Montrell casts his eyes beyond the limousine's window to the sight of the traffic, the nostalgic view of Manhattan flooding his sights. To those unfamiliar with the borough, Manhattan would seem plausibly sophisticated to the average man, but he thinks of it as somewhat more provincial compared to cities he's flown to. Whether it be Venice, Singapore, or Dubai.
It’s nice to be home, he thinks. He’s grown to miss it all after spending a few years in London. But what he certainly missed the most was the presence of his family, particularly the one sitting next to him with a restless knee.
"This little... Brat."
Five missed calls. Twenty unseen messages.
"Is there a problem?"
Antonne snaps his head. "Nothing. It's nothing at all." He announces way too quickly.
Montrell taps at his collar, tugging at the tightness of his tie. "You're looking very restless." His voice gravelly speaks, laced with exhaustion from his eight-hour flight from good ol' London to New York. "I just got back home, now you're making me nervous."
Antonne doesn't reply, his attention still glued onto the flat of his screen. He alternatively switches between texting and calling, feverishly anxious. "It's nothing. Don't mind it."
Montrell parts his lips to reply, but instead silently agrees to drop the topic.
"... I trust everyone’s been well?" He piqued. "Seeing the news I've been receiving from the press, and my classmates, I'd reckoned you'd have improved since the last... Predicament."
“Predicament?”
“Would you rather I word it any other way?”
Antonne grimaces at the fine way Montrell speaks— his sophisticated accent bleeding into his every word.
"I have improved." He states, a little too condescendingly. "Wouldn't you have known that by now?"
"Well," Montrell sits up straight. "None of the problems you cause particularly strike me as interesting. However, I do have one particular concern. Have you been taking care of [Y/n]?"
At the mention of you, Antonne tenses up distastefully. "I've been taking care of her too much." He grits. "She's very, and I mean very, hard-headed."
Speaking of taking care of you, Antonne's been calling and texting your number for the last hour, thinking you'd still be up at this time. Seeing as how you weren't, you were probably fast asleep.
Oh, if only he knew.
"Well, we all share that trait now, don't we?" Montrell teases. "Stubbornness, hard-headedness. In the end, we all chalk it up to ambition. She’s sixteen, after all. Time passes by too fast." He bemoans. "I ought to take her to Shanghai after the fundraising event, little bonding or so."
"You do know that after the fund-raiser, people are going to lure her out of the manor for publicity?"
"Precisely." Montrell rolls the window open, placing a cigarette between his teeth. "But you and I both know how stubborn [Y/n] is. Do you really think anyone can force her out of her comfort zone?"
Antonne straightened his lips. "If she doesn't want to be cast away by society, she would have to try, or she’ll vanish off the map.”

The rules of high society were simple.
Appear neat, be mindful of how you present yourself, and always, always take mind in how you act.
For the longest time, you followed these rules as though they were your variant of the ten commandments. Your mother ensured you a place in New York’s elite for your sake, or so she says. Since then, you crafted your whole image from people’s expectations of you.
By the time you were eight, you constantly switched between masks and personalities— that were all titled separately according to every event.
The beloved golden child; the mature older sister with her head leveled well, ; the bitchy conglomerate heiress with her head in the clouds; and your current, and notably hardest, façade; the obedient daughter who knows when to shut the fuck up.
A talent Antonne didn’t have, unfortunately.
Now, you had another title to hold onto.
“Are you sure your mother isn’t in there?”
You shift uncomfortably, arms crossed before your chest.
“She’s working the night shift tonight.” Miles reasoned, fishing the keys out of his pocket. “It’s not like you’re going to sleep here anyways— plus, what kind of gentleman would I be if I let you go home like that?” He gestures over to your clothes that were soaked in dirt and rain.
Seven days ago, you swore neatness over any speck of dirt.
Yet here you are, some little girl who stole her brother’s bike, rode all the way down to Brooklyn in the rain, and kissed a boy out in the street.
You didn’t want to meet Miles’ mother like this. You wanted to present yourself the way most mothers would expect of their sons’ girlfriends— polite, proper, and of course, neat.
At that moment, you were just some wet nobody who came out of nowhere, wearing your brother’s stolen hoodie, stolen pants, and stolen shirt. Perhaps the shoes were stolen too.
“Gentleman my ass.” You mumbled, shivering like a sinner at church. You hear Miles deridingly snicker.
“I’ve always been a gentleman to you, you’re just oblivious as fuck.”
“I grew up with polite people. Politeness is my normalcy.”
“Don’t seem like it.”
You click your tongue.
Miles laughs at the way you glare. He’s grown way too used to seeing you like this. “M’just kidding, ma, don’t get all riled up, goddamn.” He simpered. “I guess I just have to out-gentleman the men in yo life, huh.”
“You can try, but that’d be kinda difficult.”
The door to his apartment then creaks open, a dark hall that smelled like citrus and florals awaited before you. Miles steps aside, gesturing you to go inside first. As you do, the warm air greets you like a welcome, the tension in your shoulders finally releasing. You mindfully looked down, checking to see if you were staining the floors.
Miles then slips his shoes off, making you follow suit.
“I’m gonna go get’chu a towel before you start spraying your bubonic plague germs all over my crib.”
“The bubonic plague’s a dead virus, dumbass.”
“It will be, when you die from hypothermia.”
“I fucking hate you— so much.” You breathily squeezed with clackering teeth. Miles only laughs, heading off to fetch the towel. As his fingers flick the lights open, you’re welcomed to the sight of this cozy home. You marveled, like a child first visiting Disney World, at the small picture frames hanging from the walls. There, you could see images of little Miles– with his hair unbraided and eyes a little brighter. There was one of him with his front teeth knocked out, still smiling as wide as ever while holding a puppy in his arms.
Hung jackets, mismatched cabinets, and walls with chipped wallpaper.
It was.. A foreign sight to you.
Somehow, this tiny apartment seemed much homelier than your own.
“Here ya go.” Miles approaches you with the towel in his hand. Though you try to reach out for it, Miles maneuvers it past your grasps and instead pats it over your head, humming a tune to himself. You look up, admiring the way he meticulously takes care of you, cautiously ruffling your hair as though every strand were pure gold. And when he notices you staring, he puts the towel over your face.
“Don’t look at me like that.”
“I’m not even doing anything.” Your voice muffles, trying to pry his hands away. When he does take the towel off, he’s bent down to your level, face inches away from yours and smirking in a way that irked you. He then places both his covered hands over your cheeks, squeezing lightly.
“You look like a goldfish.” Miles piqued with a toothy grin. “Thas craaazy.”
You furrow your brows. “Fwook owff.”
“Fwook owff indeed.” He mocks of your voice before releasing you. “Now, you gon’ go inside or what?”
