سرحدوں پر طبل جنگ, ملک میں اتفاق رائے کی ضرورت

پاکستان کی سرحدوں سے پار بھارت میں اس وقت جنگ کا طبل سنائی دے رہا ہے۔بھارت پر جنگی جنون سوار ہو گیا ہے۔ ہر روز سرحد پار سے ایسے اقدامات کی آوازیں آرہی ہیں جو بھارت کے جنگی جنون اور پاگل پن کو ظاہر کر رہی ہیں۔ دنیا تماشا دیکھ رہی ہے۔ لیکن ہمارے ہاں قومی یکجہتی کی کمی نظر آ رہی ہے۔ بھارت میں انتخابات کا شور ہے۔ وہاں انتخابی طبل جنگ بھی بج چکا ہے۔ لیکن پھر بھی اس موقع پر وہاں کی سیاسی جماعتیں اکٹھی بیٹھی ہیں۔ بھارتی حکومت نے تمام سیاسی جماعتوں کو اعتماد میں لینے کے لیے ایک آل پارٹیز کانفرنس منعقد کی ہے۔ اس کا مشترکہ اعلامیہ بھی جاری ہوا ہے۔ گو اس میں براہ راست پاکستان کا نام نہیں لیکن ہمسایہ ملک لکھا گیا ہے۔ لیکن اس کے مقابلے میں پاکستان میں ایسا نہیں ہے۔

یہاں ایک دوسرے کو گالیاں نکالنے کے سوا کسی کو کوئی کام ہی نہیں ہے۔ سرحدوں پر جنگ کے بادل چھا رہے ہیں اور ہم آپس میں لڑنے مرنے میں مصروف ہیں۔ ضرورت اس امر کی ہے کہ پاکستان میں سرحدوں پر کشیدگی کے حوالے سے فوری طور پر ایک آل پارٹیز کانفرنس منعقد کی جائے جس میں عسکری قیادت ساری صورتحال کے حوالے سے ملک کی سیاسی قیادت کو اعتماد میں لے۔ اس کی روایت پہلے موجود ہے۔ پہلے بھی اہم مواقعے پر ایسی آل پارٹیز کانفرنس منعقد ہوتی رہی ہیں۔ اور ان کے نتیجے میں اتفاق رائے پیدا ہوا ہے۔ نیشنل ایکشن پلان بھی ایسی ہی ایک کانفرنس کے نتیجے میں بنا تھا۔ نیشنل سیکیورٹی کونسل کا اجلاس بھی فوری طور پر بلانے کی ضرورت ہے۔ اور اس میں قائد حزب اختلاف کو بھی بلایا جائے تا کہ اپوزیشن کی نمایندگی ہو سکے۔ ایسے نازک مواقع پر اپوزیشن کے بغیر بڑے فیصلے ملک کے مفاد میں نہیں ہیں۔ موجودہ حکومت کو سمجھنا ہو گا کہ اس کا کام صرف گالم گلوچ کی سیاست کرنا نہیں ہے بلکہ اس کا کام ملک میں اتفاق رائے پیدا کرنا بھی ہے۔

بھارت نے پاکستان پر سفارتی محاذ پر جنگ کا اعلان کیا ہے۔ بھارت پاکستان کے دوستوں پر دبائو ڈال رہا ہے کہ وہ ہم سے دور ہو جائیں۔ بھارت پاکستان کو سفارتی محاذ پر تنہا کرنے کی سازش کر رہا ہے۔ ایسے میں ہمیں یہ سمجھنے کی ضرورت ہے کہ ہمیں چین کی بہت ضرورت ہو گی۔ بھارت نے چین پر دبائو بڑھانا شروع کر دیا ہے تاہم چین کے تازہ سرکاری بیان میں اس نے بھارت کے دبائو کو مسترد کر دیا ہے ۔ خبریں یہ بھی ہیں کہ امریکا بھی پاکستان پر دبائو بڑھا رہا ہے ۔خیر سے ہم سعودی ولی عہد کے ساتھ مصروف تھے اور دوسری طرف بھارت نے سفارتی محاذ پر جنگ تیز کر دی تھی۔ بھارت کے محکمہ خارجہ نے اقوام متحدہ کی سیکیورٹی کونسل کے ممبر ارکان کے سفیروں کو بریفنگ دی ہے۔ وہ عالمی سطح پر سب سے بات کر رہا ہے۔ عالمی سطح پر وفود بھیج رہا ہے۔ لیکن ہم متحرک نہیں ہیں۔ اس خاموشی نے پہلے بھی ہمیں نقصان میں رکھا اور خطرہ ہے کہ کہیں اب بھی نقصان نہ ہو جائے۔ بھارت کے وزیر اعظم مودی روز پاکستان کے خلاف بول رہے ہیں۔ اس کا سفارتی سطح پر موثر جواب دینے کی ضرورت ہے۔ شائد اب مفاہمانہ رویہ کی کوئی ضرورت نہیں۔

