Indonesian President Joko Widodo on Wednesday confirmed an export ban for bauxite starting in June next year as scheduled, to encourage domestic processing of a material used as the main ore source of aluminium.
The resource-rich nation has surprised markets with its commodity exports policies, including brief but controversial bans earlier this year on shipments of palm oil and coal, of which Indonesia is the world's biggest exporter.
It is also among the world's top suppliers of bauxite, with China its key buyer. The timing of Indonesia's ban, however, is in line with its current mining law.
The president said the bauxite ban aimed to replicate Indonesia's success in developing its nickel processing capacity after halting exports of its raw form in January 2020, which enticed foreign investors, mostly from China, to build local smelters.[...]
"The government will remain consistent in implementing downstreaming so the value add can be enjoyed domestically for the country's development and people's welfare," said Widodo, who is popularly known as Jokowi, emphasising the importance of jobs creation.[...]
Indonesia has four bauxite processing facilities with 4.3 million tonnes of alumina output capacity, while more are under construction with collective capacity of nearly 5 million tonnes, said chief economic minister Airlangga Hartarto.
Indonesia's bauxite reserves are enough for up to 100 years production, he said.
The country's mining law also states exports of other unprocessed minerals such as copper will also be stopped. Jokowi did not specify the timing of shipment bans on the other materials.

Carmakers at risk of using Uighur forced labour in China, HRW says
Taipei, Taiwan – Top carmakers, including General Motors, Toyota, Volkswagen, Tesla and BYD are at a high risk of using aluminium produced by forced labour in China’s Xinjiang province, a report by Human Rights Watch (HRW) has found.

As much as one-fifth of China’s aluminium is produced by smelters in Xinjiang, where human rights groups believe more than one million ethnic minority Muslims have been subjected to internment and other abuses including forced labour and forced sterilisation.
HRW said in its report that carmakers are doing little to track their supply chains in China, and, in some cases, have succumbed to Chinese government pressure to apply weaker sourcing standards at their Chinese joint ventures than in their global operations.
“Most companies have done too little to map their supply chains for aluminium parts and identify and address potential links to Xinjiang,” the rights group said in its 99-page report released on Thursday.
“Confronted with an opaque aluminium industry and the threat of Chinese government reprisals for investigating links to Xinjiang, carmakers in many cases remain unaware of the extent of their exposure to forced labour. Consumers should as a result have little confidence that they are purchasing and driving vehicles free from links to abuses in Xinjiang.”
China has been accused of carrying out an aggressive programme of forced assimilation against Uighurs and other ethnic minority Muslims for more than a decade, leading to the internment of more than a million people in what Beijing has described as “vocational training centres”.
China has denied committing human rights violations in the region and insisted its programmes targeting ethnic minority Muslims have reduced radicalisation and terrorism.
In its report, HRW said “credible evidence”, including Chinese state media articles, company reports and government statements, indicates that aluminium producers in Xinjiang are participating in government-backed labour transfer programmes.
While countries including the United States have banned products made in Xinjiang, materials like aluminium can be difficult to trace, the New York-based rights group said.
Xinjiang aluminium often takes the form of ingots, which can be melted down with other materials to make aluminium alloy, easily concealing its provenance.
Michael Dunne, CEO of Dunne Insights and an expert on China’s automotive industry, said that mapping supply chains in China can be an extremely difficult task.
“Supply chains for automakers in China are somewhere on the spectrum between exceptionally byzantine and an iron-clad black box,” Dunne told Al Jazeera. “It’s like counting to infinity – you might make progress but you’ll never get there.”
HRW said car manufacturers should do more to map their supply chains or put pressure on their joint partners in China to do the same.
HRW said Volkswagen said in response to inquiries that the carmaker has “no transparency about the supplier relationships” with its joint-venture partners in China.
HRW said General Motors, Toyota and BYD did not respond to inquiries, but General Motors noted in its annual report the difficulty of tracing their Chinese supply chain.
Tesla, which does not operate with a joint venture, said it had “in several cases” mapped its supply chain back to the mining level and not found evidence of forced labour but did not specify further, according to HRW.
The five carmakers did not respond to Al Jazeera’s requests for comment.
Duncan Jepsen, a supply chain expert and UK-trained solicitor, said tracing supply chains is an issue of cost and will on the part of manufacturers.
“For an NGO, it may be difficult to track a supply chain in China. In other places in China, for a large, well-capitalised car manufacturer with no financial resources … I think the answer is it’s expensive, maybe. But it’s not that hard,” Jepsen told Al Jazeera.
“And that’s really the crux of the problem … It’s challenging and difficult and almost impossible if you want to spend nothing on it,” he added.
China’s huge market also gives it leverage over carmakers.
On top of being the world’s largest vehicle manufacturer, China is also the largest market for vehicle sales – with 23.5 million vehicles sold in 2022 compared with 13.6 million in the US, according to HRW.
“That’s the catch-22 they’ve got is that it’s not a country that they particularly want to leave,” Jepsen said.
“So if they want their market penetration, it’s going to be a big strategic decision of how auto manufacturers handle this. And it’s going to be interesting to watch.”