You move your head a bit, eyeing the apartment behind him. “You sure your mama ain’t there?”
“If my mama was here, she woulda whooped my damn ass for bringing a girl home.”
“… So she ain’t home?”
Miles stared at you. “…. Do I look like I’m getting my ass beat r’now?”
“… No.”
“… Exactly.”
Hesitantly, you stepped into the apartment, holding the towel close. You can see the kitchen drawing near, a few unwashed glasses in the sink, family pictures on the fridge, and lace tablecloth above the mahogany. There were tiny plants on the shelves, scattered books and chargers, and undone laundry in the baskets. It was the kind of home your mother used to mock— the kind of living she spoke so ill about, a glimpse of her past.
Strangely, you adored everything about it.
“Sorry bout the mess.” Miles sighed. “I was gonna clean up tonight— but I brought you here.”
“No— no,” You sigh, gaze still skimming around in amazement. “Your place is.. Absolutely lovely.”
A slip of an accent. Something sort of posh. Miles notices it, but he pretends not to.
“My mom’s the one who designed most of it— I just let her do what she wants since I ain’t really much of an interior designer.” He kicks a few trinkets away from his path, making way for you.
“I love her tastes.” A genuine compliment, not the falsified ones you half-heartedly gave out to the elite. “Can you, uh, tour me more?”
Miles looks around, also somewhat lost. He slips his hands out his pockets, randomly pointing at places while not uttering a word. You follow where his finger leads, expecting an explanation, but all you get was a gaping “uh…”
“What?”
“… Mujer, this is a two-bedroom apartment, I don’t really know what I can show you here.”
When he noticed the way you clutch the towel, he places his hand over the knob of his bedroom door.
“You still cold?” He suddenly asks. You shrug. “Sort of— my clothes are still kinda wet, but your apartment’s really warm.”
“If you want, you can borrow some of my clothes, and we can hang your clothes r’now so they can dry.”
“That,” You hesitate for a moment. “Are you sure? I mean, I’m probably gonna leave in an hour.”
“Yeah, don’t worry, ma.” He tugs on the end of your sleeve just to pull you in his bedroom, revealing a somewhat small but well-decorated room nonetheless. There were clipped drawings on the walls, framed pictures, posters, and a large trio of windows at the center. From there, you gasp and approach it immediately, sitting by the sill while staring at the rainy Brooklyn before you.
“What? This your first time seein windows?”
“.. I don’t usually keep the windows open like this— AH! MILES. MILES. WHAT ARE YOU DOING!?” You smack your hands up against your eyes.
Miles, who had taken off his jacket, stood before you dressed in a plain wife beater, his lean arms drenched in sweat and rain. You kept your hands over your eyes, swallowing immensely.
“Don’t be so damn dramatic, I’m still dressed.” He huffs.
“Miles, idunnoaboutyoubutthisisveryimproper.” You speak in between heaves.
He clicked his tongue. “Aight, aight. Hol on.”
And in a moment of silence, you hear subtle shifts. Ironically, you can’t help but part your fingers in an attempt to take a peek at him. When Miles looks your way, you swiftly turn around and hit your head against the window with a soft thud.
“Are you done yet?” You ask, rubbing your aching forehead.
You hear him draw closer.
Placing a hand above you, Miles corners you into the sill. You look at him with widened eyes, hands over your mouth just to seal the squeal threatening to burst out of your throat.
“You look like you ain’t ever seen a guy’s arms before, ma.”
“I've seen a lot of arms before, thanks." You defensively answered, watching him remain ever-so amused by your shyness. Seeing you flustered like this was a surprise even for Miles who'd grown too used to you being cocky most of the damn time. He didn't think you were the type to go red just by the sight of his biceps.
"I guess I'm just too fine as hell, huh?"
Miles mischievously bends down to your level, fingers tracing the line of your jaw. Like instinct, you look up with furrowed brows.
"Hasn’t anyone ever told you to be humble, hm?"
"Ain't nobody ever told me shit," He grins. "What I do know is that you've been calling me pretty boy for the last two months, talkin shit 'bout how much you like pretty people, now suddenly, after kissin' me n all that, you're not saying it anymore. Really, mami," He kneels down before you, looking up into your eyes.
"Ain’t I a pretty boy to you no more?"
Miles watches and watches. He wanted to test the limits of how flustered you could get, but instead, he finds your amusement scribbled all over your face. Like a switch, your arrogance finds its way back to you. The light of the streets gleamed behind you as he marveled at the shadows cascading over your pretty face, a few droplets escaping from your soaked strands and down to the nape of his neck.
Your lone finger traces the lower half of his lip, tapping in intervals. Miles tries to head in for a kiss, but you pull away, pulling the hoodie he's buried in his arms out for you to wear.
"Sit down, Miles."
Straightening his lips, he mumbled.
"Yes, ma’am."
He stands up, heading over to sit by your side. As he watched you slip on his hoodie, he couldn't help but wonder.
“… When am I gonna come over to your house?”
As your head pops out of the hood, your eyes widened after hearing the sudden question.
"My house?" You repeat.
"… Who else’s?”
It’s crossed your mind several times— bringing Miles over. You’ve thought of taking him in under the guise of a project, or claiming he’s some kid you tutor, but it wasn’t particularly your home that was the problem. It was that Miles didn’t know anything about the sort of life you’re living.
If he were to ever find out, his view of you would completely change.
And you didn’t want that.
Your hands begin to fumble with the edge of the jacket.
“… I don’t know if I could let you meet my parents.. Or let you in my house yet.”
“Why not?”
Your gaze narrows. “.. Just… Stuff.”
Your gaze travels to the sights of the silvery pavements beyond the glass windows, hands reaching out to pluck the dry skin off your lips. Seeing this, Miles reaches out for your hands, gently pulling you over to his side. You follow his guide, wrapping your hands over his waist and resting your head against his chest. Silently, he plays with the ends of your drenched hair, resting his chin above your head. Hearing the way his heart beats, your own comes to ease down to match his pace.
Despite the comfort you were in, you were still understandably stiff. You’ve never been like this before, and for a while, you begin to agree with the movies you’ve seen— suddenly, the space between his arms became your favorite place.
“.. Ma, I’m gonna be pretty honest with you. I’ve been really wanting to know what’s up with your family.” Miles mumbles against your hair. “.. And I know how hard it is to open up, but I really wanna understand you.”
“… You don’t have to do all that, Miles.”
“I want to.” He insists. “I want to understand every part of you.”
His fingers comb through the sea of your locks, his brown gaze drawn to the shifting of your feet. He feels your head sink down to the center of his abdomen, and now you’re lying on his lap with your head turned to the window.
“… Are you sure?” You query so subtly, like you’d break if he were to falter.
He agreeably hums, fiddling with the tip of your strands.
