian government will welcome fully vaccinated students without quarantine time once 95 percent of South Australians (12+) are completely vaccinated.
Additional support for International students and the International Education Sector
The Australian Government has announced additional measures specifically targeted have been implemented to aid students in the International education sector in the hope that International frontiers will be reopened.
Further Grants, as well as Extended Regulatory Fee waivers, will be available to help those International Education providers who are most affected by the pandemic.
Additionally, there will be modifications to the settings for visas which are designed to offer the necessary flexibility for students from abroad as they return to their home country.
The measures are also designed to ensure the post-study right of students from abroad. The temporary graduate visa granted to Masters students who have completed coursework has been extended from 2 to three years.
The government has announced that the changes aren't solely aimed at helping students from abroad, but are also an important element in helping the country recruit and retain skilled workers, and boost the recovery of the economy.
Some of the features included in the new visa settings are:
The Temporary Graduate (subclass 485) visa holders who were not able to travel to Australia due to COVID-19 border restrictions for international travel can apply for a new visa.
Current and past applicants for the temporary graduate (subclass 485) who have their visas expired or were issued after the 1st of February 2020 may apply for a new subclass 485 visa within the same time period as their previous visa.
The Australian government made it clear that the duration of stay for the Temporary Graduate visa is to be extended between two and three years Masters by students who have completed coursework. This will match that of Master by research graduate.
Vocational Education and Training (VET) sector graduates will be awarded an entry visa for two years.
In accordance with the new visa guidelines, additional measures are taken by students and temporary graduates in taking into account the time spent on-shore study online in order to be counted towards obtaining the temporary graduate visa.
