UAE Amendment of the VAT Decree-Law

The Decree-Law No. 18-2022 regarding VAT was announced on the 28th of September 2022. It announced amendments to a few aspects in the UAE Federal Decree-Law no. 8 of 2017 on VAT (Value Added Tax). The changes will take effect on January 1, 2023.
In all, 24 articles were modified and one article regarding the statute of limitations has been added to UAE VAT Law representing some important modifications to the Legislation.
The major amendments to UAE VAT Law – effective on the 1 day Jan 2023 are as follows:
Nature of Change

The new definitions have  been added in relation to Relevant Charitable Activity  Pure Hydrocarbons Tax Evasion Tax Audit Tax Assessment and voluntary  disclosure.
The supply of goods outside the VAT scope
A new provision has been included in Article 7  stating the Executive Regulations could define any other supply (other than  the provision of vouchers or transfers of business) as being to be outside the reach of VAT.
Goods that are subject to zero-rate
Additional products are included under Article 45  (clauses 4 5, and 6.) as being exempt from the VAT at a zero rate. It  includes import of the means of  transportation, import of products that are related to transportation and the  import of aircrafts for rescue and ship.
Input VAT recovery
Two new clauses were included in Article 55 relating  to the recovery of VAT on inputs. This stipulates  the conditions for the taxpaying person to claim back VAT that was declared  or paid on the import of goods and services.
Adjustment of VAT output
The tax adjustment for outputs stipulated under  Article 61(1) refers to the situation when the tax-payer employs an improper  tax treatment. In such situations the tax  payer must present an acknowledgement of tax credit to increase the output  tax.
When is the best time to issue An tax credit note
Article 62(2) regarding the mechanism for adjusting  output VAT has been amended to include the condition that the tax payer must issue an tax credit note within 14 days  of the date that any of the situations mentioned under  Article 61(1) is observed.
Payment of tax
65(4) of the Constitution 65(4) stipulates that it is  mandatory for the tax payer to pay tax to the  Federal Tax Authority (FTA) in the event that an individual issues an tax invoice  with VAT on it , or receives the amount in UAE VAT Law.
The timeframe for issuance of an tax invoice
Article 67(1) stipulates the date for the issuance of tax invoices in accordance  with the Article 26 (date of continuous supply) to be 14 days following the  date of supply.
The VAT registration exemption is not  required.
The provisions of Article 15 regarding the exemption  to register will be applicable to registered people in addition to those who  are not registered. This is the case when their  products are zero-rated or if they are no longer making supplies other that  zero-rated.
Supply date in certain instances
26(1). Article 26(1) determining the date of supply in  certain circumstances is the date at which the year is one-year since the  date when the service or product is supplied in addition to other  circumstances that establish the time of the delivery.
Reverse charge
The clause 3 in Article 48 specifies that the reverse charge in the domestic market will be  applicable to Pure Hydrocarbons.
Supply in specific circumstances
Article 30(8) concerning the location of supply in  certain instances, states that the source  of supply for transportation-related services is the location where  transportation begins.
The place of residence of the principal
The article 33 defines the the residence of a principal as having to be  the home for the agent. Under the current UAE VAT Law,  it was stipulated that the principal’s the agent’s residence must be the  principal’s residence. that of the principal.
Supply value
Article 36 on the specific anti-avoidance rules  regarding values of supplies or the import of products and services between  closely related parties will now take precedence over the Article 37 (value  of supply deemed to be).
New Article introduced regarding the statute of  limitations
The latest article on the statute of limitations also  covers other instances: The limitation period of five years does not apply to  situations in which the FTA issued a notice to audit the tax-paying person  provided that the audit can be completed in four years from the date of issue  in the form of a notice. 
If the taxpayer makes a voluntary disclosure within  the 5th year after the date of the applicable tax year the statute of  limitations is increased by one year. Voluntary disclosure is not able to be filed  by a tax-paying taxpayer after the expiration of  five years following the expiration of the relevant fiscal period. The  article further states that these extended times can be further amended  by the Cabinet’s separate Decision.