“But Ion want’chu to force yourself, y’know?” Miles mumbles. “You don’t have to tell me now.”
“No,” You intervene. “No, you’re right.” Your eyes flutter shut. “I’ve been keeping everything to myself for too long… It’s draining me.”
What was there to say? What would a rich girl like you have to stress about so much?
“… How do I even start it?”
Miles tugged on one of your strands gently. “Well.. What are your parents like?”
You turn your head to look up at him.
Your hands flinch, almost like they were shaking. Miles takes his own and intertwines it with yours, easing you entirely. A quivering breath exits your lips, lashes fanning down.
“My father isn’t really much of a father to me.” You begin. “… More like a boss? I believe. Yeah, that’s the right word to say it. My family owns a.. Business. Small business.”
Small business. A grand hotel that’s been running since the industrial revolution of Manhattan— passed down from generation to generation. Your family was its sole custodian, and unfortunately for you, you weren't in line to be the lady of the house.
"What kind of business?"
You bite your lower lip, trying to pull through with an appropriate answer. "It's like an—" Your brow twitches. "A sort of.. Event place and catering or something like that.. Yeah." You vaguely answer. "... Like an inn."
Inn. The last time someone ever used that word, Jesus was being nailed at the cross.
"So.. Your family is, like, what? Rich?"
Rich?
You swallow the lump in your throat, lowering your voice. "My family's... Capable. Not that rich, but we make do."
You can sense him picturing this average, suburban American household— the kind of folks who can send off their daughter to a private academy and afford business-class trips to different countries every three years. As his mouth hung agape, Miles eventually does nod to signal that he’s getting the gist of your story. ".. Okay? So what do you do there?"
"I'm in charge of the upkeep." You search for a less complicated explanation. "Basically, I'm the one keeping the whole building clean. I'm in charge of customer service, and tidying things up when shit goes down the drain. I make daily reports, and I keep track of.. My dad’s employees."
You were the family's hostess, the one in charge of overseeing high-profile events. Though you weren't of the best pedigree, your family was still impossibly wealthy, and your mother's good looks spared you and your brothers from looking plain, and that enough made you interesting to many suitors.
You handled the media, covered up minor scandals, and took charge of spreading rumors for your family's sake.
Your father claimed it was practice, for god knows what— you weren't even the inheritor of the damn place.
"That's one long ass way to say child labor." Miles couldn't help but laugh. "Is your dad one of those.. Capitalist businessmen kinda dudes? Like, the only language he speaks is money?"
He imagines this tall, roundish man donning an iron-pressed suit with a sharp red tie beneath his collar and a stick of burning tobacco between his yellow teeth. Miles pictures, drawing the image and character of your father, him counting dollars while yapping on about you slacking off.
"Oh, no." You scoff. "My dad doesn't care about money."
Money was your father's least concern. In fact, none of you within your household cared about money at all.
"The family business was passed down from.. My granddad to my dad, so what really matters to my dad is.. Preserving the family's reputation."
Now the caricature shifts, from a roundish businessman to a strict and tall Padre De Familia, with a slightly unbuttoned polo shirt and belted shorts— with crossed arms and a permanent arch in his dark brows.
"That sounds.. Honestly, yeah, I see that a lot on my mom's side." Miles grumbled. "My mom's had a few relatives who were really more concerned about how other people viewed them, instead of taking care of what was actually goin' on inside."
Fingers snapping in agreement, "That! That's exactly it." You gleam. "The thing is, my brother, who's actually set to inherit everything, kinda fucked up his job, and it almost ruined us for life."
"How much did he fuck up?"
"... He got scammed."
"Scammed?" You knew how absolutely stupid it must've sounded to Miles, seeing as how he was shaking his head.
"He got scammed off.." You try to think of a reasonable number. "Fifty thousand dollars."
Two million actually, but that would be too much money.
His face still drops. "Oh, shit."
Ironically, you didn’t know what the weight of money was like— so casually slipping out fifty thousand dollars as a loss somewhat made Miles confirm that you were indeed from money.
"And because of that, your father appointed you?"
"I appointed myself." You corrected of him. "I wanted oppurtunities. I wanted to have a path paved for me other than marriage."
"Marriage!?" He looked at you like you'd just opened up a third eye.
"... Well, I mean of course I'll have a career, but I wanted the hote— the-the inn, the catering business." You struggled to discuss. "Since I'm not inheriting it, I would have to pave a path of my own. And the thing is, if I don't start now, I have nothing to begin with when I'm older... If I don't become anything when I'm older, I have no point of living, really."
"... Is that the reason why you didn't wanna admit you like me?"
The straightforward way he asks it snatches you off like the blow of the wind.
"I’m only realizing right now how very career-driven you are, very afraid of failure. I’m starting to think that you probably thought that facing what you feel about me would ruin your future— so you wanted to convince yourself that we're just friends."
Miles' talent for reading you provoked your fear of vulnerability, but this time, you didn't cower.
"... Is it a bad thing?"
"What is?"
Your voice largens into a croak. "Is it a bad thing that I'm too career-driven?"
"…. There's nothing bad about wanting the best for your future. It's safe to say that everybody wants a good future, but," Miles shifts, resting a hand atop your own. "But what's also important is focusing on your present, because once you lose your present, your regret will have you living in the past."
Your eyes fan up to look at him. "... Where'd you get that one from? Philosophy class?"
"… It was from one of the Facebook memes my maw maw sent me when I was twelve."
You snickered. "How convenient.. Somehow, it’s making me think twice about inheriting the damn business.”
"Well.. Other than inheriting your family business, is there anything else you want to achieve in your life?"
"… I’ve always wanted to be a painter.”
You hear him hum.
“… And I want to live far, far away from this place.”
At that moment— a livid pain shoots through your mind.
In a flash, a hazy vision manifests before your eyes, one that glowered in dark, faded blue. A mask of red, black, and white appears before you, its big, white eyes outlined with red furrowing like a frown as it stares. The skies were dim and blue, showering you in the rain. You reach your fingers out to pull off the façade, but your arm grows weak, faltering down to the growing puddle beside you.
“[Y/n]?” Miles’ voice pulls you out of the vision.
“Huh?”
What the fuck was that?
Only then you realized you'd sat up, which was weird as you hardly felt it. You turn to look at Miles, a little confused with all that had just happened. "... I must be getting sleepy." You whispered, running your hand through your face. "I'm starting to hallucinate n shit."
“You can rest here for a bit.” He tucks a strand behind your ear. “I mean— mama’s coming home at 7am.”
You yawn and stretch your neck to the side. “… I have to come back before three hits. I still have class later."
At that moment, Miles admires the way the moonlight prances around your figure, illuminating you like a light.
"... Now that I'm looking at you like this, you look like my mama's favorite actress."
