PATNA: The flood situation in Bihar worsened on Thursday with over 7.65 lakh people being affected across 10 districts, officials said. However, there was no loss of life reported so far, the disaster management department said. According to the department’s bulletin, the number of people affected by the flood rose to over 7.65 lakh, up from under five lakh the previous day. The districts affected by the flooding, caused by heavy rainfall in catchment areas along the border with Nepal, are West Champaran, East Champaran, Sitamarhi, Sheohar, Supaul, Kishanganj, Darbhanga, Muzaffarpur, Khagaria and Gopalganj. As many as 426 panchayats under 64 blocks were affected in these districts. Thirteen teams of the National Disaster Response Force (NDRF) and eight of the State Disaster Response Force (SDRF) are involved in rescue operations as part of which 36,448 people have been evacuated from the marooned areas so far. Close to 14,000 people have been lodged at 28 relief camps set across the affected districts, while nearly 80,000 were being fed at 192 community kitchens. In East Champaran, state minister for tourism and culture Pramod Kumar, who is also the BJP MLA from district headquarters Motihari, conducted a tour of the flood-hit areas along with local party office-bearers and Deputy Collector Megha Kashyap. “It is the Nitish Kumar government’s stated policy that those affected by disasters have the first claim on the state’s resources. People’s need for food and shelter will be duly taken care of until the nature’s fury subsides. All the affected people will also get cash assistance of Rs 6,000 each,” the minister said. The district is among the worst-hit by floods and according to the Additional District Magistrate (Disaster Management), 78,717 people in villages falling under Areraj, Sangrampur and Kesariya areas are affected by the calamity. He said the situation is likely to improve in the next few days since the discharge from Valmiki Nagar barrage in the adjoining West Champaran district has come down and cracks found in embankments at Kesariya and Sangrampur have been repaired. In West Champaran, four brick kiln workers were rescued in Sikarhana block by an NDRF battalion who rushed to the spot upon learning that they had got trapped following a sudden rise in water level in a river, commandant of NDRF 9th Battalion Vijay Sinha said. In Muzaffarpur, villagers staged a demonstration on the national highway-57, alleging that the administration had failed to provide them with adequate relief and most officials concerned were reluctant to pick up their calls. Normal traffic on the highway which connects the district to Darbhanga resumed after a team of officials went to the spot and assured the demonstrators that their concerns would be looked into.

Kolkata-based trainer James Mckeown made the historic circuit of the Mysore Race Track his own when he saddled Adjudicate (Multidimensional-Alvarita) and Trafalgar (Western Aristocrat-Bluegrass Phenom) to win the ‘Grade 1 Double’ — Indian Turf Invitation Cup and Major P.K. Mehra Memorial Super Mile — on Sunday.
Five-year-old Adjudicate, ridden by Y.S. Srinath, became the first horse above the Classic age to win the Invitation. She is also the first since the terms of the race changed in 2013 to win in successive years and with a record timing in both essays.
Calcutta Derby winner Trafalgar, ridden superbly by David Allan, won the Super Mile in an emphatic fashion to vindicate his owners’ decision to target him for that race, given the poor run in the Indian Derby, instead of going for the Invitation.
The last time two Kolkata-based horses won the Invitation and the Super Mile was back in 1996 in Chennai.

Multifaceted, owned by the Edwards family from Sri Lanka and ridden by Suraj Narredu, made amends for his lacklustre performance in the Bangalore Turf Club Sprinters Cup on Saturday with a great run over the 1400m in the Suresh Mahindra Multi Million.

However, we are about to start what promises to be an enthralling ODI series at home against Australia. Before the series begins, let us take a look at India's best ODI players during the ongoing 2019-2020 season. Not surprisingly, after his stupendous World Cup performance, Rohit Sharma is India's most valuable ODI player this season with a MVPI of 1092. Skipper Virat Kohli (MVPI 946) isn't too far behind. Riding high on winning spree, Virat Kohli-led Indian side would look to clinch the second ODI to better their lead against the black caps, while the latter would try a riposte as they meet for the second ODI at Bay Oval in Mount Maunganui.
