The weakest Speaker of the US House of Representatives since the Great Depression has become the ex-Speaker.

The unfitness to govern by the Republican Party was once again on full display as millions of viewers saw the inept Kevin McCarthy get the boot.

The House GOP is being compared to a failed state, and it didn't just start to get that way under Kevin McCarthy.

The House GOP Is a Failed State

For nine months, McCarthy had the title and the gavel and a Capitol suite with a nice view. But he never really held the office of speaker in anything like the historic meaning of that job. He never inspired fear. He sought favor from GOP colleagues — 210 of whom actually stayed with him until the end — but he had scant influence to bestow favors in return. He wasn’t associated with any particular governing idea. At the start, his speakership was effectively an optical illusion. At the end, it was an exercise in self-abasement. The main consolation is that he has plenty of company. For a quarter-century, every Republican to ascend to the speakership has descended from it with his standing diminished. It’s a line that travels from Newt Gingrich to Dennis Hastert to John Boehner to Paul Ryan to McCarthy. A lot about the times in general, and the GOP in particular, has changed in the decades since Gingrich and his self-proclaimed “revolutionaries” roared into power in the 1994 elections. He was shooed from the speakership four years later by GOP colleagues who had grown tired of his rap and mounting evidence that voters felt the same way. But a pattern was set that has endured long past Gingrich.

While Trump worship is ultimately at the center of the current fiasco, the GOP dysfunction pre-dates his 2015 escalator ride.

Most of all, McCarthy showed his malleable core on the paramount question of Republican politics, or for that matter all American politics: Where do you stand on Trump? “I’ve had it with this guy,” McCarthy sputtered to colleagues after the Jan. 6, 2021, riot at the Capitol, saying he would push Trump to resign immediately. McCarthy denied news reports that he had ever said this, until my colleagues Alexander Burns and Jonathan Martin revealed in their book, This Will Not Pass, that they had the moment unambiguously on tape. No matter, McCarthy soon enough was reliably back in the Trump fold, and Trump was unreliably and indifferently in the McCarthy fold. If so, however, Trump didn’t put much passion into it. Many people believe the former president has the instincts of an authoritarian. Authoritarians, however, generally prefer order and discipline. Trump has shown no sign that he cares much about the ostentatious disorder and indiscipline of the House. Certainly he didn’t try to marshal support for the man he calls, in cuddly moods, “my Kevin.” The House GOP now resembles a failed state. The party elects leaders with no capacity to lead members who have no interest in being led. McCarthy is like one of the succession of short-lived Soviet leaders who followed the long reign of Leonid Brezhnev, before the radical disruption of Mikhail Gorbachev at the end of the Cold War.

The House GOP resembles the old Soviet Union – a lumbering failed state immobilized by ideological rigor mortis.

Carl Hulse at the New York Times doesn't think that the Republicans will change much as a result of this.

[I]n today’s Republican Party, doing the right thing is considered a transgression, not a virtue – a sign of unforgivable allegiance to the political establishment. That was the central problem for Mr. McCarthy, and for his eventual successor. House Republicans, beholden to a base that reveres former President Donald J. Trump and detests compromise, have become ungovernable. And it is doubtful that his precipitous downfall will break the fever.

The only way Republicans might change is with Trump's departure from the scene. Even then there may be divisions between self-designated Trump successors and more traditional conservatives. The prognosis is not good for the GOP.

It looks like Congress may have the two-thirds vote necessary to expel Rep. George Santos (R-N.Y.) from the House of Representatives — making him only the sixth member of the House of Representatives in over 200 years to be expelled from office. We’ll know soon. On November 28, Rep. Robert Garcia (D-Calif.) introduced a privileged motion on the House floor to expel Santos. Because the motion is privileged, the Republicans have to bring it to the floor within two legislative days.

The reasons for Santos’ fall are well known — it started out with exaggerations about his background so outrageous that Santos was catapulted into regular fodder for late night comedians and then became the object of media and legislative investigators. And what they found was outrageous behavior in many different areas.

But it was the recent release of a 56-page Ethics Committee Report that provided the serious blow. Committee members charged that Santos “deceived his donors, knowingly filed false campaign finance statements, and used his campaign funds to pay for personal expenses, including rent, trips, luxury items, cosmetic treatments like Botox and a subscription to the adult content site OnlyFans.” The long list of infractions seems to have been the last straw for some members of his party and expulsion now looks within reach.

If he is sent packing, it will be remarkable not only for the fact that he was one of just half a dozen representatives to be expelled from the House but that Republicans, with their extraordinarily thin five-vote majority, will take the drastic step of actually losing one-fifth of their margin.

Who else has been expelled?

The most recent was James Traficant, a member from Ohio removed in 2002 following his conviction on ten felony charges of bribery, tax evasion, and racketeering, among others. Despite being removed 420 to 1 by his colleagues, Traficant mounted two campaigns for reelection — from prison no less — as an Independent but was ultimately defeated. Traficant’s departure didn’t do much to change the power dynamics in the House. Democrats were in the minority, and he had not been a very loyal Democratic vote — voting with the Republicans to make Illinois Rep. Dennis Hastert speaker of the House.