"Which one?" You query, deeming this as praise. Miles steps back a bit, folding his arms before his chest while trying to remember who it was. "I forgot her name, but she was in that movie 'bout that whole Valencia thing. Mama used to watch it all the time. I think she's still got the poster."
"Valencia? The city in Spain?"
"Yeah." Miles fishes out his phone from the pocket of his pants. ".. What was it? Love in Valencia or sum like that."
Oh no.
"Oh, it's Love, Valencia." Scrolling through his screen, Miles spots the actress in the list of cast members and gasps. "Oh, here she is!"
Placing the phone next to your face, Miles is stunned by the comparison— finding similarities in almost every detail. You feel your breath clog your throat, eyes wavering as you turn to look at his screen.
Lo and behold, it was your mother.
Everyone told you and told you, over and over, that you were the spitting image of your mother. You never heard the end of it. You had her pretty face, her beautiful hair, her skin, and this sort of dark charisma she weaponized and abused— a talent you also endowed, but chose not to use.
"Yeah, I get that a lot." You grumbled lowly. "It's kind of fucking annoying."
"Oh," He takes his phone away. "Sorry, then."
Seeing as how quick he was to apologize, you immediately interjected. "No- no, it's annoying when people constantly tease me about it, but I like it as a compliment. I mean, she is pretty famous."
"But in a way, you're still you." Miles smiled. "You might look similar, but you're not her, and in the end, your own face is something completely different and that's what makes you even prettier."
Oh, that sounded so different to most of the compliments you got.
"… I like that. I really like that." You couldn't help but admit.
Shrugging his shoulders, Miles kneels down to pick your wet hoodie off the floor. "I'm gonna put this over the electric fan, and you can get it when it's dryer." As he stands up to leave, you instinctively follow him, fingers grasping the hem of his tank top. With the softest steps you had, you followed the boy to the kitchen.
Eventually, he placed your hoodie over the fan, soon finding your fingers clinging onto his shirt like some lost cat. He holds back a snicker, head traveling to look at you.
“What?”
You let go of him. “Nothin.”
“It don’t look like nothin.” He cocks his head, towering over you. “What is it?”
“… When’s our date?”
“Saturday. I’ll pick you up down the block at five.”
You thoughtlessly nod. “Okay,” You gulp. “Where to, though?”
With a hand over his lips, he hushes. “That’s a surprise.”
And yet even after asking your question, you find yourself following him almost everywhere he went. Miles mused at this, finally deciding to sit by the couch where he drags you by his side.
“[Y/n], what do you want?”
“Ion want nothing!”
“It don’t look like you don’t want nothing.” He grits. “If you want something, use your damn words.”
“I want an essential oil bath bomb.” You laugh, swatting his shoulder. “I’m being for real, Miles, Ion want nothing.”
Miles raised a brow, disbelief written across his pretty face. “It’s called communication, ma. Use those pretty lips of yours for somethin else other than complaining.”
“Oh, I’m the one doing all the complaining?” You snapped. “You know what else these pretty lips can do? Verbal abuse— so—“
“Tsk. There you go again.”
“Don’t go around saying I’m always complaining–“
“Ma, if all you want’s a kiss, I can give you allat.”
And you’re silenced with that alone.
Silenced, but not in the way that Miles thought.
“You don’t need to be all whiny about it, you could j—“
“Whiny?” Your voice deepens, back straightening. You take your knee and place it beside his hip, mounting his lap with a firm grip on his collar. He watches your figure rise above him, head dipping forward.
"I'll fucking show you whiny."
And without another whisper, you crash your lips against his, leaving him without time to breathe. His hands trickle up your waist, beneath your jacket, but never under your shirt. He was too afraid of touching your skin, in a way. Feared he'd disappear into the wind if he ever did, but when your hands pulled him closer and closer, Miles found his own gripping onto your waist, with the other lightly tugging on your hair.
Like in his dream, you nibble at the mauve and paint it with your saliva. Your tongue a little too invasive in the way it dampens his lip.
You're too good at that. Too good at this.
And in his haze, when you two part, a lingering string connects your brims. He heaves, a tiny whine rolling off his tongue with the harsh way you pulled off. "W-wait, I—" He catches his breath, expectantly waiting for the taste of your lips again. But when it doesn't arrive, he looks up expectantly, only to find you licking the corner of your mouth, savoring the taste. He desperately leans in for another, but you grasp his shoulder, forcing him down.
"I have to go home."

that is precisely why vasseur is just another binotto to me. i have yet to see the guy actually let charles fight for what he wants. and to think it will be even more difficult next year with them wanting to give lewis another title... sighs.
Imo it's still better than it was under Binotto, especially in that post-Monaco and particularly post-Silverstone stretch in 2022 where they were forced to do the whole performative "we met for lunch in Monaco so it's all good now" PR thing to paint over the increasingly apparent cracks. Binotto blatantly favoured Carlos, both on and off the track, even going as far as publicly throwing Charles under the bus by shifting the blame for a poorly executed strategy to the car having no pace when Charles explicitly called out the whack tyre strat, for example in Hungary. I don't think we've had a situation like that happen with Fred, that I can recall.
Charles has generally said positive things about Fred and reiterated that he has trust in him, that he's seen positive developments under his leadership. The SF24 is definitely an improvement over last year's car. There have been several employee changes, which people generally see as a good thing. So, all in all I think it is an improvement but it could be better, especially with stuff like team orders.

Stuff like that is frustrating when you remember how many times Charles has been used as a roadblock or made to create an artificial gap (their entire Singapore strategy hinged on Charles's cooperation.) Sure, this wasn't for the win, and Charles himself said qualy is bigger issue, but it's the principle of the thing. Charles drove an incredible race with that insane one stop strategy and was ahead on position (if that's what they want to use as the determining factor.) Even if he shoulders the blame for his qualy results on the weekends where he's outqualified by Carlos and accepts that CS will be the one given the preferential strategy/treatment based on that, there's been plenty of instances where Charles qualified higher but then Carlos made up the difference in the race and was hailed as a genius.
Idk it feels like part of it might be them not exactly trusting Carlos will cooperate? He's shown many times before that he's primarily in it for himself and even when he was explicitly told to do something he didn't if he felt it wasn't beneficial for him—and that was when he still had a contract with Ferrari, now that he knows he's on the way out and has the sympathy narrative on his side he has nothing to lose. But it shouldn't be solely on Charles to be the cooperative one, to put the team result first. I know he wants to feel that he's earned the podium (which, like, he has in this race) and he won't be satisfied until he's in front in qualy and the race, but yeah, frustrating to see the pattern continue into this year.