India drew first blood against Kane Williamson's New Zealand by defeating the team by 8 wickets in the first ODI at McLean Park in Napier.
India would look to better their performance in New Zealand as they have won only 10 of the 35 ODIs played in their soil, also, the team is preparing for the World Cup with all permutations and combinations.

CONSUMERS TO PAY LESS FOR GASOLINE AND DIESEL – Effective midnight tonight, the price of gasoline and diesel will decrease, while that of kerosene and liquefied petroleum gas (LPG) will remain unchanged. The price of gasoline will be adjusted from BDS $3.71 per litre to BDS $3.60 per litre, a reduction of 0.11 cents. The price of diesel will decrease by 0.17 cents, moving from $3.17 per litre to $3.00 per litre.  Kerosene will continue to retail at $1.44 per litre. Liquefied petroleum gas will continue to retail as adjusted at December 2, 2018. The LPG 100lb cylinder will be sold at $163.07, the 25lb cylinder at $45.87, the 22lb cylinder at $40.53, and the 20lb cylinder at $36.84. These price adjustments are in keeping with Government’s policy of allowing retail prices to be reflective of those on the international market. (BT)
PSV OWNERS SPEAK OUT – The organization representing public service vehicle (PSV) owners has broken its silence on the latest action by workers to protest the conditions under which uniforms must be worn. The Alliance Owners of Public Transport (AOPT) is insisting that drivers and conductors must wear the disputed crest of the state-owned Transport Authority (TA). It is the requirement to wear that crest on their shirts while at the same time having to buy the same top for $60 from the TA, that led the workers to go on strike Wednesday and launch a new bargaining agent. The drivers and conductors contend that they should not have to wear the Authority’s logo and buy the shirts too, especially for double the price it would cost at most stores. But president of the AOPT Roy Raphael said wearing of the Authority’s logo makes the drivers and conductors legal and cannot therefore be compromised on. “We are well aware that the cost was a little expensive…we had to negotiate with other suppliers as well who entered the market. I want to make it clear that the logo system is not something that just came about. It was part of the last Administration when we were looking at regulating the PSV uniform,” Raphael told Barbados TODAY. He suggested that one of the reasons for insisting on the wearing of the uniform and crests was because PSV operators appearing before the law courts are fined as much as $1,000 for not adhering to the correct dress code. “There was a situation where we got 65 per cent of people out there who are not conducting legally, [and] they continue to create problems for us,” he complained. However, Raphael said the private owners of the PSVs would still like to continue negotiating with the Transport Authority with a view to being able to wear their own crest if the operators requested it, alongside the TA’s own. “We are still maintaining that the Transport Authority logo should be worn so that they can regulate the uniforms, because you can’t just walk into a store and buy a Chefette uniform,” he said. The AOPT leader also gave the assurance that it was willing to work with the new Public Service Vehicle Workers’ Association (PSVWA) and to assist its members with training. He said the PSV owners are focused and committed to fighting for members and to pursuing all legal avenues to resolve their concerns. Raphael also defended his organization’s involvement in the acquisition of the shirts by the Transport Authority. He assured that there was no way the Alliance would have agreed with any two suppliers of the shirts in order to get “kick-backs.” “I want our members to know we are focused; we are committed, and we are prepared to work with those persons who are willing to come onboard with us. But one thing we are not going to stop to engage, is any issue in the public sector that is going unsolved,” added Raphael. At the same time though, the PSV owners’ spokesman is appealing to all parties in the privately-run transport sector to have level heads to allow the industry to go forward. He argued that the association of owners would not be side-tracked in its efforts to represent its members, contending that the issues being pushed by the new organization have been on the table for years. He rejected claims by some PSV workers that AOPT – and the Association of Public Transport Operators (APTO) – have not been doing a good job of representation. “We are well aware of the issues. The issues are on the table. We continue talks and dialogue with the Ministry of Transport, Works and Maintenance. We are confident that those issues will be dealt with and that everybody will be happy. Meanwhile, the leadership of the newly-formed PSV Workers’ Association are to hold talks to try to resolve all outstanding concerns, especially those of the uniforms and the revocation of drivers’ licenses after two breaches of the Road Traffic Act or related regulations. But while most of the members heeded the call by the leadership to return to work after about six hours off the job, a handful of defiant workers continued industrial action Thursday but with minimal affect. However, the association has warned the authorities that if their grievances are not settled at the upcoming meeting, strike-action would resume and intensified. (BT)
