ویڈیو گیمز کتنی مفید ہیں ؟

اس ملک میں ویڈیو اعترافات کی اشاعتِ عام کا کام غالباً قومی ٹیلی ویژن پر ڈاکٹر عبدالقدیر کے اعترافی بیان سے شروع ہوا۔ جس میں انھوں نے ایٹمی اسمگلنگ کا عالمی نیٹ ورک چلانے کی پوری ذمے داری اپنے کندھوں پر لے لی اور یہ تاثر دیا کہ انھوں نے یہ کام تنِ تنہا اپنے کارندوں کی مدد سے کیا۔ اس اعترافی بیان کے بعد وہ دو ڈھائی برس گھر میں نظر بند رہے۔ اس دوران کسی صحافی کو ان کے قریب پھٹکنے نہیں دیا گیا۔ رفتہ رفتہ ان پر پابندیاں غیر اعلانیہ انداز میں ڈھیلی ہوتی چلی گئیں۔ اس کے بعد اخباری کالموں کے ذریعے انھوں نے ’’اصل حقائق‘‘ سے پردہ ا��ھانا شروع کیا اور یہ بھی بتایا کہ انھوں نے اپنی غلطیوں کا اعتراف کر کے دراصل خود کو قومی سلامتی پر قربان کردیا اور پھر ایٹمی پروگرام کے ’’اصل دشمنوں اور سازشیوں‘‘ کی جانب بات کا رخ موڑ دیا۔ انھوں نے اپنی ایک سیاسی جماعت بھی بنائی۔ صدارتی امیدوار بننے کی بھی کوشش کی۔

آج کل وہ صرف کالموں کے ذریعے مکالمہ کرتے ہیں۔ انھیں اب بھی بہت سے لوگ محسن ِ پاکستان کہتے ہیں مگر تعداد پہلے سے کہیں کم ہے۔ بہرحال ڈاکٹر صاحب اپنی تمام تر قربانیوں کی یادوں کے سائے میں بنا سرکاری پروٹوکول ایک محبِ وطن پاکستانی کی حیثیت سے بظاہر ایک مطمئن زندگی گزار رہے ہیں۔ جہاں تک لیک ویڈیو کی روائیت ہے تو غالباً پہلا اعترافی ویڈیو ایم کیو ایم کے ٹارگٹ کلر اجمل پہاڑی کا لیک ہو کر مارکیٹ میں آیا اور کئی برس تک سوشل میڈیا پر پھولی ہوئی لاش کی طرح غائب اور نمودار ہوتا رہا۔ اب بہت عرصے سے نظر نہیں آ رہا۔یہ ویڈیو دراصل تفتیشی نوعیت کا تھا جس میں کوئی نامعلوم آواز سوال پوچھ رہی ہے اور اجمل پہاڑی اطمینان سے بتا رہا ہے کہ اس نے الطاف حسین کے کہنے پر کیا کیا وارداتیں کیں۔

اسی نوعیت کا ایک اسمگلڈ ویڈیو مارچ 1915 میں سامنے آیا جب ایم کیو ایم کے ٹارگٹ کلر صولت مرزا کو سزائے موت سنائے جانے کے سولہ برس بعد پھانسی دینے کا فیصلہ ہوا۔ لیکن 19مارچ کو پھانسی سے محض چند گھنٹے پہلے کال کوٹھڑی میں بنائی جانے والی صولت مرزا کی اعترافی ویڈیو جانے کیسے ایک نجی ٹی وی چینلز تک پہنچی اور اسے باقاعدہ نشر کیا گیا۔ اس ویڈیو میں بھی الطاف حسین سمیت ایم کیو ایم کی قیادت کو صولت مرزا نے اپنی وارداتوں کے لیے براہِ راست احکامات صادر کرنے کا ذمے دار قرار دیا۔ اس کے بعد صدرِ مملکت نے صولت مرزا کی پھانسی روک دی تا کہ نئے انکشافات کی روشنی میں مشترکہ تحقیقاتی ٹیم تازہ تحقیق کر سکے۔ یہ الگ بات کہ صولت مرزا سولہ برس سے جیل میں اسی لیے تھا کہ اس نے کے ای ایس سی کے چیرمین شاہد حامد کے قتل سمیت کئی خونی وارداتوں کا اعتراف کر کے اپنے لیے سزائے موت کا سامان پیدا کیا۔ مگر ایم کیو ایم کی قیادت کا کھل کے نام لینے میں اسے سولہ برس لگ گئے۔ بہرحال دو بار سزائے موت ملتوی ہونے کے بعد بارہ مئی 2015 کو اسے مچھ جیل میں پھانسی دے دی گئی۔ جیل حکام نے ویڈیو کال کوٹھڑی سے باہر آنے اور چینلز پر چلنے کے واقعہ کی تحقیقات کروانے کا اعلان کیا۔ب لوچستان کی صوبائی حکومت نے بھی اس واقعہ کے ذمے داروں کو سامنے لانے اور معاملے کی تہہ تک پہنچنے کا عہد کیا اور یہ عہد آج تک قائم ہے۔ شائد ویڈیو بنانے والوں نے سلیمانی ٹوپی پہن رکھی تھی۔