To counter the negativity somewhat, I will say I know it's still early days, there's still plenty of races to go, and if they manage to solve the qualy tyre warm-up issue (which Charles already vowed to work on on his side, and we know he always comes through) and the upgrade packages that are in the pipeline (hopefully) help close the gap to Red Bull in race pace, then we could still be in for an interesting and potentially competitive back half of the season. I just hope that situations like this don't come back to bite them when Charles is potentially in a position to fight for P2 with Checo, or maybe even P1 if Max encounters more issues down the line, but it's those points that make the difference in the end.

Malaysia/Singapore, 1921
On a dark, rainy night, Singapore finds himself in desperate need of a warm meal and a bright smile. Luckily, he has someone who cares for him very much.
Originally intended to be part of a Hetalia fan anthology, however I missed the deadline long ago. You can find it at @hwsrazzledazzle . This is my first time writing Malaysia and Singapore, so I hope I've done them justice. Please enjoy! If anyone notices inconsistencies or cultural mistakes, please let me know and I'll fix them right away.

December Rain 
Singapore; 16 December 1921 
“Governor, is there really no other way? We are in peacetime, so surely-”
“Unfortunately, this is the way it must be. Perhaps if relations between London and Tokyo improve, then these restrictions may be lifted. But from what I understand, it is unlikely that either of us will witness such a thing happen in the near future.” 
“...I see.”
“I know this is all rather irregular, but even so, I trust you will follow these new regulations once they come into effect. Won’t you, Singapore?”
“Yes, Governor Guillemard, of course.”
“Good. Very good! I had the sense when we first met that we would get along well. That you were an honourable, hard-working young man – or colony, I should say – and that you would cause no trouble. I’m delighted to see that is still the case.”
A torrent of water falls from the heavens in rippling sheets. People dart about, some on bicycle and some on foot. They splash through the wide puddles of the civic district, anxious to be home before the dark night sets in. The lucky ones squeeze onboard the bustling electric tram with their elbows and umbrellas poking through the open windows. Unfortunately, Singapore was not one of those lucky ones today. 
Clasping his cold hands together, Singapore rubs his knuckles. He huddles in the seat of his hired rickshaw, grimacing at his situation. The spats covering his shoes are terribly soggy and the rain has soaked his grey trousers up to the thigh. He leans back in his seat, sheltering beneath the rickshaw’s canopy, hopelessly trying to stay as dry as possible. Normally it wouldn't be an issue, but tonight... Malaya is visiting for dinner. It’s the first date they’ve had in months.  
There is a tightness behind his ribs and Singapore takes a steadying breath. He needs to dispel the stress of the business day and the terrible news he was given.
None of that matters at the moment. Even though his disheartening meeting with the Governor went on for much longer than expected, he should still make it home before Malaya arrives, because that silly oyen is often late himself. And to the rickshaw puller’s credit, they are speeding down the muddy streets. 
Eventually, Singapore’s abode reveals itself wedged amongst a long row of shophouses. The vehicle’s rickety wheels slow to a halt and the rickshaw man glances back expectantly. Quickly, Singapore tosses a few coins his way. Then, he hops out of his seat, over the gate, and dashes through the five-foot way. 
He pushes open the wooden door to his house and pauses, holding his breath. The darkened front hall is quiet and none of the oil lamps appear lit. Thank goodness. Tension floods from his shoulders and he releases a sigh. 
He slips off his shoes and carries them inside, hoping to wipe the leather dry and preserve his valuable Oxfords. His bare feet tap terracotta tiles as he pads through the front office, then the smell of firewood hits him, mingled with the aroma of red chili and garlic. Peeking into the hallway, he sees dim light and steam emanating from the kitchen in the back. 
His hairs stand on end and a second later he’s bursting into the warm room. 
“Why are you here so early?!” Singapore demands. 
Malaya flinches and glances up from the stove. “Oh, you’re here!” A bright smile blooms across his face, putting his crooked fang tooth on full display. “Welcome back!” 
“You’re never early! How did…?”
“Ah? I thought I was late. You said we would meet in the afternoon.”
“No, we said it would be in the evening.”
“Oh, that makes sense,” Malaya chuckles. “I thought it was strange when I walked in and nobody was home.” 
“Wait, what are you doing?” 
“What does it look like I’m doing? I’m making dinner!” 
“But I was going to....” Singapore’s words fail him as he gawks at his kitchen. The mortar is smudged with trace remains of crimson spices and his stove is lit with the smoky haze of burning charcoal. Malaya tosses peppers into the wok and effortlessly works the sizzling heat like he was born for it. Singapore sighs. “Never mind. Let me take over from here.” 
Malaya laughs incredulously. “But I’m almost finished!”  
“It doesn’t matter. This is your first time in my new home! You’re my guest.” 
Malaya quirks an eyebrow and gestures to Singapore with the backend of his chuan. “Singa, you’re dripping wet. You’ll get rainwater in our food.” 
Baulking, Singapore looks himself over. His suit is darkened and heavy, leaking droplets onto the floor. 
Grimacing, he deflates. “...I’m sorry.”  
“Ah? You don’t need to apologise.” 
“No, I should have arrived earlier. I had plans for our dinner together; I wanted it to be special.” 
Smiling wider, Malaya seems to melt on the spot. “Sayang….”
“I can take over after I’ve changed.”
“No. This is my cooking now.”
“But–” 
“It’s fine. You work too hard!” Malaya steps away from the wok and nudges Singapore out of the room. “Quick! Go change out of those clothes before the food is ready.” 
Reluctantly, Singapore trudges upstairs to his bedroom, glancing back at the kitchen as he goes. 
Once upstairs, he takes a moment to tend to his Oxfords, the higher priority, before his own comfort. When he’s satisfied that the leather is dry enough, he peels off his wet business attire, shivering despite the humidity, and then towels his damp skin. Throwing on something clean, he pauses in front of a small mirror to tame his dark hair before returning downstairs.  
The dining area is bathed in warmth and an array of dishes decorate the table. Dinner is set out before him: tomato rice with ayam masak merah, a mix of chicken and dried chilies sambal. The saucy red soup glistens in the lamplight and Singapore’s belly rumbles. Malaya snickers, placing the finishing touches on the table and telling him to dig in. 
With a flush rising to his cheeks, Singapore thanks his companion and relents. He takes a bite of the chicken, and a burst of rich, creamy, spice hits his tongue. It’s so delicious that he sighs, the flavour bringing back memories of other rainy Decembers, long past. When it was just the two of them, huddled beneath a small, thatched roof.
“Abang, it’s so good,” Singapore says. “Thank you.”
“Anytime!” A wide grin graces Malaya’s face as he produces a gorgeous bottle of tapai rice wine and pours both of them a healthy glass. Then he sits as well, going for his tomato rice, and talking unabashedly between massive mouthfuls of food. “You know, I think your last house was better.” 
Singapore pouts. “Don’t say that, lah. I was hoping you would like it here.” 
“Well, ah… it’s not what I was expecting.”