CALL TO HELP HAITIANS – Some of the stranded Haitians have found places to live, while one is set to return home on Wednesday. The nine men were staying at the Salvation Army’s hostel in Reed Street, The City. They had paid thousands of dollars to come to Barbados where they had been promised work, something Barbados’ Ambassador to CARICOM David Comissiong said was a scam.  Their plight came to light last month when they were put out of the place they were staying, and former senator Reverend Dr David Durant put them up in his church, Restoration Ministries, in Brittons Hill, St Michael. “It was 1 a.m. and I heard they had been evicted so I left home and opened up the church. It was cold; I could not leave them out there,” he said. (DN)
FDA VALSARTAN RECALL NOT AFFECTING BARBADOS - The Ministry of Health and Wellness is assuring the public that none of the drugs identified in the December 31 recall of the hypertensive drug, Valsartan, by the United States Food and Drug Administration (FDA) is approved by the Barbados Drug Service for sale in Barbados. The FDA recall is related to the discovery of an impurity believed to increase cancer risk. The branded products recalled are from a specific company and have been identified as Valsartan, Amlodipine-Valsartan and Valsartan hydrochlorothiazide tablets. The Ministry has made it clear that all brands approved for dispensing in Barbados are FDA-approved and also meet local standards. Meanwhile, the Barbados Drug Service has recalled another brand of the Valsartan drug, Citron branded Valsartan, along with Indapamide, because of the failure of both tablets to dissolve. This decision was made after testing was carried out by the Caribbean Public Health Agency (CARPHA) and is not related to the FDA recall. Acting Chief Medical Officer, Dr Kenneth George, has advised patients who need further information to consult their medical practitioners. He assured: “The Ministry of Health and Wellness will continue to monitor the FDA drug recalls for all categories of drugs and will make all necessary decisions to protect the health of the Barbadian public.” (BGIS)
PLASTICS BAN ‘WAY TO GO’ – The days of styrofoam, single use plastics, even plastic straws are numbered, as the ban on them looms in about three months.  And while Ann Harding, programme manager at the Future Centre Trust, expects there to be opposition to the move, she has stressed there are more environmentally friendly options to those everyday items. The proposed ban was first announced by Minister of Maritime Affairs and the Blue Economy Kirk Humphrey on his social media page about three months ago.  Last week a number of stakeholders met on the issue and yesterday, Harding confirmed the ban would come into force on April 1. POLICE INVESTIGATING DEATH OF WOMAN IN HUSBANDS HEIGHTS – Police are investigating the circumstances surrounding the death of Gabriel Brace, 23, of Husbands Heights, St James. Brace was found in her bedroom around 8:53 p.m. on Saturday with a leash around her neck, hanging from a post attached to a bunk bed, police said. She was taken to the QEH by ambulance where she was pronounced dead on arrival. (BT)
MAN’S BODY PULLED FROM CARENAGE –Police have pulled a man’s body from the Carenage. Police said they were called to the area around 5 p.m. for reports of a body floating in the water. The body was removed from the water with the assistance of the Coast Guard and Marine Unit. More details as they come to hand. (BT)

FOUR CHARGED IN BEATING DEATH OF PUPPY – Three men and a teenaged boy accused of beating a puppy to death and then assaulting its middle-aged owner appeared in the District “A” Magistrates’ Court yesterday.  And while two, including the teenager, were allowed to go home on the bail, the other two were remanded to HMP Dodds for 28 days. Leron Alexander Bennett, 23, and 16-year-old student Vijay Jeovanni Vaughn, both of Quarry Road, Bank Hall, St Michael, along with Tevin Collin Kirby, 24, of Waterhall Land, Eagle Hall, St Michael, and Demon Leron Nicholls, 33, of Spring Farm, St Thomas, were jointly charged with wantonly and cruelly beating an animal – a Rottweiler puppy called “Rocky” – on December 30 last year and assaulting owner David Massiah, 53, occasioning him actual bodily harm on the same date. They pleaded not guilty to the offences. The four allegedly struck the puppy’s head on the rim of a bucket before hitting its head on the ground. The complainant, the court heard, allegedly suffered soft tissue injuries.  (DN)
