UTTARAKHAND SUFFERING FROM FOREST FIRES, MORE THAN 200 HECTARES OF LAND DESTROYED
Forest fires have flared up in Uttarakhand. According to reports, fires have been burning hectares of land for the last three-four days in various parts of Uttarakhand.

According to the forest department’s data, reserve forests have suffered more damage due to forest fires. More than 200 hectares of forest land have been destroyed so far in fires. At least 117 fresh forest fire incidents have been reported with the Garhwal region accounting for 32 of them, the Kumaun region 75 and wildlife areas 10.

DEVELOPERS SHOULD PAY A HIGHER NET PRESENT VALUE FOR CUTTING FORESTS
In January 2022, a Supreme Court-appointed committee criticised the current method of evaluating forests, calling it outdated. It recommended a substantial revision of the Net Present Value (NPV) of forests, fixing compensatory afforestation practices, and the creation of a new body to regulate forest diversion.

However, in January 2022 itself, the union environment ministry revised the formula to calculate the NPV and increased it only by 1.5 times. The ministry ignored even the recommendations by another expert group that had asked for increasing the NPV by four times. Forest-sector experts have maintained that the non-revision of NPV for the past 15 years had led to “an undervaluation” of forests being diverted. Factors such as ecosystem services were not being considered. They believe that the latest revision ignores all such concerns once again.
Experts argue that even an increase in the Net Present Value will do little to prevent the diversion of forestland. Processes like the NPV have become more of a distraction, instead of addressing the more fundamental questions about forest governance. The focus must be on the idea of making the process of forest diversion more transparent and consent-driven.

The findings from two new research papers call for reorienting conservation strategies. A study in Sikkim from Bhim Rao Ambedkar college, Delhi University, analysed the potential habitat distribution of 163 medicinal plant species in both the current and future climates scenarios in 2050 and 2070. Meanwhile, a second modelling study for the periods 2041-2060 and 2061-2080, focused on an endangered medicinal plant Picrorhiza kurroa (Royle ex Benth) in the Uttarakhand part of the Himalayas. The plant, locally known as kutki or kadu, is among the several globally significant medicinal plants in the Himalayas, which are highly sensitive to climate change and are under threat, due to their narrow distribution range and small population size.

The new research provides insights to policy makers to identify suitable sites for future conservation. Scientists are recommending a mix of conservation strategies to counter the predicted losses and redesign conservation strategies. Strict implementation of local and international laws can improve the situation. Also, increasing cultivation of endangered medicinal plants can save them from extinction in the wild.

HEATWAVE TO HIT BIHAR LITCHI, MANGO FARMERS
The ongoing heatwave is bad news for mango and litchi growers in Bihar. Experts and farmers in the state have told they are not hopeful of a bumper harvest this summer. On the contrary, yields could reduce by a quarter or more, they say.

Some 17 of Bihar’s 38 districts are in the grip of a heatwave according to official data released by the Patna centre of the India Meteorological Department on April 25, 2022. The maximum temperature of 43.2 degrees Celsius was recorded in Banka district, followed by 42.6°C in Gaya district and 42.4°C in Patna. About nine districts, including Bhagalpur and West Champaran, recorded temperatures of 42°C and above. Other districts recorded between 38°C and 41°C.
More than 90% of mango and litchi orchards are located in the districts that are facing heatwaves at the moment and have witnessed high temperatures since last month. This has affected normal production of summer fruits like mango and litchi. Rising temperatures, high humidity and lack of moisture are very harmful for mango and litchi cultivation.

A bench of justices DY Chandrachud and Aniruddha Bose ordered that the expert panel would be headed by director general (forest) CP Goyal in the Union ministry of environment, forest and climate change instead of the chief secretary of Uttarakhand, as ordered by the National Green Tribunal (NGT) on December 13 last year.

