This is Part 3 on a series of the speculative biology of Galar's fossils. Keep in mind that due to the incomplete nature of the fossil, the discussion here is primarily speculative.
Arcto is revived from the fossilized Dino. It was likely an Ice type. The fossil record has provided a near complete reconstruction of its lower half, but little is known of its head.
Arcto lived in the ocean around 1-2 million years ago. Its body was around 7-8 feet (2.1-2.4 meters) long. Despite its aquatic nature, it is not pisciform. It could breathe underwater for a significant period of time, but would need to return to the surface for oxygen (similar to Pokemon such as Wailord or Finizen).
Pokemon paleontology has heavily debated its type. Its Ice type is all but certain. The crude and cruel fossil Pokemon of Arctovish and Arctozolt have been shown to freeze prey to slow them before attempting to eat the frozen prey. Whether it was a pure Ice type, an Ice and Water type, or an Ice and Dragon type are of large debate. Its clearly aquatic nature leads many to believing it was of the Water type. However, its reptilian form has led to speculation of it being Dragon type.
As previously stated, Arctovish and Arctozolt have been shown to freeze prey. This has led to the idea that Arcto did the same. Its body has shown it to be a relatively slow swimmer, further supporting the need to freeze prey to catch it. From this hunting method alone, much can be said about its head. It likely had a strong jaw to be able to break the ice around its prey for consumption.
Furthermore, there has been speculation of it having a long neck. Aquatic Pokemon that live in the ocean and can not breathe underwater rely on various methods to breathe the oxygen above water. Pokemon such as Finizen and Wailord rely on a blowhole to breathe. However, the lower body of Arcto shows no such apparatus. It most likely was then using a long neck to quickly take breaths while keeping its body submerged.
It is believed to be an ancestor of Lapras. This lends further credence to the dual Water type theory, as well as the speculation of its longer neck.