PRIDE FALL BEHIND – In this era of regional first-class cricket, a score of 360 would be regarded as substantial and satisfactory.   But this wasn’t the case at Kensington Oval yesterday, as Barbados Pride batsmen generally flattered to deceive, even though Shane Dowrich and Jonathan Carter hit vital half-centuries. The upshot was Barbados Pride, despite a valiant effort, still fell 188 runs short, replying to Guyana Jaguars’ daunting first innings total of 548 in their top-of-the-table third round clash.  This meant Barbados Pride are still at the mercy of four-time defending champions, Guyana Jaguars, who are likely to enforce the follow-on and hunt a third straight victory in the 2018-2019 tournament on today’s last day. RUBIS IN-HOUSE ROAD TENNIS BATTLE – When the competitive dust settled on the RUBIS Sports Club Road Tennis Courts at Spring Garden, Anthony ‘GQ’ Harris and ‘Marvelous’ Marvalene Neblett emerged winners of the 5th anniversary annual RUBIS-ROCK Road Tennis Championship 2018 for employees. Nicole “Nicki Mac” McCarthy and Michael Blackman captured the ladies and gent’s crowns respectively in the fun category. There were also two exhibition matches which proved to be both entertaining and highly competitive between Executive Managers, Stewart Gill and Selwyn Jaisingh and professional players, Julian “Michael Jackson” White and Junior “Junie” Alleyne. The tournament, which was held at the company’s Spring Garden courts, saw a significant increase this year with over 52 participants in this inter-departmental event. Rudy Smith, President of the Rubis Sports Club explained that this year’s addition of a children’s category further added a new and exciting aspect to the games. “We had nine children of staff compete this year for the first time and this will auger well for the tournament and the sport in general as interest in the sport increases at their level,” said. “The blend of youth, professional, semi-professional players and keep fit enthusiasts among the employees made for a fun yet competitive few weeks of competition. The employees were very enthusiastic and they spent hours practicing on the new constructed courts at our Welches One Head Office. Employees from all functions of RUBIS participated, from those who had never held a racquet before to those who consider themselves in the semi-pro league.” Plans have begun for an even larger 2019 internal event. That next ATP Challenger title continues to elude Darian King, as Barbados’ best ever tennis player missed out on winning yet another piece of silverware by losing yesterday’s final of the Orlando Open. Facing unseeded American Marcos Giron, King lost his opening service games of both sets before missing vital chances to break back in a disheartening 6-4, 6-4 defeat on Court 3.  It was the first ATP Challenger title for the 25-year-old American, who brought an end to King’s inspiring run in Florida by pouncing on anything that strayed into his forehand with a series of lethal crosscourt passes. NEW SPONSOR, NEW LOCAL PRODUCTS – Fans of Agrofest can anticipate more innovation and diversity for 2019 as the annual agricultural exhibition will follow the theme “Full We Pocket – Eat Local!” CEO of the Barbados Agricultural Society James Paul made the revelation during an interview with Barbados TODAY at his Grotto, Beckles Road, St Michael office. The event now in its 19th year will occur February 22 to 24 and over 300 exhibitors are expected to participate. Paul disclosed that a number of activities will be relocated this year; the inter-school competition will be expanded and there will be an increase of locally manufactured products as agripreneurship was on the rise. “We talk about innovation and entrepreneurship; we are seeing a lot of people now taking products that are locally derived and doing something very positive with them. We want to… use that as a means of launching the commercial aspect of it. So that is something we will be trying to promote as exhibitors of Agrofest,” Paul revealed. Although he was tight-lipped, Paul revealed that the event is welcoming a new sponsor that will breathe life into the exhibit and its exhibitors. The BSA CEO added that Agrofest was recommitting to engaging the youth. Although he was unable to give statistics, Paul said that there was a significant increase in youth participation during the three-day exhibition last year. “We have seen, over the years, a tremendous interest in terms of our young people. Last year we saw for the first time a large percentage of young