It was close to midnight, in the middle of the third week of April, when Miki Sayaka had found herself sitting in an empty train station. The last operating train had just left, carrying with it no living souls. The air reeked of iron, a trail having followed the broken child from the where the train docked to where she now sat, a hand kept out of her periphery.
Sayaka felt... like she was falling. Falling ever so slowly in a vat of molasses, so murky and dark that she could barely see past her nose in the brightly lit terminus. She had been fighting... fighting for the past month of March and April, for causes she thought just, for causes she had believed in. She had thought herself as a paragon of justice, the true epitome of a Magical Girl just like Tomoe Mami.
She was nothing but a sham.
...How did she get here?
...
During March she and Errika had met two Magical Girls. Sayaka had thought to herself that Akemi Homura was nothing but a charlaton and manipulator, the anithesis of righteous and justice. Tomoe Mami had proven to her that she was a true hero, a girl who had been granted power and used it to protect Mitakihara. It hadn't even been a full week when on a Friday afternoon that Akemi had shattered the image of a Holy Mami in the awed girl's mind, easily routing a Witch that nearly killed her idol - her Golden Star.
After that event Sayaka had done her best to try and comfort her friend, to assure the elder girl that she was still incredible, still wanted, still a hero to her. Mami had tried to dissuade Sayaka of those thoughts, of those poisonous reverential fallacies, yet the girl could not - would not let that image of her senpai be shattered.
It was ruptured once more by a girl from Kazamino, fiery locks flowing in a ponytail and sharp red eyes punctuated by a dangerous, fanged smile.
Sayaka had signed a contract when she was fourteen years old, made a wish to hasten her childhood friend's recovery, and swore to be all that Mami stood for and more.
Then Sakura Kyouko told her that she was just another sinner, right to her face. She spoke blasphemy on both her own and Mami's names. When Sakura made claims that Mami had only mentored Sayaka out of lonliness and as a means to replace the redhead, the child couldn't- didn't believe it.
When she demanded the truth from her idol, her hero later that April afternoon, her heart broke.
Sayaka was lost in a miasma of her thoughts, troubled by the truth of how she had been a means to an end for a heartbroken widow. Kyousuke had flooded her thoughts almost as an afterthought, the realization that she had yet to visit her friend bringing her out of the dark for a brief moment.
Kyousuke had been discharged and never said a word about it.
Shizuki Hitomi, her best friend of nearly a decade, had betrayed her and forced Sayaka into an ultimatum. To confess their undying love to Kamijou Kyousuke before the other.
How could she when the words of a Crimson Lancer echoed in her ears, and a Golden Sharpshooter appeared behind closed eyes?

Hitomi had gone through with their farce of a rivalry and hitched herself to Kyousuke. Sayaka made herself scarce around the both of them.
Errika had been following her on her hunts, offering words of comfort and empty platitudes of service to the Broken Knight. The foreigner had been a constant source of affection that the blue child could leech off of, dispelling the darkness that continuously tainted her soul. Yet, despite knowing that her friend had been doing all she can to help Sayaka, that all of her actions and words came from a place of love and friendship...
Sayaka wanted to #### that girl.
It was a stray thought that came out of no where, or perhaps, it had always been there, in the back of her mind. The past four weeks had merely allowed it to finally breech the surface of her mind.

The events of the overpass still kept coming back to her, everything blurry except for the head of flames she so desired to snuff out. Red was interrupted by yellow and gold, black making herself known behind her. Sayaka didn't care, she jjst wanted to erase Red.
She had cut off a part of Red, before suddenly Gold screamed and Sayaka could see again. Errika had been dangling off the edge of the bridge, reaching out to something and only thanks to Mami's intervention, with ribbons tying her back. Kyouko was clutching to the stump of where hand once was, Akemi nowhere to be seen.
Then red fell to ground in a heap of limp muscle and bone.
The first thing Sayaka thought was finally, that bitch is dead.
The second was how could she think of such a vile thing?
Errika had frozen when she heard Kyouko fall, falling back onto the floor of the bridge. She stared at Kyouko with a look of despair so deep within her soul, and crawled towards the other girl. Mami had been leff dazed and confused, shocked to see her ex fall so limply.
Errika had crawled next to Kyouko before pulling the girl's head into her lap; the foreigner had been babling something, tears falling so freely in a sight that Sayaka has never witnessed. Whatever Errika was saying had left Mami even more confused before a look of horror dawned her face.
Then Akemi showed up and pressed something into Kyouko's chest and the redhead shot back up. Akemi had stepped aside to let Mami take her place, and the three were suddenly very close to one another. Kyubey had showed up and-
And Sayaka was hacking up a Witch on the other side of town.