پاکستان کو سفارتی محاذ پر بھارت کو منہ توڑ جواب دینے کے لیے جارحانہ حکمت عملی بنانی ہو گی۔ دنیا کے سامنے سچ لانا ہو گا۔ عالمی طاقتوں سے بات کرنی ہو گی۔ اسلام آباد میں موجود تمام ممالک کے سفیروں کی کانفرنس منعقد کرنی چاہیے۔ دوست ممالک کو ساتھ ملانا ہو گا۔ بھارت کے پراپیگنڈہ کا جواب دینا ہو گا۔ سستی سمجھ سے بالاترہے۔ امریکا کو طالبان سے مذاکرات کے لیے پاکستان کی ضرورت ہے لیکن چند دن سے امریکی بیانات میں بھارتی اثر نظر آ رہا ہے۔ پاکستان کے تین ہمسائے اس وقت پاکستان سے ناراض ہیں۔ ایران ناراض ہے۔ افغانستان ناراض ہے۔ بھارت ناراض ہے۔ بھارت کی ناراضی تو سمجھ میں آتی ہے لیکن ایران سے ناراضی ملکی مفاد میں نہیں ہے۔ ایران کے ساتھ موثر سفارتکاری کی ضرورت ہے۔

افغان حکومت پہلے بھی پاکستان سے ناراض ہی رہی ہے۔ لیکن درمیان میں برف پگھلی تھی۔ تا ہم اب دوبارہ حالات کشیدہ ہو گئے ہیں۔ یہ درست ہے کہ پاکستان امریکا اور طالبان کے درمیان مفاہمت میں کردار ادا کر رہا ہے۔ اس کردار کو عالمی سطح پر سراہا جا رہا ہے لیکن ہم نے پہلے بھی خود کو طالبان تک محدود کر لیا تھا جس کی وجہ سے ہم افغانستان میں سیاسی طور پر تنہا ہو گئے تھے۔ ہم آج دوبارہ خود کو محدود کر رہے ہیں۔ ضرورت اس امرکی ہے کہ ہم جو بھی کر رہے ہیں اس میں افغانستان کے باقی سیاسی دھڑے بھی ہمارے ساتھ شریک ہوں۔ صرف طالبان کے سر پر ہاتھ رکھ کر گیم کھیلنے کے پہلے بھی نقصان ہوئے تھے۔ اب بھی نقصان کا خدشہ ہے۔ یہ درست ہے کہ اس حکومت کو زندہ رہنے کے لیے عالمی سطح پر امداد مل گئی ہے۔ یہ امداد ہمیشہ کسی نہ کسی شکل میں ملتی رہی ہے۔ ہر حکومت یہ حاصل کرتی رہی ہے۔

اس لیے اس کو کوئی بہت بڑی کامیابی نہیں کہا جا سکتا۔ تا ہم سرحدوں پر جنگ کے بادل ایک مختلف صورتحال ہے۔ سیاسی دانشوروں کا پہلے ہی خیال تھا کہ کرتار پور کی ٹائمنگ ٹھیک نہیں تھی اس کا فائدہ کم اور نقصان زیادہ ہو گا۔ وقت ثابت کر رہا ہے کہ بھارت سے تعلقات بہتر ہونے کے بجائے خراب ہوئے ہیں۔ دونوں ممالک کے درمیان برف پگھلنے کے بجائے ماحول کشیدہ ہو گیا ہے۔ بھارت کو غصہ ہے کہ افغانستان میں اس قدر سرمایہ کاری کے بعد اسے افغان عمل سے مکھن سے بال کی طرح نکال کر باہر پھینک دیا گیا ہے۔ نہ امریکا اس کو شریک کرنے کو تیار ہے اور نہ ہی ماسکو بھارت کو شریک کرنے کو تیار ہے۔ بھارت نے افغانستان کو پاکستان کے خلاف استعمال کرنے کے لیے بہت بڑی سرمایہ کاری کی ہے ۔ یہ سارا سرمایہ ڈوب رہا ہے۔ اس لیے بھارت کے ساتھ سنبھل کر ڈیل کرنے کی ضرورت ہے۔ وہ بہانہ کی تلاش میں ہے۔ کلبھوشن کے کیس نے بھی بھارت کو پریشان کیا ہوا ہے۔ اس لیے ملک میں اتفاق رائے پیدا کرنے کی ضرورت ہے۔ گالم گلوچ بند کرنے کی ضرورت ہے۔ اپوزیشن کے ساتھ بیٹھنے کی ضرورت ہے۔ لیکن کون سمجھائے۔