“I was able to get this because my markets have been paying well. Would you prefer it if I returned to a timber attap house? Go back to my old kampong?”
Malaya sheepishly raises his hands in mock surrender. “No! It’s just very… different?”
“It’s closer to the city centre. And it’s modern.”
“Okay, okay! I’m sorry.” Malaya leans in and gives Singapore a quick kiss on the cheek – an apology. He leaves behind a few sticky grains of rice, and Singapore rolls his eyes before brushing them off. “You worked very hard for this, so I’ll admit, for a city house, it is really spacious and fancy.”
Singapore swallows a few more bites of food while considering his companion’s sentiment.
Indeed, the new dwelling takes some getting used to. Bought last July, Singapore’s abode stands three stories tall and has an elaborate, ornamental façade. Decorated with colourful tiles and plasterwork, it is more stylish than his previous place. If only the floors were worn in, and the rooms smelled of the forest, perhaps then this mass-produced building would feel more like a home. 
It’s no matter, though. He will adjust. As if reading his mind, Malaya pokes his elbow and gestures to the open courtyard. “Plant a garden in the spring; that will help.”
Singapore glances at the bare space and imagines it filled with kang kong, lemongrass, and chili plants. It warms his heart.
“That would be nice.”
Malaya polishes off his rice and sets the bowl down. “So, you meet with Guillemard today?”
“Ah… that’s right.”
“Mm! I’m meeting with him in a few days, too. What did he say?” 
Singapore ducks, suddenly very interested in the wood grain of his table. “I’ll tell you after dinner.”
“Come on, tell me. Is it good news?”
Weight settles on Singapore’s shoulders and bears down on his neck. “No, it’s bad.”
“Now I have to know!”
Singapore sighs. The locks in the back of his mind slowly release, allowing a bitter slurry of unease and gloom to trickle forth. He’s been holding onto this all day and he was never good at hiding things from his dearest.
“You’re not going to like it.”
Malaya downs a swig of rice wine. “I’m ready whenever you are.”
Singapore follows his lead, taking a sip from his own cup and allowing the burn to roll down his throat. He swallows, and means to slam the cup down, but it settles with a skittering series of taps. Is he nervous, or just upset?
“Guillemard said… beginning next week, we cannot have any contact with Taiwan, Korea, or any other kingdoms under Japan’s control.” 
The statement falls wet out of his heart to splatter ruin onto his new, tile floor. Malaya blinks, silent for a while, his eyes going wide.
“No, that can’t be right.” 
“Personal contact lah,” Singapore clarifies. “We can’t send them letters, telegrams, or schedule any visits.”
“Not even letters?”
“None.”
Malaya gapes. “Why would he say that? Did he have a reason?” 
“I couldn’t get all the details.” The morning and afternoon were like a whirlwind. Questions flew around the rooms of the Governor’s estate, from not just himself, but even the groundskeepers who he caught whispering in the halls. “I heard there was a conference,” Singapore continues, “and a treaty was signed. Somehow, this new treaty ended the alliance between England and Japan, but it was more than that. Apparently, there has been tension between them for a long time, maybe years. So, it is possible… perhaps a combination of different things ....” 
“Wait, wait!” Malaya cries, jolting Singapore out of his recollection. “Tahun Baru Cina!”
It takes Singapore a moment to understand. “What about it?”
“Taiwan invited us to celebrate with her. You remember; we were meant to visit her in that city... what are we calling it these days?” 
“Taihoku?” 
“That’s it!” 
“I’m guessing that will be cancelled.” 
Malaya releases a puff of air. “They can’t just cancel the New Year!” He slumps, staring forlornly at his empty rice bowl. He looks like a cat, longing for more food, as though that would be enough to fix all the problems of the world.
“Someone else might host,” Singapore suggests. 
“This is terrible,” Malaya mutters.
Singapore frowns at his wine, cloudy and glistening in the lamplight. He imagines it reflecting a sea of red lanterns as they ripple in the night air, a dream of years past. If he concentrates, he can recall the clamour of jubilant voices, the thrum of drums, and the crackle of firecrackers.
Gathering under one roof to welcome the New Year was a tradition they shared. Who started it and when, Singapore does not know, but every house he visited would be brilliantly decorated in a rainbow of colours, and every table would be packed to the edge with food. Different people would host and attend each year; a variety of familiar faces that came and went. Philippines, Vietnam, Siam, Manchuria, Korea, of course China, and more. Sometimes there were so many of them, there were not enough seats to go around! 
Occasionally, the turnout was smaller due to war, famine, or sickness, but it was always a pity when it happened. It’s still a pity now. Singapore sighs, again. “I’m sorry for ruining the evening with depressing news. This date was meant to be special.” 
Malaya blinks, returning to life, and shushes him. “You know, if you keep stressing out, your hair will turn white.” 
Something in Singapore's face must be betraying his feelings, because Malaya’s smile falls almost as quickly as it appears. He shuffles closer and secures a steady arm around his lover’s shoulders.
“Abang….”
Rain pitter-patters on the courtyard stone. The distant sounds of city life grow quieter as night falls. Is it raining in Taihoku as well? Is there a little girl on the other side of the sea mulling over the same sad news? Poor Taiwan. She’s still just a child; she won’t understand.
A knot has lodged itself in Singapore’s throat. Times like these serve as a potent reminder: it is the spiderwebs of alliances that shape their uncertain destinies. Of course, he is not a revolutionist. Order, harmony, and life are too precious to him. All he must do is keep his head down, work hard, and if he does that, he can get by. But sometimes… sometimes….
Without prompting, Malaya whispers, “I know,” and hugs him, lean muscle cradling Singapore’s thin frame. And Singapore doesn’t realise he is clenching his jaw until Malaya strokes his cheek and it slackens. Heat radiates through his ribs like an antidote. A rattling breath escapes his chest and his eyes fall shut. Their bodies slope together. 
They stay that way for long minutes. The weariness of the day begins to levy its toll on Singapore’s consciousness and his head droops. Safe in his companion’s arms, sleep tempts him. He almost doesn’t hear when Malaya whispers: “When do these rules start?”
“Next week,” Singapore murmurs.
Malaya’s lips press gently to his temple. “Then we will send Taiwan and the others some letters. We will wish them an early Happy New Year, before these awful new rules take effect.”
Shifting, Singapore meets his brilliant golden eyes. Dark umber bangs brush the tips of his eyelashes and a firecracker lights in his heart. His oyen is so handsome. They kiss and Malaya’s inviting mouth tastes faintly of chilies.
“Can I stay with you for more than a few days?” Malaya whispers.
“Of course,” Singapore says. “But is that okay? Won’t you get in trouble with the sultans?”