'Europe demands it and customers want it: aluminium must become green'

Aluminum Duffel is one of the largest energy consumers in the country. Green energy and recycling should help to reduce the CO₂ footprint of aluminium. “It's greening or disappearing.”
Two hundred thousand tons of high-quality aluminium, on rolls or in sheets. This enormous amount of semi-finished product leaves every year the foundry and rolling mill of the company Aluminium Duffel[1] in the town of the same name on the Nete. The basic raw material, primary aluminium, is supplied in small blocks. In the foundry, which cannot be visited for safety reasons, they are melted and mixed with aluminum scrap and alloying elements to obtain the desired chemical composition. Giant, silver-coloured blocks are then cast from this, measuring 50 centimetres thick, five meters long and 1 to 2 meters wide. Heavy forklifts then place these so-called 'slabs' again in ovens, where they are preheated before hot rolling: the block is pressed several times between heavy metal rollers - you can compare them with two enormous rolling pins - and spread out into an aluminium sheet of hundreds of meters long, which is then rolled up. During a second, cold rolling, the aluminium is finally rolled more thin to the thickness desired by the customer.
It cannot be seen from the metallic glow, but the heat of the finished aluminium rolls reverberates in the large factory hall. Almost half is intended for the major European car manufacturers, the rest is for other industrial applications. This makes Aluminium Duffel one of the largest aluminium producers in Europe.
It goes without saying that this entire process requires an enormous amount of energy. The foundry's melting furnaces operate on electricity, making Duffel unique in Europe. The rolling mill is heated with gas. The company uses 250,000 megawatt hours of electricity and 23 million cubic meters of gas annually. For comparison: for electricity this is the consumption of 70,000 families (an average family without solar panels consumes an average of 3,500 kWh). CO₂ emissions from that production process should be reduced to zero by 2050. “A huge challenge,” says Eddy Caers, sustainability director at Aluminum Duffel since this summer. Before that, he worked for the company as a sales manager for thirty years. 'A completely new world, but very fascinating.'
Norwegian hydropower
The CO₂ footprint of 1 ton of aluminium in Duffel is 5.2 tons. “From the extraction of the ore to the moment our product leaves the factory,” says Caers. 'we want to reduce that to a maximum of 5 tons in 2025 and 3.5 tons in 2030.' However, Aluminum Duffel only has a limited share in that total footprint: 0.2 tons of CO₂ is emitted there, the majority of the emissions occur earlier in the production chain, during the mining of the ore, the refining into aluminium powder and especially in the large smelters where that powder is converted into metal.
One of the largest aluminum smelters in Europe and an important supplier of Aluminum Duffel is Aluminum Dunkerque. “The footprint of those smelters is very diverse,” says Caers. 'In China this exceeds 20 tons of CO₂ emissions per ton of aluminum, in Europe it is around 8 to 10 tons. In countries that can fully benefit from renewable energy, as is the case with hydropower in Norway or geothermal energy in Iceland, this even drops to below 4 tons.'
Too dirty for recycling
“Initially we want to work more energy efficiently in Duffel and make our electricity greener,” says Caers. 'We want to reduce our consumption by 5 percent per year by working more economically. We have also signed a long-term contract with the wind farms in the North Sea, for 10 percent of our electricity needs. In addition, we are conducting a feasibility study for solar panels on our roofs and vacant land and we are converting part of our grey electricity into green energy by purchasing guarantees of origin.'
Important gains can mainly be achieved through recycling. “The share of primary aluminium that comes in here must be reduced and the share of scrap must be increased,” says Caers. 'Now 20 percent of what we supply to the automotive sector returns as scrap: these are the surpluses when the plates are cut and pressed. That should be increased to 30 percent. After all, reusing aluminium only requires 5 percent of the energy required to produce the primary raw material.'