گزشتہ برس 16 جون کو سابق وفاقی وزیرِ پٹرولیم اور آصف علی زرداری کے دوست ڈاکٹر عاصم حسین کی ایک اعترافی ویڈیو جانے کیسے ایک نجی نیوز چینل کے ہاتھ لگ گئی۔ اس میں ڈاکٹر عاصم کھل کے آصف زرداری اور ان کے ایک دستِ راست اویس مظفر ٹپی کی بد اعمالیوں کا ذکر کر رہے ہیں۔ حسنِ اتفاق سے یہ ویڈیو ٹھیک اس وقت لیک ہوئی جب عدالت ڈاکٹر عاصم کو ضمانت پر رہائی دینے یا نہ دینے کے سوال پر کسی نتیجے پر پہنچنے والی تھی۔ ویڈیو لیک ہونے کے وقت ڈاکٹر عاصم رینجرز کی تحویل میں تھے۔ مگر رینجرز نے اس تاثر کی سختی سے تردید کی کہ ویڈیو لیک کرنے کی ذمے داری ان پر آتی ہے۔ تو پھر یہ ویڈیو تفتیش کاروں کی تحویل سے کس نے حاصل کی اور دھڑلے سے اسے ایک چینل پر کس نے چلوایا ؟ اس کا جواب نہ رینجرز ڈھونڈھ پائے نہ ہی سندھ گورنمنٹ اور نہ ہی چینل سے پوچھ گچھ ہوئی کہ بھیا تمہیں یہ سوغات کس نے دان کی؟

بہرحال ویڈیو لیک کرنے کا جو بھی مقصد تھا پورا نہ ہو پایا اور اب سے ڈیڑھ ماہ پہلے ڈاکٹر عاصم حسین ضمانت پر رہا کر دیے گئے۔ ان پر دہشتگردوں کے علاج معالجے سے لے کر اربوں روپے کے گھپلوں تک کئی مقدمات قائم ہوئے۔ مگر عدالت نے ان شواہد اور دعووں کو شائد بہت زیادہ سنجیدگی سے نہیں لیا۔ گزشتہ برس ہی مارچ میں بھارتی جاسوس کلبھوشن یادو کی آئی ایس پی آر کی جانب سے جاری کردہ اعترافی ویڈیو ہر ٹی وی چینل نے نشر کی۔ کچھ عرصے اس پر گفتگو ہوتی رہی پھر کلبھوشن کا تذکرہ میڈیا کے ریڈار سے غائب ہو گیا۔ اب سے کچھ دن پہلے دس اپریل کو جب آئی ایس پی آر نے اچانک یہ اعلان کیا کہ کلبھوشن کو اپنے جرائم کے اعتراف میں فوجی عدالت نے سزائے موت سنا دی ہے تو اعترافی ویڈیو ایک بار پھر ٹی وی اسکرینز کی زینت بن گئی۔

غالباً اس ویڈیو کو سرکاری طور پر ریلیز کرنے کا مقصد یہ تھا کہ بھارتی حرکتوں کے بارے میں کسی کو کوئی شک و شبہہ نہ رہے۔ چونکہ یہ حساس معاملہ تھا اسی لیے کسی صحافی نے اس خواہش کا اظہار بھی نہ کیا کہ وہ کلبھوشن سے خصوصی انٹرویو کے لیے رسائی چاہتا ہے۔ شائد اس کی اجازت بھی نہ ملتی۔

