RAFAH, Gaza Strip (AP) — More than half a million people in Gaza — a quarter of the population — are starving, according to a report Thursday by the U.N. and other agencies that highlights the humanitarian crisis caused by Israel’s bombardment and siege on the territory in response to Hamas’ Oct. 7 attack. The extent of the population’s hunger eclipsed even the near-famines in Afghanistan and Yemen of recent years, according to figures in the report. The report warned that the risk of famine is “increasing each day,” blaming the hunger on insufficient aid entering Gaza. “It doesn’t get any worse,’’ said Arif Husain, chief economist for the U.N.’s World Food Program. “I have never seen something at the scale that is happening in Gaza. And at this speed.” ... At the start of the war, Israel stopped all deliveries of food, water, medicine and fuel into the territory. After U.S. pressure, it allowed a trickle of aid in through Egypt. چھبیس جنوری کو بین الاقوامی عدالتِ انصاف نے جیسے ہی شبہ ظاہر کیا کہ اسرائیل غزہ میں نسل کشی کا مرتکب ہو رہا ہے۔ چند گھنٹوں بعد ہی اپنے ہتکھنڈوں سے دنیا کی توجہ ہٹانے کے لیے تل ابیب سے ایک خبر پھوڑی گئی کہ اقوامِ متحدہ کا امدادی ادارہ برائے فلسطین (یو این آر ڈبلیو اے) ’’ انرا ‘‘ حماسی انتہاپسندوں سے بھرا پڑا ہے اور ادارے کے کم ازکم بارہ مقامی ملازم سات اکتوبر کی ’’حماسی دہشت گردی ‘‘ میں براہ راست ملوث پائے گئے ہیں۔ اسرائیل کے حمایتی مغربی ممالک جیسے اس گھڑی کے منتظر بیٹھے تھے انھوں نے اپنے ذرایع سے اس خبر / افواہ کی تصدیق کرنے کے بجائے اسرائیل کے دعویٰ پر حسبِ معمول آنکھ بند کر کے یقین کرتے ہوئے انرا کے لیے اپنی امداد معطل کر دی۔ ( امریکا ، آسٹریا، آسٹریلیا ، کینیڈا ، فن لینڈ، جرمنی، اٹلی ، جاپان ، ہالینڈ، آئس لینڈ، سویڈن، رومانیہ ، برطانیہ۔ ) جب کہ انرا کو سالانہ امداد دینے والے چار مسلمان ممالک ( ترکی، سعودی عرب ، کویت ، قطر) نے انرا کے بائیکاٹ سے خود کو علیحدہ رکھا ہے۔ (انرا نے اب اپنی سرگرمیوں کو برقرار رکھنے کے لیے ہر فرد اور ادارے سے امداد کی اپیل کی ہے۔ کوئی بھی انرا کی ویب سائٹ پر جا کر حسبِ توفیق مدد کر سکتا ہے اور پچانوے فیصد امکان ہے کہ یہ مدد درست ہاتھوں میں ہے اور فلسطینی متاثرین تک پہنچے گی)۔

امداد سے ہاتھ کھینچنے والے ممالک نے یہ بھی نہ سوچا کہ اس وقت غزہ کی تئیس لاکھ آبادی دانے دانے کی محتاج ہے اور اگر پچھتر برس سے ان کی دیکھ بھال کرنے والے ادارے کے کچھ ملازمین کے خلاف تحقیقات کے مطالبے کے بجائے پورے ادارے کی امداد ہی معطل کر دی جائے تو بمباری اور زمینی حملوں میں مسلسل گھرے لاکھوں عورتوں، بچوں، جوانوں، بوڑھوں پر مزید کیا قیامت گزرے گی۔ انھیں تو ویسے بھی مسلسل چار ماہ سے دانے پانی دوا سے مکمل طور پر محروم رکھا جا رہا ہے۔ کسی حکومت کے ذہن میں یہ بات بھی نہ آئی کہ اس سے پہلے اسرائیل نے اپنی خواتین کے ریپ، بیالیس بچوں کے گلا کاٹنے اور غزہ کے الشفا اسپتال پر میزائل حملے کا جو الزام حماس پر لگایا تھا۔ وہ سب کے سب الزامات اسرائیل کے منہ پر جا کے پڑے۔ اس تناظر میں اس اسرائیلی دعویٰ کی ٹھوس تصدیق کس قدر ضروری ہے کہ اقوامِ متحدہ کے ایک ذیلی ادارے میں دہشت گرد کام کر رہے ہیں۔ جن بارہ ملزموں کے نام اسرائیل نے جاری کیے ان میں سے ایک پہلے ہی اسرائیلی بمباری میں جاں بحق ہو چکا ہے جب کہ دو اہل کار لاپتہ ہیں۔ غالباً وہ بھی کسی ملبے تلے آ کے مر چکے ہیں۔ بقیہ نو ملزموں کو خود انرا کے سربراہ نے تحقیقات مکمل ہونے تک معطل کرنے کا اعلان کیا۔ اسرائیل نے اب تک انرا کے بارہ اہل کاروں کے بارے میں کوئی ٹھوس ثبوت پیش نہیں کیا۔

