Edmonton police are searching for a man who illegally shipped a restricted firearm through Canada Post. The gun was intercepted at a sorting facility in Edmonton after being mailed from Fort McMurray. Restricted firearms are prohibited in Canada and strict rules must be followed for shipping legal non-restricted firearms. The police have been unable to locate the intended recipient of the package, leading them to believe the man was trafficking firearms illegally. EPS Const. Marc-Andre Gagnon stated that the manner in which the firearm was shipped did not comply with the necessary parameters for legal firearm shipping. The man involved in this incident is now being sought by investigators, who have released photos in hopes that someone may recognize him. Toronto updated its 14-month-old decriminalization request to the federal government Friday, clarifying it wants a Health Canada exemption to cover young adults, all drugs for personal use.
The city's submission, an update to its initial January 2022 request, indicates Toronto wants the federal agency to go further than the exemption it recently granted to British Columbia under the Controlled Drugs and Substances Act.
It makes clear the city wants its exemption to apply to all drugs for personal use and shield young people from criminalization, a departure from the B.C. exemption, which only applies to adults and lists a select number of substances.
Medical Officer of Health Dr. Eileen de Villa says the submission sent to Health Canada, co-signed by the city's police chief and city manager, is a "made-in-Toronto" model reflective of a months-long consultation process.
"We're talking about a matter of health and a matter of human rights, not one that really is meant to be addressed or is best addressed with a criminal justice approach," she said in an interview. "That's why we're pursuing this route."
B.C.'s three-year exemption under the Act was granted in June and came into force on Jan. 31. While that exemption caps possession at 2.5 grams, the Toronto submission does not outline a specific threshold for what constitutes personal use.
Drug use and purchasing patterns are "exceptionally diverse," the submission said and can vary based on a person's tolerance. All trafficking and drug production would remain illegal.
Whereas the B.C. exemption only applies to people 18 and older, the Toronto model would apply to young people. A 2019 survey indicated around 11 percent of Ontario students in Grades 7 to 12 reported the nonmedical use of opioids in the past year.
Eight people aged 12 to 17 died from opioid overdoses in Toronto between 2019 to 2021, the submission said. "Health issues are health issues regardless of the person involved," said de Villa.
"That's why we feel that this does have to apply to all so that we're sure that even the youngest members of our community are having their health issues looked at and addressed through a health lens rather than through criminal justice lens."
The pace of the approval process has garnered criticism from drug users and advocates who say it fails to match the urgency required of an overdose crisis that has killed hundreds of people every year in Toronto.
"They're moving way too slowly. So, it's nice to see movement. It's just whenever you see a little bit of movement, I think, for me at least, it hits home just how slowly this process is going -- how much we're dragging our feet," said Dan Werb, director of The Centre on Drug Policy Evaluation at St. Michael's Hospital.
Decriminalization will not make the street supply any less toxic, Werb says, but it could reduce the barriers people face to accessing services that help prevent them from dying of overdoses.
He says a decriminalization policy only works if it covers all drugs since the street supply is often cut with substances not covered exemption.
"But if we all agree that the primary driver of overdose death in Canada is the unregulated toxic market and all the contaminants that are circulating within it, then it seems to me that the most rational choice would be to engage, directly, intervene on that unregulated market," Werb said.
Andre Gagnon said Health Canada cannot comment on exemption requests under review. "Each exemption request under the Controlled Drugs and Substances Act is carefully reviewed on a case-by-case basis, taking into account all relevant considerations, including evidence of benefits and risks or harms to the health and safety of Canadians," he said in an email.
"We recognize the different approaches cities, provinces, and other organizations are taking. We will continue to work with Toronto Public Health to ensure both public health and public safety are considered."
Better access to services, including 24-7 harm reduction and substance use support "part and parcel" of making the model successful, said de Villa, the medical officer of health. She said there is "no question" that more services are needed.
The submission says the city intends to have several new services in place by the time decriminalization is implemented, including at least one 24-7 support location in the downtown core, to serve as an alternative to emergency departments.
The Canadian Association of Mental Health is "a strong supporter" of the effort to decriminalize the simple possession of substances, said the chief of addictions.