Alcoa considers closing Norway's Lista aluminum smelter completely
According to foreign media reports, due to rising electricity prices, international aluminum giant Alcoa is considering closing its Lista aluminum smelter in southern Norway.
Alcoa Energy Director Ole Lofsnaes wrote in a letter to the Norwegian Ministry of Petroleum and Energy: "The Lista aluminum smelter is still struggling to make a profit, although it will reduce some capacity in 2022 due to high electricity prices. Struggles, 2024 is expected to be a more difficult year. For this reason, Alcoa is now considering all possible future scenarios for the Lista aluminum smelter, with complete closure of the aluminum smelter being one of the scenarios being considered. " Last August, when electricity prices reached record highs, Alcoa reduced some capacity at its Lista aluminum smelter. In February this year, the company announced that it would reduce the factory's production capacity by 30% throughout 2023. Alcoa Energy Director Lofsnaes said it was crucial for the company to sign a new power supply agreement as soon as possible to protect it from high spot prices in the future. The Norwegian government plans to cut carbon dioxide offsets for industrial companies starting in 2024, which will also compound the problems at the Lista aluminum smelter. It is understood that Alcoa's Lista Aluminum Smelter in Norway has an annual primary aluminum production capacity of 94,000 tons and a total of three electrolytic aluminum production lines. One of the production lines was closed last year. Alcoa also operates an aluminum smelter in Mosjoen, northern Norway, with an annual production capacity of 200,000 tons of primary aluminum. Spot electricity prices in southwestern Norway have averaged €78.79/MWh so far this year, well below the 2022 average price of €211.28/MWh but still higher than the average price in northern Norway of €26.91/MWh.