Twenty-two years prior, Democratic Representative Michael Myers of Pennsylvania was removed by a vote of 376-30 following a conviction over his involvement in a corruption scheme that ensnared several members of the House and a senator. In an FBI sting operation, Myers was caught taking money in a deal meant to guarantee asylum for a made-up sheik. Myers was ultimately the only implicated member who opted not to resign, and thus his colleagues relieved him of his duties. Once again, the expulsion did not change the power dynamic in the House, where Democrats held a large majority.

Finally, the other three members were removed due to disloyalty to the Union during the Civil War. Missouri Representatives John Clark and John Reid and Kentucky Representative Henry Burnett were Democrats who supported the Confederacy and were cast out by their colleagues in 1861 for this treasonous act. Reid, strangely enough, had resigned months before, but was expelled anyway. However, their departure made little difference to the House power dynamics. Republicans held a substantial majority over the Democrats, having taken control of both chambers of Congress and the presidency in the 1860 elections. Compared to the Civil War that broke out the next year, their expulsion was but a footnote in history.

Santos is unusual compared to several of the others who were expelled because he has not been convicted of any crimes. He has been the object of numerous media stories and the butt end of jokes. Right now, he is indicted but has not gotten the chance in a legal setting to defend himself.

It is for that reason that Santos survived one attempt at expulsion. Nearly all of his fellow Republicans were hesitant to shrink their slim majority. But in light of the devastating and quite detailed House Ethics Committee report, that hesitancy seems to have changed. Despite the negative political consequences, enough Republicans may join Democrats in booting Santos from the House. It is an act of political principle that we should applaud. Even in a body that has, throughout history, had its share of embarrassing members, Santos stands out for his blatant dishonesty and lack of personal integrity, which is why enough Republicans may expel him despite the harm it inflicts on their own party.

Nancy Pelosi, Steny Hoyer evicted from private Capitol offices by interim House speaker

Former House Speaker Nancy Pelosi (D-Calif.) was ordered to “immediately” vacate her Capitol hideaway office by Wednesday as she slammed acting Speaker Patrick McHenry’s decision as a “sharp departure from tradition.”

An email sent to Pelosi’s office on Tuesday said the “room will be re-keyed” and reassigned for “speaker use,” Politico first reported.

A spokeswoman for Rep. Steny Hoyer (D-Md.) told The Post that the former House majority leader had also been asked to vacate his Capitol hideaway office.

The move came just hours after McHenry was named House speaker pro tempore following the ouster of Kevin McCarthy (R-Calif.) in a historic vote Tuesday.

“With all of the important decisions that the new Republican Leadership must address, which we are all eagerly awaiting, one of the first actions taken by the new Speaker Pro Tempore was to order me to immediately vacate my office in the Capitol,” Pelosi said in a statement, referring to McHenry (R-NC).

Pelosi had two separate stints as speaker of the House, first from 2007 to 2011 and then again from 2019 to 2023.

“This eviction is a sharp departure from tradition. As Speaker, I gave former Speaker [Dennis] Hastert a significantly larger suite of offices for as long as he wished.”

Pelosi said she is in California, where she is mourning the death of Sen. Dianne Feinstein, and is unable to retrieve her belongings from the office.

Feinstein died Friday at age 90 following a series of health problems.

Feinstein’s body will lie in state at San Francisco City Hall on Wednesday, while Pelosi is expected to speak at a memorial service outside City Hall on Thursday.

House Minority Leader Hakeem Jeffries’ (D-NY) staffers helped clean out Pelosi’s office late Tuesday, the outlet reported.

A television and bags were seen outside the office before they were hauled away.

“Office space doesn’t matter to me, but it seems to be important to them,” Pelosi added. “Now that the new Republican Leadership has settled this important matter, let’s hope they get to work on what’s truly important for the American people.”

McCarthy ousted as speaker --- now what?

Rep. Kevin McCarthy (R-Calif.) was removed as speaker of the House after a historic vote led by Rep. Matt Gaetz (R-Fla.).

Rep. Patrick McHenry (R-NC) has been appointed temporary speaker until a new speaker can be elected.

The House has never removed and replaced a speaker before in its 234-year history.

Multiple reps have been floated as potential speakers, but it is unclear who will succeed McCarthy at this time.

Nancy Pelosi has been evicted from her Capitol Hill office by the interim speaker.

McCarthy blasted Gaetz in a defiant interview with reporters, slamming the Florida congressman as a fake conservative and calling his move “personal.”

Pelosi was absent when the House voted to remove McCarthy as House speaker in a vote driven by members of his own party.

Eight Republicans --- Andy Biggs of Arizona, Ken Buck of Colorado, Tim Burchett of Tennessee, Eli Crane of Arizona, Matt Gaetz of Florida, Bob Good of Virginia, Nancy Mace of South Carolina and Matt Rosendale of Montana — joined 208 Democrats to remove McCarthy from power in a 216-210 vote.
