Gonna copy your "one per series/franchise" because otherwise there is a genuine risk Precures and TWEWYs would eat it whole. In no particular order, and with definite "What's on my mind right now" bias:

Xion (Kingdom Hearts)

No surprise there, and yes, I did intentionally get a screenshot from the post-Riku fight for this.

2. Cure Grace/Nodoka Hanadera and Rabirin (Healin' Good Precure)

(Look, they transform as a pair, their transformation phrase is "Two flowers as one," I'm counting them both. "Then shouldn't you use a screenshot of Cure Grace?" Shut up.)

3. Anthy Himemiya (Revolutionary Girl Utena)

Yes, I saved this image as "Anthy Himemiya Is A Weird Girl Who Keeps Snails In Her Pencil Case."

4. Yoshiya "Joshua" Kiryu (The World Ends With You)

... Yes, choosing his most insufferably smug dialogue sprite was necessary, why do you ask?

5. The Luidaeg (October Daye)

"I am the sea witch. I am the tide you fear and the turning you can't deny. I am the sound of the waves running over your bones on the beach, little man, and I am not amused at finding you on my doorstep." She took a step forward. He took a step back. "I won't punish you for obeying orders the way she would. But I can't let an insult go unanswered. You know how it goes." A smile twisted her lips. "I'm actually grateful. You see, there are... rules... that govern what I can and can't do. But you broke them first. Now I get to do something I don't get to do very often. Now I get to play." ... "What did you do?" "Nothing they hadn't allowed by coming onto my territory. Every soul who came here on the Queen's business will go home, go to bed, and sleep soundly, dreaming the sweetest of dreams." Something about that statement had teeth. I paused, and then ventured, "For how long?" The Luidaeg smiled brilliantly. "Until something wakes them up. True love, childbirth, and bees are all on the table."

(Chimes at Midnight, Chapter Seven, pages 91-92) The wiki also uses the "I am the sea witch" bit as her epigraph but as a known lover of "true love, childbirth, and bees are all on the table" I felt it best to include the full exchange.

(This BARELY beat out something from the Kakusei sequence but I love how fluffy his hair is as he tosses it.)

Never promise to do the possible. Anyone could do the possible. You should promise to do the impossible, because sometimes the impossible was possible, if you could find the right way, and at least you could often extend the limits of the possible. And if you failed, well, it had been impossible.

(Going Postal) Okay, it's him and Vimes, but I figured I'd go for Moist for the variety since everyone loves Vimes.

9. Okay there were a LOT of characters I considered for this, like, seriously, I went from "hm I can't think of anyone" to "ugh I have TOO MANY options" in very little time, but ultimately, while this might be recency bias at the moment, it is also true:

Missile (Ghost Trick: Phantom Detective)

The goodest boy in gaming.

(Runners-up from things that aren't otherwise represented here include Surge the Tenrec from Sonic IDW, Miles Naismith Vorkosigan from the Vorkosigan Saga, Rose Aleon from Birdie Wing, Grovyle from Pokemon Mystery Dungeon: Explorers, and huge enough swathes of the casts of Dumbing of Age and Girl Genius that I just didn't even bother trying to narrow those down.)

The precure all stars celebrating Halloween

-the ones who get excited starting in early September are: Nozomi, Kurumi, Erika, Yuri, Hibiki, Ellen, Akane, Yayoi, Aguri, Megumi, Yuko, Haruka, Kirara, Mirai (duh), Kotoha, Ichika, Himari, Aoi, Yukari, Ciel, Hana, Saaya, Emiru, Elena, and Asuka

-everyone who’s from another world and hasn’t celebrated Halloween before doesn’t really get the point, but gets way too into it anyways

-the girls dare each other to watch scary movies, starting with Kanade daring Ciel to watch a mild horror movie, and then Ciel dares Nozomi and Honoka to watch a somewhat scarier movie, and eventually over the course of half of October, a bunch of precures have been dared to watch horror movies, and the movies in question just get scarier and scarier. No one knows who started the dares, except Kanade who did, she didn’t anticipate this but goes along anyways and pretends that someone else dared her

-precures cosplaying as each other

-precures cosplaying as villains and doing intentionally-ridiculous impressions of them (including the ones that heel-face, who are very confused as to why precures from other seasons are pointing at them and giggling)