With a wave of his hand, Malaya dismisses the notion. “I’ll just keep begging my bosses until I manage to annoy them into letting me stay. Besides, my sayang is worth it.” A smile dawns on Singapore’s features and they entwine their fingers. Malaya nuzzles his hair. “And after I go, I'll come back in the spring to help you build your garden. We can plant some red hibiscus together.”
“...That would be nice.”
Suddenly, Malaya squeezes him tight and peppers his face with kisses until he’s laughing. And the spark in his heart becomes a booming firework display, so bright and colourful that it threatens to burst from his soul. 
Eventually, Singapore has to push him away, before things get heated and they make a mess of both their clothes and the dining table. He suspects there are red chili smears decorating his face. Malaya relents only after leaving a suggestive bite to his neck, practically purring with delight.
They gather up the dishes from the table, and as Singapore follows his companion back to the kitchen, he finds he is able to stand straighter. Malaya has a kind of resilience, a living strength that courses along the lines of his shoulders and blooms in the curve of his toothy smile. And Singapore has always found it captivating. Despite their misfortune and the struggle of navigating life, his oyen thrives and endures. How lucky he is to share delicious dinners and squander time with this special person. 
Singapore’s thoughts drift to the feathery bed that beckons them both and suppresses a shiver of excitement. Hurriedly, he plunges a bowl into the water basin and scrubs it clean, eager to indulge in the rest of their evening and the precious days ahead.
As long as he has Malaya, everything will be okay.

Author’s Notes 
Laurence Guillemard was the British-appointed “Governor of the Straits Settlements” and “High Commissioner for the Federated Malay States” from 1920 – 1927. 
“Abang” and “sayang” are Malay terms of endearment. 
Malaya/Malaysia’s national animal is a tiger, which is why Singapore calls him “oyen,” meaning: orange cat.
The first Singaporean shophouses were built starting in the 1840s, under the original ordinances laid down by Sir Stamford Raffles. Over the years, architecture styles changed but the houses remained popular until the 1960s. They are now considered important heritage pieces and are valued as historic examples of architecture.
An attap house is a traditional dwelling made with attap palms, which provide wattle for the walls and leaves for their thatched roofs. They are often found in kampongs (traditional villages) throughout South East Asia.
The Anglo-Japanese Alliance was a pact between the British and Japanese that was signed in 1902. Both parties benefited in various ways, including defensive strategies, trade, and cultural exchanges. However, over the following decades, the relationship would slowly deteriorate. It was viewed as an obstacle at the Paris Peace Conference following WW1, and then battered further by the 1921 Imperial Conference. It finally dissolved on 13 December 1921, when the Four-Power Treaty was signed in Washington DC.
Lunar New Year! In Malaysia, the holiday’s official name is “Tahun Baru Cina”. 
Taihoku was the name given to Taipei while it was under Japanese rule.
“...your hair will turn white.” It’s my personal headcanon that Singapore got his trademark streak of white hair from overworking himself in the 20th century.

OKAY so a bit ago i posted about a vague hanahaki au where its like carlos has hanahaki for ferrari but never really did anything with it BUT im back with a fully written snippet i did instead of sleeping !!! thank you for being my muse carlos LOL
im obsessed with the concept of hanahaki for intangible dreams SO ive released my brainrot onto you guys <3

hanahaki, though not commonly found in modern society, is heavily prevalent in the realm of professional sports.
youll find hundreds of failed athletes with crushed dreams who will tell you of the unspoken pills supplied to every minor league; the home remedies passed down team by team, the ones that slow the growth but can never stop the spread of roots and stems through your lungs.
there are some professional athletes who will keep bouquets of their flowers in their households as a testament to how theyve made it; others are unable to even look at the petals without tasting iron in the back of their throats.
this is no different in formula one; the ever changing nature of the sport along with the limited spots always leave some drivers in the dust, teeth stained red as they feel the weight of their dreams slowly eat away at them until they either pull themselves away or fall out of love with the sport completely.
carlos never thought that hed be one of them.
as the son of carlos sainz sr, rally champion, racing ran in his blood. from the moment he was old enough to get in a kart he was obsessed, and knew that he would be chasing this high for the rest of his life.
and so he did. carlos climbed and clawed his way through the different levels, hunting down positions and points in pursuit of more time on the track, more time among the barriers and burning rubber. until his name was no longer his fathers, but a force in its own right.
and when he signs the dotted line that will bind him to ferrari, he feels his chest swell with the knowledge that he will be driving for the team that everyone dreams of.

it starts as a tickle in the back of his throat. a little discomfort that pops up when the team seems to ignore him at meetings, glossing over his suggestions for strategy and instead focusing on the aspects of his drive that could be improved. pops up when he hears the comments from the italian media, comparisons to charles.
and. well.
he knew charles was always going to be the first driver. that the tifosi would always have high expectations for him as the teammate to their il predestinato. so he buys cough drops and clears his throat and ignores how the rosso corsa doesnt quite settle comfortably over his shoulders.

it becomes harder to ignore through the 2023 season.
this year, he knows that the power dynamics are shifting. this year, carlos feels like he can fight charles and win. and he knows the team can sense it too. he can tell from the whispers that follow him after every race, building in volume as the season goes on and he places the car higher and higher in the standings and charles continues to suffer from a streak of bad luck.
but despite the tightness in his chest and the cough that lingers long enough to make rupert frown, carlos pushes forward. pushes the car to the limits until that one glorious day in singapore; where he stood on that podium and sweet taste of champange the only thing that lingered on his tongue.
he believed, for a single moment, that this would be it. the only non-redbull victory of 2023 would be enough to satisfy the tifosi, that he would finally see his love and devotion to the team returned to him. he enters the offseason dreaming of the prancing horse, of being almost able to grasp it in his hands once again.

carlos finds himself hunched over the sink in the bathroom, petals crawling up his throat after fred calls.
it would be stupid to say that he didnt expect it, but his father always said he trusted too much for his own good.
the call had been short and professional; barely 15 minutes where fred explained the situation, expressed his condolences, and wished him luck on his future endeavors. carlos couldnt remember a word of it.
all he could taste was the iron, overpowering any senses he had until his world was narrowed down to the crimson filling his bathroom sink and the tightness in his chest as he took rasping breaths in between bouts of petals.
there was no denying it anymore. hanahaki, the disease that he was warned continously about, that he thought he would never be touched by, had finally claimed him as a victim.

When announcing my soon-to-be new job, two people guessed that I'll be teaching Art. This shows 2 things:
1. I've been expressive about my interest and passion in Art. I've demonstrated some ability in it.
2. I haven't demonstrated my ability/ interest in English and English teaching.
Well, I'll be teaching at one of the best Secondary institutions in Singapore from September onwards.
Self-affirmation works as follows:
1. I passed the first interview, which included a rigorous technical assessment. I demonstrated my ability in lesson planning and marking. I convinced my interviewers that I was a capable worker.