people coming out and exhibiting not only vegetables but livestock and other things,” Paul said. “We want to build on what happened last year, especially at this point when we are seeing these kinds of economic difficulties. Agriculture is going to make the difference in terms of trying to provide Barbadians with sustainable jobs that will help them to feed their families. “That is why coming to Agrofest is important because… we will be showing you the different opportunities that are available in agriculture and how [you] can actually make a living and feed [your] families out of agriculture,” Paul added. ROSS UNIVERSITY OPENS BARBADOS CAMPUS – The state-of-the art Ross University School of Medicine was officially opened last night at the Lloyd Erskine Sandiford Centre. Prime Minister Mia Mottley, Minister of Education Santia Bradshaw, president of parent company  Adtalem Global Education, Lisa Wardell, Dean William Owen Jr and Vice President of Operations Carey James, university officials, Members of Parliament and  business stakeholders were present as the 40-year-old institution opened its new permanent campus in Barbados with classes expected to begin on Monday. The LESC-based institution consists of a digital anatomy and medical imaging lab, living anatomy lab, clinical lab space with SimMan 3G advanced patient simulator. RUSM Barbados is one of five accredited simulation campuses to be established outside of the United States.  It also have 14 small group classrooms on campus, a digital library, faculty lounge, faculty meeting space, faculty work space which is shared space with a collaborative open floor plan. The FCLE AWARDS  - The 21st Annual Frank Collymore Literary Endowment Awards ceremony held in the Courtney Blackman Grand Salle of the Barbados Central Bank last evening was full of the glamour that has attended this event throughout the years. Owing to what Master of Ceremonies Dana Gilkes reported as the ‘uneven handling of some of the pieces’ there was no first prize for the 2018 edition of Barbados’ premier literary recognition contest. Neither was there the Prime Minister’s Award for a special submission. Second prize went to UWI Professor Emeritus Hazel Simmons-McDonald for ‘A collection of Short Stories’. Poet Sonia Williams won third prize for her poetry collection ‘On Livity’. (BT)

Cancer Diagnosis from a Blood Draw? Liquid Biopsies Are Still a Dream
Nick Papadopoulos tracks down tumors for a living. Not with X-rays or CT scans, but with DNA. The oncologist and director of translational genetics at the Johns Hopkins Kimmel Cancer Center has spent decades uncovering the unique sets of mutations that define cancers—the kind of genetic signals that not only drive tumor formation and metastasis, but distinguish one cancer from another. And now, he’s working to develop a test that could sniff out those signals before a patient starts to get sick.
It’s the kind of test that Papadopoulos thinks could have saved his uncle’s life, had it been around a few years ago. “He had no symptoms until a cough showed up,” he says. But when it didn’t go away he went in for an X-ray, and there on the radiograph were the lesions. Dozens of them, filling his entire chest cavity. The doctors sequenced the tumors, and got him signed up for a clinical trial for a new, targeted drug. It worked for a few of them, shrinking them back to almost nothing. But the rest developed resistance.
“He was supposed to only live two months, and the drugs prolonged his life by a year. But that year wasn’t good.” says Papadopoulos. “I think it’s time to start thinking more about detecting cancers early and less about treating them when they are late.”
On Thursday, Papadopoulos’ research group at Hopkins revealed a novel blood test based on the combined analysis of DNA and proteins that correctly detected eight kinds of the most common cancers with a range of accuracies—from 98 percent for ovarian cancers to less than 40 percent for breast cancers. Published in Science, the test is just one among many so-called “liquid biopsies” in development; noninvasive tests that classify cancers by identifying the tiny bits of DNA that tumors shed into the bloodstream.
Most published studies, including this one, focus on measuring and monitoring advanced tumor stages. A few liquid biopsies have even been approved to help match tumors to targeted drugs. But the dream is to develop a simple blood test to actually diagnose solid tumors in healthy-looking people. The scarcity of circulating cancer biomarkers (both in quality and quantity; tumor DNA makes up less than 0.1 percent of blood) has held those aspirations back for decades. But now, sensitive assays and computational platforms are driving the discovery of biomarkers and better ways to measure them, luring a pack of well-financed startups into the field.