NEW DELHI: The flood situation worsened in Bihar on Monday as waters entered new areas of the 11 affected districts, cumulatively impacting nearly 24.5 lakh people, but there was slight improvement in Assam though it reported one fresh casualty, even as six deaths were recorded in rain-related incidents elsewhere. The national capital, meanwhile, witnessed sultry weather with no rain and humidity reaching upto 94 per cent. A Bihar government bulletin said the floodwaters spread to new areas in the 11 affected districts, hitting one million more population, even though no fresh death was reported and the toll remained at 10. The latest bulletin said a total of 24.42 lakh people have been hit by floods in 765 panchayats of 93 blocks of 11 districts with Darbhanga being the worst-hit, where 8.87 lakh people have been displaced in its 14 blocks. The Sunday bulletin had said the number of flood- hit population in Bihar was nearly 15 lakh in 11 districts. The flood affected districts are: Sitamarhi, Sheohar, Supaul, Kishanganj, Darbhanga, Muzaffarpur, Gopalganj, West Champaran, East Champaran, Khagaria and Saran. Seventeen teams of the NDRF and eight of the SDRF are involved in the rescue operations as part of which 1.67 people have been evacuated from the affected areas so far, the bulletin said. A family in Kaharpur village of Naugachhia sub-division of Bhagalpur district was seen demolishing their home as Kosi river was about to take it in its stride. Asked the reason for doing so, they said that several houses have been washed away in the Kosi water and his house will also be taken away in a few hours so he is removing bricks to use them for another house once the situation improves. In Assam, the flood situation has improved slightly though one more person died and 22.34 lakh people in 22 of the states 33 districts are affected, an official report said on Monday. With the death of one person at Bokakhat in Golaghat district, the toll in this year’s flood and landslides has risen to 129. While 103 people died in flood-related incidents, 26 were killed in landslides, the Assam State Disaster Management Authority (ASDMA) said in its bulletin. The ASDMA said the number of people affected by the deluge has decreased by over 2.42 lakh since Sunday, while that of the districts was down by one. Goalpara district remains the worst-hit with over 4.62 lakh people affected, while 3.81 lakh and 3 lakh people are hit in Barpeta and Morigaon districts, respectively. Personnel of the State Disaster Response Force and district administrations besides local people have rescued 97 marooned people during the last 24 hours. In the hill state of Uttarakhand, three persons got buried alive early on Monday when torrential rains reduced their houses into a heap of rubble in two separate incidents in Pithoragarh district, officials said. District Magistrate VK Jogdande said Jawahar Singh (30) and his mother, 55-year-old Vishna Devi, died after their houses at Dhamigaon village in Bangapani sub-division collapsed. He said 37-year-old Jayanti Devi died at Gunthi village in the neighbouring Tejam sub-dividion. In neighbouring Uttar Pradesh’s Azamgarh, three boys drowned while bathing in a pond in Hariharpur village under Kandhrapur police station area. Some locals brought the boys out of the pond and rushed them to the district hospital where the doctors declared them dead, police said. Also in Uttar Pradesh, which overall received moderate rains and thundershowers at isolated places, the body of a 14-year-old boy was fished out from the Hindon river in Noida on Monday, a day after he drowned while swimming there. The boy along with his friends from Haibatpur village had gone to the river for a swim on Sunday and drowned around 3 pm after which the police were alerted. A team of the National Disaster Response Force (NDRF) had also joined the search, according to officials. While in Greater Noida, a 35-year-old man had a close shave on Monday after his speeding car veered off the road and plunged into a water-filled pit. The car got completely submerged in the water, while the man was saved by alert locals and police officials, they said. Hot and humid weather conditions prevailed in Haryana and Punjab, including Chandigarh, with maximum temperatures hovering above normal limits, the meteorological department said here. Dry weather has mainly prevailed in the region as the monsoon has remained subdued during the past four days. Meanwhile, the IMD said fairly widespread to widespread rainfall with isolated heavy to very heavy falls are very likely over Uttarakhand, Uttar Pradesh, Bihar, Sub-Himalayan West Bengal, Sikkim and northeastern states (mainly over Arunachal Pradesh and Assam & Meghalaya) during 28th to 30th July. It has forecast similar weather activities over Punjab, Haryana, Chandigarh, Delhi, Himachal Pradesh and Madhya Pradesh during 29th to 31st July.

05:32 PM Latest News LIVE update: Flood waters continue to wreak havoc in Bihar Flood waters have now started entering new areas in Bihar, triggering fears of more loss of life and property. Almost 6.50 lakh people in 10 districts have been affected by the floods so far, according to an IANS report. Buildings in Gopalganj have all been submerged by the flood waters. The National Disaster Response Force and the State Disaster Response Force are working non-stop to rescue the people. Disaster Management Department Additional Secretary Ramchandra Doo said that the department is on alert in view of the increased water level in various rivers. The rising water level has affected 55 blocks of 282 panchayats in the 10 districts of Sitamarhi, Shivhar, Supaul, Kishanganj, Darbhanga, Muzaffarpur, Gopalganj, West Champaran, Khagaria and East Champaran. About six and a half lakh people have been badly affected by the floods. Doo said that relief camps are being run in Supaul, West Champaran, two each in East Champaran, three in Gopalganj and one in Khagaria. 05:04 PM Thousands affected by floods in Assam's Darang and Sonitpur districts A large number of people have been affected because of the worsening flood situation in Assam's Darang and Sonitpur districts. With the Brahmaputra and the Tangni rivers flowing well above the danger level, several villages in the large rural region of the eastern province of Darang have been submerged. The floodwaters have destroyed crops and fishes from ponds have been swept away. People living in low-lying areas were forced to leave their homes. The overflowing waters of the Saktola River have wreaked havoc in hundreds of villages of the Mangalde and Sipajhar Vidhan Sabha areas in the western province of Darang. "You can see the water of the river has come to my field, this water has spoiled everything along with my entire cultivation. We are living in a shortage of essentials; it is our appeal to the government to pay attention to us," said one of the affected persons. The situation is the same in the Sonitpur district as well and a large number of people have been hit hard by the flood in the Borsola area. Expressing distress, a flood victim said, "My house is submerged for the past seven days and there is little help from the administration. Sometimes we eat and sometimes we don't." "The floodwater has put us in a lot of trouble. We were already anguished by the COVID-19 lockdown and now the floods. All our food items have been swept away. The jute crop is completely destroyed. Farming lands are submerged in water, yet no government official has come here. Let's see what happens, there are talks of the MLA coming to visit us tomorrow," said another victim.