چنانچہ جب سترہ اپریل کو آئی ایس پی آر نے کالعدم تحریکِ طالبان پاکستان اور جماعت الاحرار کے ترجمان احسان اللہ احسان کی ’’رضاکارانہ حوالگی‘‘ کی خبر بریک کی اور پھر اس کا بصری اعترافی بیان بھی جاری کیا گیا تو اسے بھی ایک معمول کی ویڈیو سمجھ کر تمام چینلوں نے نشر کی۔ اس ویڈیو سے یہ تاثر ملتا ہے کہ جو بھی جرائم ہوئے ان کی ذمے دار کالعدم ٹی ٹی پی یا جماعت الاحرار ہے۔

احسان اللہ تو محض ان تنظیموں میں لگ بھگ دس برس تک بطور ترجمان پھنسا رہا۔ اور جیسے ہی تائب ہونے کا موقع ملا وہ پہلی فرصت میں اپنے پیارے وطن کی آغوش میں آ گیا اور اب اس کا مشن یہ ہے کہ وہ نوجوانوں کو گمراہی اور شدت پسندی کی راہ پر جانے سے روکے جس میں پر چلنے والوں کا مقدر صرف تباہی و بربادی ہے۔

چلیے کوئی بات نہیں۔ انسان جب بھی راہِ راست پر آجائے اچھی بات ہے۔ ویڈیو سرکاری طور پر جاری کرنے کی حد تک توٹھیک تھا یا اب تک تفتیشی ویڈیوز پراسرار انداز میں لیک ہونا بھی میڈیا کی حد تک ایک روزمرہ حقیقت سمجھ کر قبول کر لیا گیا تھا۔ لیکن پاکستان کی اعترافی ویڈیوز کی تاریخ میں غالباً یہ پہلا موقع تھا کہ ایک ایسا دہشتگرد جس کے سر پر انعام تھا اس تک سرکاری ٹی وی چینل کے بجائے نجی ٹی وی چینل کو خصوصی رسائی دی گئی اور اس چینل نے اس خصوصی انٹرویو کا بڑا سا اشتہار ایسے شایع کیا گویا عزت مآب احسان اللہ احسان صاحب عدم تشدد، انسانیت نوازی اور حب الوطنی کی اہمیت پر سوال و جواب کی محفل سجائیں گے (سرکاری ٹی وی چینل سے ایک دفعہ یہی کام لیا جا چکا ہے جب لال مسجد آپریشن کے خطیب مولانا عبدالعزیز کی برقعاتی گرفتاری کے بعد پی ٹی وی نے ان سے خصوصی انٹرویو کیا)۔

احسان اللہ احسان تک رسائی آئی ایس پی آر کے تعاون کے بغیر ممکن نہیں تھی۔اگریہ قدم درست تھا تو سوال یہ ہے کہ پیمرا کو یہ بات یاد دلانے کی ضرورت کیوں پیش آئی کہ نیشنل ایکشن پروگرام کے تحت کسی بھی ڈکلئیرڈ دہشتگرد کا انٹرویو یا بات چیت نشر نہیں ہو سکتی۔ اس سے پاک فوج کی دہشتگردی کے خلاف مہم کو نقصان پہنچ سکتا ہے کہ جس نے اب تک بیش بہا قربانیاں دی ہیں۔

علاوہ ازیں جو شہری دہشتگردی کا لقمہ بنے ان کے عزیزوں اور احباب کو انتہائی دکھ اور صدمے سے گزرنا پڑ سکتا ہے۔ توقع تو یہ تھی کہ جو بیان آئی ایس پی آر کی جانب سے جاری ہونا چاہیے تھا وہ پیمرا کو جاری کرنا پڑا۔ ساتھ ہی ساتھ چینل کا بھی شکریہ کہ اس نے خرد مندی کا مظاہرہ کرتے ہوئے یہ نایاب انٹرویو مقررہ تاریخ اور وقت پر نشر نہ کرنے کا فیصلہ کیا۔