In Canada, El Bahnasawy was portrayed as something of a victim. His lawyer Sabrina Shroff told the CBC he was young and “vulnerable,” adding, “It’s a very difficult situation undoubtedly — not just for him but also for his entire family.”

Syed Soharwardy of the Islamic Supreme Council of Canada told Global News that El Bahnasawy’s views could be found at some mosques but that anti-Islamic sentiment in Canada could make Muslims more likely to support a terrorist organization. “Islamophobia helps others to be radicalized,” Soharwardy explained, and until the Islamophobia “which is going on in our communities” stops, the radicalization is “going to continue.”

On the other hand, Amarnath Amarasingam of the Institute for Strategic Dialogue, told Global News: “We have a young man from Canada receiving bomb making instructions from operatives linked to ISIS’s Khurasan province and financial assistance from ISIS networks in the Philippines. This has huge implications for how we approach ISIS’s loss of territory in Iraq and Syria, since it’s clear that their networks elsewhere could pose an equally serious threat in terms of attack planning in Western countries.”

Canada: Muslim who joined ISIS in Syria arrested, then released on bail in Calgary

Calgary terrorism suspect Hussein Sobhe Borhot has been granted bail.

Provincial court Judge Anne Brown agreed with defence lawyer John Phillips that Borhot could be released on conditions, which include wearing an ankle bracelet that can monitor him 24 hours a day.

Crown prosecutor Kent Brown had sought Borhot’s detention.

At Phillips’ request, the judge placed a publication ban on the application before her, including her reasons for granting bail.

Among Borhot’s bail conditions are that his father post a $30,000 surety and he must report weekly to RCMP.

Borhot, 34, allegedly contributed to the activities of the Islamic State, commonly known as ISIS, according to the RCMP’s Integrated National Security Enforcement Team.

He is charged with three counts of participation in the activity of a terrorist group and one count of commission of an offence for a terrorist group.

He allegedly enlisted with the group, received training for the purpose of enhancing the abilities of ISIS and participated in a kidnapping.

Mounties said Borhot travelled to Syria between May 9, 2013, and June 7, 2014, when the alleged activities took place.

He was arrested earlier this month following a seven-year investigation by the Mounties.

Michael Nesbitt, a professor at the University of Calgary who specializes in criminal law, national security law and anti-terrorism law, said the charges were surprising considering the amount of time that has passed.

Nesbitt said although Borhot’s name has been “on the radar” in the past, “it’s still surprising because it’s been seven years . . . and nothing’s been heard.”

He said Canada has seen very few cases of people travelling abroad to join groups such as ISIS, coming back and then being charged based on evidence of their alleged activities abroad. Past charges related to terrorist travel have usually been based on planning that allegedly took place in Canada.

“This will probably be the first case where you’re really talking about full battlefield evidence as the information that would uphold the charges,” said Nesbitt.

“They’re going to have to have some evidence of what this person did abroad, presumably in a war zone.”

Calgary Imam Syed Soharwardy, founder of Muslims Against Terrorism and the Islamic Supreme Council of Canada, said he has long advocated the RCMP thoroughly investigate Canadians who travel abroad to join groups such as ISIS.

Soharwardy estimated there have been more than 200 Canadian citizens who fit that bill.

“What happened to those guys? Why only the RCMP is finding one person after seven years?” he said, calling it “a very slow” and “tiring” process.

“These people are walking time bombs,” said Soharwardy.

“We cannot let them freely walk on Canadian soil because they have been trained for utilization of weapons. They might have committed major crimes in Syria and Iraq.”

RCMP said the investigation continues and could result in further charges or arrests.

Borhot’s case is back in court in September.
