Arabella and her husband both had distant claims to the throne and were imprisoned at the Tower of London after marrying without permission from the King.

Lady Arbella Stuart (also Arabella or Stewart; 1575 – 25 September 1615) was an English noblewoman who was considered a possible successor to Queen Elizabeth I of England.
During the reign of King James VI and I (her first cousin), she married William Seymour, 2nd Duke of Somerset, another claimant to the English throne, in secret.
King James imprisoned William Seymour and placed her under house arrest.
When she and her husband tried to escape England, she was captured and imprisoned in the Tower of London, where she died at age 39.

In their royal play at Eltham, Elizabeth, Henry and Margaret had a wealth of toys and games from which to choose. Toy manufacture began to reach an industrial scale in early sixteenth-century Germany, when toys could be made cheaply and quickly for export and sale.
There were toys to suit almost any parental purse, ranging from the inexpensive cup and ball to intricate tin toy animals. Babies were given gender-neutral playthings, including rattles, which are known from the sixteenth century, windmills and, for older infants, hobby horses. There were baby walkers, too, with their wooden frames to help the toddler learn to walk.
Certain toys were aimed at girls. Dolls had been in existence for centuries before Elizabeth's birth, having originally been made of clay. Dolls' houses and miniature furniture are known from at least the mid-sixteenth century, again in Germany. These could include dolls' kitchens with dishes, meat plates, cutlery and furniture, all carefully wrought. Wealthy girls, such as Princess Elizabeth, could also receive fashion dolls, modelling the latest in clothing, while poorer children's dolls were made of rags and stuffed with straw.
A few sixteenth-century dolls survive in museum collections, but to get a true idea of the lavishness of some examples, it is necessary to turn to portraiture. In 1577, the two-year-old Arbella Stuart, who was a great-great-granddaughter of Henry VII, sat for a portrait that now hangs in Hardwick Hall, her childhood home. Clutched in her left hand is a doll, depicting an adult woman in Elizabethan dress, with a ruff at her neck, puffed sleeves and a full skirt. It was probably a fashion doll, given to this wealthy and aristocratic little girl as a toy. Perhaps it was a favourite of hers, which she refused to part with even as she sat for her first portrait.
Children from every walk of life were capable of finding a toy in almost anything, including animal knucklebones, wooden wheels or household implements. A famous painting (1560) by Peter Brueghel, which now hangs in the Kunsthistorisches Museum in Vienna, shows more than 200 children playing around 80 different games, providing an unprecedented insight into children pursuits of the period. Most of the games are familiar: girls play knucklebones and dolls, while a group of boys and girls act out a mock bridal procession and another group plays blind man's bluff. One girl is also depicted pretending to keep a shop; other children play 'paper, scissors, stone', roll hoops and rock barrels.
There were some adults who looked for educational value in these games. Juan Luis Vives considered that the well-bred girl 'in the form of play' should be permitted to 'exercise herself in things that will be of benefit to her later'. He favoured 'chaste tales' told to the girl, rather than dolls, 'which are a kind of image of idolatry and teach girls the desire for adornments and finery'.�� Nonetheless, as he said, 'those toys made of tin or lead that represent household objects' were still permissible, since they provided 'a pleasant pastime for the child, and in the meantime she learns the names and uses of various things without even being aware of it'.
Through play and the accoutrements of play, as she sought to imitate her mother or nurse, a Tudor girl began to learn about the world and her place within it.

I'm going through a bunch of old photos of Finland (mostly Helsinki because that's where the people were) and I've noticed a lot of houses with what looks like permanent ladders attached to the roof. Do you know what those would be for?
I do. They are emergency escapes or access to the roof for maintenance, but often both. They are required by law (unless, for maintenance, the roof can be accessed from inside of the building). What you saw are probably primarily for maintenance.
You'll find ladders in any house that has more than one floor. The idea for fire escapes, naturally, is that if you can't escape through the normal route (say the downstairs is on fire and it's not safe to go there or the fire is between you and the stairs), you can escape through a window instead.
This is what they look like in detached houses:

As you can see, they don't reach the ground because their primary purpose is to serve as means for the residents to get safely down in case of a fire. Also because children shouldn't be able to climb them. But they are used as maintenance access, too. Or rather, maintenance ladders double as fire escapes. The houses in the first photo should have a ladder that reaches the roof somewhere else as these very short ladders are just a fire escape. So in an emergency you'd get as low as you can and then drop down to safety.

In these photos you see ladders to the roof that are probably more similar to the ladders you saw in commercial and residential buildings in Helsinki. They don't reach the ground, either, so that children can't reach them and to discourage someone randomly climbing onto the roof.
You can also see a snow stopper on the roof. They prevent snow from sliding down the roof, which can kill you should you be unfortunate enough to stand below when the snow slides down. Despite insulation, especially in older houses with less insulation, the roof does get some warmth from the house, so the lower layers of snow begin to melt once you have enough snow (the snow itself works as insulation for the lower layers). Once there is enough weight to the snow, it all slides down in one go. This happens especially in early spring when the sun is out and snow is melting. The snow stoppers prevent this from happening.
There are also ladders on the roof to allow safe access to the chimneys. There is also a "bridge" connecting the two ladders in the third photo.
