Definitely something closer to the latter. He's resigned himself to being a TV, for now. Though, despite the fact that he's completely forgotten who he used to be, he's been bent on getting his body back (or a body at all) for so long he's not sure what else to do with himself.
He's not even sure who he'll become if he succeeds...or if he even has a chance to succeed at all this time. Regardless, the Mad King restarted the universe cycle again. This means a fresh start and entirely new opportunities, and Telly's set on finding some way to complete this goal in this new universe.
There's also this lingering belief in the back of his mind that the path to getting his body back will lead him to someone he's been wanting to see. It's another memory MK wiped from his mind but the association with his goal of getting his body back is still there.

Who is Somn Machine? Are they related to Telly?

Somn and Telly are unrelated but they are similar characters, that being television sets that gained sentience. The reasons why they gained sentience are completely different though, and their similarities are just coincidence.
Somn Machine came into existence due to Caido's rot progressing again. This rot also affected Caido's old head which had just been sitting around in the Nth Dimension after 85 took it off. The thoughts and emotions that remained in stasis from that day were transformed into a new entity via the strange properties of the Nth Dimension, and Somn Machine was what eventually emerged. It's the same sort of process that caused that plant to grow out of Caido's head, except in this case the 'plant' was a parasite that destroyed the host.

I'm very curious to know more about Telly and his knowledge and the depression that stems from it, in whatever form things may take!
So a little tl;dr regarding this: Back in 'pre-history' the roster of active characters (in Telly's Universe) was being shuffled around a lot in the form of 'mass extinctions', but the only one who stayed around since the beginning was Telly.
Now in what we would consider 'modern times', another mass extinction event has occurred, one that wiped out every single living being in Telly's universe...except for him of course.
As mentioned before, Caido disappeared, he left, abandoned his post for a good long while (which has to do with the 'rot' that's happening now), which left room for someone else to take his place. This someone else is the Mad King (who...boy howdy...is a whole other story) who has taken on the task of straightening out Caido's universes for his own reasons.
Part of the Mad King's restructuring of the First Universe (which is Telly's universe) was reawakening Telly from a stasis like state that he had entered once the First Universe fell into irrelevance (aka: stopped developing.)
The First Universe is in such a state that it would be far simpler to just destroy it all and start anew, but as the First Universe, its existence is vital to everything else (other Universes, Caido, the Others, the Nth Dimension itself...etc.) so it must be restored. This is tricky business, as the entire thing is so unstable any attempts to restabilize it could easily come undone at any moment.
This is where Telly comes in. Telly, across all timelines that happened in that Universe, was the lone survivor of and witness to most of history. His existence and knowledge has a solid explanation. If the Mad King simply created a new entity like Telly, it would be another point of instability that could risk his efforts to restore the First Universe, as that entity would not have as solid of an existence as Telly has. Telly is established, Telly is consistent...and was among one of the few entities in the First Universe with a good head on his (non-existent) shoulders. That's why it had to be Telly, and that's why he's been given a new role by the Mad King: Lead the protagonist towards the right path. The path that will reveal the true ending of the First Universe once and for all.
But as I said before...Telly has been the lone survivor of many horrible events. He's been uprooted from comfort and consistency time and time again. Now, everyone and everything he knew is gone, and he faces an uncertain future where he may as well just have to continue going through that horrible cycle all over again, surrounded by doppelgangers of entities that were his enemies, and knowing that he'll never see the people he considered friends ever again...all against his will, and all because a bunch of beings who are supposed to be 'gods' couldn't get their act together.
To top it all off, he's still a TV! He was supposed to regain his body. He was a man before...he thinks...he's sure...almost positive...wasn't he?

How many timelines are there and how did it get to be so fractured and ever looping? Is there a way out, to a happy outcome?
An infinite, indeterminable, unfathomable number of timelines have come in and out of existence, repeating the same events, the same scenarios, the same general plot line in hopes of finding an answer to that very question. There are ways out, plenty of ways, but none of them without sacrifice. So the cycle continues, hoping to find the right sequence of events that will save everyone that's involved in this, or at least the most amount of people, coming out of things with the least amount of harm.
The problem now is that this uncontrolled cycle has been going on for far too long. All this time, that initial universe has been off course, decaying gradually. This gradual decay has now spread further than just the one universe where these timelines are happening. So, if something doesn't change soon everything from the initial universe, right up to the Nth Dimension itself, could disappear.
The way the cycle started in the first place is a story that would take several paragraphs to explain, so I'll touch up on it at another time. It's a lot, it's debatable where it started at all, but its perpetuation is entirely at the hands of the King of Space and the current King of Time.

When Caido disappeared, his absence opened a power vacuum which allowed for a variety of entities to arise. One of these entities was the MAD KING, who sought to complete business Caido seemed less than inclined to complete, even if that would mean usurping Caido as the main ruler of the Nth Dimension and its encapsulated realities.