2. I passed the second interview with the vice principal and principal. I was confident, poised, and spontaneous. I helped them understand my unique career experiences. I showed them that I was capable of more.
3. I have a distinction in Masters of Arts (Applied Linguistics). I achieved it while juggling business and motherhood. I achieved it despite my crazy schedule and commitments. I achieved it with discipline, drive, and determination. I achieved it.
4. I am always improving my understanding of English. I am always checking, reflecting, and improving. I am better than teachers who think they've achieved mastery. I am asking questions and finding answers. I am a learner. I am getting better day by day.
5. I am unafraid of making mistakes. I understand that no one is perfect. I understand that no teacher is perfect. I am okay with making mistakes. I understand I need to make mistakes to get better. I trust that I will achieve better mastery with mistakes.

In the first four months of the Covid-19 pandemic, government leaders paid $100 million for management consultants at McKinsey to model the spread of the coronavirus and build online dashboards to project hospital capacity.
It's unsurprising that leaders turned to McKinsey for help, given the notorious backwardness of government technology. Our everyday experience with online shopping and search only highlights the stark contrast between user-friendly interfaces and the frustrating inefficiencies of government websites—or worse yet, the ongoing need to visit a government office to submit forms in person. The 2016 animated movie Zootopia depicts literal sloths running the DMV, a scene that was guaranteed to get laughs given our low expectations of government responsiveness.
More seriously, these doubts are reflected in the plummeting levels of public trust in government. From early Healthcare.gov failures to the more recent implosions of state unemployment websites, policymaking without attention to the technology that puts the policy into practice has led to disastrous consequences.
The root of the problem is that the government, the largest employer in the US, does not keep its employees up-to-date on the latest tools and technologies. When I served in the Obama White House as the nation’s first deputy chief technology officer, I had to learn constitutional basics and watch annual training videos on sexual harassment and cybersecurity. But I was never required to take a course on how to use technology to serve citizens and solve problems. In fact, the last significant legislation about what public professionals need to know was the Government Employee Training Act, from 1958, well before the internet was invented.
In the United States, public sector awareness of how to use data or human-centered design is very low. Out of 400-plus public servants surveyed in 2020, less than 25 percent received training in these more tech-enabled ways of working, though 70 percent said they wanted such training. 
But knowing how to use new technology does not have to be an afterthought, and in some places it no longer is. In Singapore, the Civil Service Training College requires technology and digital-skills training for its 145,000 civilian public servants. Canada’s “Busrides” training platform gives its quarter-million public servants short podcasts on topics like data science, AI, and machine learning to listen to during their commutes. In Argentina, career advancement and salary raises are tied to the completion of training in human-centered design and data-analytical thinking. When public professionals possess these skills—learning how to use technology to work in more agile ways, getting smarter from both data and community engagement—we all benefit.
Today I serve as chief innovation officer for the state of New Jersey, working to improve state websites that deliver crucial information and services. When New Jersey’s aging mainframe strained under the load of Covid jobless claims, for example, we wrote forms in plain language, simplified and eliminated questions, revamped the design, and made the site mobile-friendly. Small fixes that came from sitting down and listening to claimants translated into 48 minutes saved per person per application. New Jersey also created a Covid-19 website in three days so that the public had the information they wanted in one place. We made more than 134,000 updates as the pandemic wore on, so that residents benefited from frequent improvements.
Now with the explosion of interest in artificial intelligence, Congress is turning its attention to ensuring that those who work in government learn more about the technology. US senators Gary Peters (D-Michigan) and Mike Braun (R-Indiana) are calling for universal leadership training in AI with the AI Leadership Training Act, which is moving forward to the full Senate for consideration. The bill directs the Office of Personnel Management (OPM), the federal government's human resources department, to train federal leadership in AI basics and risks. However, it does not yet mandate the teaching of how to use AI to improve how the government works.
The AI Leadership Training Act is an important step in the right direction, but it needs to go beyond mandating basic AI training. It should require that the OPM teach public servants how to use AI technologies to enhance public service by making government services more accessible, providing constant access to city services, helping analyze data to understand citizen needs, and creating new opportunities for the public to participate in democratic decisionmaking.
For instance, cities are already experimenting with AI-based image generation for participatory urban planning, while San Francisco’s PAIGE AI chatbot is helping to answer business owners' questions about how to sell to the city. Helsinki, Finland, uses an AI-powered decisionmaking tool to analyze data and provide recommendations on city policies. In Dubai, leaders are not just learning AI in general, but learning how to use ChatGPT specifically. The legislation, too, should mandate that the OPM not just teach what AI is, but how to use it to serve citizens.
In keeping with the practice in every other country, the legislation should require that training to be free. This is already the case for the military. On the civilian side, however, the OPM is required to charge a fee for its training programs. A course titled Enabling 21st-Century Leaders, for example, costs $2,200 per person. Even if the individual applies to their organization for reimbursement, too often programs do not have budgets set aside for up-skilling.
If we want public servants to understand AI, we cannot charge them for it. There is no need to do so, either. Building on a program created in New Jersey, six states are now collaborating with each other in a project called InnovateUS to develop free live and self-paced learning in digital, data, and innovation skills. Because the content is all openly licensed and designed specifically for public servants, it can easily be shared across states and with the federal government as well.
The Act should also demand that the training be easy to find. Even if Congress mandates the training, public professionals will have a hard time finding it without the physical infrastructure to ensure that public servants can take and track their learning about tech and data. In Germany, the federal government’s Digital Academy offers a single site for digital up-skilling to ensure widespread participation. By contrast, in the United States, every federal agency has its own (and sometimes more than one) website where employees can look for training opportunities, and the OPM does not advertise its training across the federal government. While the Department of Defense has started building USALearning.gov so that all employees could eventually have access to the same content, this project needs to be accelerated.
The Act should also require that data on the outcomes of AI training be collected and published. The current absence of data on federal employee training prevents managers, researchers, and taxpayers from properly evaluating these training initiatives. More comprehensive information about our public workforce, beyond just demographics and job titles, could be used to measure the impact of AI training on cost savings, innovation, and performance improvements in serving the American public.
Unlike other political reforms that could take generations to achieve in our highly partisan and divisive political climate, investing in people—teaching public professionals how to use AI and the latest technology to work in more agile, evidence-based, and participatory ways to solve problems—is something we can do right now to create institutions that are more responsive, reliable, and deserving of our trust.
I understand the hesitance to talk about training people in government. When I worked for the Obama White House, the communications team was reluctant to make any public pronouncements about investing in government lest we be labeled “Big Government” advocates. Since the Reagan years, Republicans have promoted a “small government” narrative. But what matters to most Americans is not big or small but that we have a better government.