"Decrim is one part of the picture," she said. "It will decrease stigma. It will increase the likelihood that youth will reach out for help when they won't.
"That might open up for young people to think carefully." The criminal to a health lens will enable CAMH to focus on providing the care that young people battling addiction require, she said.
She said CAMH believes police who come into contact with the youth of certain substances should have the right to confiscate them, but without initiating a criminal file.
"We know that criminalization has not been effective and has certainly affected marginalized populations, and we're ready for this shift."

Halifax woman’s mission to track alleged romance fraudster leads to arrest
It took Andréa Speranza some time to be able to return to Shubie Park. The place brings back memories of a man she dated for four months in 2018, who she says would later bilk her of $5,000, before he ghosted her.
“Everything he's done is against my personal values, and it's not at all about the money,” says Speranza. “I'm a firefighter and I go and help people on the worst days of their lives. For me it's just the trauma that he's caused.”
Three years ago, Speranza spoke out about her experience with the man she identified as Marcel Andre Vautour.
Court documents show he had been convicted of criminal offences in several provinces by that time, including unauthorized use of credit card data in Quebec in 2005 and obtaining by false pretenses in Victoria in 2009.
Speranza started a website to find other potential victims and track him down.
“With hopes that we would put it out to the world and people would care enough to let us know when they saw him, and that's what happened,” she said.
Speranza says a tip to that site led to Vautour's arrest in Ontario last week.
That arrest, confirmed by York Regional Police.
“Our officers received information that a man wanted on a warrant regarding this romance scam, was in the Vaughan area attempting to avoid essentially being caught by police,” says Cst. Laura Nicolle.
“This was an ongoing investigation that was happening in the province of Quebec,” says Cst. Nicholle. “There was an outstanding warrant issued for a suspect which was applicable in Quebec but also in Ontario.”
Police say officers arrested the 47-year-old last Wednesday and the accused was transported to Quebec. Tuesday afternoon, he appeared by video in Drummondville court to face a charge of fraud over $5,000. The charge is related to events in the area dating back to 2013.
The charge against Vautour is yet to be tested in court.
Tuesday’s court appearance was brief, during which lawyers scheduled his bail hearing in the matter for Friday.
“It was really was a tenacious, like dogged thing, she did, to make sure all these things got connected,” says lawyer Lisa Teryl, who has been offering Speranza legal advice along the way.
She says the accusations against Vautour speak to a need to coordinate interprovincial law enforcement when it comes to crimes such as romance fraud.
“Because the allegations are that he was doing it in smaller amounts across the provinces, [it’s] very, very hard to get that coordinated,” says Teryl. “And it was really her work that helped coordinate that.”
Speranza is advocating for the creation of a romance fraud registry to track those convicted of such offences, and would like to see stiffer financial penalties for those found guilty of using love to lure potential victims.
She says she knows of at least 20 alleged victims so far, but also acknowledges that many victims of romance fraud don’t come forward out of a sense of embarrassment.
She credits those who shared her story, and the stories of other alleged victims.
“People that didn't judge us, people that supported us in the lowest times, when it was most sensitive, so I want to thank all the people that helped us,” she says.
Speranza had filed her own her own complaint against Vautour with Halifax Regional Police.
Tuesday, a spokesperson for the force would only say no charges have been laid. But acting public information officer Cst. Nicolas Gagnon adds in an email, “the case could be reopened should new information come to light.”
Speranza says what matters most is raising awareness about what romance fraud can truly cost.
According to the Canadian Anti-Fraud Centre, 1,249 complaints of romance schemes from 925 Canadian victims were reported to the Centre in 2021, with a loss of more than $50 million.

Health Canada spokesperson Andre Gagnon said those products still comply with federal labelling rules because "for cough and cold" is not, according to the government, a suggestion that the products treat cough and cold symptoms.
"It's saying 'for' – it's not saying 'relieves,' it's not saying 'soothes,' it's not saying 'prevents.' The idea is that this is what it's meant to be used for but it's not making any sort of a claim," Gagnon explained.