انرا کا ادارہ اقوامِ متحدہ نے انیس سو انچاس میں قائم کیا، تاکہ جن ساڑھے سات لاکھ فلسطینیوں کو صیہونی ریاست نے بزور بے دخل کر کے آس پاس کے ممالک میں دھکیل دیا۔ ان کی حیثیت کے تصفیے تک انھیں زندہ رکھا جا سکے۔ کیونکہ اقوامِ متحدہ کی ایک قرار داد کے مطابق ان لاکھوں پناہ گزینوں کی گھر واپسی کا بنیادی حق آج تک برقرار ہے۔ انرا کے عملے میں تیس ہزار ڈاکٹر، نرسیں، اساتذہ، فلاحی کارکن، ڈرائیور، انجین��ر اور دفتری اسٹاف شامل ہے۔ انرا کا آپریشن لبنان ، اردن ، شام ، غربِ اردن اور غزہ تک اٹھاون پناہ گزین کیمپوں میں پھیلا ہوا ہے۔ اس کی امداد پر ساٹھ لاکھ جلاوطن فلسطینیوں کا ہر طرح سے دار و مدار ہے۔ دو ہزار اکیس میں انرا کے سات سو چھ اسکولوں میں ساڑھے پانچ لاکھ فلسطینی بچے پڑھ رہے تھے۔ چار لاکھ فلسطینی روزمرہ بنیادی امدادی رقوم کے لیے رجسٹرڈ ہیں۔ جب کہ سترہ لاکھ کو خوراک کی فراہمی کے لیے انرا پر انحصار کرنا پڑتا ہے۔ انرا کے تحت ایک سو چالیس بڑے صحت مراکز اور اسپتال کام کر رہے ہیں۔ غزہ میں انرا کے تیرہ ہزار کارکن کام کر رہے ہیں اور دو ہزار سات سے جاری اسرائیل اور مصر کی مشترکہ ناکہ بندی میں غزہ کے لیے لائف لائن کا کام کرتے ہیں۔ سات اکتوبر کے بعد سے غزہ کی پینتالیس فیصد آبادی انرا کے قائم کردہ اسکولوں اور صحت مراکز میں پناہ گزین ہے۔

ویسے تو کسی مقبوضہ علاقے کے لوگوں کی دیکھ بھال اور ان کی رہائشی، غذائی ، صحت اور تعلیم کی ضروریات کا خیال رکھنا بین الاقوامی قوانین کے تحت قابض طاقت کی ذمے داری ہے۔ مگر اسرائیل سے کوئی توقع عبث ہے لہٰذا اقوامِ متحدہ کے فلاحی ادارے کو ہی ان مقبوضہ انسانوں کے لیے متبادل ریاست کا کردار ادا کرنا پڑ رہا ہے۔ انرا ہمیشہ سے اسرائیل کی ہٹ لسٹ پر ہے۔ یہ ادارہ فلسطینیوں کی بطور انسانی گروہ تحلیل کے اسرائیلی منصوبے میں سب سے بڑی رکاوٹ ہے۔ چنانچہ اب تک غزہ میں انرا کے ڈھائی سو سے ��ائد کارکن شہید ہو چکے ہیں۔ جن سیکڑوں اسکولوں میں فلسطینیوں نے پناہ لے رکھی ہے۔ ان پر لگاتار بمباری کی گئی ہے اور انرا کے تحت چلنے والے اسپتالوں اور صحت مراکز کو بھی تاک تاک کے نشانہ بنایا گیا ہے۔ کسی بین الاقوامی فلاحی ادارے کی املاک اور کارکنوں کو نشانہ بنانا بھی جنگی جرائم کے زمرے میں آتا ہے مگر اسرائیل کو سات خون معاف ہیں۔ جو فلسطینی بموں سے بچ جائیں وہ بھوک اور پیاس سے مر جائیں۔ یہ ہے نیت اور مسئلے کا حل اسرائیل اور اس کے حماتیوں کے نزدیک۔ مگر اس کا توڑ آسان ہے۔اگر قطر ، سعودی عرب ، کویت اور ترکی انرا کو سالانہ دو ارب ڈالر اضافی دان کر دیں تو اسرائیلی نسل کشی کا ہتھیار کسی حد تک کند کیا جا سکتا ہے۔ مگر اب تک ان ممالک کی جانب سے ایسی کوئی پیش کش سامنے نہیں آئی۔

(Note: See updated post) The new DRAFT U.N. Resolution, set to be voted on today, calls for:

• ... “urgent and extended humanitarian pauses” in the fighting throughout Gaza and the opening of corridors inside the enclave “for a sufficient number of days to enable full, rapid, safe and unhindered humanitarian access.” • U.N. Secretary General António Guterres to appoint a senior coordinator “with responsibility for facilitating, coordinating, monitoring, and verifying in Gaza, as appropriate, the humanitarian nature” of all assistance, and demands that “the parties to the conflict cooperate with the coordinator to fulfill their mandate without delay or obstruction.” • ... “immediate and unconditional” release of the hostages. It also demands that “all parties to the conflict comply with their obligations under international law ... including with regard to the conduct of hostilities and the protection of civilians and civilian objects.” • It reiterates the council’s “unwavering commitment” to a two-state solution for Israelis and Palestinians and “stresses the importance of unifying the Gaza Strip with the West Bank under the Palestinian Authority.” (12/22/23 | Source: WaPo)

Although the resolution's language was toned down, this is a sign of progress. While such measures are long overdue and should have been honored from the start, we must do everything possible to meet the urgent humanitarian needs in Gaza and relieve unfathomable suffering.
