*CREDAI-MCHI eyes growth for MMR; launches its policy initiative- ‘Modernise, Maximise, Revolutionise MMR’*

*CREDAI-MCHI curates a vision document for holistic development to build a world-class sustainable city by 2040*

*Mumbai, 21st September 2022:* With the vision to further transform MMR to boost economic growth and development for the region and the country as well, *CREDAI-MCHI has launched a Vision Document - Maximise, Modernise, Revolutionise: MMR, as a part of its policy initiative focused towards regeneration of MMR. The Vision Document was unveiled during blue-riband ceremony held today* at BKC, Mumbai which was attended by Shri Bhushan Gagrani (IAS), Additional Chief Secretary to Chief Minister, Shri S.V.R Shrinivas (I.A.S), Metropolitan Commissioner, MMRDA, Shri Ajoy Mehta (I.A.S RETD.), Chairman, MahaRERA, Arch. Hafeez Contractor, Mr. Mukesh P. Mehta, Chairman, M M Project Consultants Pvt. Ltd & Shri Shrikant Joshi, CEO & MD, Larsen & Toubro Limited (Realty Division). The policy initiative aims to build Mumbai and MMR into world-class sustainable region and modern cosmopolis by 2040, while emphasizing on climate change and carbon neutrality along the way, with the joint efforts of the state government.

Through this initiative, CREDAI-MCHI as a stalwart entity draws key recommendations to act now to integrate, innovate and internationalise MMR through public private partnership and people driven development model. Some of the key measures as suggested by CREDAI-MCHI includes Integrated Urban Water Authority, rejuvenation of water bodies through river buddies program, dedicated mangrove parks, introduction of skill trucks, integrated data strategy, infrastructure investment fund board any many such innovative recommendations. The document also enlists some trends that will transform MMR including digitalisation of administration, electric vehicles ecosystem, better public transport system, sustainable and responsible construction practice among others. The state government and CREDAI-MCHI jointly plan to act on these trends through a proposed committee of subject experts from public, CREDAI-MCHI and Government of Maharashtra.

*Commenting on the launch of the policy initiative, Mr. Boman Irani, President, CREDAI-MCHI said,* “MMR is one of the key growth drivers in the real estate industry with many buyers wanting to invest in the ‘City of Dreams’. In a changing world, Mumbai is grappling with several obstacles which are hindering its growth including inadequate water resources, improper waste management, rising levels of pollution among others. With this policy initiative, CREDAI-MCHI aims to turn its key recommendations into a reality, with the joint efforts of the Government of Maharashtra and MCGM to transform Mumbai into a self-sustainable world-class liveable city.”

Why does MahaRera tell builders to give flat buyers permission details?

Currently, builders only declare that they have received the “commencement certificate” or the CC for the building without specifying anything further. For example, the civic authority issues only stage-by-stage permission to the developer. The CC can only be restricted for plinth level or for only the first five floors of a skyscraper.

“The flat buyer is under the impression that the CC is for the entire building. This may not be so in most projects,” said a RERA source. On Monday, RERA chief Ajoy Mehta’s office issued a circular, stating builders must now specify the details of the CC they have received.

“It is observed that layout approvals although obtained for the entire project, many a times other approvals are obtained in stages, including the commencement certificate up to a plinth/zero FSI/or commencement certificate up to a particular floor level. Flat buyers are unaware of the stage wise approvals. Therefore, it has been decided to prescribe a declaration by the promoter (builder) to certify the exact stage of the commencement certificate, so that flat buyers will be aware of the same,’’ said the circular.

Builders will now have to file a declaration form and upload it along with the CC while registering the project. In another recent order, RERA asked builders to give more clarity to buyers about flat transactions. “To avoid multiple transactions of flats/pIots, it is necessary to provide the information as soon as sale is concluded or booking is made,” it said.

Mehta had earlier also ordered builders to meticulously submit the list of all their flat buyers along with their signatures in a proper format when seeking various permissions. Earlier, they would get away with sketchy details or shoddy paperwork when they registered their projects.

The builder will require the consent of at least 51% of the allottees if he wants extension of the completion date of the project. The consent will now be required with their names, flat numbers and signatures.

The circular has also specified that in case developers want to change the floor plan, design or make any major alterations in the sanctioned plans, they will require the consent of two-third of the people who have booked flats in the project.

Each of them will have to sign with their names and flat numbers on the promoter’s letterhead. The consent application will clearly mention the earlier building plans and the new alterations sought by the developer.

Resolving the long pending problems of the recruitment of 6635 ETT teachers, Bhagwant Mann Government has started the process of issuing  appointment letters to the selected candidates. Under this process Education Minister, Mr. Gurmeet Singh Meet Hayar has handed over appointment letters to 16 candidates.

While handing over the appointment letters at the Punjab Bhawan here, Mr. Hayar appealed to the newly appointed teachers to discharge their responsibilities diligently and seriously. He said that the main objective of the Bhagwant Mann government is to provide quality education to the students and for this the standard of schools would be raised. He said that Maan government has launched a campaign to address the shortage of teachers in the schools. In this regard, special attention will be given to the backward and far-flung  areas. He said that elementary education has a significant contribution to make in the concrete foundation of any child. He asked the newly appointed elementary teachers to fulfill their responsibility with a sense of dedication and commitment to strengthen the base of the children.

On this occasion Mr. Hayar handed over appointment letters to Mandeep, Sukhwinder Singh, Parvinder Kaur, Sonia Kumari, Nancy, Ashish Kumar Verma, Nikhal Kumar, Ruby Verma, Simranjit Kaur, Kuldeep Kaur, Neena, Anchal Kapoor, Arshdeep and Sarabjit Kaur, whereas Pooja Rani and Manan Mehta were not be present at the occasion.

Education Secretary Mr. Ajoy Sharma and D.P.I. Elementary Mrs. Harinder Kaur were present on the occasion.