-Nagisa and Honoka do an actually good couples costume

-so do Love and Setsuna

-somebody suggests transforming, going to a halloween event thrown by civilians, and saying you’re dressing as your favourite precure for halloween

-carving pumpkins and Reika makes an absolutely terrifying one. Everyone asks where she got the idea to do such a scary slasher face with the creepy fangs and eyes. She responds “Joker”

-At some point in mid to late October, Urara, Team Suite, Makoto, Aoi, Emiru, Ruru, and Yuni all transform and sing This Is Halloween, Monster Mash, the Ghostbusters theme, that one cover of Spooky Scary Skeletons, and Thriller on a podium with magic effects and black lights, in a Halloween-themed performance for all the precures and their allies and friends who are involved in the magic happenings

-everyone 13 and under (Hikari, Ako, Aguri, Haruka, Kirara, Towa, Yui, Mirai, Kotoha, [plus Riko even though she’s 14 as of episode 40, she’s going with her girlfriend and their daughter], Ichika, Ciel, Pikario, Hana, Emiru [+ Ruru because BFFs go trick or treating together], Hikaru, Nodoka, Asumi though she poses as a parent, Manatsu, Sango, and Laura) goes trick-or-treating. They split off into 3 teams and cover almost half the city, with strategies they planned out six weeks in advance and rehearsed at advance meetups. Everyone carries a pillowcase of course, and their fairies come with them in their own mini-costumes.

-the trick-or-treater strategies include: wearing costumes designed to be cute or clever, doing research to find out which houses have the best candy, transforming somewhere hidden and going back to really good houses pretending to be another kid dressed as a PreCure (everyone except Aguri and Asumi does this at some point), carrying a hidden second pillowcase with very little candy in it and using it to get a bigger candy haul due to people having sympathy for a little girl with almost nothing, and more

-meanwhile, the 14-and-up precures (Nagisa and Honoka, every member of teams splash star [plus the kiryuu twins], yes!5, and heartcatch, Hibiki, Kanade, Ellen, all of team smile, Ayumi/Echo, Mana, Rikka, Alice, Makoto, everyone on team hacha [plus Maria, and Ohana and Olina], Minami, Himari, Aoi, Yukari, Akira, Saaya, Homare, Lala, Elena, Madoka, Yuni, Chiyu, Hinata, Minori, Asuka) throw an absolutely MASSIVE rager party (at one of Karen’s mega-mansions, where else) for Halloween. Of course, they also invite Regina, Bibury, and Henri. There’s costumes, Halloween-themed punch and soda drinks, huge amounts of candy and halloween-themed cupcakes and cookies, really loud music (which Aoi, Urara, and Ellen contribute to), oh so much glitter, decorations, disco lighting, nonstop dancing, and absolutely no adult supervision. It goes on until 4am.

-the exception to this, of course, is Team Fresh. They were GOING to go to the party, but then Inori points out that Setsuna, being raised in dystopian Labyrinth, had never even heard of Halloween before a few weeks ago, and that she should have the opportunity to go trick-or-treating in her life. All four of them go trick-or-treating with the younger girls, and stay out for hours. Setsuna is bouncing with excitement. She wants to stay out all night, but by 9:30, people are running out of candy.

-At 9:45, team Fresh meets up with Riko and Ruru. The latter drops off Emiru with Hana, and they go to the party. The minute they walk in, someone yells “THEY’RE HERE” and then everyone turns to them, drags them to the dance floor, and screams “HEY TEAM FRESH! DO THE THRILLER DANCE!!!!!” Team Fresh gladly obliges.

-With all the older girls at the party, the younger ones (and the younger fairies who weren’t allowed to go to the party) have no one to stop them from eating tons of candy or make them go to bed. They trade candy based on everyone’s preferences, stay up until midnight, and a third of the collected candy disappears that night.

-After Halloween ends and November starts, everyone sleeps for DAYS, either burned out and exhausted to collapsing from partying really hard all night, or in sugar comas from eating all that candy. (Or both, given how much sugar was consumed at the party.) Several fairies wake up on November 1st, and they carefully clean up and put blankets over the sleeping girls (who are still in their costumes) while staying as quiet as they can and managing not to wake anyone.