Low-carbon aluminium
What exactly is ‘Sustainability’? Possibly the most quoted explanation comes from the United Nations ‘Brundtland Report’ produced in 1987 which states that the definition of sustainability is “meeting the needs of the present without compromising the ability of future generations to meet their own needs”. To better understand how we can bring about sustainability, a popular view of sustainable development can be referred to as the ‘Three Pillars of Sustainability’. Here, Sustainability rests on the three pillars of, Environmental, Social and Economic development, that all work together to achieve the sustainability goal. Whilst this view of sustainability is a global one, one that countries are encouraged to follow and develop for the future of our planet, how are we translating sustainability into construction today and in particular aluminium facades?
Aluminium, since its commercial debut in the 1880s, has shaped our world in so many ways, in fact, if the metal did not exist, much of what we take for granted today, would never have been made possible. Aluminium is the third most abundant element in the Earth’s crust, making up 8% of the total, with the majority of this ore, bauxite, which lies very close to the surface. Once dubbed ‘the wonder metal’ for its light weight and high strength, its discovery continues to push the boundaries of innovation today.
Aluminium has always been viewed in simple terms as ‘sustainable’ as it is infinitely recyclable with no loss of characteristics. Using just 5% of the original energy to produce aluminium, recycling is well established, so much so, 75% off all aluminium ever produced is still in active use today. With ‘clean’ scrap value almost that of new prime aluminium, the industry cannot get hold of enough scrap aluminium to meet the current demand for recycled content. With an estimated total discovered and undiscovered bauxite resources across the globe to be in the region of 55 billion to 75 billion tonnes we will not run out of new, prime aluminium anytime soon.
So where is the downside? Like all metals, aluminium carries high embodied energy, described today as embodied carbon. This has been historically quoted as high as 20 tonnes of carbon for every tonne of aluminium produced when energy from fossil fuels is used to produce new prime aluminium from bauxite. So aluminium smelters have traditionally been located next to renewable energy resources, such as hydro power for decades in order to use cheap renewable energy sources. Now the industry is turning to hydrogen power to further reduce embodied carbon.
Aluprof are proud to be leading this low-carbon revolution, using a greater mix of recycled content to prime in aluminium can reduce embodied carbon to a very low parameter of just 2.79 tCO2e (Tonnes of CO2 equivalent) per tonne of aluminium. These low-carbon billets are manufactured at the group’s low-carbon Kęty line at the factory in the southern Polish town of Kęty. These low levels of emissions have been achieved thanks to the use of the company’s cutting-edge plant for the manufacturing process and utilising a high content of secondary raw materials in the form of recycled aluminium scrap at an average level of 65%. Whilst to some this may seem to still be a high carbon price to pay, consider the carbon savings using a product containing aluminium during its long life span, compared to alternative materials which can create more carbon in use during their lifetime.
Architects understandably want to specify low-carbon aluminium for future projects but with global aluminium recycling running at about 33% of all aluminium output, to source 65% scrap for specific projects will often mean extended lead times should be catered for. Not being complacent at this level of carbon content, Aluprof are committed to further reducing carbon emissions in production that will occur over the coming years using new and emerging technologies. But, we need also to consider aluminium’s considerable benefits in use, particularly in facades. Whilst we know of aluminium’s light weight and its ability to be easily shaped through various processes, its long life in use is what impresses specifiers and clients alike.

The New University Library
One of the oldest first uses of aluminium in fenestration is the well documented Bodleian Library in Oxford. Aluminium windows from James Gibbons were installed in the ‘New University Library’ at Oxford University 85 years ago, further highlighting aluminium’s extraordinarily long service life. The building, designed by Giles Gilbert Scott and built between 1937 and 1939, was a much needed addition to the Bodleian Library whose collections are used by scholars from around the world. The windows were inspected and chemically cleaned ten years ago and they are expected to continue performing well into the current century.

The Forge - London
One of the latest projects to be completed with an aluminium facade is the ground breaking Forge in London. The Forge is the first commercial building constructed and operated in line with the UK’s Green Building Council net zero definition and energy reduction targets. It comprises two new office buildings and a public courtyard. Located on Sumner Street, The Forge is a Landsec office development located just behind Tate Modern in London and is one of the most innovative projects in London, pioneering several new construction methods fit for the decades ahead.
Breaking new ground, the project is the world’s first large-scale office scheme to be built using a standardised “kit of parts”, in an approach known as ‘platform design for manufacture and assembly’ (P-DfMA), which applies the advances made by the manufacturing industry to construction. Aluprof UK were invited to take an early design role in developing a unitised facade system, the MB-SE120 which has a UW value of <1.3 W(m2K) that meets the P-DfMA specification pioneered by architects and engineers Bryden Wood. Construction was led by Sir Robert McAlpine and Mace, working together in an innovative joint venture (JV) partnership.
Using the latest anodising and fabrication technology the life expectancy of the facade on the Forge can be assured for many decades ahead - a testament to aluminium's continuing sustainability.
