The United States claims that Russia has committed crimes against humanity.
According to US Vice President Kamala Harris, the US has "formally determined" that Russia committed crimes against humanity in Ukraine.

Ms Harris accused Russia of "gruesome acts of murder, torture, rape, and deportation" since its invasion at the Munich Security Conference.
At the conference, world leaders called for Ukraine's long-term support.
UK Prime Minister Rishi Sunak stated that it was time to "double down" on military support.
The prime minister argued that Western allies must begin planning for Ukraine's future security and send the weapons it requires to defend itself immediately.
The conference in Germany comes as Russia's full-scale invasion of Ukraine approaches its one-year anniversary on February 24.
Ms Harris stated at the conference that those responsible for alleged Russian crimes in Ukraine must be held accountable. "Their actions are an attack on our shared values and humanity," she said.
The United Nations defines crimes against humanity as "widespread or systematic attacks" on a specific civilian population. Moscow has repeatedly denied that its invasion targeted civilians. "We examined the evidence, we know the legal standards, and there is no doubt: these are crimes against humanity," Ms Harris, a former prosecutor, told the conference.
She cited "barbaric and inhumane" atrocities committed in Ukraine during the war, such as the discovery of scores of bodies in Bucha shortly after the invasion and the bombing of a theater in Mariupol. "Let us all agree: justice must be served on behalf of all victims, known and unknown," Ms Harris said.