اس اجازت کے تناظر میں ایک سوال یہ بھی ابھرتا ہے کہ آیا دہشتگردی کے خلاف جنگ میں ایک متفقہ بیانئے کی بابت کیا واقعی سول اور فوجی ادارے ایک صفحے پر ہیں؟ ویسے ڈاکٹر قدیر سے لے کر آج تک جتنے بھی اعترافی ویڈیو جاری یا لیک ہوئے ان سے رائے عامہ تبدیل کرنے میں کتنی مدد ملی۔ کتنے ویڈیوز اس لیے سامنے لائے گئے کہ ان کے ذریعے مخاطب ہونے والے کی غلطیوں یا جرائم سے عوام سبق حاصل کریں اور کتنے ویڈیوز اس نئیت سے جاری کیے گئے کہ جاری کرنے والوں کا خیال تھا کہ اس سے ان کو طویل و صغیر المیعاد ایجنڈائی فائدہ پہنچے گا؟ کہاں تفتیشی ویڈیو کا سامنے آنا جرم ہے اور کہاں قومی خدمت؟ کون سا ویڈیو رضاکارانہ ہے اور کون سا دباؤ کے تحت بیان پر مشتمل ہے؟ کیا ان سوالات کا جواب دینا اور تلاش کرنا قومی ذمے داری کے دائرے میں نہیں آتا؟

Device used to send threat to New Zealand team belonged to India: Fawad

Addressing a press conference in Islamabad alongside Interior Minister Sheikh Rashid Ahmed, the minister said that the entire situation started due to a fake post by someone claiming to be Tehreek-i-Taliban Pakistan (TTP) militant Ehsanullah Ehsan. Fawad said that in August, a fake post was created under Ehsan's name which told the New Zealand cricket board and government to refrain from sending the team to Pakistan as it would be "targeted". He said that following this post, the bureau chief of The Sunday Guardian, Abhinandan Mishra, published an article claiming that the team may face a terror threat in Pakistan citing the fake post by Ehsan. According to its website, The Sunday Guardian was founded by politician MJ Akbar, who served as the minister for external affairs in the Modi-led BJP government till 2018. "Interestingly, has strong links with Amrullah Saleh," he said. He said that on August 24, New Zealand opener Martin Guptill's wife received an email threatening her husband from ID with the username "Tehreek-i-Labbaik". "When we investigated further, we discovered some facts. Firstly, this email is not affiliated with any social media network and only one email has been generated from this account," he said. The minister added that the email was sent via ProtonMail, a secure service. "The details are not available and we have requested Interpol to assist us and tell us how it was generated." Despite these events, the New Zealand cricket team did not cancel the tour at this point and travelled to Pakistan. "As the interior minister said, the security we provided outnumbered the number of people in their forces," he said. Fawad said that once the Black Caps arrived, the interior ministry issued a detailed protocol programme for them and the teams began focusing on the practice sessions. The New Zealand team participated in the practice sessions "without any issues," he said. However, on the day of the first match New Zealand officials said that their government had concerns of a credible threat and cancelled the tour, he said. "Pakistan Cricket Board officials, the interior ministry security team, everyone went to them and asked them to share the threat ... they were as clueless as us." He said that a day later, a second threatening email was sent to the New Zealand team using the ID, Hamza Afridi. He said that when authorities probed the email, they discovered that it was sent from a device associated with India. "It was sent using a virtual private network (VPN) so the location was shown as Singapore." He said that the same device had 13 other IDs, nearly all of which were Indian names. "All IDs were made using the names of Indian actors and celebrities. Only the name Hamza Afridi is different to show that this email was generated from Pakistan. "His name was used deliberately to show that a terrorist threat is present in Pakistan." He said that the user of the particular device had been identified as Omprakash Mishra from Maharashtra. "The device used to send the threat to the New Zealand team belonged to India. A fake ID was used but it was sent from Maharashtra." The minister added that the interior ministry had registered a case and had requested Interpol for assistance and information on the Tehreek-i-Labbaik ProtonMail and the ID of Hamza Afridi. "This whole threat was primarily generated from India." He said that the West Indies team was travelling to Pakistan in December. "A threat has already been issued to the team," he said, adding that this was also issued via a ProtonMail account. "This is unfortunate. We believe this is a campaign against international cricket. The International Cricket Council (ICC) and other bodies must take notice," he said, adding that it was apparent that a fake threat was created by India to cancel the New Zealand tour. He also called on the New Zealand government to share the specifics of the threat they had received. He said that Foreign Minister Shah Mahmood Qureshi — who is currently in New York to attend the United Nations General Assembly — had also lodged a strong protest with New Zealand. "We hope that they will share their stance." Commenting on England's decision to follow in the footsteps of the Kiwis, Fawad said that British High Commissioner Christian Turner had made it clear that the United Kingdom government's advisory for Pakistan was not being changed. "So if the government has no reservations, who is the English Cricket Board ? To claim that players are tired is a shoddy excuse," he said. He added that he had asked Pakistan Television to evaluate the financial losses it had suffered. "We are working on this and if our legal team permits, we will sue the ECB," he said. 'Bereft of reason' Meanwhile, Interior Minister Sheikh Rashid said that if anyone thought Pakistan would be isolated from NZ's tour cancellation, "they are bereft of reason". "We can not be isolated and the day of the New Zealand , I said that England's team would not come as well," the interior minister said. "Cricket is our passion but disappointment is to disbelief. A day will come when the teams of the world will come to Pakistan," Rashid said. He said the entire situation had been "blown up" and had told the information minister earlier that the matter should now be closed, adding that "we have other big problems ." Rashid claimed that "India frees many people from prison on bail and then trains them. It is not desisting from terrorism in Pakistan." Recounting Pakistan's sacrifices, he said the country had thwarted terrorism before as well. "Peace is our stance and it will be established in the country." He said Pakistan had played a "historic role" and had evacuated over 10,000 people from Afghanistan including Nato forces, IMF and World Bank personnel and Americans. "India has been disappointed that Pakistan couldn't be made a scapegoat and it's thinking that there would be civil war and so much killing and slaughter that there would be a rush of refugees here — not a single refugee has come." He said the Torkham and Chaman borders were functioning normally and more people were going to Afghanistan from Pakistan than those coming here. "Everything is peaceful. This is all a drama and the gloved hands behind this drama will be unsuccessful. "Pakistan is a great nation and has great security agencies and army. There is an elected government and no one can isolate us. We will move forward," the interior minister stressed.