In 2016, for example, the world’s largest sequencing company, San Diego-based Illumina, spun out a new company called Grail. Its mission is described as “detecting cancer early, when it can be cured.” This ambitious aim is supported by $1.2 billion of venture capital Grail raised last year, which it intends to put toward financing massive, population-based clinical studies and optimizing its sensitive sequencing technologies.
Grail has yet to publish any actual data (its website does advertise a commentary published in Cell last year). And neither has its chief rival in the Valley, a machine learning startup called Freenome. That three-year old company snagged a $65 million Series A last March, led by Andreessen Horowitz. Freenome isn’t limiting itself to the genetic breadcrumbs left by tumor cells—it looks to capture other disease signatures in the blood, like how the immune system changes in response to tumor microenvironments.
Of course, Freenome has offered scant details on how exactly that kind of test would work. “You show your cards at the end, not while you’re playing poker,” says Andreessen partner Vijay Pande, who heads the investment firm’s biofunds. “Publications indicate that you’re not interested in building a company.” That said, he does expect Freenome to publish in a peer-reviewed journal ahead of its first foray into the market.
When that could be, though, is anyone’s guess. To evaluate any of these blood screens, thousands of patients will have to get tested—and then researchers will have to wait for some of them to actually get cancer. That’s the only way to determine not only their predictive power, but also whether they lead to improved patient outcomes. The noninvasive screening tests available today—mammography for breast cancer, a protein-measuring test for prostate cancer—are rife with their own issues. Incorrect diagnoses waste time and money on treatments and burden patients with unnecessary anxiety.

Liquid biopsy is likely to be beset by the same kinds of controversy, says Geoff Oxnard, a thoracic oncologist at the Dana-Farber Cancer Institute and a professor at Harvard Medical School. He routinely uses a single-gene liquid biopsy developed at Dana Farber to figure out which drugs represent the best options for his lung cancer patients. But will early detection versions one day be part of routine doctor’s visits? “No. I think these tests will help us better understand the risks for patients who already have a history of cancer in their family or who’ve already had something show up on a scan,” he says. ���But I don’t think we have the kind of data we need to support liquid biopsy as a panacea for diagnosing cancer. At the end of the day, it’s still just a shortcut.”
Still, Oxnard pointed out that Papadopoulos’s test represents an important step forward. One, it starts to identify where a tumor might be located. That’s been a big limitation of liquid biopsies; OK, you’ve found cancer, but what do you do next? Where do you look for the tumor? Most mutations don’t tell you anything about location. But by layering in measurements for 31 additional proteins to their machine learning model, the Hopkins team was able, on the first try, to correctly identify the tissue of origin around 80 percent of the time colorectal cancers, pancreatic, and ovarian cancers.
The other advance is cost. Papadopoulos estimates the test could be commercialized for around $500, and cancer-spotting approaches that rely on ultra-deep sequencing could stretch costs for existing screening tests, which only look for a single gene. “This is great for the field and provides promise that these analyses will become a reality in the clinic,” says Victor Velculescu, an oncologist and colleague of Papadopoulos’ at Johns Hopkins, who has also developed liquid biopsy technologies, though he was not involved in the Science study.
The two have developed a sort of friendly turf war as they’ve turned Baltimore into its own little liquid biopsy hub. Both researchers have recently spun off diagnostics companies to further develop their own early detection technology platforms. Earlier this month, Velculescu’s venture, Personal Genome Diagnostics, hauled in a $75 million Series B led by pharma giant Bristol-Myers Squibb. That brings its total financing to $99 million, putting it on par with some of its better-known counterparts in the Valley, adding some bicoastal intrigue to the race to the market. Whatever the outcome, it’s patients who will ultimately be the winners.
“If it can even catch 50 percent of cancers that right now we have no way of screening for, that’s still 50 percent of patients who can now be treated in Stage 1, when they still have a chance,” says Papadopoulos. “It doesn’t have to be perfect to still save a lot of lives.”