It was a stormy April night. That shadow witch was a pain, but that's okay. Sayaka can't feel pain anymore. She's already felt the dullest of aches, the sharpest of pains, the most lasting of hurts.
Sayaka was surrounded by water, kept dry only by the guidance of Errika. The girl kept following her, trying to offer her help, salvation from her actions. It's making Sayaka feel...
"Sayaka-san, please, you need to rest. You can't just keep throwing yourself at Witches and Familiars! You're going to burn yourself out and get yourself killed!" Errika was obviously distraught at what Sayaka was doing, but she didn't understand...
"... This is the only way... The only way to-"

"-be better than you, than Sakura, and even Mami! So shut up and leave me alone Transfer Student!"
Sayaka was seething. This harlot had the gall to act high and mighty when she was just a corrupt maggot in the pile.
"You are in no position to deny my assitance. If you truly wish to better yourself, then you'll use that Grief Seed." Akemi had remained neutral, but even that monotone was empty in apathy.
"...And I'm suppossed to believe that, from someone who's given up already? On everyone and everything? That's the difference between us Akemi! You don't fight for a reason! I fight-"

"-to prove that I'm better than them! Than all of them! And even you!" Sayaka had shoved a finger into Errika's face, the worm squeaking out in surprise.
"Sayaka, what's gotten into you? Is that why you've been doing all of this? To prove yourself better than Kyouko? Than Homura? Better than Mami?!" The foreigner had stood up to her full height, matching Sayaka's eyes with her own.
"Is that wrong!? To have something to fight for when there's nothing else in this world?!  I know I'm at least better than you, I signed a contract and I did something right for once in my life!" Sayaka had stepped forward to press her nose against Errika's, the blonde unable to will down the faint blush on her face.
"You couldn't be assed to join me, to help me! You just stood on the sidelines as-"

"-I throw my life away in this worthless bullshit! But if I can take you down with me... then this'll have been all worth it..." Sayaka was slouched forward, bangs darkening her already emoty eyes. Akemi just stared back.
"You are welcome to try, you fool."
Sayaka swung an arm, sword forming in her hand, before she ran forwards. She pulled her sword arm back and-

-punched the blonde in the gut, sending her spiraling through the glass doors of the bus stop. Even if Sayaka was banged up during that fight, she still came out on top.
She strolled towards Errika's quivering form, rain water falling down on both of them. The foreigner tried to lift herself back up on all fours before a foot kicked her bruised ribs.
"Don't try to follow me. Your 'helps' worthless."

What had she done?

"She's right ya know? Usually always is, kinda a pain like that. But, you still have somethin' glin' for ya rookie. Ya got friends and family that want ya to be happy, to see you everyday and night."
"We all want to help you, to alleviate the despair within your heart. So please, let us help you. We want nothing more than to bring our friend back."

"Sayaka! You're Soul Gem! It's-"

Laying on her side on one of the many park benches was a girl wearing the Mitakihara Middle School uniform. Her shirt was rumpled and drenched. The back was covered in glass and gravel, blood soaking through the fabric. Her stockings were torn, a blue ribbon used to wrap around one of her thighs. Her head nuzzled a smartphone in her pillowed hands, a picture of herself and another girl on the screen. She was resting, out cold from wandering the city for her best friend, the girl she fell for.

Ilta-Sanomat has more news from ongoing discussions about Finland's 2025 state budget. Some adjustments are necessary, according to the Finance Ministry, with the state needing to save billions of euros more than previously planned.
The government parties are mostly agreed on that. But the devil is in the details.
IS says that a week from now negotiations will begin in earnest, but that their sources believe the savings will have to be found among the "upper middle class".
Up to now, most cuts have fallen on benefits for younger and lower-income groups, such as the unemployed. There may not be much more to cut at this point among those groups.
Deductions currently utilised by many better-off taxpayers might be on the chopping block, including the deduction for household expenses. That can be used to reduce tax bills if you have work done around the home.
It has previously been reported that VAT is likely to increase as well, as a one percentage point increase would raise 615 million euros and fill a big chunk of the budget shortfall.
There is also a continuing debate over cuts to pensions. The Finns Party would be willing to make cuts in pension spending, but the National Coalition Party is opposed.

Iltalehti asks Tampere hockey club Tappara why they are planning to fly a 295km trip to Kuopio this weekend as they head into the Liiga playoff semifinals.

At 62 he is nearing retirement, and more time cycling and watching SSC Napoli (although HS does not mention either hobby).
