To me these are such separate issues. No, the fia and pierre can’t share the blame because these are unrelated things that just happened simultaneously. Issue 1) pierre is driving too fast. okay, fine. Not cool, send pierre to the stewards. Issue 2) a recovery vehicle is on the track in the rain while cars are still going around. Very bad and dangerous, start a conversation with the fia and figure out how the hell this happened in the first place, considering visibility is so low.

pierre can’t be at fault for an issue he had nothing to do with. he didn’t order the vehicle on track, he didn’t drive it out there. you can’t be at fault for being in the wrong place at the wrong time, even if you’re breaking a completely separate rule