He also called on the New Zealand government to share the specifics of the threat they had received. He said that Foreign Minister Shah Mahmood Qureshi — who is currently in New York to attend the United Nations General Assembly — had also lodged a strong protest with New Zealand.

"We hope that they will share their stance."

Commenting on England's decision to follow in the footsteps of the Kiwis, Fawad said that British High Commissioner Christian Turner had made it clear that the United Kingdom government's advisory for Pakistan was not being changed.

"So if the government has no reservations, who is the English Cricket Board [to cancel the tour]? To claim that players are tired is a shoddy excuse," he said.

He added that he had asked Pakistan Television to evaluate the financial losses it had suffered. "We are working on this and if our legal team permits, we will sue the ECB," he said.

'Bereft of reason'

Meanwhile, Interior Minister Sheikh Rashid said that if anyone thought Pakistan would be isolated from NZ's tour cancellation, "they are bereft of reason".

"We can not be isolated and the day of the New Zealand [tour cancellation], I said that England's team would not come as well," the interior minister said.

"Cricket is our passion but disappointment is [equivalent] to disbelief. A day will come when the teams of the world will come to Pakistan," Rashid said.

He said the entire situation had been "blown up" and had told the information minister earlier that the matter should now be closed, adding that "we have other big problems [to focus on]."

Rashid claimed that "India frees many people from prison on bail and then trains them. It is not desisting from [promoting] terrorism in Pakistan."

Recounting Pakistan's sacrifices, he said the country had thwarted terrorism before as well. "Peace is our stance and it will be established in the country."

He said Pakistan had played a "historic role" and had evacuated over 10,000 people from Afghanistan including Nato forces, IMF and World Bank personnel and Americans.

"India has been disappointed that Pakistan couldn't be made a scapegoat and it's thinking that there would be civil war [in Afghanistan] and so much killing and slaughter that there would be a rush of refugees here — not a single refugee has come."

He said the Torkham and Chaman borders were functioning normally and more people were going to Afghanistan from Pakistan than those coming here.

"Everything is peaceful. This is all a drama and the gloved hands behind this drama will be unsuccessful.

"Pakistan is a great nation and has great security agencies and army. There is an elected government and no one can isolate us. We will move forward," the interior minister stressed.
