Hard agree! While even in my fic she comes off as adversarial, it's in line with her relationship to Picard during the same time frame. I see her along the same lines as Haftel in the sense that they're not bad people, they're just rubbing our blorbos the wrong way (which gets our hackles up).
I love her strong presence and badassery and really appreciate how she was portrayed particularly in Journey's End. She doesn't really like the orders she's giving Picard any more than he does, but still creates that conflict all the same as she follows them "for the greater good."
She's not a villain. Just a hard ass
Absolutely love Admiral Nechayev because she's a -3 in physical stature but a +76 in intimidation stature and every time she shows up you know someone's gonna get metaphorically bitch slapped.

But in all seriousness I appreciate that she's a strict, hard-line admiral who is actually a good person and takes her position of power seriously. She's a memorable "letter of Starfleet law" narrative device and is utilized well considering her limited appearances.
It's so easy to fall into the narrative trap of having all upper ranks be untrustworthy, drunk with power, or evil (thus making the main characters shine with unabashed heroism). But letting these characters be genuinely good while still creating problems and butting heads with the main characters? That's storytelling umami right there.
Picard: "I am not scared of you at all but I did track down your assistant and ask him what your favorite food was and had it prepared for you in advanced so please be nice to me."
Also, I think Data saw the way Maddox was looking at him, too. The POS was already dissecting him in his mind's eye as he stalked around his prey while strolling the bridge.
There's something very interesting in Data's response to first seeing Maddox in "Measure of a Man."
That looks like a very instant and intense reaction of discomfort. Keep in mind that he doesn't know why Maddox is here yet. It could be something completely unrelated to him.
Which makes me wonder... All we're told is that many years ago Maddox didn't want Data to go to Starfleet Academy because he didn't believe Data was sentient and that he also wanted to take and study Data for himself. What if there was more to their history than that? Or if not direct history, maybe Data knows Maddox has a track record of unethical behavior and is therefore instantly on guard?
Maybe not anything too drastic, but something to account for Data's reaction at seeing him again.
A quick thing I did a while back imagining what it would be like to be the little spoon with Data or Lore. The woman isn't me though. Not a self-insert. I'm completely innocent.
